How can you make a difference?

The incumbent of this position will provide Supply Chain Monitoring and Logistics support to Country Offices (COs).

Key functions, accountabilities and related duties/tasks

  • Provide support to UNICEF Country Offices remote and on-site technical support and guidance for supply chain strengthening.
  • Ensure the strengthening of proper management of UNICEF supplies at Country Office and regional level including effective monitoring systems of the movement of supplies in in alignment with corporate systems related procedures and practices.
  • Conduct and participate in rapid emergency assessment and evaluation missions, as required, and actively participate in common logistics efforts.
  • Under the Supervision of the Regional Supply Chief, monitor and, when needed, manage the activities of the regional Supply hubs (Call forwards of supplies, replenishment processes, performance monitoring) and related services (forwarding, UNHRD, transport).
  • Contribute to the development, adjustment, stabilization and roll-out of planning and monitoring tools at regional and CO level as well as sound data analysis practices.
  • Promote the utilization of good information management and data analysis tools at regional level, including RUTF pipeline monitoring.

To qualify as an advocate for every child you will have:

  • Education : An advanced university degree (Master's) in Business Administration, Management, Economics, International Economics, Engineering, International Development, Supply Chain Management, Supply, Logistics, Procurement, Purchasing, Contract/commercial Law or a directly related field(s) is required. A valid professional certification (CSCP; CSCM; CPSM; SCMP; etc.) from an accredited supply management institution, in conjunction with a relevant first-level university degree (Bachelor's), may be taken in lieu of an advanced university degree*.
    *A first level university degree (Bachelor's) in a relevant technical field (as identified above), in conjunction with seven (7) years of relevant work experience in supply, logistics, purchasing, contracting, administration and/or other directly-related technical fields, may be taken in lieu of an advanced university degree (Master's).

 

  • Experience : A minimum of five (5) years of relevant experience, at the national and international levels, in supply, logistics, warehousing, procurement, purchasing, contracting, administration and/or other related technical fields is required.

  Work experience in emergency duty station is considered an asset.

  Work experience with SAP data management experience is considered an asset.

  • Languages : Fluency in English and French (written & verbal) is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian, Spanish) is considered an asset.

This includes shifting the supply base for more commodities towards greater use of local suppliers. The future market influencing agenda will require efforts to address new products and markets targets, and to harness the power of business more holistically to improve the lives of all children.   How can you make a difference? Purpose of the Job Under the guidance of the Regional Chief of Supply and in collaboration with relevant units in different HQ divisions, the RO and Country Offices, the Market Development Manager(and Product) is to identify (strategic, essential) products for adequate adaptation and production at scale. Through the application of specialized product, programmatic and partnership knowledge, the Market Development Manager (and Product) drives product innovation projects forward with the goal to enable the procurement of new, fit for purpose, end-user driven innovative products to be used for UNICEF programmatic and emergency responses. In close collaboration with COs, monitor pricing trends, supplier development, key product pipelines, and track key industry statistics and dynamics including as an input to procurement strategy development and particularly for new/future products, services and markets. - Identify innovative financing possibilities for market engagement and development activities. - Coordinate and contribute to the work on development of market influencing frameworks and policies and develop strategies for essential commodities for children through rigorous market research and analyses in the region. - Implement local market influencing agendas based on market research and analyses for essential (and new) products and services. - Ensure that local market shaping activities include components to empower local economies and communities through activities benefitting and making use of local knowledge and skills with the ultimate aim to improve product quality and increase production of programme relevant products in WCAR. - Collaborate with relevant Supply Division centres and units, UNICEF COs and key external partners to help drive procurement strategies and shape critical markets for essential products and services for children. - Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to identify needs, align stakeholders and make greater efficiencies in implementation and scale up health innovations - Engage with UNlCEF's market shaping partners to drive market development and optimization agendas for multiple sectors and in line with regional political bodies. - With regards to product development and management, identify critical intervention points and develop strategies for implementation of new innovation projects. - Setting and Reporting  This position is located in the Procurement, Asset Management and Logistics section (PAMLS), Executive Office (EO), in the Office for the Coordination of Humanitarian Affairs (OCHA) in Dakar, Senegal, to support the West and Central Africa operations. OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response effort. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Procurement Officer in Dakar, Senegal. The incumbent will report to the Chief of Procurement within Procurement, Asset Management and Logistics Section (PALMS).   Responsibilities Within delegated authority, the Procurement Officer will be responsible for the following duties: • Plans, develops and manages all procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), taking into account local economic and other conditions. • Advises requisitioning units and recipient entities on the full range of procurement issues, providing support and guidance at all stage of the procurement cycle. • Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations. • Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects. • Establishes and maintains work program and schedule for ongoing contracts and newly-planned ones. • Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of good and services. • Identifies new technologies, and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program. • Oversees adherence to contractual agreements, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations. • Prepares a variety of procurement-related documents, contracts, communications, guidelines, instructions, etc. • Within the threshold authorized to monitor, distribute, and approve the buyer's procurement process under the West and Central Africa Purchasing group. • Supports the preparation of various reports as required by management. • Provides guidance to, and may supervise, new/junior staff.   Competencies • PROFESSIONALISM: Knowledge of internationally recognized procurement standards and of all phases of international procurement techniques and operations used in contracting for a diverse range of goods and services.  Knowledge of contract law and expertise in handling complex contract issues. A first-level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.     A professional certification in the supply chain from the Chartered Institute of Purchasing and Supply certification (CIPS Level 4) is required.   Work Experience A minimum of five (5) years of progressively responsible experience in procurement, contract management, administration or related area is required. A minimum of two (2) years within the last five (5) years of international field experience in humanitarian or development context is desirable. Experience in the supply chain modules in ERP (Entreprise Resource Planning) system with relevance in procurement modules is desirable. A minimum of one (1) year experience within the last three (3) years in procurement procedures within the UN Common System or comparable international organization is desirable.   Languages French and English are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.   Assessment The evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.   Special Notice This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds.
