BackgroundThe political landscape in Goma, in the eastern Democratic Republic of Congo (DRC), has undergone a significant shift following the occupation by the M23 rebel group on January 27, 2025. The crisis has deepened as M23 has consolidated its control over Goma and Bukavu advancing southward toward Walikale and Uvira highlighting the risk of further escalation. Given the worsening security situation, the growing influence of M23, and the limited effectiveness of previous peace initiatives, the risk of further escalation remains significant. In this context and considering the complexity of programmatic activities implemented in conflict-affected environments, it is essential to establish and sustain an anticipatory, agile, and responsive security framework to effectively address emerging threats and ensure the continuity of program delivery.The security situation in DRC and the programming context, where UNDP personnel are deployed in the field in project locations, the UNDP DRC CO needs security expertise to provide unhindered security support and manage risks to UNDP operations and programming in countries, particularly in high-risk areas.
