UN RCS are the cornerstone of a coherent and well-coordinated UN development system capable of delivering integrated support to countries across the SDGs.

The United Nations Development Coordination Office (DCO) serves as the secretariat for the UN Sustainable Development Group (UNSDG) – 34 UN agencies, funds and programmes working on development – at the regional and global level. DCO provides managerial and oversight functions for the Resident Coordinator (RC) system. 131 RCs lead UN Country Teams and coordinate UN support to countries in implementing the 2030 Agenda.

Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.  2024 is the third year of implementation of the Zimbabwe United Nations Sustainable Development Cooperation Framework (2022-2026) in support of Zimbabwe's National Development Strategy (NDS 1 2021-2025), Africa Agenda 2063 and Agenda 2030 and the Sustainable Development Goals (SDGs). The Cooperation Framework was signed by 25 UN entities/AFPs of which 15 are resident, and accredited to the Government, while 10 are non-resident. Only 14 entities/AFPs have Country Programmes while 11 are implementing  regional and/global programmes through projects and/or specific activities.  No IFIs and/or RDB are currently signatories to the CF. The total ask for implementation of the CF is an estimated USD 2.8 billion over five years.   The Cooperation Framework is implemented in coordination with the Government through the Office of  President and Cabinet (NDS1 implementation); Ministry of Finance (Aid Coordination and Efficiency); Ministry of Public Service, Labour and Social Welfare (SDG Implementation) and Ministry of Foreign Affairs, Industry and Trade (South-South/North South Triangular Cooperation). The country has a vibrant bilateral donor community, Civils Society, Academia and private sector.   Although classified as a LMIC, Zimbabwe is encumbered by being a LLDC as well as experiencing high levels of fragility.  The position is located in the United Nations Resident Coordination Office (RCO) in Harare, Zimbabwe, and will report to the Senior Development Coordination Officer, Strategic Planning and RCO Head of Office. ResponsibilitiesWithin delegated authority, the Development Coordination Officer, Partnerships will be responsible of the following duties:    Summary of Functions: 1. Provides substantive support for strategic planning and coordination of UN Country Team (UNCT) strategic partnerships for Sustainable Development Goals (SDGs) achievement. 2. Guides joint UNCT strategic partnership for SDG achievement and resource mobilization for the UN Sustainable Development Cooperation Framework, including supporting pooled funds. 3. Works closely with the Resident Coordinator Office economist and other UNCT finance experts to promote partnerships and joint initiatives in support of financing for accelerating the achievement of the SDGs. 4. Conducts knowledge management and capacity development activities relating to partnerships and resource mobilization and management at the country level.  Description of Functions:  1. Provides substantive support for strategic planning for and coordination of UNCT strategic partnerships for SDG achievement:  • Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UN Sustainable Development Cooperation Framework in the country.  • Guide and coordinate UNCT working group – or similar platform, for the effective implementation, monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments. • Conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define a value proposition for local UN partnerships that can engage a wide range of stakeholders, including the private sector, civil society and other non-traditional partners. • Serves as one of the entry points for external stakeholders seeking guidance and support in navigating opportunities to partner with the UNCT.  • Advises the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships and suggests mitigation measures as relevant. • Provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures. • Advises the RC/UNCT on developing and implementing locally tailored partnerships. • Serves as liaison to Global Compact Local Networks (in countries where such Networks are established), assisting the Resident Coordinator in advising the Local Network Board and strengthening local UN engagement with the private sector; in countries without an established Local Network, working with UN Global Compact regional hubs to promote the UN Global Compact Ten Principles and business support for the SDGs.   2. Guides joint UNCT strategic partnership for SDG achievement and resource mobilization for the UN Sustainable Development Cooperation Framework, including supporting pooled funds:   • Advises the RC/UNCT on developing and implementing locally tailored resource mobilization strategies and initiatives for Cooperation Framework priorities and identifies appropriate data and benchmarks to measure progress and success. • Monitors, analyzes and enhances existing resource mobilization partnerships and relationships, including traditional and non-traditional partners and donors (including high net-worth individuals, private sector, innovative funds) to be explored for direct funding to the UN. • Advises the UNCT with analysis of funding streams from internal and external sources, enabling their timely and coordinated engagement around preparation of proposals.  • Plans and facilitates the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization. • Coordinates and advises the UNCT in preparation of the Funding Framework of the UN Sustainable Development Cooperation Framework. • Advises RC/UNCT on offers from specialized UN entities for the UN Sustainable Development Cooperation Framework and ensuring the development of a youth partnership strategy to support the SG priorities on youths, disability inclusion, gender and other thematic issues. • Advises the RC/UNCT on corporate policies relating to effective management of resources, including through the establishment and use of pooled funds. • Advises on the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant).    