Job description

Role & Responsibilities

Provide technical advice and support to management and project staff, deliver training and ensure quality programming. Develop, lead, monitor and evaluate technical aspects of the country programme WASH and construction related activities. Coordinate and network at a senior level with national and regional authorities, clusters and other NGOs, providing capacity building for national and international staff, championing best practice and contributing to the overall management of the country programme. Advise on assessment and survey design for existing and new project areas; point of contact in the country programme for GSO WASH, Infrastructure and Shelter Technical Advisors.

Project Overview

Medair is responding to the humanitarian needs in Yemen through an integrated health, nutrition and WASH response targeting vulnerable persons in selected districts. WASH activities form an integrated part of the approach addressing unsafe water, poor hygiene, and diarrhoea's aggravating effect on malnutrition. WASH infrastructure at supported health facilities will be improved to reduce the risk of disease transmission. WASH emergency preparedness and response (EPR) interventions will depend on the response required – for example whether it is responding to IDP needs, a disease outbreak, flooding/cyclone events, high malnutrition within a community, etc. Medair strives to protect beneficiaries in all projects, upholding the 'Do No Harm' principle. The project design includes gender and protection mainstreaming components and a demonstrated accountability to the affected population.

Key Activity Areas

WASH Program Management

  • Provide programme support and technical advice for WASH, construction and disaster risk reduction.
  • Maintain an overview of the country WASH and construction programme(s) and of the regional context, with a view to strategically developing new projects in current sites and / or in surrounding regions.
  • Give technical advice to field managers and GSO on potential involvement in new WASH interventions, construction activities and internal WASH capacity for implementation.
  • Define appropriate policies, guidelines and protocols for the WASH and construction aspects of Medair's work in country, in consultation with other field managers and in line with relevant government, Sphere and WHO guidelines.
  • Provide technical support to the WASH teams in all project sites, including the evaluation and impact analysis of current projects and the writing of donor proposals and reports within the required timeframes.
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met within the stated time-frames and in accordance with recognised international standards.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners and other agencies.
  • Maintain an oversight of WASH supplies ordered for the WASH and construction projects, supporting the WASH and logistics staff in the coordination and quality control of WASH supplies.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.

Representation

  • Develop and maintain relationships with UN, NGOs, donors, WASH Cluster partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
  • Seek out networks or task groups on specific WASH-related humanitarian aid issues and actively participate.
  • Accompany donors on field trips, and ensure programme details are transmitted in a timely and professional manner.
  • Represent Medair, at coordination, sector and bilateral meetings, working groups, with national and / or local government departments and any meetings or events, facilitating supportive synergies.

Staff Management

  • Involved in the recruitment of WASH staff for the country programme, with advice on technical skills and experience.
  • Ensure that all WASH staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints. Plan and develop training material as required.
  • Support line managers in inductions and appraisals of WASH staff, particularly with regard to technical skills.

Financial Management

  • Work with the Projects Coordinator and field managers and GSO staff to plan and construct WASH budgets.
  • Ensure the WASH project expenditure is in line with approved budgets, advising on potential under / over spend and recommending appropriate corrective action.

Quality Management

  • Promote and use the Medair organizational approaches, resources and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • Ensure WASH projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and CHS standards, WHO recommendations, etc.
  • Regularly assess and provide feedback and recommendations on the quality of WASH programmes and interventions during field visits and at other relevant times.
  • Maintain a resource library for the WASH team and keep up-to-date with the latest trends and updates within the sector. Ensure all WASH staff have access to necessary and appropriate information as required.

Qualifications

  • BSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology.
  • Strong working knowledge of English (spoken and written).

Experience

  • Relevant post-qualification professional experience, in a management position.
  • Minimum 3 years overseas experience in relief work with an NGO managing and coordinating WASH projects, preferably in an emergency context. Experience of the humanitarian sector in an emergency context.
  • Project Management experience. Excellent proposal and report writing skills.
  • Strong experience in the design, monitoring of implementation and evaluation of WASH and construction projects.
  • Knowledge & experience of the principles and the design, monitoring, implementation & evaluation of humanitarian projects. Advanced leadership and project management skills.

All new deploying international staff to Medair's country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.

