Job description

OBJECTIVES OF THE PROGRAMME

To reduce childhood morbidity and mortality attributable to vaccine preventable diseases and achieve immunization targets through implementing routine immunization and supplementary immunization activities, expanding immunization beyond infancy, and introducing new and underutilized vaccines with ensuring equitable access of all communities and individuals to vaccines of assured quality.

 

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

 1. Provide technical expertise to member states, particularly the GAVI eligible ones, in developing/updating their EPI comprehensive multi-year plans (cMYP) using WHO and UNICEF format, in line with the national health sector strategy and national immunization policy, and follow up on country implementation of their EPI cMYP; 

2. Provide technical expertise to the countries for developing annual immunization operational workplans for implementation of planned activities, in line with the cMYP 

3. Develop work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities 

4. Design appropriate strategies for delivering immunization services in countries with large number of unvaccinated children 

5. Provide technical expertise to low coverage countries for developing and implementing locally suitable strategies and plans of action for improving access to and uptake of immunization services for hard to reach and chronically under-reached populations.

 6. Conduct periodic review of national immunization programmes in low coverage countries, identify gaps and missed opportunities for vaccination and develop plan of action to address them. 

7. Guide immunization data collection, data analysis, interpretation and using the data for identifying gaps in immunization services and for advocacy and resource mobilization. 

8. Develop training material and conduct training activities to relevant staff on appropriate strategies for delivering immunization services to hard-to-reach populations. 

9. Collaborate with the partners and stakeholders to harmonize recommendations on policies, strategies, planning and implementation of activities related to strengthening immunization systems in countries with large number of unvaccinated children and seek funding for new projects and work programmes.

 

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in epidemiology/public health.
Desirable: Training in EPI planning, health economics, operational research, data management in EPI-related fields. Professional training in biostatistics and data analysis

 

Experience

Essential: At least 7 years of extensive and practical experience in strengthening immunization programmes at senior level at national and international levels. Excellent field experience in developing comprehensive multiyear plans, EPI operational plans, strengthening immunization programmes in low coverage countries
Desirable: Strong experience in immunization data analysis, interpretation and using data for advocacy, planning and improving programme performance

 

Skills

- Excellent knowledge in analysing vaccine preventable diseases and EPI-related data, synthesizing information and presenting clear and concise conclusions and recommendations for decision making 

- Demonstrated in-depth knowledge of principles, practices, methodology and techniques of planning of immunization programmes at senior level

REMUNERATION

 

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1748 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

