Job description

Role & Responsibilities

Manage the implementation and coordination of the designated field projects. Providing leadership, strategic direction, management and evaluation of all aspects of the Medair projects, the Project Coordinator also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security.

Project Overview

Oversees all rapid emergency projects within DRC in response to acute emergencies: disease outbreaks, displacement due to conflict, and above-emergency levels of malnutrition. The emergency response component is decentralised from several project bases and entails four sectors of work – WASH, infrastructure, health, and nutrition.

Key Activity Areas

Project Management

  • Oversee the overall implementation of the designated project(s) in consultation with the relevant Project Manager(s) and in accordance with the project proposals ensuring objectives are met within the required time frame and budget. Where necessary ensure preventative and corrective action is taken.
  • Manage a comprehensive activity plan for the designated project(s), including resource needs analysis, covering the time frame of the project proposal. Support relevant Project Manager(s) in day-to-day decision making.
  • Ensure that regular monitoring and evaluation assessments against project objectives are conducted and reports made to the relevant in-country or GSO managers or to donors.
  • Maintain an overview of the regional context with a view to the strategic development of new projects both in current sites and in surrounding regions. This may include baseline needs assessments.
  • Develop, with the other senior field managers, an implementation strategy with the country context and strategy.
  • Ensure complete and timely reporting of activities to Medair, donors, line managers and any other bodies.
  • Ensure all documents related to the project are produced and filed according to Medair and donor guidelines.

Representation

  • Develop and maintain relationships with relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, donors, UN agencies and other NGOs) and represent Medair at meetings (e.g. state and local government, sector-coordination and security) to facilitate and ensure cooperation and partnerships.
  • Attend OCHA meetings and specific emergencies meetings. Liaise regularly with UNOCHA, cluster leads and co-leads and other emergency response partners in discussing potential or current emergencies.
  • Coordinate with other rapid response actors (NRC, Mercy Corps, etc.) Participate and/or lead RRM workgroups.

Financial Management

  • Plan and construct the budgets for the designated projects, in collaboration with the relevant Project Manager(s) and Sector Advisers and in accordance with donor guidelines.
  • Ensure that budgets are spent according to donor proposals and regulations and within the timeframe, making any budget adjustment recommendation.
  • Monitor the spending of the designated project(s) to ensure they operate in line with Medair and donor guidelines for financial accounting and reporting practices.
  • Responsible for ECHO budget.

Staff Management

  • Ensure all personnel related issues for the staff of the designated project(s) are carried out in accordance with Medair guidelines. This includes recruitment, appraisals, objective setting, development and training, disciplinary action, etc. If applicable, work with the relevant Project Manager(s).
  • Ensure that staff receive training by providing coaching and through the promotion of capacity building of staff.
  • Hold regular team meetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develop and build an effective team.
  • Promote the health and security of the staff of the designated project(s) by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices.

Security Management

  • Monitor and review security assessments for new locations and for the area(s) of operation on a regular basis.
  • Ensure security plans and protocols are updated and implemented. Train Project Manager(s) in security planning, implementation and monitoring. Make sure the ERT use the right security tools and monitor wellbeing.
  • Oversee and monitor staff adherence to security protocols, including security incident reports.
  • Ensure security protocols for the area are updated and implemented due to changes in the security situation.

Quality Management

  • Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of the relevant advisors at GSO regarding quality, strategy and technical guidelines.
  • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits. Ensure that all standardised formats are used and guidelines are followed.

Qualifications

  • University degree in a relevant subject such as Management / Development / Business Administration.
  • Strong working knowledge of English and French (spoken and written).

Experience

  • 2 years post-qualification experience in a management position, preferably in a relief environment.
  • Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols. Advanced planning, assessment and analytical skills
  • Good report and proposal writing skills. Good negotiation skills. Problem solving ability.
  • Advanced leadership and project management skills. Committed to consultative and servant leadership.
  • Excellent communication skills. Experience and willingness in training/mentoring staff.

Of these, 2.2 million are internally displaced; 1.5 million are returnees who lack essential services and livelihoods; and 3.9 million are members of communities affected by their hosting of IDPs. About 730 000 people are located in areas inaccessible to international humanitarian actors. Although some retain or have developed a degree of coping mechanisms, most rely at least in part on humanitarian aid. Tdh has first been established in Abeokuta, in 2008, and implemented development programmes, such as Migration programs. Activities in the South of Nigeria have been closed in 2019. In order to respond to the Lake Chad Basin Crisis, Tdh has established a country office since mid-2017, in Maiduguri, Borno State. Tdh contributes to the crisis' response by providing child protection services, education in emergencies, wash and nutrition assistance to most vulnerable children and their families. This includes collecting input from staff based at GSO and also from all country programmes. This position is the key link between the Financial planning and analysis (FP&A) project team and a stakeholder in the Supply Chain Management (SCM) project for IP staff ensuring that IP perspective is included during the development and implementation of the critical new systems. Full-time open-ended contract.   Key Activity Areas Procurement - Responsible for managing assigned procurement including Global Emergency Response Team goods and services. - Responsible for data entry and tracking procurement requests ensuring procurement of the right product, at the right time, to the right location, at the right prices using the right procedures in compliance with Medair and donor guidelines - Advise and support customers in planning, organising and monitoring their procurement. - Liaise with suppliers; maintain and build supplier relations, process invoices and administrative paperwork archiving to ensure on time payment. - Monitor actual procurement against conditions agreed in long term contracts and framework agreements and ensure contract, supplier and procurement records are kept up-to-date. - Act as Medair shipment officer for the own procured goods or services; make sure shipments are organized in time and according to the right procedures, considering international, national and customs regulations; follow up shipments and communicate schedules with consignees. Global Emergency Response (G-ERT) procurement/stock control - Responsible for the GERT kits procurements, stock availability and replenishment so that they are fully equipped & deployable all year round, if needed. - Properly follow up on all administrative steps related to the above. Other - Support and assist the general work and administration of the Logistics team. - Cover for other Logistics team members when absent or re-assigned to support emergency response Innovation/continuous improvement - Proactivity towards continuous improvement and simplification, more efficiency and saving opportunities · - Support the BPEs Focal Points within Medair; ensuring policies and procedures are up-to date and serve as reference point for questions, information and training. Afin de compléter l'équipe de coordination d'Eirene Suisse, nous recherchons un·e stagiaire francophone avec d'excellentes connaissances de l'espagnol, pour accompagner les activités de communication, recherche de fonds et coordination.   Activités et tâches : Communication : Rédaction, création de contenu, mise en page et impression de divers supports de communication ; Appui à la rédaction et la diffusion de notre journal trimestriel Point d' ?; Gestion des réseaux sociaux (Facebook, Instagram, LinkedIn, Twitter) ; Mise à jour de notre site internet ; Rédaction et diffusion de notre Newsletter bimensuelle « Eirenews » ; Appui à l'organisation et participation à nos divers évènements de sensibilisation (tables-rondes, FILMAR, Marché de Noël, etc) ;   Recherche de fonds : Recherche de nouveaux donateurs, aide à la préparation et envoi des dossiers ; Enregistrement des dons dans notre base de données et mise à jour de celle-ci.   Gestion de projets : Participation aux séances de comité (env. 1 soir par mois), et assurer diverses tâches selon les besoins Appui à la rédaction de documents liés aux projets (demandes, rapports).
