The Position:

The Regional Innovations Specialist post is placed in the West and Central Africa Regional Office (WCARO). S/He is part of an interdisciplinary team with a focus on support for initiation, stimulation and incubation of ideas; design thinking and prototype development; and monitoring, robust evaluation and scaleup of innovative approaches across the regional programme initiatives and in support of the country offices in the West and Central Africa Region.  

 

S/He will work under the overall guidance and supervision of the Regional Director and under the direct supervision of the Deputy Regional Director and in close collaboration with the other units of the Regional Office, which operates along broad thematic areas designed to stimulate and strengthen UNFPA programmes and results in the West and Central Africa region.

Job Purpose:

Innovation is positioned as an accelerator to help UNFPA deliver its ambitious Strategic Plan 2022-2025. The Innovation Specialist provides high quality innovation guidance and integrated knowledge management and programmatic support within a systems strengthening approach fundamental to UNFPA's overall strategy. S/He will support the innovation portfolio and mainstream innovation within the country offices of the West and Central Africa Region.

The primary roles of the Innovation Specialist are to support initiation, facilitate, capture and monitor innovation strategies and practices in the region for review and scaleup; and to provide capacity development to UNFPA staff and implementing partners and knowledge management support for innovative approaches to policy and programme development, implementation and operations. 

 

You would be responsible for:

 

Management of the Regional Innovation Strategy 

  • In close consultation with the WCARO management and country offices, develop, implement and manage a regional innovation strategy to advance UNFPA's mission and regional priorities through a coordinated, creative and evidence-informed innovative approach;
  • Establish a strategy for building innovation skills and competencies, including creative thinking, in staff in the region and find ways to nurture innovative thinking across the regional programme focus areas;
  • Contribute to the definition of a methodology on how impact can be measured and how the value of new innovations can be demonstrated;

 

Global and Regional Scanning  

  • Monitor latest trends and developments in innovation globally and in the region related to UNFPA mandate and identify projects with potential for scaling up and replicating successful projects;
  • Work with all units of WCARO to identify and capture, for each thematic area, innovative initiatives that enhance the effectiveness and efficiency of UNFPA support, including technological advances, processes and approaches;
  • Work with country offices to document stories, lessons learned and materials on promising innovation practices to support global and regional information sharing and scale up; 
  • Provide input into the UNFPA's regional website, ensuring timely, accurate and comprehensive content related to innovation and based on innovative approaches provided by regional and country offices; 
  • Promote UNFPA publications/reports to position UNFPA as a regional knowledge leader of innovation for our core issues to advance innovation objectives;

 

Support to Country Offices and Capacity Development

  • Identify gaps and challenges in UNFPA programming and operations where innovative solutions are needed;
  • Provide overall strategic and technical guidance and support to country offices in planning and implementing country-level innovations, from incubation of ideas to design thinking and prototype development; and implementation, monitoring, robust evaluation and scaleup of innovations;
  • Identify innovation capacity building needs of the country offices and identify existing corporate capacity building activities or other learning programmes with a focus on stimulating innovative thinking and approaches at all levels of the organization;
  • With partners, develop strong and innovative concepts for new products, tools and resources for a more vibrant and innovative approach towards delivering results and achievements, and assist country offices in the development and implementation of innovative prototypes;
  • Identify and maintain a network of external technical resources to assist country offices in the development and implementation of innovation activities;
  • Support country offices in identifying and implementing innovative approaches to internal and external communications, resource mobilization, and partnership building;

 

Engagement in Global Innovation Activities and Partnerships

  • Support and engage in key corporate innovation initiatives (e.g. Innovation Challenge, development of corporate tools and mechanisms, corporate innovation capacity building, Innovation Fair and Award, others);
  • Promote, facilitate and support the UNFPA Ideas Bank - an innovation community space for shared innovation ideas across the organization, including Knowledge Exchange Hub, to nurture the culture of knowledge sharing and exchange across geographic locations and portfolios;
  • Coordinate engagement of the regional community of innovators in technical discussions around accelerating the achievement of the transformative results, ICPD PoA and the 2030 Agenda;
  • Assist in the development of partnerships with other organizations in the innovation space, with a particular focus on South-South collaboration; 
  • Support national and regional innovative initiatives and activities in the area of access and use of quality data for development for moving the region and the continent into the data revolution era;

 

Knowledge Management 

  • Analyze existing practices for improvement or enhancement and brainstorm with the WCARO management and technical teams to discover new solutions and approaches to intractable problems;
  • Follow feedback and responses to the implementation of new ideas, track and analyze the success, and prepare response to questions or concerns from COs and implementing partners;
  • Contribute to the promotion of technical knowledge, innovative approaches, lessons learned and success stories for use in improving programmes; maintaining accessible databases on best and promising practices;
  • Contribute evidence-based best practices and lessons learned from the region to inform and shape global practice and vice versa, including the South-South sharing of knowledge and best practices;
  • Contribute to the development and adaptation of existing and innovative tools and guidance as well as training materials and manuals and support their use for capacity development of partner institutions and UNFPA staff in the region;

 

Carry out any other duties as may be required by the Regional Director or the Deputy Regional Director.

