Internship at the Climate Change and Sustainable Development Department (CCSD) / Fragility and Engagement Division (CCFE)1. Internship TopicYouth Engagement in ADB OperationsThe internship topic is meaningful youth engagement in ADB operations, with the key deliverables being a mapping and gap analysis. Meaningful youth engagement is one facet of the commitment in ADB's Strategy 2030 (2018) to strengthen collaboration with civil society organizations in designing, implementing and monitoring projects. ADB's Midterm Evaluation of Strategy 2030 (2024) identified resilience and empowerment as one of five new areas of accelerated work that can guide strategic decision-making and address the growing development challenges in Asia and the Pacific, including climate change. The Resilience and Empowerment focus area calls for wider and deeper engagement with existing and emerging partners, highlighting both civil society and the most vulnerable citizens as particular areas of focus. Youth-led and youth-focused organizations represent vulnerable citizens and are a key sector within civil society. The importance of meaningful youth engagement has also increased as ADB becomes the climate bank of Asia and the Pacific, committed to delivering $100 billion of climate finance from 2019-2030. The new ADB Civil Society Approach: An Operational Approach to Enhanced Engagement, 2025-2030 established that engaging with youth-led and youth-focused civil society will help deliver the New Operating Model's Climate Change Shift, given the disproportionate impact of climate change on Asia and the Pacific's young people, rise of youth climate justice movements, and push toward localization of climate financing. Similarly, ADB's Climate Change Action Plan (2023) articulates the centrality of engaging with young people to deliver the just transition, building green skills and green jobs, and promoting nature-based solutions.2. Summary of Job DescriptionThe Intern will be responsible for driving forward analysis that will strengthen ADB's commitment to meaningful youth engagement in operations. The Intern will be responsible for delivering a mapping of existing ADB projects with meaningful youth engagement elements, mapped both regionally and sectorally, complete with a gap analysis. This mapping will enable CCSD to identify which sector groups and regional departments require additional knowledge and technical support on meaningful youth engagement, helping to deliver the findings of the Midterm Evaluation of Strategy 2030 and the New Operating Model's Climate Shift. The Intern will build knowledge amongst ADB staff through a presentation of the research findings, outlining the relevance of meaningful youth engagement and highlighting ADB's strengths across its portfolio, and identifying areas where increased focus is justified.Following an induction program the specific tasks the intern will complete, with the support of CCFE's Senior Social Development Specialist, include: • Finalizing Terms of References (TORs) for the mapping and gap analysis • Identifying and conducting key informant interviews • Working with the Procurement, Portfolio, and Financial Management Department (PPFD) and NGO and Civil Society Center (NGOC) Meaningful Youth Engagement Consultant to extract procurement and corporate data for analysis • Using digital tools, such as ChatGPT, ADB's Navigator, etc. scanning ADB's pipeline and identify projects with meaningful youth engagement • Developing infographics to best communicate the findings • Workshopping the gap analysis and recommendations • Producing a draft mapping and gap analysis report, circulate for comments and address comments • Finalizing the report • Producing PowerPoint and deliver knowledge presentation3. Internship at the Independent Evaluation Department (IED) / Thematic and Country Division (IETC)1. Internship TopicFormulation of the evaluation approach paper (EAP) with portfolio analysis and a review of the strategic approaches of multilateral development banks (MDBs) to upper middle-income countries (UMICs).The Independent Evaluation Department's (IED) work program includes an evaluation of ADB's engagement in upper middle-income countries (UMICs) to be completed in 2026. ADB formulated its UMIC strategy in 2015. Although ADB issued additional guidance in 2024 on how to apply a differentiated approach in country partnership strategies, its Strategy 2030 midterm review calls for a new engagement approach to UMICs that better appreciate their distinct characteristics and capitalizes on partnership opportunities. The evaluation will assess ADB's past engagement in UMICs and benchmark ADB's strategic approach to UMICs to formulate recommendations for ADB to provide tailored support to its UMIC clients in line with its development agenda.2. Internship at the Economic Research and Development Impact Department (ERDI) - Regional Cooperation and Integration Division (ERCI) / Macroeconomics Research Division (ERMR)1. Internship TopicScaling up sustainable finance to address climate, biodiversity and disaster financing needs in Asia and the Pacific2. Summary of Job DescriptionFinancing needs to address environmental and disaster