The World Bank Group (WBG) is one of the world's largest sources of funding and knowledge for developing countries. It uses financial resources and extensive experience to help our client countries reduce poverty, increase economic growth, and improve quality of life. 

 

Timor-Leste's political context is characterized by four centuries of Portuguese colonization, more than two decades of Indonesian occupation, and 24 years of guerrilla warfare. The country's public administration was developed building on the experience of donors who worked in the country following the declaration of Independence in 2002. Public organizations have struggled with issues including limited technical capacity, language barriers, missing middle-rank managerial and technical staff, and slow development of regulatory frameworks. Delivery of public services to citizens is influenced by political loyalty; however, democratic values related to transparency, merit, equity, and rule of law have been observed more frequently over the past few years.

 

Your tasks and responsibilities as Human Development Analyst:

  • Assist the human development team in the supervision of projects (lending and analytical/advisory operations) in Timor-Leste. He/she should contribute to the provision on hands on technical and operational support to the counterparts;
  • Contribute to a close support to the counterparts on the preparation and execution of project implementation plans;
  • Contribute to analytical and advisory work on issues including but not limited to early childhood education, basic and tertiary education, as well as primary health care;
  • Engage with the government counterparts, policymakers, and other development partners in the human development agenda.

 

Part of the Talent programme 'Swiss Youth at the World Bank', this position is sponsored by the State Secretariat for Economic Affairs (SECO). This ensures that travel, relocation, life and health insurance costs are covered by the programme and a monthly living allowance is paid.

Skills required

For the programme:

  • Swiss nationality;
  • Master's degree in a relevant field (by end of October 2022);
  • Ideally 12 months of relevant professional experience (min. 3 months - max. 24 months);
  • Max. 28 years old at the start of the assignment (born on or after April 1, 1994);
  • Excellent command of English and 2 official Swiss languages (one active = C1/C2, one passive = A2/B1);
  • Interest in joining the international cooperation sector.

 

For this position:

  • Master's degree in education, health or economics;
  • Demonstrated interest and/or experience (ideally one year) in one or more of the following:
    • Project management, supervision and monitoring and evaluation;
    • Working with governments;
    • Assisting teams working on human development analytical and advisory tasks;
  • Good analytical skills and proven ability to assist teams responsible for policy-relevant research.
  • Capacity to assist teams in the application of professional knowledge and technical skills to analyse, diagnose and propose solutions to policy issues and challenges;
  • Fluent in English.
