Role & Responsibilities

The Project Support Manager is key to the efficient and effective running of operations in the area to which they are assigned. This varied and challenging role involves coordinating and managing the main support functions including general administration, base management, finance, human resources, logistics and security. With line management responsibility for staff involved in support roles. In the absence of the Project Coordinator, the Project Support Manager also represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.

Key Activity Areas

Project Support Management

  • Ensure the smooth running of the assigned base including staff supervision, maintenance and liaison with landlords, contractors and suppliers. Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met.
  • Ensure all internal financial controls are in place and that Medair and donor guidelines are followed, oversee preparation of weekly closing and monthly financial reports, review reconciliations done by financial assistants
  • Manage base budget(s), ensure expenditure is within set guidelines, ensuring all funds are well and timely spent in accordance with donor requirements and time frames.
  • Oversee all human resource activities, supporting line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc.
  • Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, record keeping, etc.
  • Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and the training of logistics staff.
  • Ensure accurate and efficient procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation. Monitor that regular computer back-ups, virus updates and routine maintenance are carried out and provide IT trouble-shooting.
  • In collaboration with the PC work with field managers and GSO staff in the preparation and development of budgets for support and shared costs, ensuring they meet all relevant Medair and donor requirements.
  • Manage and track expenditure of assigned budget, including supporting Project Managers to do quarterly pipeline analyses, ensuring that spending is in accordance with donor requirements and time frames and notifying the relevant field managers of any necessary adjustments.

Security Management

  • In the absence of the PC, attend all relevant external coordination and security meetings and feedback information, as applicable, to the appropriate managers and staff.
  • Follow the instruction of the PC, to ensure the availability of emergency equipment. Provide support in managing security incidents as required, including the writing and submitting of incident reports.

Administration

  • Draw up, manage and periodically review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that the terms and conditions are followed.
  • Submit accurate and timely internal reports to field management and GSO.
  • Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing system is in line with Medair and donor requirements.

Staff Management

  • Manage and oversee the assigned programme support staff including recruitment, day-to-day management, performance monitoring, disciplinary, development and training, appraisal, etc.
  • Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work.

Communication

  • Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements.
  • Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships.
  • Work to strengthen internal communication, support, and mutual understanding between support functions and programs as appropriate to your work level and area of influences.

Quality Management

  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and are the most up to date versions and guidelines are followed.
  • In conjunction with managers review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work, to ensure the best use of Medair assets and resources.

Qualifications

  • University degree in relevant subject or equivalent professional / technical qualification.
  • Strong working knowledge of French (spoken and written). Good knowledge of English (spoken and written).

 Experience

  • Post-qualification management experience in a relevant profession.
  • Experience working in a cross-cultural setting, preferable in a support role.
  • Able to oversee multiple tasks, prioritising and delegating as required.
  • Attentive & hospitable to colleagues, visitors at the team house.
  • Team-player but also able to work independently. Good inter-personal and conflict resolution skills.
  • Able to develop and maintain effective relationships with internal and external stakeholders.

All new deploying international staff to Medair's country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.

