Participate in Evaluation Office and Policy and Strategy Division trainings and workshops. Identify innovative evaluation methodologies, approaches and tools and promote their incorporation into UNFPA decentralized evaluations in the region. Contribute to the development and adaptation of tools and guidance as well as training materials and manuals in monitoring and evaluation and support their use for capacity development of partner institutions and UNFPA staff in the region. Contribute to monitoring and analysis of reports on humanitarian, economic, political and social factors in development and management of population and development programmes, such as the UNFPA-supported country programmes and sub-regional programme. Lead the Regional Office in ensuring the incorporation of monitoring and evaluation results and lessons learned in the updating of specific substantive strategies, policies, tools and approaches, and ensure their availability in the organizational system for lessons learned. Submit regional and country programme evaluations to the Evaluation Office to be: (i) quality assessed; (ii) posted in the corporate website, and for publication in a timely manner. Manage Regional Programme evaluations. Disseminate to country offices HQ initiatives on results-based approaches; Co-ordinate with other UN regional evaluation units and professional evaluation bodies for other evaluation activities, including strengthening national evaluation capacities; Contribute to efforts by PSD and the Evaluation Office to implement initiatives towards the professionalization of the monitoring and evaluation functions. Keep abreast of latest developments in the area of monitoring and evaluation.IV. Quality Assurance on results and Evidence-based Planning, Monitoring, Reporting and EvaluationAdvise on the validity of the monitoring and evaluation of regional strategies and approaches. Promote the use of the evaluation findings, conclusions and recommendations in the design of the interventions at the regional, sub-regional, and country levels.Quality assure county office costed evaluation plans. Provide technical support to country offices conducting evaluations of the UNSDCF. Quality assure the country programme evaluation (CPE) process undertaken by country offices including drafting of the terms of reference, identification and selection of evaluation teams, review of evaluation deliverables and application of the Evaluation Office quality assessment grid to draft evaluation reports. Submit terms of reference of CPEs for Evaluation Office approval and potential teams for pre-qualification by the Evaluation Office. Substantially support country offices undertaking different types of evaluations. Facilitate all decentralized evaluations to meet UNEG norms and standards in line with, and in compliance with, UNFPA Evaluation Policy. Support the Regional Office's efforts to strengthen UNSDR Evaluation in the region, including support to the peer review group of UNDG. Provide guidance to, and quality assurance for, the preparation of management responses to decentralized evaluations, to ensure their timely and quality preparation and follow up. Collaborate and provide input to the Evaluation Office on: (i) the formulation of the quadrennial budgeted evaluation plan; (ii) the drafting of the annual evaluation report; (iii) the monitoring of the implementation of decentralized programme level evaluations; (iv) provide/coordinate regional contributions and recommendations in connection with the development and implementation of the evaluation policy.V. Carry out any other duties as may be required by UNFPA leadership Qualifications and Experience: Education: Advanced University Degree or equivalent (preferably Ph. D.) in statistics, economics, public health or other social science, demography, international relations, international development, public administration, development management or related field with strong research and quantitative methods. Additional credits/ trainings on monitoring and evaluation are an asset.Knowledge and Experience: 10 years of increasingly responsible professional experience in international development, of which five years at the international level; 5 years or more of relevant professional experience in managing complex regional, country or programme level evaluations including inter-agency and joint evaluations. Context:Yemen remains one of the world's largest humanitarian crises. In 2023, a staggering 21.6 million people require some form of humanitarian assistance as 80 percent of the country struggles to put food on the table and access basic services. Eight years of conflict, compounded by economic collapse, natural disasters and the COVID-19 pandemic, have taken an inordinate toll on women and girls. The health system has virtually collapsed cutting their access to life-saving sexual and reproductive health services. Today a woman dies during pregnancy and childbirth every two hours from causes which are almost entirely preventable with access to services. In 2023, more than 1.5 million pregnant and breastfeeding women are projected to suffer acute malnutrition – with risks of negative birth outcomes and malnourished infants.Violence against women and girls, already high before the conflict, has worsened, with displaced women and girls, female-headed households and those with disabilities particularly at risk. Job Purpose:The conflict in Northern Ethiopia broke out on 4 November 2020. It led to major movements of populations, and internal displacement of millions, some of whom are still living in camps, and among host communities in urban locations. As a result of the conflict, 5.2 million people are in need of urgent humanitarian assistance, 2.1 million of whom were identified as internally displaced persons in Tigray region, alone. Furthermore, spillover of the conflict into neighboring Amhara and Afar regions, in July 2021, displaced further, 1.2 million in Amhara, and 700,000 individuals in Afar Regions respectively. 