UNDP exercises its PR role in consultation with other UN agencies, bilateral donors and International Financing Institutions. To help the UNDP Project Management Unit (PMU) deliver in a timely and quality-assured manner on the Grant Performance Framework targets, while complying with UNDP and Global Fund rules and regulations, UNDP Congo is recruiting a Procurement and Supply Management Specialist (PSM) who will lead on PSM management within the PMU. Position PurposeUnder the supervision of the Programme Coordinator, the PSM Specialist is responsible for managing a team of Procurement and Supply Management (PSM) staff to ensure effective PSM operations. S/He will ensure that procurement and in-country supply chain activities are completed, in compliance with rules, regulations, and with appropriate documentation that provides the best value for money. S/he will work closely with national stakeholders to coordinate the procurement of quality-assured health products. The International PSM Specialist will identify and lead on addressing programmatic, and capacity development needs in the area of PSM. An internship may exceptionally be approved for a maximum total duration of nine months if the intern can demonstrate it will grant him/her an educational credit for a course.  Internship assignments are available on a part-time and full-time basis.  Responsibilities and obligations of interns  Interns shall:  (a) Observe all applicable rules, regulations, instructions, procedures and directives of UNDP notwithstanding their status as described in paragraph 6 of this policy. (b) Provide the receiving office with a copy of all materials prepared by them during the internship. UNDP shall be entitled to all property rights, including but not limited to patents, copyrights and trademarks, with regards to material that bears a direct relation to, or is made in consequence of, the services provided under the internship. At the request of UNDP, the interns shall assist in securing such property rights and transferring them to UNDP in compliance with the requirements of the applicable law. (c) Respect the impartiality and independence required of the United Nations and of the receiving office and shall not seek or accept instructions regarding the services performed under the internship agreement from any Government or from any authority external to UNDP.(d) Unless otherwise authorized by the receiving office, they may not communicate at any time to the media or to any institution, person, Government or any other external party any information that has become known to them by any reason of their association with the United Nations, UNDP or the receiving office, that they know or ought to have known has not been made public. They may not use any such information without the written authorization of the receiving office, and such information may never be used for personal gain. These obligations also apply after the end of the internship with UNDP. (e) Refrain from any conduct that would adversely reflect on the United Nations, UNDP, or the receiving office and will not engage in any activity which is incompatible with the aims and objectives of the United Nations or UNDP. (f) Comply with local laws and customs.  Third-party claims UNDP is not responsible for any claims by any parties where the loss of or damage to their property, death or personal injury was caused by the actions or omission of action by the interns during their internship. Remuneration, insurance and interns' expenses Interns are not remunerated by UNDP. Where an intern is not financially supported by any institution or programme, such as a university, government, foundation or scholarship programme, a stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station, will be paid by UNDP. Costs and arrangements for travel, visas, accommodation and living expenses are the responsibility of the intern. Interns are responsible for securing adequate medical insurance for the duration of their internship with UNDP and must provide a medical certificate of good health prior to starting the internship. UNDP will not reimburse the medical insurance of the intern. Any costs arising from accidents and illness incurred during an internship assignment will be the responsibility of the intern. Applicants for internships must show proof of valid medical insurance for the duty station in which they will intern. The need to strengthen co-ordination and communication between national and provincial institutions responsible for disaster planning, preparedness, response, and recovery, remains a priority.The UNDP Country Office in Papua New Guinea is launching a new programme to support Disaster Risk Management (DRM), improving policy and legislative frameworks, strengthening DRM coordination capacities at national, sub-national and local levels, including for disaster preparedness and recovery, expanding the effective use of DRM knowledge and information, promoting the integration of DRM into development planning and budgeting and investing in community level activities to strengthen DRM capability as a contribution to enhancing resilience.Position PurposeThe DRM Specialist will lead the design and implementation of the UNDP Papua New Guinea Disaster Risk Management Programme, while managing the project team, providing strategic coordination and broader harmonization with other UNDP, United Nations and development partner activities that support disaster preparedness and response in Papua New Guinea. The DRM Specialist will develop strong collaboration with the National Disaster Centre, the Department for Geohazards, the National Weather Service, Climate Change Development Authority, Department of National Planning and Monitoring, and other government partners, with an aim to focus on increasing national capacity to manage hazards, withstand the impacts, recover from, and better inform development as well as reducing risks associated with human and natural hazards to sustain development gains. The project envisages four components: Disaster Risk Management Governance Support:Support