The twin challenges of rising poverty and inequality: for the first time in 20 years, the number of people living in poverty globally has risen due to the socio-economic impacts of the COVID-19 pandemic. More than 100 million people have been pushed into extreme income poverty due to COVID-19. 1.3 billion people live in multidimensional poverty as per the global MPI which measures simultaneous deprivations in health, education, and living standards. In parallel, global income inequality is increasing. Looking beyond income, pre-existing inequalities have also been amplified within and across countries.

To address these challenges, UNDP's Inclusive Growth team focuses on integrated solutions that tackle inequality of opportunities and advance sustainable human development to achieve prosperity for all, through a continuum of services that aims to protect, empower, and transform – enabling the multidimensionally poor and vulnerable, to live better lives and be empowered agents in an inclusive, resilient development process and green recovery. Our mutually supportive service lines include: (i) Developing new poverty and inequality metrics and tools; (ii) Expanding and improving social protection, including promoting the care economy, focusing on the most vulnerable first; (iii) Protecting and enhancing the productivity and resilience of informal workers and informal enterprises; (iv) Supporting national counterparts to harness and shape the future of work opportunities.

 

The Head of Inclusive Growth leads the Inclusive Growth Team in HQ and coordinates work on inclusive sustainable growth, poverty reduction and inequality, through a team based partly in New York and partly in the Regional Hubs. S/he works with teams across UNDP's Regional Hubs, Country Offices and Global Policy Network (GPN), and relevant partners. S/he manages the development of tools and services to support countries achieve priorities for inclusive growth, poverty eradication and addressing inequalities in the most effective means possible through national and local plans. S/he is the main substantive anchor for guiding the implementation of the Signature Solution on Poverty and Inequality. The Head of the Inclusive Growth will bring world-class authoritative leadership, advice and technical expertise, leading advocacy and speaking authoritatively on behalf of the team and the organization, establishing guidelines and directing the work of staff within the team. 

 

Duties and Responsibilities

 

Policy Formulation and Development

  • Leads the inclusive growth team and its collaboration with other teams on the integration of UNDP's work into a coherent policy and programming framework for effective SDG implementation at the country level.
  • Leads and coordinate production of relevant analysis and guidance on emerging issues of global significance related to SDG achievement, poverty and inequality, social protection, future of work, informality and more. 
  • Provides strategic leadership in the design of policy initiatives on key inclusive growth policy areas, and data analysis for global standards setting, in collaboration with policy teams in the Regional Hubs and Global Policy Centers bringing in perspectives and knowledge from Country Offices and regions;
  • Coordinates and commissions new research on inclusive growth, the reduction of inequalities, social protection, poverty eradication, informal economy, LDCs and decent work and the future of work, through working with the Global Policy Centers; and
  • Guides the quality assurance of policy services and fosters policy innovation and leveraging digitalization in the inclusive sustainable growth areas to enhance programme delivery.

 

 

Policy Advice/ Programme Support Delivery

 

  • Provides authoritative leadership, supervision and guidance to IG teams in Regional Hubs in their provision of inclusive growth policy advisory services to country offices, taking an integrated approach that considers all aspects of inclusive growth helping them to ensure relevance of the services provided to country and regional context;
  • Oversees the identification and use of data and rigorous evidence for national/sub-national policy formulation and monitoring, consistent with global standards and norms;
  • Leads the team in using integrated multi-disciplinary approaches to meet policy and programming needs in line with corporate guidance and standards; and
  • Fosters close interaction and collaboration with relevant teams in the CB to ensure a rapid and well-coordinated response to crisis and conflict situations and provide related contributions to UNDSP SURGE for country offices when required.

Overall Management and Resource Mobilization

  • Sets strategic goals and direction for the team, including roles and responsibilities, accountability and reporting;
  • Leads and manages staff in the team in the formulation and implementation of the substantive work plan of the team and oversee staff accountability—including for coordinating work with other teams across the GPN; 
  • Ensures that the technical capacity of the policy advisors and specialists is optimally aligned with business needs and that team members are encouraged to seek new client opportunities and amplify the value and reputation of BPPS in the thematic area;
  • Encourage the team to critically assess itself against emerging trends and thinking in the profession;
  • Ensure that Performance Assessments are carried out according to UNDP procedures;
  • Fosters and maintain an enabling environment for harmonious working relationships and team-building, by promoting consistent and constructive communication, open information sharing, and coordination among all staff;
  • Ensure that the work of the team is conducted in accordance with relevant business processes and that high-quality outputs are delivered on time; and
  • Leads resource mobilization in the inclusive growth area to support the delivery of UNDP Strategic Plan results. 

 

 

Partnerships, Representation and Advocacy

 

  • Forges and leads the development and strengthening of strategic partnerships including with UN agencies, IFIs, think tanks and academia to advance UNDP's integrated approaches for inclusive growth, the reduction of inequalities, poverty eradication and sustainable human development, and to monitor and report on progress in implementation;
  • Leads in the identification of relevant thematic partnerships with UN agencies, IFIs, think tanks and academia in relevant inclusive growth areas;
  • Represents UNDP and engages in UN interagency coordination, including high level sustainable development fora, as well as in other fora with the aim to advance UNDP's strategic agenda in this thematic area;
  • Provides leadership to advocate policy and positioning of this thematic area in various fora, including academia and civil society.

