The Position:Over the past year, the Prevention of Sexual Exploitation and Abuse (PSEA) Network in Afghanistan has made steady progress, guided by the collaborative efforts of the United Nations Population Fund (UNFPA) and the International Medical Corps (IMC), on behalf of the United Nations Country Team (UNCT) and Humanitarian Country Team (HCT). The Network now connects over 300 organizations, including UN agencies, NGOs, and civil society groups, with more than 500 trained focal points, 45 percent of whom are women. It works to protect communities from exploitation and abuse while ensuring dignity and respect in humanitarian settings. Regional sub-working groups established in the North, South, Central, and West regions provide direct community engagement and localized responses. A major achievement has been the introduction of the Sexual Exploitation and Abuse Risk Overview (SEARO) tool, which identifies SEA risks across Afghanistan, guiding targeted and evidence-based interventions. Equally important, the Network also ensures that aid workers operate in a safe and supportive environment with Zero Tolerance for Sexual Harassment (SH), emphasizing the dual responsibility of protecting communities and safeguarding the humanitarian and BHN workforce. Community engagement● As part of broader community engagement activities, in partnership with AAP, support the PSEA Network to gather information on community perspectives on the behaviour of aid workers, and their preferences in dispute resolution, discussing sexual matters, and receiving and sharing sensitive information to inform outreach and other activities.● Support the PSEA Network to develop a collective communication strategy to raise awareness on key PSEAH messages, including the rights of affected populations, the fact that help and services are never conditioned on sexual favours, and how to submit sensitive complaints.● Ensure that the implementation of the PSEA Network work plan is informed by community participation, contextually and culturally proper, and based on the community's needs;● Engage closely with the Awaaz Interagency Call Centre to ensure dissemination of PSEAH information and facilitate reporting of incidents involving SEAH. Coordination with Key Partners● Engage and coordinate with Clusters to ensure PSEA is mainstreamed during planning, policy development, and programming phases, and collaborate with relevant thematic working groups to ensure alignment of strategies and actions across different initiatives and stakeholders.● Collaborate with the Protection Cluster, Health Cluster, GBV sub-cluster Coordinator, and Child Protection Area of Responsibility (AoR) Coordinator to ensure a harmonized approach to prevention activities and victim support, emphasizing a victim-centered approach.● Represent the PSEA Network at Inter-Cluster Coordination Team (ICCT) meetings and provide updates on relevant PSEA activities.● Report back to the PSEA Network on ICCT developments and updates.● Work with the Access Working Group to support senior leadership in developing an engagement strategy with relevant ministries and stakeholders for outreach and advocacy on PSEAH issues.● Support RC/HC to collaborate with SRSG and UNAMA at the strategic and technical level to offer support, ensure harmonization of messages, avoid duplication of activities, and share trends analysis and developments.● On a regular basis, present progress toward meeting the objectives of the PSEA Network work plan to the UNCT, HCT and ACBAR (the coordinating body for NGOs involved in the humanitarian response). Establish/strengthen an Interagency Community-Based Complaints Mechanism (CBCM)● Facilitate the establishment and maintenance of an inter-agency Community-Based Complaints Mechanism (CBCM) by linking Complaint and Feedback Mechanisms (CFMs) through agreed referral pathways and creating new complaint channels to address reporting gaps. ● Assist Network members in consulting and engaging with relevant stakeholders during the design of the CBCM to ensure broad support, sustainability, and community trust. ● Draft Standard Operating Procedures (SOPs) for inter-agency complaint referrals, aligning with Global SOPs and adapting to the local context. ● Advocate with senior leadership to finalize and endorse SOPs and ensure understanding of referral pathways by heads of organizations and cluster or sector leads. ● Ensure that the SOPs incorporate Protection, Health, GBV, and CP referral pathways to provide immediate aid for complainants and victims.● Collaborate with the PSEA Network, Accountability to Affected Populations (AAP) Working Group, service providers, and other relevant actors to understand community preferences for reporting sensitive allegations. ● Map existing CFMs to identify gaps in community access for reporting sensitive complaints and strengthen or establish new channels where needed. ● Roll out inter-agency training on SEA complaint intake and referral for PSEA focal points, Protection, Gender-Based Violence (GBV), and Child Protection actors, as well as staff managing CFMs. ● Disseminate contact information for PSEA focal points to aid staff and affected populations to enhance accessibility and awareness of the CBCM. Monitoring and Evaluation● If the Specialist receives an allegation directly, refer the allegation to the concerned organization, the victim/witness to available services on informed consent, and provide appropriate follow-up after referral, in accordance with the SOPs and best practice.