 

Qualifications and Experience: 

 

Education:  

  • Advanced University degree in public health, sociology, demography, gender, economics, international relations, international development, public administration, marketing, Engineering or other science and technology related field;

 

Knowledge and Experience: 

  • A minimum of five years' professional experience with demonstrated ability for creative thinking and innovative approaches, preferably with experience in design thinking, prototype development and implementation of innovation;
  • Proven ability for creative thinking, innovative approaches and innovation management;
  • Solid active network of innovators;
  • Ability to catalyze and scope for innovative initiatives that enhance programme quality;
  • Ability to explain complex ideas and findings in a way that can be easily understood and to work creatively within a budget and use innovation to find ways of more effectively managing resources;
  • Substantive knowledge and practical experience in knowledge management and strategic information management;
  • Strong written, verbal, listening and presentation skills;
  • A keen understanding and working knowledge of issues related to the ICPD Programme of Action;
  • Demonstrated ability to build relationships at all levels in a multicultural, matrixed environment;
  • Proven ability to lead and inspire, exhibit integrity and empathy, be a team player with initiative;

 

Languages: 

  • Fluency in English is required and French is desirable to enable effective communication with English speaking and French speaking country coordination groups and local organizations (West and Central Africa region).

The future market influencing agenda will require efforts to address new products and markets targets, and to harness the power of business more holistically to improve the lives of all children.   How can you make a difference? Purpose of the Job Under the guidance of the Regional Chief of Supply and in collaboration with relevant units in different HQ divisions, the RO and Country Offices, the Market Development Manager(and Product) is to identify (strategic, essential) products for adequate adaptation and production at scale. In close collaboration with COs, monitor pricing trends, supplier development, key product pipelines, and track key industry statistics and dynamics including as an input to procurement strategy development and particularly for new/future products, services and markets. - Identify innovative financing possibilities for market engagement and development activities. - Coordinate and contribute to the work on development of market influencing frameworks and policies and develop strategies for essential commodities for children through rigorous market research and analyses in the region. - Implement local market influencing agendas based on market research and analyses for essential (and new) products and services. - Ensure that local market shaping activities include components to empower local economies and communities through activities benefitting and making use of local knowledge and skills with the ultimate aim to improve product quality and increase production of programme relevant products in WCAR. - Collaborate with relevant Supply Division centres and units, UNICEF COs and key external partners to help drive procurement strategies and shape critical markets for essential products and services for children. - Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to identify needs, align stakeholders and make greater efficiencies in implementation and scale up health innovations - Engage with UNlCEF's market shaping partners to drive market development and optimization agendas for multiple sectors and in line with regional political bodies. - With regards to product development and management, identify critical intervention points and develop strategies for implementation of new innovation projects. - Reviews and evaluates the technical, institutional and financial feasibility and constraints of programme/projects in collaboration with Government and other partners.   Impact of Results - Identification of new product innovation projects. - Efficiently run product innovation projects with full consideration of related regulatory frameworks and necessary approvals. - Procurement strategies for strategic essential commodities are designed based on solid market analyses and evidence, under consideration of innovative approaches to creating healthy, dynamic and sustainable markets with affordable prices for products. - Demand forecasts and pull mechanisms are developed where needed to help UNICEF accelerate development, improve availability, and reduce prices particularly for novel essential supplies for children. - Setting and Reporting  This position is located in the Procurement, Asset Management and Logistics section (PAMLS), Executive Office (EO), in the Office for the Coordination of Humanitarian Affairs (OCHA) in Dakar, Senegal, to support the West and Central Africa operations. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Procurement Officer in Dakar, Senegal. The incumbent will report to the Chief of Procurement within Procurement, Asset Management and Logistics Section (PALMS).   Responsibilities Within delegated authority, the Procurement Officer will be responsible for the following duties: • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions. • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle. • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations. • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. • Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones. • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services. • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program. • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations. • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. • Within the threshold authorized to monitor, distribute, and approve the buyer's procurement process under the West and Central Africa Purchasing group. • Supports the preparation of various reports as required by management. • Provides guidance to, and may supervise, new/junior staff.   Competencies • PROFESSIONALISM: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services.  Knowledge of contract law and expertise in handling complex contract issues. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.     A professional certification in the supply chain from the Chartered Institute of Purchasing and Supply certification (CIPS Level 4) is required.   Work Experience A minimum of five (5) years of progressively responsible experience in procurement, contract management, administration or related area is required. A minimum of two (2) years within the last five (5) years of international field experience in humanitarian or development context is desirable. Experience in the supply chain modules in ERP (Entreprise Resource Planning) system with relevance in procurement modules is desirable. A minimum of one (1) year experience within the last three (3) years in procurement procedures within the UN Common System or comparable international organization is desirable.   Languages French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.   Assessment The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.   Special Notice This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