 

 

Knowledge Management

 

  • Oversees, influences and promotes policy dialogue in the thematic areas through cross-regional exchange of knowledge and collaboration, and synthesis of knowledge emerging from the development and implementation of programmes across thematic areas;
  • Leads and provides substantive expert advice in the Community of Practice for Poverty;
  • Guides and coordinates cross-regional exchange of knowledge by collaborating with policy teams in Regional Hubs and Global Policy Centers to research, develop and share knowledge-based tools and guidance to help influence/advance policy dialogue on priorities for inclusive growth, including the reduction of inequalities, poverty eradication and sustainable human development and present such material at various fora;
  • Oversees the knowledge extraction, analysis, documentation, codification of results/lessons learned on inclusive growth, ensuring that knowledge sharing, and content management is in line with the knowledge management strategy.

Education:

  • Advanced university degree (masters or equivalent) in economics; development economics or related field.

 

Experience:

  • 15 years of professional work experience leading teams, providing policy advice and advancing the development and implementation of inclusive growth/poverty eradication/equality approaches in different development contexts, including 5 years' experience working in developing country settings.
  • Proven track record and leadership experience in the UN System/multilateral organizations related to inclusive growth, poverty eradication and reducing inequality. 
  • Strong analytical skills in economic and social dimension of sustainable development.

 

Language Skills:

  • Fluency in English, both written and oral.
  • Working knowledge of another UN language is desirable.

Capacity Building: - Build the advocacy capacity of key staff in a number of priority UNICEF countries and regions for HPV and girls health, in coordination with UNICEF's advocacy capacity building team. - Coordinate and deliver capacity building workshops in countries, in collaboration with the advocacy capacity building team ? this will include occasional travel to country and regional offices (2-3 times per year). - Coach and support advocacy and communications specialists in countries and help them progress their advocacy strategies ? this may include travel to regional and country offices. The investigation team carries out investigations into allegations of proscribed practices, including but not limited to allegations of fraud, harassment, abusive or authority, corruption, sexual misconduct and retaliation.   You would be responsible for: - Under the overall guidance of the Director, OAIS, and the direct supervision of the Investigations Unit Chiefs, the Intern: - Carries out research and drafts opinion memos, on matters relating to the investigative process and practices; - Assists in conducting preliminary assessments of complaints; - Assists in identifying, collating and analyzing potential evidence, including open-source research, securing of financial, programmatic, human resource, and other organizational records; - Assists in drafting documents and communications with respect to cases under investigation; - Assists with the review of investigation reports and other documents to ensure that citations to evidence in footnotes are accurate and complete; - Helps in the retention, storage and organization of paper files and physical evidence kept by the Investigations Branch; - Assists with ensuring that relevant investigation databases and evidence repositories are populated; and - Undertakes other related tasks as requested.   Qualifications and Experience All interns must meet the following educational and other eligibility requirements:   Education:  Be enrolled in a postgraduate degree programme (such as master's programme or higher) in law, international crime and justice, criminal justice, forensic investigations or related field; Be enrolled in the final academic year of a first university degree programme (minimum Bachelor's level or equivalent) in law, international crime and justice, criminal justice, forensic investigations or related field; or Have graduated with a university degree in law, international crime and justice, criminal justice, forensic investigations or related field and, if selected, must start the internship within one-year of graduation.   Knowledge and Experience: Experience in dealing with investigations, administrative and/or disciplinary law or law enforcement is desirable.   Languages: Fluency in English required, with proven ability to express well verbally and in writing. Good knowledge of one of the other UN official languages (French, Arabic, Chinese, Spanish or Russian) is highly desirable. The Intake Section ensures that OAIS receives, triages, registers, acknowledges and assesses all reports of wrongdoing made to OAIS. The assessment determines which of the complaints received falls within the mandate of OAIS by either closing, referring to another unit or entity, or designating the complaint for investigation. As such, the Intake and Reporting Section holds a critical role in the proper conduct of OAIS' internal and external investigations. The Intake Section also tracks, collects, aggregates and summarizes data related to OAIS' work, enabling OAIS to report on patterns, risks and trends of wrongdoing in UNFPA operations. Finally, the Intake Section assists in investigation-related policy development and implementation at OAIS, keeping OAIS in line with UNFPA policy, donor requirements, investigative best practices, and the victim-centric approach.     Qualifications and Experience:  Education:   - Advanced university degree in law, criminology or closely related fields. A first level university degree with a combination of significant relevant education, professional certification(s), training and experience in the field of investigations may be accepted in lieu of an advanced degree. - Formal training and/or certification in law enforcement methodologies, an asset. Admission to the Bar or Certified Fraud Examiner (CFE), highly desirable.   Knowledge and Experience:  - At least seven (7) years of progressively responsible, relevant professional experience in complex criminal and/or administrative investigations, with a proven track record in leading, planning, executing, and reporting on investigations, including as a case lead investigator, as well as several years of experience in managing multi-disciplinary investigation teams. - Proven ability to rapidly assess complex allegations of wrongdoing conduct, assign investigative tasks, and accurately analyze, assess and summarize findings, observations and make investigation-related recommendations. - Demonstrated advanced experience in investigating white-collar crime and coordinating investigations or investigative functions; demonstrated experience in investigating fraud and other fraudulent activities, any proscribed practices, sexual exploitation and abuse, harassment (work/sexual), abuse of authority and other forms of wrongdoings. - Proven ability to conduct and lead complex investigations and to analyse, assess, and summarize investigation findings, observations, and recommendations quickly and accurately. - Good knowledge of international civil service law, as it relates to UN policies, procedures and jurisprudence relevant to administrative investigations and decisions and rulings of the relevant tribunals highly desirable. - Experience in an International Organization (UN system or multilateral context) highly desirable. - Experience in conducting investigations in the public sector in developing countries, including prosecutor or 'juge d'instruction' similar function, highly desirable.   Languages:  - Fluency in English required, with proven ability to express well verbally and in writing. - Good knowledge of other UN official languages (French, Arabic, Chinese, Spanish or Russian), highly desirable.