● Keep aggregate, anonymized trends data as submitted by members and other actors in-country in order to capture SEA trends. ● Coordinate in-country mapping of partners, and agreement on lead agency for PSEA assessment, implementation plan, and capacity development of shared partners. Qualifications and Experience: Education: Advanced university degree in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or related field. The Position:The Accounts Analyst position is located within the Statutory Reporting Unit (SRU), Finance Branch of the Division for Management Services, under the overall supervision of the Chief, Finance Branch. The Position:The Humanitarian Specialist plays a leadership role in humanitarian preparedness and response for the UNFPA Pacific Sub regional office (PSRO), which is based in Fiji and provides programmatic support to 14 Pacific Island Countries and Territories (PICTs). It is important to ensure that Sexual and Reproductive Health (SRH) and Gender Based Violence (GBV) information and services remain available and accessible during frequent natural disasters, given the disproportionate effect on women, girls and persons living with disabilities (PLWD). While strategies and national health disaster plans for emergency preparedness and disaster response exist in some countries, very few reflect integration and prioritization of SRH and GBV needs. Capacities and infrastructure for disaster response are generally weak, and social protection, gender and inclusion of PLWD are typically not prioritized.Emergency preparedness and humanitarian assistance is integrated in UNFPA's Sub regional Program and remains an important function of the organization. ResponsibilitiesWithin delegated authority, the Acquisition Planning Officer will be responsible for the following duties: • Prior to the budget formulation, liaises with technical units (former Self Accounting Units (SA Us) to prepare their projected demand in order to establish the mission's annual demand plan (i.e. draft acquisition plan) based on mission priorities. • Carry out quantitative and qualitative demand, supply and consumption analysis using Umoja ERP Data and inputs from commodity managers to ensure availability of inventory, and accuracy of inventory levels, and optimized cost of holding through inventory decisions and actions affecting quantities, locations, and quality of inventory. • Monitors and controls stock levels of inventory, automates the replenishment activities, and ensures soundness and accuracy of inventory based on set of operations and financial performance indicators. • Consolidates budget projections and demand plans from technical units through review of stock holdings, consumption patterns, procurement cycle times, requirements and forecasts of internal and external customers. • Liaises with UN Global Service Centre (UNGSC) and/or UNHQ regarding the submission of the mission's demand plan as input for the consolidated global acquisition plan. • Monitors mission requisitions of the assigned categories to ensure purchase requests are based on forecasted plan; Liaises with UNGSC and/or counterparts in other Missions on items availability prior to making decision to acquire new items either for replacement or additional requirement. • Initiates actions leading to the implementation of the Mission Acquisition Plan, taking into account different sourcing options, including global and regional systems contracts, local market and other conditions, logistics forecasting, inventory holdings, consumption patterns, supply schedules, and ongoing assessment and prioritization of operational supply chain requirements. • Contributes to plan, develop and manage the acquisition process of various services and commodities (e.g. information technology and communication equipment, vehicles, medical equipment and supplies, food rations, fuel, construction and building maintenance materials, stationery and office supplies, furniture and fixtures, accommodation and office equipment etc.), including planning and coordination of transportation requirements and consolidation of inbound deliveries, service contracts requirements and maintenance plans of assigned services, taking into account the different procurement methods, lead times and sourcing options available to the Mission; • Contributes to the execution of internal controls over acquisition activities and support functions. • Advises recipient entities and technical units periodically on the progress of acquisition activities and detailed status of implementation of the acquisition plan, including a full range of procurement and other supply chain issues encountered, providing them with support and guidance at all stages of the procurement cycle, and prepares the quarterly review for submission to UNGSC and Department of Operational Support (DOS). • Meets regularly with internal stakeholders to review the Mission Acquisition Plan based on changing priorities and emergencies as related to the assigned materials/services groups to ensure an efficient and cohesive approach to managing areas of mutual interest. • Carries out programmatic/administrative tasks necessary for the functioning of the Section, including review of cost 20% estimates from technical units, monitoring performance parameters and critical indicators and reporting on work programme performance. • Prepares a variety of Standard Operating Procedures (SOPs), guidelines and instructions governing the acquisition planning and requisitioning process; contributes to the preparation of SOPs, guidelines and instructions governing the procurement process, including delivery and payment (Procure to Pay). • Devises and maintains a computer-based system to track Mission-procured Contracts during their lifecycle allowing their timely extension as well as providing detailed statement of expenditures. • Prepares integrated, timely and accurate reports to monitor and track all aspects of the Mission supply chain to ensure an uninterrupted supply of goods and services so as to meet operational requirements. • May provide guidance to and supervise new/junior staff. • Performs other related duties as required. EducationAdvanced university degree (Master's degree or equivalent) in supply chain management, business administration, logistics, procurement or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationSupply Chain Operations Reference Professional (SCOR-P) certification is desirable. Certified Supply Chain Professional (CSCP) Certification from a reputable or accredited institution is desirable. Training in Project Management methodology from an accredited body (e.g. PRINCE 2 Practitioner Level) is desirable. Work ExperienceA minimum of five (5) years of progressively responsible experience in supply chain management, acquisition planning, procurement, or related area is required. Experience in Supply Chain, Acquisition Planning and Requisitioning in UN or similar international organization is desirable. Experience with MRP (Materials Requirements Planning), ERP (Enterprise Resource Planning) , e.g. SAP ECC (ERP Central Component), or SRM (Supplier Relationship Management) in the areas of production planning, scheduling, inventory control, procurement and logistics processes is desirable.
