As a new member of the Humanitarian Country Team, UN Women is expected to provide increased support through emergency interventions, as well as ensure the local implementation of its new Humanitarian Strategy 2022-2025.While Central African Republic remains one of the worst humanitarian crises, the country is currently struck by internal and external new crises which are affecting a vast majority of women and girls. Since April 2023, the northern parts of the country, particularly north-east (Vakaga and Haute-Kotto) and north-west (Ouham and Lim-Pendé), have seen successive influx of asylum-seekers, fleeing the conflicts in Sudan and Chad, establishing in already vulnerable communities, and in flooding-prone areas. Out of the estimated 55,000 people who have fled their respective countries, including central African returnees, women and children represent at least 85% (and up to 98% in some groups). These crises, and particularly in Sudan, have also disrupted supply value chains and lead to stark increase of prices on the markets in neighboring Prefectures (Vakaga particularly), which heightened the food insecurity in these areas and appeared as source of tension between forcibly displaced persons (refugees, asylum-seekers, and internally displaced persons IDPs), returnees, and host communities over the limited resources available.Following thorough needs analysis conducted as part of Japan funded project (Vakaga and Haute-Kotto), and as part of humanitarian team assessments (Ouham and Lim-Pendé), to address the needs of the majority of women that are victims of displacement and stretched host communities, as well as supporting the capacity of women and women organisations in providing emergency response, UN Women, with support from the Government, will implement the project "Providing emergency support to mitigate the impact of regional crises (Sudan, Chad) on women and girls and their communities in North-western and north-eastern parts of CAR". Through the 12 months project, the following expected results: Increase the access of at least 35 000 people (asylum-seekers, internally displaced and returnees as well as host communities) to basic social services and their social protection, especially women and girls and supporting integration of gender in emergency humanitarian interventions;Support food security for women and girls and their families in the most affected communities;Provide protection mechanisms, prevent community violence and foster social cohesion between the incoming and host populations, through nexus-approach and community-based initiatives piloted by women.Reporting to the Women, Peace, Security and Humanitarian Action Programme Manager, the Humanitarian Analyst will contribute to the effective coordination of the humanitarian activities of UN Women Country Office, particularly in the context of the implementation of the Project "Providing emergency support to mitigate the impact of regional crises (Sudan, Chad) on women and girls and their communities in North-western and north-eastern parts of CAR". The Deputy Regional Director will support effective coordination and integration of gender perspectives in UN Development Assistance Frameworks (UNDAF) to promote coherence in the UN system's work on gender equality and the empowerment of women with colleagues in UN organizations.Reporting to the Regional Director, East and Southern Africa, the Deputy Director oversees the strategic development of the portfolio and oversight of programme implementation in the region, to ensure delivery results as planned in UN Women's Strategic Plan, regional strategies and accountability framework. BackgroundUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Niger faces a complex situation. Due to its geographical location, the country is subject to climatic hazards linked to a hostile environmental context and prolonged periods of droughts resulting in a situation of chronic food insecurity. Furthermore, gender disparities in Niger persist across various dimensions. For instance, early marriage remains a challenge with 76.3% of women aged 20–24 years married or in a union before the age of 18. Moreover, since 2015, regions of Niger, particularly Diffa, Tillaberi, Dosso, and Tahoua along the border with Mali, have faced recurring attacks by non-state armed groups. Growing internal insecurity and regional political instability have a direct or indirect impact on overall economic performance, public finances, access to markets and basic services, causing missed educational opportunities and growing social tensions with attacks on rural populations, including women. It also triggered significant population movements, with mounting survival difficulties for refugees, and internally displaced persons. In July 2023, the military took over from President Bazoum. Niger joined Mali and Burkina Faso to form the Alliance of Sahel States to address security threats.Against this background, UN Women in Niger supports local and national efforts to promote gender equality and women's empowerment with a focus on the following areas: governance and decentralization; economic empowerment; gender-responsive budgeting; combating violence against women; and gender mainstreaming in national policies and programmes. Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Ecuador's population grew from 15 million in 2010 to an estimated 17.5 million in 2020, with women representing 50.5% of the population. Urban areas show a slightly higher proportion of women, while rural areas have more men. Gender inequality has decreased marginally, as indicated by a reduction in the gender inequality index from 0.425 in 2010 to 0.383 in 2016, though it remains unchanged since. However, the socioeconomic effects of the COVID-19 pandemic have deepened poverty, particularly among rural and Indigenous women, and structural issues in the labor market persist, with only 30.4% of the economically active population employed under adequate conditions. The unequal distribution of care work continues to limit women's participation in the workforce and affects their income and social security access.Gender disparities extend to political representation and violence. While the 2019 Democracy Code reforms aim for gender parity in candidacies by 2025, women remain underrepresented in leadership roles, holding only 36% of seats in the National Assembly and less than 20% of prefectures. Political violence against women is widespread, often perpetuated by other political actors and exacerbated by online attacks. Furthermore, anti-gender rhetoric and violence against women's rights defenders, especially Indigenous activists, hinder progress on gender equality. The 2019 National Survey on Family Relations and Gender Violence found that 64.9% of women over 15 experienced violence, with Afro-Ecuadorian and Indigenous women facing the highest rates. Most incidents go unreported due to distrust in authorities, highlighting the need for systemic reforms.Violence against women remains a severe issue, with over 1,600 intentional homicides of women recorded between 2014 and 2022, including 585 femicide cases. During the pandemic, intimate partner violence surged, and emergency services reported 398 domestic violence cases daily in 2021. Ecuador faces significant challenges in addressing gender-based violence, improving political inclusion, and reducing systemic discrimination against marginalized groups.The Country Representative operates in a matrix management model, primarily accountable and reporting to the relevant UN Women Regional Director on UN Women -specific mandates, activities and results.
