The Economics Department (ECO) works toward identifying macroeconomic and structural policies that are conducive to robust and inclusive growth. As part of its effort, it cooperates with other OECD Directorates on the Inclusive Forum on Carbon Mitigation Approaches (IFCMA), an initiative to facilitate multilateral dialogue to develop mutual understanding on the combined effect of diverse policy approaches to mitigate climate change. More specifically, the work involves undertaking a comprehensive stocktaking and mapping of mitigation policies. It also involves an assessment of the impact of those policies on emissions. This includes reviewing methods for assessing effectiveness and applying a common approach across countries.
ECO is looking for a Junior Economist to contribute to the technical work on the IFCMA. This will cover (at least one or) two main areas: 1) contributing to empirical work contributing to formulating policy recommendations in the area of economics and climate change/environment; 2) coordinating the work on assessing climate-change mitigation policies using large scale simulation models, through interaction with modelers and national experts. The JPO will work in a team of 4/5 economists and report to a Senior Economist and the Head of the Structural Surveillance Division.
Main Responsibilities
In-depth analysis of climate change and environmental policies
- Perform data and econometric analyses using statistical software (Stata or R).
- Identify and manipulate suitable sources of data.
Assess the effects of mitigation policies on emissions
- Help coordinating the analysis of climate policy scenarios, working alongside modelers using large scale simulations models.
Drafting policy-oriented reports
- Contribute to and provide inputs for report, papers and policy notes on mitigation, environmental and energy policy.
Ideal candidate profile
Academic background:
- An advanced university degree in economics or engineering with links to economics and/or environmental/climate studies. Having followed PhD-level courses would be an asset.
Professional Background:
- A minimum of two years of relevant experience covering the intersection of economics and climate and/or environmental health policy.
- Experience with empirical or modelling analysis is an asset.
Tools:
- Database compilation/handling
- Proficiency in econometrics software (Stata and/or R) or economic/climate/environment modelling tools
Skills:
- Ability to draft and communicate technical concepts to a wider and non-technical audience
- Ability to link empirical and theoretical results with relevant policy issues.
- Ability to collect and critically assess the scientific literature.
- Adept at participating actively in meeting, making constructive proposals and suggestions, receptive to suggestions.
- Be comfortable with working in a multicultural team.
Languages:
English and French are the working languages of the OECD. Passive knowledge of German. Knowledge of other languages is an asset.

Contract Duration
One-year fixed term appointment, with the possibility of renewal.
What the OECD offers
Monthly base salary starting from 5,020 EUR, plus allowances based on eligibility, exempt of French income tax.
