In order for UN Women to communicate impact stories on women and girls at the corporate level with aggregated results and financial data across all the countries and regions, strategic planning with strong emphasis on results management is pre-requisite to facilitate systematic and effective results monitoring and reporting during the implementation.  In the Americas & Caribbean Region, UN Women has a Regional Office based in Panama City, 10 Country Offices, one Multi Country Office and programmatic presence in 5 countries throughout the region. In addition, the Regional Office provides support to the governments, civil society, and UN system as a nonresident agency in countries with no UN Women presence.  The goal of UN Women´s presence in the region is to support the achievement of gender equality, women´s empowerment and the promotion and protection of women´s human rights.  Ending violence against women and girls has been identified by UN Women as a key primary focus area in the region.  UN Women is working to improve the quality of, and increase accessibility to, coordinated services and responses to violence against women.  UN Women works with partners to reach a shared understanding at the regional level on the range of services and responses required and the corresponding standards and/or guidelines for the provision of the services that are considered essential to meet the needs of women and girls subject to violence. In addition, UN Women actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.  Under the guidance and direct supervision of the Deputy Regional Director, the Regional Strategic Planning Specialist is responsible for leading the strategic planning work in their respective region. The Regional Strategic Planning Specialist provides strategic guidance and technical support to the RO and Country Offices (COs) to ensure high quality strategic planning documents at regional and country levels, ensuring the alignment with UN Women Strategic Plan and the corporate standard on RBM. They lead the preparation of the Strategic Note and workplan of the RO in close collaboration with RO colleagues and COs in the respective region. Regional Strategic Planning Specialist also provides guidance, technical support and quality assurance to Country Offices (COs) associated with the UN Sustainable Development Cooperation Frameworks (UNSDCFs), Strategic Notes and workplans from the strategic planning and RBM perspectives. They also contribute to HQ-led corporate level initiatives in the areas of Strategic Planning and RBM.  The Regional Strategic Planning Specialist works closely with the Regional Coordination Specialist, the Regional Monitoring & Reporting Specialist/Focal Point and the Regional Operation Manager, as well as the rest of RO colleagues and CO colleagues in the region. They also coordinate with other Regional Strategic Planning Specialists in other ROs to facilitate cross-regional learning and peer-to-peer support mechanism. Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. In the 2030 Agenda and through the Decade of Action, member states recognized that Gender Equality and the Empowerment of Women/girls would make a crucial contribution to progress across all the SDGs and that the systematic mainstreaming of a gender perspective into the implementation of the Agenda is crucial for success. Women in Uzbekistan face a number of challenges in accessing education, employment, and health care. Gender inequality is particularly pronounced in rural areas, where traditional gender roles are stronger and women have less access to resources. Women are also disproportionately affected by poverty and the lack of economic opportunities in the country. In response to these challenges, the Government of Uzbekistan has taken a number of steps to improve the situation of women in an accelerated manner. The state has enacted laws to protect women's rights, including the Law on the Prevention of Domestic Violence and the Law on Equal Rights and Opportunities for Women. In 2021, it adopted its Strategy for achieving gender equality in Uzbekistan until 2030 aimed at ensuring equal participation of men and women in the management of public and state affairs, provision of social and legal support to women, and protection of women from oppression and violence by promoting of legitimacy, democracy, openness, and transparency as the basic principles of gender equality. It has also launched number of practical and strategic initiatives to increase women's access to education, health care, and economic opportunities, which also includes gender-sensitive budgeting approach, which allocates funds to projects that promote the economic and social empowerment of women. The Senate and Government took commitments to continue to invest in policies and programs that promote gender equality, such as increased access to education and employment opportunities and other areas. In addition, they prioritize increasing focus on ensuring that the legal framework is effective in protecting women and girls from violence and harassment. Finally, a special effort is placed on addressing the social and cultural barriers that prevent women from fully participating in society. UN Women is working in partnership with the Government of Uzbekistan and the United Nations Country Team in Uzbekistan to support efforts to improve the situation of women in the country. The United Nations is providing technical assistance and support to the government on issues such as the protection of women's rights, access to education and economic opportunities, access to health care and reproductive rights, and the elimination of gender-based violence. The United Nations is also working with civil society organizations to raise awareness about women's rights and to provide support for the implementation of policies and programs to promote gender