The Position:
The Russian Federation's military invasion against Ukraine launched on 24 February 2022 has triggered one of the fastest-growing refugee emergencies in history, and the largest since World War II. The escalation of the conflict has caused civilian casualties, destruction of civilian infrastructures, including health facilities and maternities, disruption of Sexual and Reproductive Health (SRH) services and supply chain, and led to an increase in Gender-Based Violence (GBV) including Conflict-Related Sexual Violence (CRSV).
UNFPA immediately scaled-up its response in Ukraine and Moldova, as well as Belarus and other countries affected by the crisis. So far, UNFPA Country Offices (CO) have benefitted from strong support from different UNFPA offices, not least the Humanitarian Office through its staff.
Moving forward, UNFPA Regional Office for Eastern Europe and Central Asia (EECARO), based in Istanbul, is called to play a bigger role in terms of support to not only colleagues in Ukraine and Moldova COs, but also in Belarus CO and to partners and Implementing Partners (IPs) in all countries receiving people fleeing from Ukraine, especially the 4 EU countries neighboring Ukraine, i.e. Poland, Slovakia, Hungary and Romania, but also potentially in other countries like Georgia and Bosnia and Herzegovina where the number of arrivals continues to increase. Therefore, UNFPA is establishing a regional Ukrainian response unit under EECARO's leadership and management, in Istanbul, Turkey. Its main objectives will be to coordinate and provide tailored technical and operational support to UNFPA offices and partners in Ukraine and the neighboring countries affected directly or indirectly by the crisis with a focus on UNFPA-mandated areas of responsibility in Gender-Based Violence (GBV) and Sexual and Reproductive Health (SRH), as well as coordinates with other sister UN agencies regional emergency offices.
This regional Ukrainian response unit will initially be composed of two specialists, respectively on Sexual and Reproductive Health (SRH) and GBViE, under the overall leadership of EECARO Regional Director and the supervision of EECARO Regional Humanitarian Coordinator (RHC). Based on the context evolution, the needs and the capacity of UNFPA to raise additional funds, this unit may later be strengthened with other profiles.
Under the overall guidance and supervision of UNFPA EECARO Regional Humanitarian Coordinator, the regional SRHiE Specialist supports strategic decision-making processes at country and regional levels in emergency response efforts with the aim to promote Sexual and Reproductive Health (SRH) programming and the implementation of quality SRH services in crises and post crises situations. The incumbent also supports COs and partners in the procurement and delivery of emergency medical supplies and equipment; orients COs and partners on SRH related issues (including maternal and new-born health, family planning information and services, STIs and HIV prevention, care and treatment, and care for survivors of violence). The incumbent also encourages and assists COs and UNFPA IPs and partners in capacity building and establishing relevant partnerships with other humanitarian stakeholders, NGOs, donors and government counterparts, not only in countries in EECA where UNFPA has country offices, but also in countries affected by the crisis, like the 4 EU countries neighboring Ukraine, namely Poland, Slovakia, Hungary and Romania and other countries where people fleeing the conflict have sought protection. When the situation stabilizes, the incumbent guides partners and UNFPA COs on the establishment of comprehensive SRH services and/or the integration of SRH services in the regular/existing health system. Based on the evolution of the context, the incumbent also provides tailored support to UNFPA COs in their internal and inter-agency preparedness and contingency planning efforts.
More specifically, the regional SRHiE specialist will provide remote support in both emergency preparedness and response efforts, including capacity building for MISP and Clinical Management of Rape (CMR); development of SRHiE related tools and guidance notes; review of contingency plans and national DRR and preparedness strategies; planning and development of country office response; review of response-related documents such as fund requests and donor proposals; and provide guidance and insight on the best ways how to apply the strategies, plans and tools in order to best respond to the SRH needs of affected populations in the region.
The incumbent will work under the overall guidance of UNFPA EECARO Regional Director and Deputy Regional Director, under the direct supervision of EECARO Regional Humanitarian Coordination, and in close collaboration with UNFPA SRH advisors, specialists and analysts at country level (both from the regular teams and the colleagues deployed on surge), in EECARO and in UNFPA Humanitarian Office, Geneva. The regional SRHiE specialist will also collaborate with many partners at regional level (such as 0rganizations constituting the Regional Health Extension in Krakow, Poland) but also at country level, in countries where UNFPA does not have country offices.
In order to provide the most field-driven support to colleagues and partners responding to the crisis, the successful candidate will be based in the premises of UNFPA EECARO in Istanbul, Turkey. The duty station may be changed at a later stage to another country, like Poland or Moldova, based on needs, evolution of the context and localization of the regional teams of other agencies. The successful candidate will also undertake missions to the different countries affected by the war as needed.
