STANDARD MINIMUM QUALIFICATIONS

 

Education:

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

 

Language:

International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP's working language, Portuguese.

ORGANIZATIONAL CONTEXT

 JOB PURPOSE

 

To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

 

KEY ACCOUNTABILITIES (not all-inclusive)

 

  1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations.
  2. Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition.
  4. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  6. Enhance WFP's leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials.
  7. Manage operational research and evidence building on issues relevant to food assistance.
  8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
  9. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary.
  10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.
  11. Lead, motivate and develop a team of staff to enable high performance.
  12. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget.
  13. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

Duration:         3 months - Onsite Start date:        15 April 2024 End date:         14 July 2024 Eligibility: All Fixed-Term, Permanent or continuing appointment UNICEF staff members currently working in UNICEF worldwide.   BACKGROUND Nigeria is the most populous country in Africa with approximately 213 million people. Half of the population is below 18 years of age. The country has strived to provide quality inclusive education for all children under the Sustainable Development Goal 4 (SDG4), by increasing access to education and closing gender gaps, particularly in primary education. However, signficant inequalities persist in all levels of the education system. Nigeria accounts for the largest global share of out of school children (15 per cent). Approximately 10.2 million children at primary school age and 8.1 million children at junior secondary school age are still out of school, although basic education became compulsory in 2004. Learning outcomes are also poor due to a shortage of qualified teachers and insufficient teaching and learning materials. For instance, in 2021, about 70 per cent of students in grade 5 did not have foundational literacy and numeracy skills. These educational challenges are not equally distributed across the country, with children from poor families, rural areas, and northern areas with a higher security risk more likely to be excluded from proper education and learning opportunities. The lack of access to quality education has a significant impact on the future of children and the country. Children who do not complete basic education and acquire foundational skills are less likely to find a job in an increasingly knowledge-based economy. These children are also less likely to be actively engaged citizens and to nurture healthy and prosperous families. This in turn limits the opportunities for the country to advance its economy, reduce poverty and build a more inclusive and democratic society.    PURPOSE OF THE ASSIGNMENT This stretch assignment provides a professional development opportunity for those UNICEF staff interested in deepening their experience working in an education and emergency response context. Under the guidance and supervision of the Education Manager, the Specialist supports the development and preparation of education programming and is responsible for managing, implementing, monitoring, evaluating and reporting the progress of education programmes/projects within the country programme. Particularly, the Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results related to improving equitable access to quality and inclusive education, especially for children who are affected by conflict, marginalized, disadvantaged and excluded in society. The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance, and accountability framework. Duration  This stretch assignment will be for a period of three (3) months.   Key expected results - Staff management and leadership - Directly line manage one Education Specialist (NOC) and one Education Officer (NOB), using opportunities to regularly discuss performance, provide constructive feedback, identify learning goals for team members and ensuring a supportive environment for development. - Dedicate time and energy to the wellbeing of staff. - Maintain a workplace environment in line with UNICEF core values. - Support to programme development and planning - Provide guidance and support in ensuring adherence to the annual work plan. - Participate in strategic programme discussions on the planning of education programmes. - Help supervisor set priorities, strategies and plans including on scaling of models on OOSC, developing models on transition and completion and accrediting alternate learning pathways. - Coordinate the preparation of project proposals in alignment with priorities determined by UNICEF, the Government and Education in Emergencies Working Group (EiEWG). - Contribute to the development of investment cases and project fact sheets to approach donors. - Programme management, monitoring and quality control of education results - Plan and collaborate with internal colleagues and external partners to establish monitoring benchmarks, performance indicators and other system indicators to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for improving access to quality education in an emergency context. - Regularly monitor work plan implementation to ensure quality results are achieved in a timely fashion in line with set indicators and targets. - Organize coordination meetings with members of other UNICEF sections and with external partners in support of achieving work plan targets. - Provide guidance in managing grants, including HACT and DCTs through regular funds utilization review. Support the timely closure of open commitments and the disbursement/liquidation of DCTs to/by Partners. - Conduct field monitoring visits to assess the quality of activity implementation. - Support the preparation of high-quality review of donor reports for timely submission. - Technical leadership, advisory and guidance - Provide technical guidance, coordination and operational support to government counterparts, NGO partners, UN system partners and country office partners and donors on UNICEF approaches on education and related issues to support programme management, implementation and delivery of results. - Apply