Job description

The Position:

Under the guidance of the SWEDD Director, SWEDD Programme Officer provides operational, planning, technical and coordination support for the Sahel Women Empowerment and Demographic Dividend project (SWEDD). The main responsibility of the program officer is to ensure the technical coordination of the programme by providing appropriate support to the SWEDD Director. S/he prepares and ensures the annual planning and review of the programme.

S/he acts as a key interface with all various units within UNFPA WCARO and SWEDD stakeholders, coordinating the flow of programmatic information and thereby ensuring smooth and timely operations, allowing better planning and more predictable delivery by the Regional Technical Secretariat (RTS) while optimizing the time of the SWEDD Director.

Job Purpose:

The Sahel Women's Empowerment and Demographic Dividend Project (SWEDD) is a regional collaboration encompassing 13 countries in West and Central Africa, and is funded by the World Bank's regional IDA (International Development Association) resources. The Project acts on the UN-World Bank commitment and partnership to address the Demographic Dividend in the Sahel. The overall goal of the project is to increase women and adolescent girls' empowerment and their access to quality reproductive, child and maternal health services in selected areas of the participating countries including the Recipients' territory, and to improve regional knowledge generation and sharing as well as regional capacity and coordination. 

The SWEDD Project interventions are structured around 3 primary components: (1) improve regional demand for reproductive, maternal, neonatal, child, adolescent, health and nutrition (RMNCAHN) and increase empowerment for women and adolescent girls; (2) Strengthen Regional Capacity and Availability of RMNCAHN Commodities and Qualified Health Workers; (3) Foster Commitment and Capacity for Policy Making and Project Implementation. 

Project governance is vested in a Regional Steering Committee, supported by the Regional Technical Secretariat (RTS) located at the UNFPA's West and Central Africa Regional Office (WCARO). The RTS is responsible for strengthening project management capacities of implementing agencies at national and regional levels. It also oversees the programming and implementation of all funding channeled through UNFPA for the project activities directly executed by UNFPA or sub-contracted to other agencies and partners.

It is in this context and as a member of the SWEDD Regional Technical Secretariat, that the Programme Officer performs a range of programmatic and administrative functions and engages in planning, reporting, and coordinating the implementation of regional interventions in collaboration with UNFPA WCARO Units, Country Offices, implementing partners, SWEDD Project Implementing Units and other partners.

 

 

You would be responsible for:

  • Planning: coordinate the development of work plans at the regional level and support the planning of technical assistance at the country level;
  • Coordination support: Participates in the office's advocacy and resource mobilization efforts, assists the RTS in the preparation of the annual sessions of the Regional Steering Committee and other meetings;
  • Programme support: coordinate and follow up the implementation of SWEDD work plans at regional level;
  • Knowledge management: manage the knowledge management platform, gather the project relevant documents, reports and publications aimed at providing information and knowledge-based and readily useable methodologies to planners, policy makers, and program managers;
  • Administrative and operations supports: ensure compliance of work plans with SWEDD agreement, provide and organize relevant briefings and meetings for the SWEDD Director; follow up on decisions related to programmatic processes; 
  • Reporting: assists in developing project contractual reports and support countries in the preparation of contractual reports, assists in monitoring and reporting mechanism;
  • Ensure quality insurance of relevant documents before sharing with worldwide;
  • Review all requests / search for additional information before submitting to Project Director;

 

 

Qualifications and Experience: 

Education:  

Advance Degree in Public Health, Sociology, Public Administration, or other related fields.

 

 

Knowledge and Experience: 

  • 5 years of professional experience in the substantive technical area and project coordination, of which at least two years at the international/regional level;
  • Strong organizational, planning and analytical ability and professional experiences in project management and development work;
  • Proven ability to produce demonstrable results;
  • Ability to work in teams and in a multidisciplinary, complex and multi-country programme environment;

 

Languages: 

Fluency in English is required and French is desirable to enable effective communication with English speaking and French speaking country coordination groups and local organizations (West and Central Africa region).

Prioritizing support for gender-responsive interventions in reaching unvaccinated children, adolescents and women, and missed communities with vaccinations - In collaboration with sectoral colleagues, identify the areas of focus for gender equitable approaches with the greatest potential for impact and scale, in alignment with zero dose, covid vaccination, and new vaccines. - Support country gender focal persons to create a pool of master trainers in the Regional Office (RO) and Country Offices (COs) who will support gender integration into national Planning processes, health system strengthening (HSS), and other planning or funding proposals including vaccine campaigns, and new vaccine introductions. - Test gender-specific indicators and assist in incorporating technologies in monitoring and measuring gender interventions in national monitoring systems. - Technical assistance to RO & COs, supporting the rollout of the interactive gender learning tool and gender checklist in select countries. Measuring and monitoring the effectiveness of gender-related immunization interventions - Support the strengthening of data systems and collection, as well as accountability mechanisms to monitor and evaluate progress on gender results. - Support countries to document lessons learned and good practices that reduce gender-related barriers on both the demand and supply sides. - Facilitate gender-related knowledge management across countries including the documentation and dissemination of promising practices - Assist with planning and rollout of interactive webinars to share lessons and good practices thereby building regional, national, and subnational capacities Support integration of Immunization and nutrition in primary health care programmes - Identify opportunities to support the community health workforce in selected country offices with a focus on policy and Programme support for female health workers. - Support country examples to strengthen integration with Nutrition and maternal health programmes. - Liaise and consult with sections, government, and other external partners (civil society, NGOs, private sector) to support convergence, and develop and reinforce partnerships in gender programming.   To qualify as an advocate for every child you will have? - An advanced university degree in one of the following fields is required: Gender and development, policy and/or management, public Health, global/international health and nutrition or another field related to survival and development. - Minimum of five years' experience in gender and development programming - A track record of achieving or contributing to tangible change in planning, designing, implementing, and delivering results-based programmes on gender and development. - Experience in conducting or supporting rigorous gender analysis, including quantitative and qualitative research methodologies, and applied gender measurement, monitoring, and evaluation. - Expertise in evidence-based advocacy and communication skills on gender equality - Experience in a developing country programme in one or more of the following areas is required: public health, immunization, gender, adolescent girls' nutrition, or maternal, infant, and child health care. - Knowledge of international development, humanitarian issues, and children's rights. - Experience in training and facilitation is an asset. - Fluency in English and French is required.