The Regional Strategic Planning Specialist provides strategic guidance and technical support to the RO and Country Offices (COs) to ensure high-quality strategic planning documents at regional and country levels, ensuring the alignment with UN Women Strategic Plan and the corporate standard on RBM. They lead the preparation of the Strategic Note and work plan of the RO in close collaboration with RO colleagues and COs in the respective region. The Regional Strategic Planning Specialist also provides guidance, technical support, and quality assurance to Country Offices (COs) associated with the UN Sustainable Development Cooperation Frameworks (UNSDCFs), Strategic Notes, and work plans from the strategic planning and RBM perspectives. They also contribute to HQ-led corporate-level initiatives in the areas of Strategic Planning and RBM. In addition, she/he oversees the results monitoring and reporting work in the RO, including the mid-term review of SNs, and annual reporting work in the region. The Regional Strategic Planning Specialist also oversees and coordinates the overall regional Results Management Management (KM) She/he will support the development of the KM strategy and oversee its effective implementation. The Regional Strategic Planning Specialist works closely with the Regional Programme Leads, Regional Coordination Specialist, the Regional Monitoring Specialists and project focal points, and the Regional Operation Manager, as well as the rest of RO colleagues and CO colleagues in the region. They also coordinate with other Regional Strategic Planning Specialists in other ROs to facilitate cross-regional learning and peer-to-peer support mechanisms. In carrying out the functions, they coordinate and collaborate closely with relevant HQ Divisions and units, including the Strategy, Planning, Resources, and Effectiveness Division (SPRED) and the Policy, Programme, and Inter-Governmental Division (PPID), in order to ensure the implementation of corporate policy, procedures, guidance and systems associated with the strategic planning and results management in their respective region.     Duties and Responsibilities Provide strategic planning , reporting and RBM-related guidance and technical support to the UN Country Teams (UNCTs) and UN Women COs in the region for development of UNSDCFs through the inter-agency regional mechanism, such as Peer Support Group (PSG), in close collaboration with Regional Coordination Specialist - Substantively support and contribute to the inter-agency strategic planning processes at the regional and country levels, by coordinating with PSG co-chairs and participating in PSG meetings and related activities related to strategic planning, RBM, monitoring and reporting; - Review draft Roadmaps, Common Country Assessment (CCA) and UNSDCFs from the perspective of strategic planning, RBM and monitoring/reporting, in line with the guidance/standard from DCO, in close collaboration with Regional Coordination Specialist; - Provide additional technical support to UNCTs and Results Groups, upon request, in relation to UNSDCFs, joint work plans, RBM capacity development, monitoring and reporting; - Provide guidance and technical support to UN Women COs in the areas of strategic planning, RBM, monitoring and reporting related to UNSDCFs, Joint Workplans and the UN Info platform, clarifying the alignment and linkage with UN Women Strategic Plan, Strategic Notes, workplans and UN Women Results Management System (RMS). Lead and coordinate the strategic planning, reporting processes at the regional level - Lead and manage the overall processes and coordinate within RO and with COs in the region to develop a new Strategic Note, ensuring the timely submission and quality in line with the relevant corporate policies, procedures and guidance; - Lead the overall processes and coordinate within the RO to develop and finalize workplans of the RO, ensuring the timely submission and quality in line with the relevant corporate policies, procedures and guidance documents; - Lead and manage the amendment process of Strategic Note and workplan of RO in line with relevant corporate procedure and in coordination with SPRED/SPU; - Provide RBM-related guidance and technical support to RO personnel to improve strategic planning in RO; - Provide guidance and technical support to personnel in the RO to ensure the effective use of RMS for RO's planning processes; - Provide support to the Regional Operations Manager for matters relating to the Regional Quarterly Business Review (QBR), the Regional Risk Management process and the development of the regional Office Typology and physical presence setup. Plan, develop, implement and monitor building capacity activities at country and regional levels to respond to public health problems attributable to substance use and substance use disorders. Support Member States in the development of surveillance and monitoring systems for substance use. Foster collaboration and partnerships with other EMRO programmes and initiatives in the area of substance use and public health. OBJECTIVES OF THE PROGRAMME The department of UHC (Universal Health Coverage) communicable diseases assists WHO Member States of the Eastern Mediterranean Region to reach the communicable diseases related targets of the Sustainable Development Goals (SDGs) through a Primary Health Care (PHC) for UHC approach. The scope of the department includes HIV, TB, Malaria, NTDs, immunization, anti-microbial resistance, and public health laboratories.   DESCRIPTION OF DUTIES - Support Member States through policy analysis and development of appropriate frameworks to promote national capacity for NTDs programmes taking into the circumstances of the environment, beneficiation, infrastructural needs and counterparts collaboration.  - Provide overall coordination on technical advisory services on policies and strategies relating to NTDs through policy and situation analysis and the development and/or dissemination of frameworks and guidelines. - Develop institutional capacity for sustainable results on NTDs programmes in Member States through the provision of advice on the design of structures, the ability to assess risks and challenges and to monitor and evaluate outcomes according to specified indicators. - Coordinate the design of NTDs frameworks and guidelines for the Member States and their institutions including through the preparation of technical reports, discussion papers and technical studies based on research and analytical work. - Design and disseminate standard procedures, guidelines and tools for collection and analysis of information on NTDs. - Lead and expand WHO's leadership in the area of NTDs.  - Build partnerships and collaborate with appropriate technical networks, institutions, universities and WHO Collaborating Centres for developing appropriate training courses for national capacity building. - Foster collaboration and coordinate efforts with international partners and donor agencies to mobilize resources and facilitate effective utilization of resources for projects and new initiatives in the field of NTDs. - Lead and coordinate the information seminars and workshops and awareness/ advocacy campaigns on NTDs and promote WHO's position. - Work in collaboration with colleagues at all levels in WHO and external partners and collaborators in advocacy to facilitate the implementation of joint NTDs action plans. - Coordinate and lead NTDs capacity building initiatives related to implementation of related international standards and norms.   REQUIRED QUALIFICATIONS Education Essential: Advanced university degree (Masters level or above) in Medicine, Public Health or related field. Desirable: Training in prevention, control, and elimination of tropical diseases.  Experience Essential: A minimum of ten years of progressively responsible experience in the area of NTDs providing technical advice and policy development services at the international level. Within this experience, demonstrated professional experience at the regional or country level delivering and managing public health programmes while providing technical advice and support to regional and or country level counterparts. Desirable: Some work exposure in a developing country context. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2326 per month for the duty station indicated above.