3. Works closely with the Resident Coordinator Office economist and other UNCT finance experts to promote partnerships initiatives in support of financing for accelerating the achievement of the SDGs:  • Provides advice on partnership opportunities to drive financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), Cooperation Framework, Integrated National Financing Framework and similar processes. • Prepares briefing papers and discussion points on partnership issues related to financing for development for consideration by RC/UNCT. • Contributes to advocacy, communications and dialogues with partners to improve development assistance policies and practice. • Working in close collaboration with the RCO Economist, ensures effective engagement of relevant counterparts, especially private sector, civil society and development partners, to develop engagement and partnerships around SDG financing • Guides the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs.   4. Conducts knowledge management and capacity development activities relating to partnerships and resource mobilization and management at the country level: • Promotes collaboration, peer support, innovation, good practices, lessons learned, needs, and opportunities through active participation to the local, regional and global communities of practice and knowledge networks within the RC System and across the UN.  • Researches, analyzes and presents best practices and lessons learned from implementation of UN partnership initiatives, with a view to advising the RC and UNCT on actions to strengthen the partnership orientation of the UN. • Supports the UNCT with a knowledge repository of potential donors at national and sub-national levels. • Monitors and analyzes best practices and successful models of SDG partnerships and resource mobilization implemented by the UN in country and elsewhere. • Provides advice on global/corporate guidelines, tools and other materials related to partnerships, resource mobilization and donor engagement. • Keeps abreast of emerging innovative approaches in the area of partnerships, resource mobilization and donor engagement, and proposes new ways of working, where relevant. • Reflects on processes of his/ her work area at key milestones and generates knowledge valuable to others in the RC system/ UN Country Teams. CompetenciesPROFESSIONALISM: Ability to apply sustainable development theories, concepts and approaches. Leads the provision of strategic guidance to the RC and UNCT of effective, quality, and timely UN support for the implementation of the 2030 Agenda through a new generation CCA/UNSDCF:  · Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind; · In line with CCA/UNSDCF, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform; · Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in country; · Ensures effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader; · Leads the strategic design of UN's policy and programmatic services, operational capabilities, and partnership mechanisms; · Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context; · Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the UNSDCF and the 2030 Agenda; · Leads the coordination of the UNSDCF through the Joint Workplan and results groups; directs UNSDCF monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders; · Promotes the engagement of all relevant agencies – with and without physical presence in country – from across the UN system, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners; · Ensures quality control and oversight over strategic communications and advocacy activities related the implementation of the UNSCDF · Ensures coherence across the different intra-agency coordination bodies, including with Humanitarian Country Teams and the Security Management Team.   2. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new generation UNSDCF:  · Facilitates and oversees the initiation, establishment, and coordination of effective working relationships with national and international public and private partners to ensure knowledge sharing throughout the UNSDCF cycle: · Directs substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders; · Based on the UNSDCF, and in close collaboration with the Development Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the UNSDCF; · Oversees the implementation of the SDG Country Fund/country-level pooled fund (where relevant) in support of the UNSDCF and SDG acceleration; · Oversees strategic messaging and communication initiatives by RC/UNCT.   3. Coordinates and supports roll-out and implementation of the Efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common Back Office): · In collaboration with the Operations Management Team (OMT), directs substantive support to the RC/UNCT on business innovations for the UN in country; · Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN Country level Business Operations Strategy; · Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services; · Promotes a culture of continuous improvement and client-orientation in operational service delivery, including the implementation of high impact standardized common services, fostering the SDG impact through common operations; · Coordinates effective participation of entities at the country level in operations management team and represents the RC in the OMT.   4. Manages and directs knowledge management and capacity development activities in- and outside the UN System:  · Creates an enabling environment for the knowledge generation, sharing, collaboration, as well as usage of existing good practices and lessons learnt within the RCO and in the UN Country Team. Leads by example: · Coordinates the effective communications within the RCO, in UN Country Team and among other stakeholders; · Leads and coordinates the sharing of good practices and lessons learned on issues related to UN strategic planning frameworks, methodologies, and tools, among others, within the DCO (at regional and global levels), across the UN system and with external partners; · Oversees the analysis of UN experiences, lessons learned and knowledge networking to contribute to strategic planning processes; · Keeps abreast of emerging innovative approaches and encourages the RCO and UNCT to apply new ways of working, where relevant.   