equality. These are provided in line with the nationally owned UN Sustainable Development Cooperation Framework (UNSDCF) for 2021-2025 which articulates the strategic programmatic collaboration between the UN System and the Government of Uzbekistan through five Outcomes under three Strategic Priority Areas: Effective Governance and Justice for all; Inclusive Human Capital development Leading to Health, Well-being and Resilient Prosperity; and Sustainable, Climate Responsible and Resilient Development. The UNCT of Uzbekistan was entrusted to implement the Uzbekistan Vision 2030 Fund aimed at accelerating the Government of the Republic of Uzbekistan's (the Government) national reform agenda and the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) in principled, transparent, and effective manner. The Fund will primarily target transformative interventions focusing on the strategic priorities identified and agreed between the Government and the UN within the UN Sustainable Development Cooperation Framework 2021-2025 (UNSDCF) and its subsequent iterations, thus serving as an important vehicle for the UN and the Government to accelerate on the progress towards GEWE goals and commitments of Uzbekistan. UN Women will aim to replicate its programmatic approach being used in the region in the form of the Gender Equality Facility to ensure adequate gender mainstreaming of the Fund.For increasing the effectiveness of the UN's support in Uzbekistan, in 2022, the UNCT conducted the comprehensive UN System Wide Gender Equality Scorecard (UNCT-SWAP) assessment and identified the critical areas for urgent actions through systemic approach to GEWE mainstreaming, capacity building and tracking of results, including through using corporate tools and platforms as well as through more integrated systems approaches targeting behavior change among staff and partners towards GEWE. This will directly contribute to the fulfillment of the GA Resolution A/RES/72/279 which aims at changes in the way the UN Development System works as well as it will directly respond to the 2020 QCPR call to enhance and accelerate for GEWE, enable innovative partnership and investment for the SDGs. UN Women will support the effective implementation of national and international legal frameworks on GEWE, mainstreaming gender equality into national and sectoral policies and UN-led processes and programmes and strengthening the national institutional mechanism for gender equality in line with international standards and best practices.  It will provide support for enhancing coordination and monitoring of gender equality policies and measures in the short to longer-term, and securing implementation/application of gender equality legislation, policies and standards through policy dialogue, technical expertise and guidance, development and sharing of good practice, and strategic partnerships and cooperation. A recent example is the Asian Women's Forum in May 2023 organized by the Government of Uzbekistan with technical support from UN Women, counting with the attendance of the Executive Director. UN Women will develop key programmatic interventions on WEE, GRB, GBV, gender stats and other key areas for GEWE based on availability of donor funding, which will determine the future modality of presence in country.Reporting to the UN Women Deputy Regional Director for Europe and Central Asia, with strategic oversight from the Regional Director, the GEWE Country Programme Manager in Uzbekistan will be responsible for the strategic positioning of UN Women as a leader in Gender Equality and Women's Empowerment (GEWE) in Uzbekistan, development of innovative initiatives and programs; The office also prioritizes the eradication of female poverty through gender-responsive policy making and budgeting, ensuring equal employment opportunities and decent work for all genders, and enhancing women's access to resources. Additional priorities involve gender mainstreaming in national planning and budgeting processes, promoting women's entrepreneurship, and strengthening the relationship between women and the private sector.Reporting to the Regional Director, the Policy Advisor for Women's Economic Empowerment will oversee the development of programs and resource mobilization strategies in these thematic areas. The role includes providing capacity building to country offices and multi-country offices in the region, establishing and strengthening partnerships, and leading the creation of relevant knowledge products on economic empowerment with a special emphasis on care, livelihood strategies and decent work, gender budgeting and macroeconomics and financial inclusion of women facing structural discriminations in LAC. Under the current regional Strategic Note, UN WOMEN Regional strategy for WEE aims to contribute to greater economic autonomy and women's access to comprehensive care systems and policies (outcome 2 of the regional strategy). WEE regional team organized through the following subareas of work: the design and implementation of integrated care systems (outcome 2.1), the promotion of macroeconomic policies and gender-responsive budgeting (outcome 2.2), and support for income generation and sustainable livelihoods through financial and digital inclusion, as well as opportunities within the green and circular economy framework (outcome 2.3). To provide Specialized Technical Advisory to country offices and partners, the team includes eight senior international consultants under a retainer modality, covering areas such as care systems, financial inclusion, and digital inclusion.The program team working on outcome 2.1, Comprehensive Care Systems, consists of a Regional Program and Care Initiatives Coordinator, a Regional Care Specialist for coordinating the regional care project, a Technical Consultant on Care and Social Protection, and a Program Assistant.