innovative approaches and good practices to build the capacity of partners and stakeholders and support the implementation and delivery of sustainable programme results. - Ensure planning, implementation and monitoring of pilot/scale-up interventions on thematic areas such as multigrade teaching, remote learning and school grant management. - Participate in strategic discussions on preparedness, programming, and contingency planning. - As needed, draft papers, briefs and other strategic programme materials for management use. - Effective networking and partnership building - Strengthen strategic partnerships through networking and advocacy with all Ministries providing Education in the Northeast, UN Agencies, NGOs and INGOs and other relevant stakeholders. - Participate and/or represent UNICEF in inter-agency discussions and planning on education in emergencies to ensure organizational positions are integrated in the Humanitarian Action for Children (HAC) appeal, North East Multi Year Strategy, Country Programme Document (CPD), and United Nations Development Assistance Framework (UNDAF) processes.       6.    Tangible and Measurable Outputs/Deliverables of Work Assignment: - Provide technical and operational guidance for activities outlined in the annual work plan. - Direct the implementation of activities in the costed work plan for the launch of education activities supported through the Global Partnership for Education fund. - Work with the Sector Coordinator on activities for the Education in Emergencies Working Group. - Provide management support to document activities related to the rollout of the Safe Schools Declaration at the Local Government Area and school level, school grants and cash transfers. - Provide technical support for the conclusion of the Education Cannot Wait and the KfW 1 and 2 grants, including guidance on the final evaluation of these projects. - Engage with the Borno and Yobe State Ministries of Education and the UNICEF Country Office on the development of education finance profiles for each state.   Education Required qualification. - An Advanced University Degree in education or any of the following: economics, psychology, sociology or other social science field is required. Experiences Required experience. - Minimum of five (5) years of progressively responsible relevant work experience in programme planning, implementation, management, and/or research in education at the international level. - Strong communication skills (verbal and written). The incumbent will perform all or part of the following duties: In compliance with the WHO rules and regulation, based on a comprehensive forecast of the supply needs and in collaboration with the UN partners present (WFP and logistics cluster), the incumbent is responsible for developing and implementing end-to-end logistics plans to ensure timely provision of quality and adequate supplies, equipment, consumables and services for the health emergency operations and information. Coordinates with various stakeholders, including suppliers, manufacturers, transportation providers, and customers, to establish effective logistics processes and schedules. Manage the entire supply chain, from sourcing raw materials to delivering finished products; Monitor inventory levels, forecast demand, and ensure that materials and products are available when needed. Collaborate with suppliers to negotiate contracts, monitor quality, and maintain positive relationships. Facilitate customs clearance, reception, transportation, storage and distribution of supplies to affected areas and populations Oversee the transportation and distribution of goods; Determine the most efficient and cost-effective transportation methods, select carriers or logistics service providers, and track shipments to ensure on-time delivery; Follow up and handle customs documentation and compliance for international shipments. Manage the WHE fleet, including planning and monitoring fleet movements, oversee the maintenance of vehicles. Manage WHO warehouses and inventory levels to meet EPR program demands patterns while minimizing costs; maintain stock levels, and implement inventory control measures such as just-in-time (JIT) or lean inventory management techniques. Maintain the required stockpiles of essential emergency equipment, e.g., personal deployment material, radios, satellite telephones, IT equipment, etc.; Monitor product quality and manage returns or recalls, if necessary. Utilize logistics software and information systems to track shipments, manage inventory, and analyze data. Stay updated with advancements in logistics technology and leverage tools such as enterprise resource planning (ERP) systems, transportation management systems (TMS), or warehouse management systems (WMS) to optimize operations. In close cooperation with the Field Security Officer, ensure that appropriate and safe living conditions are provided to WHO-deployed staff and responders. Facilitate the setup of the health facilities supported by WHO, support the appropriate functioning of the health facilities, mobile medical activities such as vaccination campaigns, laboratory support and other emergency health related activities. Ensure that water, sanitation and infection control required activities are in place and up to standard for all health facilities supported by the WHO; Identify and mitigate potential risks in the supply chain. Develop contingency plans for disruptions, such as natural disasters or transportation delays, and implement strategies to minimize their impact. Incumbent must be skilled in problem-solving, troubleshooting logistics issues, and finding solutions to ensure the smooth operation of the supply chain. Provide quality assurance to the set up and sustainable access to adequate, efficient and safe cold chain facilities for a reliable supply of medical items requiring temperature control environment. Desirable: Professional certification/qualification in areas such as transport, distribution and supply chain management. Degree or training in information management systems and their application to logistic, transport or supply management and monitoring.   Experience Essential: At least five years' related experience, at the national and international levels, in managing emergency logistics operations and supply operations in international organizations/institutions, part of which in the field supporting emergency humanitarian operations.
