Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Ecuador's population grew from 15 million in 2010 to an estimated 17.5 million in 2020, with women representing 50.5% of the population. Urban areas show a slightly higher proportion of women, while rural areas have more men. Gender inequality has decreased marginally, as indicated by a reduction in the gender inequality index from 0.425 in 2010 to 0.383 in 2016, though it remains unchanged since. However, the socioeconomic effects of the COVID-19 pandemic have deepened poverty, particularly among rural and Indigenous women, and structural issues in the labor market persist, with only 30.4% of the economically active population employed under adequate conditions. The unequal distribution of care work continues to limit women's participation in the workforce and affects their income and social security access.Gender disparities extend to political representation and violence. While the 2019 Democracy Code reforms aim for gender parity in candidacies by 2025, women remain underrepresented in leadership roles, holding only 36% of seats in the National Assembly and less than 20% of prefectures. Political violence against women is widespread, often perpetuated by other political actors and exacerbated by online attacks. Furthermore, anti-gender rhetoric and violence against women's rights defenders, especially Indigenous activists, hinder progress on gender equality. The 2019 National Survey on Family Relations and Gender Violence found that 64.9% of women over 15 experienced violence, with Afro-Ecuadorian and Indigenous women facing the highest rates. Most incidents go unreported due to distrust in authorities, highlighting the need for systemic reforms.Violence against women remains a severe issue, with over 1,600 intentional homicides of women recorded between 2014 and 2022, including 585 femicide cases. During the pandemic, intimate partner violence surged, and emergency services reported 398 domestic violence cases daily in 2021. Ecuador faces significant challenges in addressing gender-based violence, improving political inclusion, and reducing systemic discrimination against marginalized groups.The Country Representative operates in a matrix management model, primarily accountable and reporting to the relevant UN Women Regional Director on UN Women -specific mandates, activities and results.  Additionally, as a UNCT member, under the Management and Accountability Framework (MAF) of the UN development and resident coordinator system, the Country Representative has mutual accountability with the Resident Coordinator for periodically reporting on contributions and support for the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF, formerly UNDAF).The Regional Director conducts the performance review of the Country Representative whilst seeking inputs from the RC on the Country Representative's contributions as a UNCT member.The Country Representative is responsible for leading and managing the Ecuador Country Office (CO) portfolio and for translating the UN Women's Strategic Plan (SP) in line with regional and national priorities, into development initiatives and results by developing, implementing and managing programmes and projects under the Ecuador CO; and developing effective partnerships with Government counterparts, UN system agencies and organizations, civil society organizations, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment. Since 2010, UN Women has administered the UN Trust Fund on behalf of the UN system, providing a strong institutional foundation and field support through a global infrastructure of country and regional offices. With nearly three decades of experience, the UN Trust Fund has become a key global mechanism for funding initiatives that aim to eliminate violence against women and girls. It plays a critical role in fostering collaboration across governments, UN agencies, and civil society to address the root causes and consequences of violence, aligning its work with broader international policies and frameworks. The UN Trust Fund focuses on providing long-term grants to organizations that work in diverse contexts, particularly those representing marginalized groups, such as indigenous women, women living with disabilities, and women from rural or conflict-affected areas. Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Niger faces a complex situation. Due to its geographical location, the country is subject to climatic hazards linked to a hostile environmental context and prolonged periods of droughts resulting in a situation of chronic food insecurity. Furthermore, gender disparities in Niger persist across various dimensions. For instance, early marriage remains a challenge with 76.3% of women aged 20–24 years married or in a union before the age of 18. Moreover, since 2015, regions of Niger, particularly Diffa, Tillaberi, Dosso, and Tahoua along the border with Mali, have faced recurring attacks by non-state armed groups. Growing internal insecurity and regional political instability have a direct or indirect impact on overall economic performance, public finances, access to markets and basic services, causing missed educational opportunities and growing social tensions with attacks on rural populations, including women. It also triggered significant population movements, with mounting survival difficulties for refugees, and internally displaced persons. In July 2023, the military took over from President Bazoum. Since the end of 2016, the WPHF has been supporting over 1046 civil society organizations and is present in 43 countries or group of countries.UN Women hosts the Secretariat of the Women's Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. In 2022, the WPHF Funding Board established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs), as well as a the WHRDs Window Unit to be hosted by the WPHF Secretariat. The WHRDs window provides two types of support: (i) safety net grants to cover for protection and livelihood expenses of WHRDs at risks from crisis and conflict settings (implemented together with INGOs partners) ; and (ii) direct logistical support for their participation in events and decision-making processes (implemented directly by the WHRDs window unit). It has supported over 300 WHRDs and more than 700 dependents through both protection and advocacy support.Under the direct supervision of the Deputy Head of the Secretariat of the Women's Peace and Humanitarian Fund – Peace and Security and resilience team - the Programme Coordinator of the WPHF WHRDs window will coordinate the activities of the WHRD window, manage its funding streams, lead on partnerships, coordination and reporting.Under the supervision of the Deputy Head of the WPHF Secretariat, the Programme Coordinator is responsible for managing the development, implementation, monitoring and reporting of the WHRDs window, including its partnerships with INGOs and other UN Agencies. The Secretariat provides knowledge management services for the WPHF and manages the Community of Practice (CoP) for WPHF partners and grantees.  Finally, in April 2020, following the recommendation of the UNSG in his 2019 report on WPS, the WPHF Funding Board established a new Rapid Response Window (RRW) on women's participation in peace processes, and in 2022, the WPHF launched a new funding window for the protection and participation of Women Human Rights Defenders (WHRDs).Under the overall guidance of the Deputy Director for Financial Management in Headquarters (HQ) and the daily supervision of the Operations Specialist, the Finance Analyst is responsible for providing assistance to WPHF Secretariat , Rapid Response Window (RRW), Women Human Rights Defenders (WHRDs) Windows, and Global Learning Hub, the Finance Analyst will be supporting country offices implementing WPHF programmes as necessary to ensure capacity and support; assistance with development projects for the finance users of UN Women for better business practices and controls as well as automation; ensuring all finance users are compliant with and trained in the accounting standards, financial regulations and rules, policies and procedures; assisting Finance Section HQ in dedicated support, training, advice for Regional Offices, Multi-Country Offices and COs (ROs/MCOs/COs); and acts as the Audit focal point for WPHF projects in co-ordination with Finance Section HQ, as well as finance users in ROs and MCOs/COs.   The Finance Analyst works in close collaboration with Finance Section HQ, WPHF Secretariat and windows Programme and Operations colleagues, teams at the country level, UNDP staff and Government officials ensuring high performance and efficiency in Finance.  Key Functions and Accountabilities:1.       Coordinate the financial planning, analysis, and provision of services to the United Nations Women's Peace and Humanitarian Fund (WPHF) in accordance with UN Women internal control framework, rules, regulations, policies and procedures:Recommend and/or implement cost saving and reduction strategies; Review and/or verify financial transactions/activities, recording/reporting system and audit reports. Co-ordinate with Finance Section HQ on suggestions for amendments; Review financial business processes and use of Quantum system to ensure accurate and complete reporting of financial transactions by UN Women staff in accordance with the Internal Control Framework and Delegation of Authority and the timely flow of financial information in UN Women for management, monitoring and oversight to questions and provide analysis as requested to the Finance Section HQ.  3.     Coordinate financial reporting in the WPHF in accordance with UN Women rules, regulations, policies and procedures  Draft timely and accurate automated interim financial reports to governments and donors as required under the donor agreements and other cost-sharing arrangements for submission to Virtual Global Service Centre Finance Specialists; Track and report contributions within the resource mobilization efforts, including pipeline, contracted and overdue and future milestones.  Review programme/ project budgets in accordance with UN Women rules, regulations, policies and procedures Coordinate all financial resources of programmes/ projects through planning, guiding, monitoring and controlling of the resources; Prepare and monitor budgets of the Fund's Secretariat , Windows and management projects; Analyze and report on the budget approvals and the delivery situation of In addition, UN Women actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.  Under the guidance and direct supervision of the Deputy Regional Director, the Regional Strategic Planning Specialist is responsible for leading the strategic planning work in their respective region. The Regional Strategic Planning Specialist provides strategic guidance and technical support to the RO and Country Offices (COs) to ensure high quality strategic planning documents at regional and country levels, ensuring the alignment with UN Women Strategic Plan and the corporate standard on RBM. They lead the preparation of the Strategic Note and workplan of the RO in close collaboration with RO colleagues and COs in the respective region. Regional Strategic Planning Specialist also provides guidance, technical support and quality assurance to Country Offices (COs) associated with the UN Sustainable Development Cooperation Frameworks (UNSDCFs), Strategic Notes and workplans from the strategic planning and RBM perspectives. They also contribute to HQ-led corporate level initiatives in the areas of Strategic Planning and RBM.  The Regional Strategic Planning Specialist works closely with the Regional Coordination Specialist, the Regional Monitoring & Reporting Specialist/Focal Point and the Regional Operation Manager, as well as the rest of RO colleagues and CO colleagues in the region.