Under the supervision of the Deputy Representative Operations and the Risk and Compliance Manager, the Risk and Compliance Specialist will be responsible for strengthening risk assurance and compliance efforts in the context of a large/medium/small scale country office. You will ensure the achievement of risk management objectives follows organizational rules and regulations, and acceptable ethical behavior; internal controls; information and technology security; sustainability; and quality assurance. Moreover, he/she will provide analysis and report on the adequacy and effectiveness of risk management and internal controls.   You will be responsible for the following tasks but not limited to:    1. Risk management support - Support the office management team in the annual risk assessment process and monitor reliability of reports and their compliance with applicable rules and regulations; - Ensure the monitoring of risk mitigation action plans including a mid-term review; - Lead the office peer reviews process, undertake visits to project sites and field offices to verify the quality of performance; - Ensure the risk management approach is embedded in any project/proposal, in office governance committees' review of submissions and in any major decision made by the management.   2.   Compliance support - Review the office systems, procedures and processes for compliance with organizational rules and regulations; - Enforce and strengthen internal controls to ensure that systems are in place to prevent, detect and report non-compliance.  Support the process for the preparation of the annual Statement of Internal Control (SIC) by the office; - Review internal work processes in Programme and Operations to ensure that accountabilities are clear and placed at the adequate levels as per global policies and/or best practices; - Establish a risk-based system to periodically and systematically review a sample of activities (Programme and Operations) to ensure they are carried out according to established work processes and in compliance with UNICEF policies and Procedures; - Ensure smooth preparedness of internal and external audit, conduct a quality assurance and follow-up on the implementation of the recommendations and provides feedback to the management; - Periodically test compliance with the Table of authority and adherence to the delegation of authorities in line with UNICEF policies and Procedures; and ensure staff understand the roles and responsibilities delegated to them; - Review the conformity of statutory and non-statutory committees, assess committee members have been trained/oriented on their roles and responsibility.   3. Fraud risk Management support - Support the management of the office in collecting evidence to respond to OIAI's queries when initially assessing allegations of fraud and misconduct or during actual investigations; - Advise the management on lessons learned from investigations and measures to be taken accordingly; - Ensure the implementation of the global anti-fraud strategy, suggest internal fraud prevention mechanisms and alert the management on any fraudulent issues as well as unethical behaviors detected; - Lead the process of Fraud risk training / orientation to Partners and suppliers.   4. Oversight and advisory to the Management - Help advise the management on actions to be taken to enforce and strengthen accountabilities for a robust, responsive and transparent governance framework; - Contribute to effective management process by participating in key governance meetings (particularly CMT, PMT and OMT); - Coordinate Risk assessment and control activities with other UN agencies by representing the office in meetings related to Risks and Compliance activitiess   5. Create awareness/capacity building - Establish a system to document and report weaknesses in internal control and implement actions aimed at addressing internal controls gaps (SOP, memos...) and building the capacity of responsible staff; - Analyze cause and effect of policy changes to the operations of the office, anticipate changes and advise on the new way of doing business; - Support the implementation of a continuous learning and development plan for the Risk and Compliance function; - Ensure that management provides staff with access to relevant training and that staff and other personnel understand key UNICEF policies including PSEA, Fraud and Ethics.   6. Any support needed from the regional office - On request, support the Regional Office in conducting reviews exercises in countries where Risk and Compliance positions are not established, or in supporting any other review in the area of expertise (Peer reviews, assessment...); - Contribute to the development of a network/community of risk and compliance specialists at both regional and global level for experience sharing, updated working documents as well as office rules and policies.   To qualify as an advocate for every child you will have... - An advanced university degree (Master's or higher) in Business Administration and Financial Management. Operations Management, Strategic Management, Risk Management, Audit, Investigation, Internal Control, Statistics and Data Analysis or Accounting certifications are considered as assets. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree. - A minimum of five [5] years] of relevant professional work experience in Risk and Compliance or another directly relevant area, several of which in internal audit. Role & Responsibilities The Roving Project Support Manager is key to the efficient and effective running of operations in the area to which they are assigned. This varied and challenging role involves covering for the support functions including the Project Support Manager, Human Resources Manager, Logistics Manager and Finance Manager. More specifically, this will involve coordinating and managing the main support functions including general administration, base management, finance, human resources, logistics and security. With line management responsibility for staff involved in support roles. In the absence of the Project Coordinator, the Roving Project Support Manager also represents Medair at relevant meetings with contractors, local authorities, NGOs and other stakeholders.   Project Overview Medair delivers life-saving multisectoral interventions to emergency affected populations in eastern DRC in difficult to access areas and despite security challenges. Sectors of interventions are health, nutrition and WASH In terms of outbreaks, the Eastern Part of DRC where Medair is providing support sees frequent disease outbreaks, such as as measles and cholera. In this context, access and quality to Primary Health Care is a priority.   Workplace & Working conditions Field based position in D.R.Congo.   Starting Date / Initial Contract Details ASAP. Full time, 12-24 months.   Key Activity Areas Roving Project Support Management - Ensure the smooth running of the assigned base including staff supervision, maintenance and liaison with landlords, contractors and suppliers - Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met - Ensure all internal financial controls are in place and that Medair and donor guidelines are followed, oversee preparation of weekly closing and monthly financial reports, review reconciliations done by financial assistants. - Manage base budget(s), ensure expenditure is within set guidelines, ensuring all funds are well and timely spent in accordance with donor requirements and time frames. - Oversee all human resource activities, supporting line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc. - Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, record keeping, etc. - Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and the training of logistics staff - Ensure accurate and efficient procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation - Monitor that regular computer back-ups, virus updates and routine maintenance are carried out and provide IT trouble-shooting if required - In collaboration with the PC work with field managers and GSO staff in the preparation and development of budgets for support and shared costs, ensuring they meet all relevant Medair and donor requirements - Manage and track expenditure of assigned budget, including supporting Project Managers to do quarterly pipeline analyses, ensuring that spending is in accordance with donor requirements and time frames and notifying the relevant field managers of any necessary adjustments Security Management - In the absence of the PC, attend all relevant external coordination and security meetings and feedback information, as applicable, to the appropriate managers and staff - Follow the instruction of the PC, to ensure the availability of emergency equipment - Provide support in managing security incidents as required, including the writing and submitting of incident reports Administration - Draw up, manage and periodically review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that the terms and conditions are followed - Submit accurate and timely internal reports as required by field management and HQ and contribute on request to external reports - Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements Staff Management - Manage and oversee the assigned programme support staff including recruitment, day-to-day management, performance monitoring, disciplinary, development and training, appraisal, etc. - Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work Communication - Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements - Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships - Work to strengthen internal communication, support, and mutual understanding between support functions and programs as appropriate to your work level and area of influences. Quality Management - Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and are the most up to date versions and guidelines are followed - In conjunction with relevant managers review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Qualifications - University degree in relevant subject or equivalent professional/technical qualification - Strong French (spoken and written). Good English (spoken and written).  Experience - Post-qualification management experience in a relevant profession - Experience working in a cross-cultural setting, preferable in a support role - Capacity to work under pressure and manage personal stress levels - Creative, open-minded, flexible, self-learner - Good understanding of cross-cultural issues. Diplomatic - Attentive & hospitable to colleagues, visitors at the team house - Able to cope with basic living conditions in the field and during field trips.