5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures:  · Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for delivery of outputs and reporting on results; · Supervises the activities undertaken by the RCO and manage performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion; · In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO; · Manages, guides and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory trainings and UMOJA certifications; · Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development. CompetenciesPROFESSIONALISM: Proven knowledge and understanding of theories, concepts and approaches relevant to sustainable development. Leads the provision of strategic guidance to the RC and UNCT of effective, quality, and timely UN support for the implementation of the 2030 Agenda through a new generation CCA/UNSDCF:  • Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind; • In line with CCA/UNSDCF, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform; • Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in country; • Ensures effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader; • Leads the strategic design of UN's policy and programmatic services, operational capabilities, and partnership mechanisms; • Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context; • Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the UNSDCF and the 2030 Agenda; • Leads the coordination of the UNSDCF through the Joint Workplan and results groups; directs UNSDCF monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders; • Promotes the engagement of all relevant agencies – with and without physical presence in country  – from across the UN system, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners; • Ensures quality control and oversight over strategic communications and advocacy activities related the implementation of the UNSCDF; • Ensures coherence across the different intra-agency coordination bodies, including with the Security Management Team.   2. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new generation UNSDCF:  • Facilitates and oversees the initiation, establishment, and coordination of effective working relationships with national and international public and private partners to ensure knowledge sharing throughout the UNSDCF cycle; • Directs substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders; • Based on the UNSDCF, and in close collaboration with the Development Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the UNSDCF; • Oversees the establishment and implementation of the SDG Country Fund/country-level pooled fund in support of the UNSDCF and SDG acceleration; • Oversees strategic messaging, advocacy and communication initiatives by RC/UNCT.   3. Coordinates and supports roll-out and implementation of the Efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common Back Office):  • In collaboration with the Operations Management Team (OMT), directs substantive support to the RC/UNCT on business innovations for the UN in country; • Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN Country level Business Operations Strategy; • Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services; • Promotes a culture of continuous improvement and client-orientation in operational service delivery, including the implementation of high impact standardized common services, fostering the SDG impact through common operations; • Coordinates effective participation of entities at the country level in operations management team and represents the RC in the OMT.   4. Manages and directs knowledge management and capacity development activities in- and outside the UN System:  • Creates an enabling environment for the knowledge generation, sharing, collaboration, as well as usage of existing good practices and lessons learnt within the RCO and in the UN Country Team. Leads by example; • Coordinates the effective communications within the RCO, in UN Country Team and among other stakeholders; • Leads and coordinates the sharing of good practices and lessons learned on issues related to UN strategic planning frameworks, methodologies, and tools, among others, within the DCO (at regional and global levels), across the UN system and with external partners;  • Oversees the analysis of UN experiences, lessons learned and knowledge networking to contribute to strategic planning processes; • Keeps abreast of emerging innovative approaches and encourages the RCO and UNCT to apply new ways of working, where relevant.   5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures:  • Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for delivery of outputs and reporting on results; • Supervises the activities undertaken by the RCO and manage performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion; • In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO; • Manages, guides and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory trainings and UMOJA certifications; • Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development. CompetenciesPROFESSIONALISM: Proven knowledge and understanding of theories, concepts and approaches relevant to sustainable development. Plans, facilitates, and consolidates evidence-based analysis of the status of the Sustainable Development Goals (SDGs), providing substantive advice to the RC and UNCT, particularly on elements pertaining to the economic transformation agenda (including green and just transition, digital transformation, food systems and the future of work) and SDG financing:  • Researches, analyzes, consolidates, and presents information and data on emerging best practices in economic transformation for sustainable development, including green and just transition, digital transformation, food systems and the future of work, among others; paying special attention to gender and leave no one behind (LNOB) principles; • Provides advice on global/corporate guidelines, tools and other materials related to economic transformation and SDG financing; • Works with UNCT counterparts to create common, convergent