risks in Asia are vast. Asia accounts for about half of global greenhouse gas emissions and is highly vulnerable to climate hazards. Investment needs for climate mitigation and adaptation in Asia are estimated at $1.1 trillion annually . Climate change is also likely to raise the frequency and severity of disasters, with annual losses projected to reach $1 trillion annually . Investments to halt and reverse the acute loss of biodiversity – with losses reaching 60% over the past 50 years – are expected to add another $700 billion to annual financing needs .Given constrained fiscal space amid high post-pandemic debt levels and elevated interest rates, mobilizing private sector financing is paramount to accelerate the transition to net-zero in Asia. Globally, such private finance is expected to cover 90% of climate mitigation needs, but currently falls short by $800 billion annually . Similarly, financing for biodiversity action lacks by a wide margin, while disaster costs outpace the financing needs for prevention and relief activities.Against this backdrop, the intern will conduct innovative and policy-relevant empirical research to identify how to mobilize private sustainable and disaster finance for Asia and the Pacific. The project shall draw on granular firm- and financial institution-level data on balance sheets and transactions, where possible. Under the guidance of the internship supervisor, the research project may address questions such as:• Scaling up sustainable finance through risk disclosure: Do environmental risk disclosures at the firm level help attract foreign climate finance? How does the effect compare with country-level environmental regulations?• Mobilizing climate finance through Multilateral Development Banks (MDBs): Do MDB loans raise additional private sector investments, both for climate finance and more generally? How do loan characteristics such as the sector focus and loan conditionality shape the effect?• Designing innovative financial products to close the climate financing gap: Which type of financing instruments and risk mitigation products are more promising in filling climate finance gaps in Asia?• Mitigating international spillovers of environmental transition risk: Which macroeconomic and financial policies prove effective in shielding an economy from international spillovers of environmental transition risk?• Development of sustainable finance markets: How do bond markets in Asia price disaster risks, and which policies can dampen the disaster impact? The intern will conduct research on one of the above or closely related questions pertinent to building ADB's analytical capacities on sustainable and disaster finance, to be mutually agreed with the internship supervisor. Specifically, the intern is expected to:• Conduct an in-depth literature review to motivate the specific research question and shape the research design• Produce a detailed research proposal guiding the empirical work• Gather, structure and process relevant data• Perform empirical analyses• Make revisions based on feedback from supervisor and other reviewers• Prepare a presentation summarizing results, and policy implications• Prepare related inputs for policy briefs and reports3. Period of Assignment Duration:11 weeksTiming: July 2025 onwards4. LocationADB Headquarters, Manila, Philippines5. Internship at the Economic Research and Development Impact Department (ERDI) / Macroeconomics Research Division (ERMR)1. Internship TopicFiscal Policy for Inclusive Development2. Summary of Job DescriptionThe intern will conduct policy-relevant empirical research and data-related tasks to explore how fiscal policy can promote inclusive and sustainable development in the Asia-Pacific region. The project will leverage a novel database, recently assembled by ADB's Economic Research and Impact Evaluation (ERDI) Department. The database tracks discretionary fiscal policy interventions in several Asia-Pacific countries using a narrative approach, thus improving on earlier approaches, which may mistakenly classify episodes where fiscal variables simply react to output as policy interventions. The research project may address questions such as:• How do fiscal consolidations/expansions impact output and related economic variables?• How can fiscal policy foster equality and inclusivity?• Does the composition of a fiscal package matter for its impact on the economy?• How does the potential response of monetary policy shape the impact of fiscal policy?• How do fiscal policy interventions impact consumer and business confidence?• What are the key ingredients for a successful fiscal consolidation? The intern would work on one of these, or a related, research question and address it using a combination of country-level data, with the potential to incorporate regional-level data to improve identification.3. Internship at the Economic Research and Development Impact Department (ERDI) / Economic Analysis and Operational Support Division (EREA)1. Internship TopicThe Greening of Labor Markets: Evidence from Bangladesh2. Summary of Job DescriptionThe transition to a low-carbon economy necessitates a clear understanding of how green jobs are defined and classified.
