Programme Technical Coordinator, Ending Violence Against Women - P3

Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.Gender inequality in Papua New Guinea is severe, with the country ranked 169 out of 170 globally. Women and girls face high rates of gender-based violence (GBV) and low literacy levels. The DHS 2016-2018 indicates that 54% of women have experienced GBV in the past year, and nearly 23% of women aged 15-49 have no formal education.  Structural barriers, cultural norms, and weak protection systems worsen the situation. Tribal conflicts, sorcery accusation-related violence (SARV), and small arms proliferation, especially in the Highlands, increase violence. Despite policies to reduce discrimination, comprehensive strategies are urgently needed to address these issues and achieve gender equality. Additionally, ongoing conflicts have displaced communities, further exacerbating GBV incidents. The persistence of these challenges highlights the critical need for targeted interventions to promote social stability and human rights and achieve the Sustainable Development Goals (SDGs), particularly 05 on gender equality, 10 Reduce Inequality and 16 Peace, Justice & Strong Institutions.Building on the gains of the EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls (VAWG) in Papua New Guinea (PNG), UN Women, UNFPA and UNOPS (Agencies) are starting a joint initiative entitled "Soim Wokabout: Gender-Based Violence Referral Pathways Programme", financed under the Neighbourhood, Development and International Cooperation Instrument (NDICI Global Europe).  The joint programme aims to reduce the incidence of GBV in communities in target provinces, including in and out of schools (Eastern Highlands and the National Capital District).  This will capitalize on existing programmes addressing specific forms of Gender Based Violence (GBV) and Sexual and Reproductive Health Rights (SRHRs) while supporting prevention and protection efforts for GBV survivors, strengthening access to justice, and ending violence against women and girls at national, provincial, district, and community levels.  It seeks to scale up effective integrated approaches to deliver quality coordinated services, strengthen referral pathways, mobilize communities and networks to address harmful gender and social norms fueling GBV and SARV and promote implementation of laws and policies to reduce GBV and SARV while mobilizing national, provincial and community leadership on the programme's investments to enhance sustainability.  The joint programme's specific objectives are: 1. To increase access of women, men, girls and boys in all their diversity, experiencing gender-based violence, to essential quality services, protection and justice. 2. To improve advocacy and agency of civil society organisations, women's rights organisations, social movements and communities to end gender-based violence (GBV).  3. To make more effective the engagement of community leaders, male advocates and influential groups and actors in society in changing discriminatory social norms, gender stereotypes, GBV and harmful practices.Reporting to UN Women Deputy Country Representative, the Programme Technical Coordinator (PTC) provides technical guidance and exercises overall responsibility for planning, implementing, coordinating and reporting on the entire Soim Wokabout joint programme. The PTC works closely with the Steering Committee, the Resident Coordinators' Office, the implementing agencies as well as other stakeholders. The PTC will lead the Secretariat team of the Soim Wokabout joint initiative composed of the Monitoring and Evaluation Specialist, the Advocacy Specialist and the Finance and Administrative Officer for this coming joint programme, as well as the National Programme Specialist of the joint initiative.  The incumbent will also provide strategic engagement with the government counterparts, high-level programme oversight, planning, monitoring, reporting and quality assurance of the programme components, in coordination with the Civil Society Reference Group and the National Steering Committee. Programme Analyst, WPHF WHRD Window - P2

The WPHF Secretariat provides support to the Funding Board, mobilize resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. In 2022, the WPHF Funding Board established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs), as well as a the WHRDs Window Unit to be hosted by the WPHF Secretariat. The WHRDs window provides two types of support: (i) safety net grants to cover for protection and livelihood expenses of WHRDs at risks from crisis and conflict settings (implemented together with INGOs partners) ; and (ii) direct logistical support for their participation in events and decision-making processes (implemented directly by the WHRDs window unit). It has supported over 300 WHRDs and more than 700 dependents through both protection and advocacy support.Under the direct supervision of the Project Coordinator of the WPHF WHRDs window the WPHF WHRD Program Analyst will support implementation of programmatic activities of this newly established window, including supporting efforts to strengthen visibility of the window to WHRDs to increase access to the support offered under the safety net stream and the advocacy streams. The program analyst will also support efforts to strengthen the efficiency of the window, and the sustainability of the support provided to WHRDs through the WPHF WHRD Window. Under the supervision of the Project Coordinator of the WPHF WHRD Window, the Project Analyst is responsible for providing programmatic inputs in the development, implementation, monitoring and reporting of the WHRDs window, including its partnerships with INGOs and other UN Agencies. Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.The Policy, Programme and Intergovernmental Division develops and implements the UN Women program of work on normative, analysis, research, operational and knowledge management that supports the advice and guidance UN Women provides to the intergovernmental process, the UN system, and to UN Women country and regional offices. The Division is organized in thematic sections, which undertake policy research; analyze data on country, regional or global trends; and propose evidence-based options for global policy, norms and standards and for UN Women global programme strategies, policy advocacy, and flagship programmes. In support of UN Women's normative and coordination mandates, the Division also undertakes substantive preparations for the Commission on the Status of Women (CSW) and drafts reports on behalf of the Secretary-General on multiple topics. With the adoption of the 2030 Agenda for Sustainable Development, UN Women is supporting the implementation of the Sustainable Development Goals (SDGs) towards achieving gender equality and women's economic empowerment by 2030 to benefit all women in the world, leaving no woman behind. In 2018, the Global Compact for Safe, Orderly and Regular Migration was adopted by UN Member States. And as the blueprint for the governance and coordination of international migration, it is critical that gender equality and the empowerment of women and girls are central in its implementation. UN Women works to help ensure that migrant women's human and labour rights are effectively promoted and protected at all stages of migration, and that the Global Compact for Migration is human rights-based and gender-responsive.  