and coherent key advocacy topics related to sustainable economic transformation and SDG financing, helping identify and analyze entry points for catalytic and consolidated UN policy support options, to enable the transition to more efficient, low-carbon and resilient production and consumption patterns, maximizing social, environmental and economic outcomes  that impact the implementation of multiple SDGs and their targets, with proposed 'accelerator interventions' that can help unlock and accelerate progress towards sustainable development; • Collects and analyzes data on UN country level operations in support of the implementation of the economic transformation agenda and SDG financing, identifies gaps and proposes follow-up actions; • Working in close collaboration with the UNCT, researches, develops and presents policy papers, guidance notes and other knowledge based-tools, and supports discussion in country-level forums to help influence and advance policy dialogue and advocate to reframe economic policies and practices around economic transformation to contribute to the achievement of the SDGs;  • Coordinates the preparation of UN flagship reports on economic transformation and SDG financing, including the analysis of data and the provision of evidence to build the case for policies and interventions on SDGs; • Monitors regional and global economic trends and issues, analyzes their implications for the realization of the SDGs at the country level and recommends additional issues for consideration; • Conducts and consolidates analytical work to strengthen the understanding of the catalytic role of the private sector in the context of green economic transformation and SDG financing; identifying opportunities to create strong partnerships with the private sector as a key stakeholder in the context of economic transformation and green growth; • Analyzes trends and provides advice and support on new and innovative mechanisms for SDG financing, including on global initiatives by the UN and other development institutions; • Provides inputs for briefing papers and discussion/talking points on issues related to SDG financing for consideration by the RC/ the UNCT; • Supports UNCT initiatives to advance SDG financing, including in the context of an Integrated National Financing Frameworks (INFF); • Provides economic analysis and advice as inputs into the cross-pillar (humanitarian-development-peace) nexus approaches in country.   2. Advocates and RC's and UNCT's, advocacy efforts for the creation of strong partnerships with the UN system, with national counterparts in government and other relevant partners, including International Financial Institutions (IFIs), to support the framing of economic policies and practices around economic transformation and SDG financing: • Fosters peer-to-peer exchanges and opens a consistent channel of communication and strong partnerships with economists within the UN System to create and consolidate common, convergent and coherent advocacy opportunities on topics related to economic transformation and SDG financing;  • Working in close collaboration with the RCO Partnerships Officer, ensures effective engagement of all relevant counterparts to develop collaboration and partnerships around economic transformation and SDG financing, for example with national planning or economic offices, IFIs, the private sector, etc.; • Stays abreast and follows latest developments in analytical work, policy, financial and capacity development support provided by other relevant development partners (including IFIs, bilateral and multilateral partners, academia, the private sector, and others) on topics related to economic transformation and SDG financing and identifies opportunities for collaboration; • Engages with the private sector to strengthen understanding of its potential contribution to the green economic transformation agenda, and to identify private and/or public-private catalytic SDG financing opportunities for the achievement of the SDGs.    3. Coordinates the development by the UNCT of a new generation of an integrated SDG programming cycle (including the development of roadmaps, CCA, UNSDCF, UN joint programmes as well as Annual Reports and others) that advances the economic transformation agenda and outlines a clear approach to SDG financing in programme countries:  • Supports the RC/UNCT in ensuring a strong macroeconomic and SDG financing analysis through an integrated lens in the preparation of the Common Country Analyses and other analytical exercises;  • Identifies issues and proposes recommendations for the UNCT on how UN country-level programming around economic transformation and integrated policy responses can be optimized and better respond to sustainable development needs and emerging trends in country; • Guides the development and implementation of the UN Sustainable Development Cooperation Frameworks, ensuring a strong and integrated UNCT engagement on the economic transformation and SDG financing agendas in the country; • Contributes to the UN joint programming to strengthen the formulation of a new generation of UN joint programmes on economic transformation and SDG financing (including those that are supported by the Joint SDG Fund) ensuring that they are oriented towards investment, and have impact at the national level; • Assists UNCT Results Groups in the implementation of joint workplans to ensure SDG-relevant and SDG-responsive UN operational activities for development;   • Proposes recommendations to enhance UN support to governmental and multi-stakeholder processes on policy development and capacity development around the economic transformation and SDG financing agendas.   4. Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new reform on the repositioning of the UN Development System to deliver more effectively and efficiently on the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Office (RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – facilitates integrated UN's support to countries in the achievement of their national development priorities and the attainment of the SDGs. The Samoa UN Multi-Country Office (MCO) is one of three MCOs in the Pacific region, with 23 UN agencies actively supporting the development priorities of Samoa, Cook Islands, Niue, and Tokelau. Setting and ReportingThe UN Secretary-General launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.  