Job description

L'Entraide Protestante Suisse (EPER) est l'œuvre d'entraide des Eglises protestantes de Suisse et soutient des projets de lutte contre la faim, la pauvreté et l'injustice dans 31 pays sur quatre continents. L'EPER apporte également une aide d'urgence aux victimes de catastrophes naturelles et de conflits armés dans le monde entier et soutient le travail diaconal des Eglises réformées d'Europe de l'Est et du Proche-Orient. En Suisse, elle cible ses projets sur les droits et l'intégration des personnes réfugiées et des personnes socialement défavorisées.

 

En RDC, où elle est active de longue date à travers des programmes de développement, HEKS/EPER a ouvert en parallèle une mission humanitaire (Urgence) depuis février 2019. Elle concentre ses interventions dans les zones difficiles d'accès de plusieurs territoires du Nord-Kivu (Rutshuru, Masisi, Walikale et Lubero) où le manque d'assistance humanitaire engendre une grande précarité parmi les civils touchés par la crise dans la région. HEKS/EPER y met en place des activités de Réponse Rapide (à travers notamment la distribution de Cash inconditionnel), de Veille Humanitaire (suivi des mouvements de populations), d'Eau/Hygiène/Assainissement, de Réhabilitation/Ouverture d'accès humanitaires (en Cash for Work), et de Relance Agricole.

Grant & MEAL Manager, RDC, 100%

 

Vos responsabilités :

  • Participation à la stratégie de développement et rédaction de proposition de projets : Analyser en continu le contexte politique, sécuritaire et socio-économique de la zone et assurer sa communication en interne ; Suivre et identifier les opportunités de financement conformément à la stratégie nationale et globale ; Rédiger les propositions de projet et superviser leur compilation, ainsi que celle des rapports et des demandes de modification de contrat bailleur.
  • Gestion du système MEAL et participation à sa constante amélioration : Gérer, suivre et améliorer les outils spécifiques de planification, d'appréciation initiale, de suivi, d'évaluation et de compte-rendu pour garantir la cohérence et la qualité de la collecte de données, en adéquation avec les lignes directrices des bailleurs ; Gérer et améliorer les cadres, méthodologies, questionnaires et autres outils harmonisés visant à évaluer la qualité de l'ensemble des programmes ; Collaborer en interne pour le suivi des plans M&E.
  • Suivi des activités de veille humanitaire (Early Warning System) : Participation à la mise en œuvre et à l'analyse des Evaluations Rapides Multi-sectorielles (ERM) ; Participation à la coordination de la réponse humanitaire avec les partenaires.
  • Appui aux coordinateurs pour la supervision des équipes : Effectuer les missions de suivi selon le Plan M&E des programmes ; Effectuer des contrôles systématiques de la qualité des activités de suivi et évaluation ; Analyser les résultats des activités MEAL et de la pertinence des recommandations, ainsi que le suivi de celles-ci.
  • Représentation de l'ONG : Entretenir et développer les relations ainsi que la visibilité de la structure.
  • Reporting : S'assurer que les PM Box sont consolidés pour les projets ; Participer à la rédaction du SITREP et le consolider ; Participer aux rapports bailleurs et à la préparation des propositions de projet.

 

Votre profil :

  • Formation universitaire avancée, assortie d'une expérience à un poste similaire dans un contexte humanitaire qui vous apporte la connaissance des principaux bailleurs humanitaires (not. les méthodes de travail de ECHO, OFDA et des Nations unies)
  • Personne réactive, vous disposez d'excellente capacité d'organisation et de rédaction, vous avez le sens des priorités et des responsabilités
  • Autonome, vous avez le sens du travail en équipe, avec de fortes capacités d'analyse et de proposition
  • Français courant/langue maternelle et connaissances avancées en anglais (reporting)
  • Bonne connaissance d'Excel (base de données, publipostage, enquêtes) et de Word

The Social and Behavior Change Specialist - Emergency Response Team reports to the P3 SBC Emergency and Immunization Specialist based in Goma will be in close collaboration with the SBC Innovation Manager and SBC strategies lead. About one out of six people living in extreme poverty in Sub-Saharan Africa lives in DRC.  World Bank engagement in the DRC is guided by a Country Partnership Framework (CPF) that is reassessed and renewed on average every five to six years. The Democratic Republic of Congo CPF for 2022-2026 emphasizes human development, with a commitment to help DRC improve access to and quality of basic services such as education, health, and social protection. The CPF also has a strong emphasis on addressing drivers of fragility, conflict, and violence, as well as mitigating impacts from health crises and building resilience to shocks and climate change. Protecting DRC's rainforest by addressing drivers of deforestation and forest degradation is also at the forefront of the CPF, as forests represent a resource of basic necessity for a majority of the poorest people in DRC.    As of August 31, 2023, the World Bank portfolio in the DRC totaled $8.6 billion, with 23 national projects ($8.2 billion) and three regional projects ($452 million). Full time, 12-24 months.   Key Activity Areas Roving Project Support Management - Ensure the smooth running of the assigned base including staff supervision, maintenance and liaison with landlords, contractors and suppliers - Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met - Ensure all internal financial controls are in place and that Medair and donor guidelines are followed, oversee preparation of weekly closing and monthly financial reports, review reconciliations done by financial assistants. - Manage base budget(s), ensure expenditure is within set guidelines, ensuring all funds are well and timely spent in accordance with donor requirements and time frames. - Oversee all human resource activities, supporting line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc. - Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, record keeping, etc. - Provide logistical support to programme staff and field bases, including managing the supply chain, vehicles, assets, IT and communication equipment and the training of logistics staff - Ensure accurate and efficient procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation - Monitor that regular computer back-ups, virus updates and routine maintenance are carried out and provide IT trouble-shooting if required - In collaboration with the PC work with field managers and GSO staff in the preparation and development of budgets for support and shared costs, ensuring they meet all relevant Medair and donor requirements - Manage and track expenditure of assigned budget, including supporting Project Managers to do quarterly pipeline analyses, ensuring that spending is in accordance with donor requirements and time frames and notifying the relevant field managers of any necessary adjustments Security Management - In the absence of the PC, attend all relevant external coordination and security meetings and feedback information, as applicable, to the appropriate managers and staff - Follow the instruction of the PC, to ensure the availability of emergency equipment - Provide support in managing security incidents as required, including the writing and submitting of incident reports Administration - Draw up, manage and periodically review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that the terms and conditions are followed - Submit accurate and timely internal reports as required by field management and HQ and contribute on request to external reports - Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements Staff Management - Manage and oversee the assigned programme support staff including recruitment, day-to-day management, performance monitoring, disciplinary, development and training, appraisal, etc. - Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work Communication - Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of support related activities and requirements - Develop and maintain positive relationships with suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships - Work to strengthen internal communication, support, and mutual understanding between support functions and programs as appropriate to your work level and area of influences. Quality Management - Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and are the most up to date versions and guidelines are followed - In conjunction with relevant managers review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Qualifications - University degree in relevant subject or equivalent professional/technical qualification - Strong French (spoken and written). Good English (spoken and written).  Experience - Post-qualification management experience in a relevant profession - Experience working in a cross-cultural setting, preferable in a support role - Capacity to work under pressure and manage personal stress levels - Creative, open-minded, flexible, self-learner - Good understanding of cross-cultural issues. Diplomatic - Attentive & hospitable to colleagues, visitors at the team house - Able to cope with basic living conditions in the field and during field trips.