Since 2019, UN Women has been implementing the Germany-funded Making Migration Safe for Women programme globally and country programmes in Niger (2019-2023) and Ethiopia (2023-2025) with the goal of ensuring that international norms and standards for protecting and promoting migrant women's rights are strengthened and the development and implementation of national migration policies and laws are gender-responsive. The programme has also improved the collection, analysis and use of sex-disaggregated data and gender statistics to provide robust evidence that informs national policy making. The Grants Operations Specialist works in close collaboration with programme teams, providing close guidance to programme staff who perform adjunct operations functions, ensuring that such staff are knowledgeable of rules and procedures governing programme finances, donor reporting, and personnel. She/he also works in collaboration with operations staff in other UN Agencies, UN Women Regional Office and HQ staff and UNTF granteess to successfully deliver operations services.   Key Functions and Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.One of the key areas of concern is the economic empowerment of women. It is expressed in targets and indicators of SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable development, decent work and employment for all). Progress toward it depends not only on the adoption of a set of public policies by governments, but also on the existence of an enabling environment and active engagement of the corporate sector. This is also relevant to the achievement of SDG 1 (Poverty Reduction), SDG 10 (Reduced inequalities) and SDG 17 (Revitalize the global partnership for sustainable development).Women's economic empowerment in the Asia-Pacific comprises a diverse and complex portfolio, including different thematic focus areas from social protection and unpaid care to SME private sector development and very different country specific contexts from the Pacific (highly informal working with predominantly low-income women) to China (middle-income country with a strong and growing private sector and limited bilateral funding). WEE has become increasingly of relevance in the region, particularly in the wake of the pandemic and economic recovery of post-crisis countries. Responding to the diverse contexts, the UN Women Regional Office for Asia and the Pacific WEE & Migration Unit has been developing an overall strategic WEE & Migration approach that is strongly linked to the UN Women global Economic Empowerment Strategy,  focuses on the key strategic priorities aligned with the SN ROAP Women's Economic Empowerment & Migration for 2023-2025 and reflecting UN Women's Global Gender Equality Accelerators (GEAs), namely Women in the World of Work, Transforming Care and Climate Action:1.    Advancing Gender-Responsive Business Conduct and Creating More Decent Work Opportunities (WEPs)2.    Accelerating Gender-Responsive Entrepreneurship for (M)SMEs (i.e. Gender-Responsive Procurement & strengthening women's entrepreneurship) 3.    Progressing Safe Migration to Decent Employment4.    Transforming the Care EconomyThese thematic areas are not operating in isolation and are strongly inter-connected and under-pinned by cross-cutting principles, such as: sector-agnostic work (across the Green & Blue -, care, fintech and digital economy); embracing an intersectional and conscious social norms lens into programming, and nexus to thematic areas such as Climate Change among others.Transforming care requires both action and investment. UN Women's Transform Care Investment Initiative Asia-Pacific (TCII-AP) calls for catalytic investments to benefit at least 100 million women and girls, create 125 million new employment opportunities in the care economy by 2035, and reduce women's unpaid care work by at least two billion hours. The Division monitors and reports on corporate results and budget implementation to ensure coherent achievement of results in line with the UN Women Strategic Plan.The Strategic Planning Unit (SPU) in SPRED supports and guides UN Women to achieve higher quality development results through an integrated approach that links strategic planning, monitoring and reporting and Results-Based Management (RBM). SPU is the custodian of RBM in UN Women. Background:UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Niger faces a complex situation. Due to its geographical location, the country is subject to climatic hazards linked to a hostile environmental context and prolonged periods of droughts resulting in a situation of chronic food insecurity. Furthermore, gender disparities in Niger persist across various dimensions. For instance, early marriage remains a challenge with 76.3% of women aged 20–24 years married or in a union before the age of 18. Moreover, since 2015, regions of Niger, particularly Diffa, Tillaberi, Dosso, and Tahoua along the border with Mali, have faced recurring attacks by non-state armed groups. Growing internal insecurity and regional political instability have a direct or indirect impact on overall economic performance, public finances, access to markets and basic services, causing missed educational opportunities and growing social tensions with attacks on rural populations, including women. It also triggered significant population movements, with mounting survival difficulties for refugees, and internally displaced persons. In July 2023, the military took over from President Bazoum. Prioritisation is given to supporting at the regional and global level:  enhanced knowledge, responses and strategies on the Care economy as a cornerstone of women's overall empowerment; strengthened knowledge, policies and tools to end technology-facilitated gender based violence; and increased emphasis on advancing multistakeholder partnerships for gender equality and women's empowerment. Under the supervision of the Director with a dotted reporting line to the Regional Office's Gender Statistics Specialist, and under the technical guidance from thematic leads at UN Women Regional Office for Asia and the Pacific, the Gender Research and Data Specialist exercises overall responsibility for planning, implementing, and managing UN Women research and data analysis on all the relevant gender equality and empowerment of women thematic areas agreed to under the UN Women Centre's endorsed annual workplans. Focus of work will support enhanced  data and research capacity to document and showcase the gender equality dimensions of the SDGs and the Six Transitions to accelerate the SDGs.The Gender Research and Data Specialist works in close collaboration with the programme and operations team, UN Women HQ and RO staff, other Centres of Excellence, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women research and data work. The Gender Research and Data Specialist is expected to manage relevant personnel and external researchers, as necessary. Key Functions and Accountabilities:1.
