The United Nations World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide with the mission to help the world achieve zero hunger. Every day WFP works so that nobody goes to bed hungry and the poorest and most vulnerable, particularly women and children, are able to meet their food and other essential needs. In 2021 WFP transferred USD 2.3 billion in cash transfers to 42 million people (52% women and girls), in 69 countries. In addition, we supported 52 countries in setting up or scaling up their national G2P payment programmes. The Cash-based Transfers Division (CBT) leads the organization's global efforts in cash operations and is an agile team that works with a range of innovative partners to enable WFP's field operations through policy, technical advice and services. The Division is responsible for setting global normative frameworks and standards, and supporting WFP Regional Bureaux (RBs) and Country Offices (COs) establish and run quality cash operations, whilst increasingly supporting governments in establishing financially inclusive and assured payments systems. WFP wants to support 10 million women through their own accounts on which they receive humanitarian- or G2P payments, and accompany these women on their journey toward digital financial inclusion and economic empowerment. This requires supporting access to national IDs, building women's trust in the formal financial system as well as their capabilities to use financial products and services to their advantage. Putting more money into women's hands is front and center of the Division's vision and upcoming cash policy. Making better use of our CBT operations to contribute to longer term, life-changing opportunities for people is going to involve doing things differently. We want to continue to promote programmes that are based on evidence and best practices. We want to prioritise women as primary recipients of money transfers. We want to enable the people we serve to choose from a range of appropriate products and services, and to easily switch if they find something that works better for them. We want to drive thought leadership in the field from an operational perspective. We want to increasingly be beneficiary-centred and focussed, designing our operations around what people have told us they need.
JOB PURPOSE
The CBT Division is seeking a driven team member with demonstrated experience in enabling digital financial inclusion through cash transfers at a strategic and operational level. You will have a leadership role in making the Digital Financial Inclusion (DFI) and Women's Economic Empowerment (WEE) vision a reality and executing the corresponding workplan and approach. This entails working across global and country-specific activities and guiding a team of dedicated field experts across various WFP operations. You will be more than a caretaker of this workstream, and play a central part in shaping and launching a new strategy. You need to be familiar with WFP's portfolio of work, including CBT policies, systems and processes, and the provision of G2P technical assistance to governments in order to drive the necessary change and mindset shift required. You will be an internal expert on women's digital financial inclusion as we work across the organisation to achieve our goals and will represent WFP externally as a clear voice and thought leader among industry stakeholders.
You will report to the CBT/DFI Team Lead. The cash transfers and digital financial inclusion expert will be based in London to build closer relationships with key private sector partners and donors active in the digital financial inclusion/digital payments space- including GSMA, EBRD, World Remit, EIB, Microsave and members of the Better than Cash Alliance (BTCA). As the London DFI antenna/spokesperson, you will be expected to advocate and elevate WFP's vision amongst these industry partners and seek-out, build-on or join relevant initiatives, and position WFP for new funding opportunities. You will also be available for missions and deployments to the field as required.

Proven technical and specialized skills and knowledge on humanitarian cash transfers, access and use of financial products and services for women, digital payments, social protection and G2P payments, women's economic empowerment and digital financial capability building,
Project management experience within WFP on initiatives that enable digital financial inclusion and financial resilience for women through cash transfers. Ability to develop a strategy and act on it whilst being results-oriented with an ability to prioritize.
Strategic thinker able to see a strategy at a high-level and execute it at an activity level.
Has a proven ability work with and coordinate stakeholders at various levels.
Proven experience engaging with government, and leading external workshops to build consensus towards a common vision.
Demonstrated experience to advocate and resource mobilisation.
Known among DFI/WEE industry partners and able to build partnerships across stakeholders.
Demonstrated knowledge of cash transfer policies, operations and processes.
Operational experience in the field across multiple contexts.
Good interpersonal skills, communicates effectively, works well in a team and is adaptable to change.

Former recipients of humanitarian assistance and direct programme participants (of WFP or others) or community leaders who have lived experiences with humanitarian cash operations are invited to apply, women in particular
STANDARD MINIMUM QUALIFICATIONS
Education: Minimum a degree in Economics and International Development, international relations, social sciences, business administration or other similar areas
Experience: Minimum 5 years of relevant professional experience required in humanitarian/development assistance (DFI, socio-economic development, social protection, cash transfers).
Knowledge & Skills:
Knowledge of DFI for women, digital payments, cash transfers and G2P payment programmes, social protection and shock responsive safety nets, digital and financial literacy building, women's economic empowerment and financial resilience, and user-centered design. Knowledge of the latest industry-wide developments and targets for DFI for women across the private and public sector. Understanding of the demand, supply and regulatory aspects of digital financial inclusion for women. Strong project management skills.
Languages: Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) or Portuguese (one of WFP's working languages) is desirable.