The position is located in the United Nations Resident Coordinator's Office (RCO) in Pyongyang, Democratic People's Republic of Korea (temporarily based in Bangkok, Thailand), and reports to the UN Resident Coordinator (RC). The Head of the RCO manages the resources of the Office in order to provide support to the Resident Coordinator and the UNCT on sustainable development analysis, strategic planning, programming, financing, communications, advocacy, and partnerships. The Head of RCO serves as a key adviser to the RC in the pursuit of all their functions and is accountable for the overall quality and timeliness of the work of the office. ResponsibilitiesWithin delegated authority, the Senior Development Coordination Officer, Head of RCO/Strategic Planner will be responsible of the following duties:  Summary of Functions: 1. Leads the provision of strategic guidance to the RC and UN Country Team (UNCT) on effective, quality, and timely UN support for the implementation of the 2030 Agenda through the Common Country Analysis (CCA) and UN Sustainable Development Cooperation Framework (Cooperation Framework). 2. Advises the RC on the positioning of the RCO and the UNCT vis-à-vis the host country and the rest of the UN membership, and supports member states processes mandated to RCO DPRK. 3. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new generation of Cooperation Framework. 4. Coordinates and supports roll-out and implementation of the efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common BackOffice). 5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures.  Description of Functions:  1. Leads the provision of strategic guidance to the RC and UNCT of effective, quality, and timely UN support for the implementation of the 2030 Agenda through a new generation CCA/Cooperation Framework:  • Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the Cooperation Framework, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind; • Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/Cooperation Framework as the primary instrument for the planning and implementation of UN development activities in country; • Leads the strategic design of UN's policy and programmatic services, operational capabilities, and partnership mechanisms; • Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the Cooperation Framework and the 2030 Agenda; • Leads the coordination of the Cooperation Framework through the Joint Workplan and results groups; directs the Cooperation Framework monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders; • Promotes the engagement of all relevant agencies – with and without physical presence in country – from across the UN system, including at Headquarters and at the (sub-) regional level in inter-agency fora and in discussions with external partners; • Ensures coherence across the different intra-agency coordination bodies, including with the Security Management Team, results and thematic groups, etc.   2. Advises the RC on the positioning of the RCO and the UNCT vis-à-vis the host country and the rest of the UN membership, and supports member states processes mandated to RCO DPRK:  • In line with CCA/Cooperation Framework, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform; • Support the RC in processing applications for sanctions exemptions, as mandated by the 1718 Committee to facilitate the delivery of humanitarian assistance to the Democratic People's Republic of Korea (DPRK), in coordination with the Security Council Affairs Division and other relevant parties; • Ensures effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader; • Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context; • Ensures quality control and oversight over strategic communications and advocacy activities related to the implementation of the Cooperation Framework.   3. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new Cooperation Framework generation:  • Facilitates and oversees the initiation, establishment, and coordination of effective working relationships with national and international partners to ensure knowledge sharing throughout the Cooperation Framework cycle; • Directs substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders; • Based on the Cooperation Framework, and in close collaboration with the Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the Cooperation Framework; • Oversees strategic messaging and communication initiatives by RC/UNCT.   4. Coordinates and supports roll-out and implementation of the Efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common Back Office):  • In collaboration with the Operations Management Team (OMT), directs substantive support to the RC/UNCT on business innovations for the UN in country; • Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN Country level Business Operations Strategy; • Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services; • Promotes a culture of continuous improvement and client-orientation in operational service delivery, including the implementation of high impact standardized common services, fostering the SDG impact through common operations; • Coordinates effective participation of entities at the country level in operations management team and represents the RC in the OMT.   5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures:  • Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for delivery of outputs and reporting on results; • Supervises the activities undertaken by the RCO and manage performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion; • In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO; • Manages, guides and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory trainings and UMOJA certifications; • Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development. CompetenciesPROFESSIONALISM: Proven knowledge and understanding of theories, concepts and approaches relevant to sustainable development.