Coordinates the development by the UNCT of a new generation of an integrated SDG programming cycle (including the development of roadmaps, CCA, UNSDCF, UN joint programmes as well as Annual Reports and others) that advances the economic transformation agenda and outlines a clear approach to SDG financing in programme countries.  • Supports the RC/UNCT in ensuring a strong macroeconomic and SDG financing analysis through an integrated lens in the preparation of the Common Country Analyses and other analytical exercises;  • Identifies issues and proposes recommendations for the UNCT on how UN country-level programming around economic transformation and integrated policy responses can be optimized and better respond to sustainable development needs and emerging trends in country;  • Guides the development and implementation of the UN Sustainable Development Cooperation Frameworks, ensuring a strong and integrated UNCT engagement on the economic transformation and SDG financing agendas in the country;  • Contributes to the UN joint programming to strengthen the formulation of a new generation of UN joint programmes on economic transformation and SDG financing (including those that are supported by the Joint SDG Fund) ensuring that they are oriented towards investment, and have impact at the national level;  • Assists UNCT Results Groups in the implementation of joint workplans to ensure SDG-relevant and SDG-responsive UN operational activities for development;  • Proposes recommendations to enhance UN support to governmental and multi-stakeholder processes on policy development and capacity development around the economic transformation and SDG financing agendas.    4. Background Located in an arid climate, Yemen has been facing significant water scarcity since decades. Since the beginning the conflict in 2015, the lack of water resources governance has been exacerbated. Water supply mainly relies on groundwater resources, where extraction rates are approximately double than the renewable recharge. The average water availability is estimated to be 82.5 cubic meters per person per year compared to a WHO standard threshold of 1,000 cubic meters for water scarcity, making Yemen one of the most water scarce countries in the world. With declining groundwater levels in most districts in Yemen, the biggest challenge to water supply is not only that many boreholes are yielding less and less water, but also that the quality of groundwater is deteriorating. Pollutants of concern are fluoride, sulfate, arsenic, fluoride, mercury, and in a wider sense the overall salinity (total dissolved solids). Although many knowledge gaps have been addressed in the past, knowledge about groundwater recharge process and especially the effectiveness of managed aquifer recharge is still to be better understood in Yemen. UNICEF has initiated supporting the continuation of studies on hydrological isotopes in Yemen in collaboration with governmental agencies, international organizations and Yemeni academia. The aim is to use natural isotopes of the water to study the efficiency of management aquifer recharge in different sub-basins around the country. UNICEF is the largest WASH agency operating in Yemen with a program focusing on strengthening the WASH enabling environment, the provision of sustainable WASH systems and the provision of life saving WASH supplies and services. As part of its 2023-2024 workplan, UNICEF also plans on strengthening the resilience of water systems to climate change and water scarcity through improved water resources management and scale-up of renewable energies. In addition, UNICEF is the WASH Cluster lead agency in Yemen and assigns the national WASH Cluster Coordinator. As part of humanitarian coordination, the WASH Cluster has agreed with the Ministry of Water and the Environment (MOWE) and National Water Resource Authority (NWRA) to improve the coordination on water resources management (WRM) to ensure effective humanitarian and development activities. A demand to extend coordination to WRM related topics comes also from the side the numerous WASH partners of the WASH Cluster.   Objective The WASH Specialist will primarily support the UNICEF WASH section and, to a minor extent, the WASH Cluster. The share of the tasks between project support to the UNICEF WASH programme and the coordination at the WASH cluster will be 80% and 20%, respectively.   Specific tasks Under the supervision of the Chief of WASH, the WASH Specialist shall: •      Provide technical support for the design of UNICEF-funded WRM related studies and projects; •      Support the implementation of UNICEF funded data and evidence generation projects on WRM; •      Provide quality assurance to WRM evidence products and support their dissemination; •      Support the elaboration of a national Water and Sanitation Management Information System; •      Any other tasks as requested by the UNICEF WASH section. •      Engage relevant stakeholders to harmonize interventions on WRM, including government and academic institutions in Yemen, NGOs, UN agencies and donors; •      Map out ongoing and planned WRM related studies and projects and share information; •      Identify capacity gaps and intervention needs; •      Provide updates to humanitarian and development actors engaged in the nexus on WRM; •      Develop WRM intervention mapping, WRM gap analysis dashboard and other relevant infographs in collaboration with the Information Management Officers of Yemen's WASH Cluster.   Justification The WASH Specialist requires technical expertise in water resource management with relevant education background and experience including in hydrogeology and geology, which UNICEF Yemen and the WASH Cluster currently do not have.   Expected background, Experience and competencies Education: •      Master's degree in hydrogeology, geology, and other relevant subject related with water resource management   Experiences: •      At least 5 years of experience in water resource management; •      Technical knowledge in water resource management, hydrogeology, geology, or any other related discipline; •      Experience working in humanitarian and/or development contexts; •      Familiarity with the humanitarian cluster and development sector coordination system is an asset; •      Knowledge of Yemen is an asset.   Skills: •      Excellent communication and interpersonal skills; •      Excellent analytical and management skills; •      Excellent knowledge in Information Management System related to water resource management; •      Fluency in English; •      Fluency in Arabic language will be considered as an asset.   UNICEF requires mandatory Covid-vaccination!   Duty station Sanaa, Yemen (with frequent travels to Aden)   Starting date and duration As soon as possible for 12 months   This position is exclusively open to Swiss citizens (or Lichtenstein) or holder of a valid working permit (C permit) in Switzerland.