the work on amendments, including incorporation of GEDSI sensitive considerations, that will allow to clarify roles and responsibilities in DRM, codify and develop ex ante DRM actions, set up a DRM structure below provincial levels and more broadly align the DRM framework with best international practice.Natural and Climate-related Hazard Information Management Support:Assist the establishment of a public website providing access to existing hazard data, based on a stock take of current hazard mapping systems and ensuring that information is readily accessible. Institutional Support and Capacity Building to National and Sub-national Disaster Centres:Assist national and sub-national government counterparts in capacity-building with training and technical cooperation or assistance for disaster risk management and response coordination mainly by activating local disaster committees (in provinces and/or districts), data-driven decision-making through effective information management and increasing the participation of at-risk or affected women, persons with disabilities and other under-represented persons.Financing Mechanisms for DRR, DRM and Recovery:Assist the national government counterparts in developing mechanisms and stand-by funding arrangements for disaster risk reduction, disaster management, recovery and reconstruction, including through national budget, international funds such as the Loss and Damage Fund, and innovative financing instruments (e.g. insurance).     UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.  Duties and ResponsibilitiesThe DRM Specialist will provide the essential interface between the National Disaster Centre, UNDP and other relevant Government offices involved in DRM and will have the following duties and responsibilities: Provision of strategic direction programme formulation and overall guidance of Disaster Risk Reduction and Management programming in support of government institutions and other stakeholders to build resilience to multiple risks. Review national disaster management policies, strategies, plans, acts and guidelines, as well as relevant UN and UNDP planning frameworks (UNSDCF, UNDP CPD, UNDP CO Business Plan, etc.) to identify opportunities for UNDP's programming support for mainstreaming disaster and climate risk management into overall development strategy. Maintain synergies and linkages with institutions, bilateral partners and UN Agencies' work related to disaster management and climate change adaptation and ensure coordination with UNCT and UN agencies on DRRM programming and implementation.Prepare concepts and strategies per UNDP requirements for UNDP's future engagement to reduce vulnerability of the community and the sectors from with key ministries, provincial and local governments, CSOs and communities for managing disaster and climate risks, including disaster preparedness and response, seismic resilience and early and climate risk reduction programme for PNG. Design of new programming framework for DRM with result framework and theory of Change in consultation with UNDP Bangkok Regional Hub and national associated with human and natural hazards to sustain development gains. Provision of high-quality programme implementation support and oversight including timely implementation of projects.Provide programme implementation support, drafting ToRs for key personnel and services, assist in speedy recruitment of project personnel. Oversight and management of project activities, formulation of workplans for timely deliverables, drafting of quality progress reports as per expectations among others.Take responsibility of producing donor reports (both programmatic and financial) and assist the team in fulfilling compliance requirements. Work with UNDP CO resilience and environment portfolio manager, policy analyst and other members of the team and contribute to developing strategies and approaches for resilience building.  Support the government and partners in implementation, monitoring and reporting of DRR results as per Sendai Framework for Disaster Risk Reduction (SFDRR) and for effective participation in international forums such as global and regional DRR platform meetings. Contribute to the preparation of annual reports (UNDP and UN system), with the focus on Disaster Risk Management and Recovery.Represent UNDP and act as resource person in workshops, conferences and in meetings, and the wider donor community, if required.Chair and be the main technical lead of the To that end, the country programme is supporting three strategic priorities of the United Nations Sustainable Development Cooperation Framework: (a) inclusive and sustainable economic development; (b) a sustainable, healthy and resilient environment; and (c) transformative, participatory and inclusive governance. Position PurposeUnder the overall guidance and supervision of the Resident Representative (RR), the Operations Advisor acts as an advisor to Senior Management on all aspects of Country Office (CO) management and operations in a large office faced with a high number of external risks and internal challenges. This includes strategic and accountable management of financial and human resources, efficient procurement and logistical services, ICT, and common services consistent with UNDP rules and regulations. The Operations Advisor's primary role is to lead, constantly manage risks, evaluate, and adjust the operations of the Country Office to ensure accountable and consistent service delivery and smooth functioning of the CO programmes and projects.   The Operations Advisor leads and guides the CO Operations Team and promotes collaboration within the team, and with programme staff and other UN Agencies using a client-oriented approach. BackgroundSECU is seeking to recruit an intern for a period of six months, beginning in April 2025. UNDP's Social and Environmental Standards (SES) apply to UNDP projects and programmes and are intended to strengthen the social and environmental outcomes of UNDP projects and avoid adverse impacts to people and the environment affected by projects.