52 percent of whom are women and girls.Additionally, Northern Ethiopia suffers from the impact of frequent and extreme weather events (droughts and floods), affecting people's access to food, crops, pasture, livestock production, and market functionality. Hundreds of thousands of people are displaced each year due to floods, and on average approximately 3 million vulnerable people in Ethiopia experienced crisis level of food insecurity due to poor rains and drought conditions in the last few years. The trend of displacement has increased over the last five years from the 3.2 million internally displaced persons (IDPs) recorded in 2018 to 5.2 million at the end of 2021 (according to DTM data of November 2021). Driven by conflict, population displacement, restricted movement/access, and economic collapse, 4 million people in Tigray, 1 million in Amhara, and 450,000 in Afar have fallen into Integrated Food Security Phase Classification (IPC) phase 3+ (Worse). Further IPC1 analysis for May and June 2021, concludes that 350,000 people are in IPC phase 5 (catastrophe) in the conflict regions of Tigray, Amhara and Afar.The northern crisis is thus the result of conflict, population displacements movement restrictions, limited humanitarian access, climate change, loss of harvest and livelihood assets, and dysfunctional or nonexistent markets.The Programme Coordinator (PC) provides overall leadership and management of the project team. The PC builds strategic and operational relationships with key decision makers among funding and national implementing stakeholders, and across UNFPA, essential to sustaining effective project development, implementation and delivery. The Position:The Operations Analyst, under the direct supervision of the International Operations Manager plays a key role in leading the operations team at the Country Office, based in Addis Ababa. This position provides advice to the head office and implementation hubs in all aspects of management, operations, finance, administration, procurement and information technology, contributing operational expertise to facilitate programme and implementation. Job Purpose:The Operations Analyst ensures a fully accountable, well-managed and results-oriented Office. He/she will provide operational expertise to facilitate programme and project implementation in close collaboration with the programme staff. Participating in inter-agency coordination, s/he will foster a collaborative, client-oriented approach towards the programme and operations team and UN community, supporting effective communication and cooperation with the implementation hubs. The Operations Analyst will be responsible for:Assessing operational requirements for implementation of the programme at federal and regional levels.Supporting the achievement of programme results including personnel, sub-contracts, procurement, fellowships and other project-related events.Ensuring strategic and efficient management of financial resources; tracking of available resources, ensuring financial policy compliance, establishing reporting structures, advising when deviations from regulations may be required and proposing alternative solutions to meet outcomes.Ensure that IPs are aware of UNFPA and donor requirements and restrictions on use of funds, including through development of guidance and conducting training.Quality assure IPs workplan budgets, requests for sub-contracting, procurement plans and financial reporting to ensure that they adhere to UNFPA financial rules and regulations.Overseeing and monitoring the implementation of corporate, financial, procurement and systems; ensuring personnel are trained on these.Ensuring a continuous flow of up-to-date information between the implementation hubs and head office.Maintaining timely provision of goods and services for the implementation hubs; managing negotiations following established procedures, regarding review and awarding of contracts.Overseeing the management of the assets and facilities of implementation hubs.Participating in inter-agency meetings to ensure UNFPA interests are reflected in activities related to e.g. common services and premises, financial arrangements and security.Maintaining a harmonious working environment; seeking to strengthen team-building by encouraging active participation and interaction at all levels.Perform other job related duties as assigned by the Head of the head of office. Qualifications and Experience:Education:Advanced degree in business administration, public administration, finance, human resources, information technology or other related discipline.Knowledge and Experience:Two years of progressively responsible professional experience in administration, finance or office management.Strong analytical and leadership skills.Strong verbal and written communication skills.Excellent management and leadership skills with the ability to build strong relationships with clients, focus on impact and result, and responds positively to feedback.Solid knowledge in financial management, contract, asset and procurement, information and communication technology, and general administration.Ability to lead business process re-engineering, to implement new systems, and to positively affect staff behavioral/attitudinal changes.Extensive practical knowledge of field office operations, ability to find business solutions and apply UNFPA PPM to complex and dynamic business environment, including high operating and security risk environment, economic, social and political constraints, humanitarian, natural disasters and post conflict environments.Proficiency in current office software applications and corporate IT systems.Languages:Fluency in English.Knowledge of other official UN languages, preferably French and/or Spanish, is desirable.
