Besides channeling public and private sector investment through a broad range of financing instruments, GCF builds the capacity of developing countries to take climate action through an extensive Readiness Programme ensuring countries are increasingly well-equipped and financed to manage their climate futures.Headquartered in the Republic of Korea, GCF operates with a diverse and talented workforce of over 300 people.   Position ObjectiveThe Senior Agriculture, Food Security and Ecosystems Specialist, reporting to a Sub-Regional Head, is responsible for the expansion and evolution of GCF's Agriculture, Food Security and Ecosystems portfolio and pipeline, aligned with wider organization policies, particularly in the Eastern Europe, Central Asia and Middle East region but also beyond across GCF. S/he is also responsible for coordinating GCF's engagement with a number of countries within the region. Working closely with accredited entities, with a strategic focus on national ones, national designated authorities and other internal/external stakeholders, the Senior Specialist leads on project origination for the pipeline, manages the review of the funding proposals, supports the improvement of the projects under review, and provides technical oversight of the portfolio of investments in low emissions and climate resilient Agriculture and Food Security as well as in the area of Ecosystems. Purpose Lead the secretariat assessment of funding proposals by working closely with accredited entities and coordinating the interdivisional review;Lead the development of guidelines and tools, and support the development of strategy and policies related to this sector; andPromote innovative investment models in Agriculture, Food Security and Ecosystems to address climate change mitigation and adaptation. EngagementEngage countries and partners to promote effective use of readiness funds supporting country to access climate finance;Engage countries and partners to advocate Agriculture, Food Security and Ecosystems based planning, implementation approaches, and relevant technologies, responding to country needs with the perspective of investment pipeline development;Engage and advocate towards the development of transformative projects and programmes in the sector that respond to the identified needs and priorities of countries; andAct as country coordinator for a number of countries with the region and coordinate and negotiate with relevant external stakeholders as they access the Fund's resources.DeliveryLead on and oversee the origination of Agriculture, Food Security and Ecosystems investments as well as monitoring and portfolio management of project and programme implementation;Lead the development of lessons learned papers and provide technical support to knowledge management activities; andContribute to corporate and team activities and managing consultants, interns, and other GCF staff as necessary.Requirements (Education, experience, technical competencies required of the job)Master's degree in agricultural development, environmental science or engineering, natural resources management or other relevant fields; OR a Bachelor's degree in similar fields with an additional two years of relevant experience may be considered in lieu of the Master's degree requirement.11 years or more experience in project origination, development, management and financing with specific emphasis on low emission and climate resilient Agriculture and Food Security and/or Ecosystems based programming;Substantive experience in developing and implementing low emissions and climate resilient Agriculture, Food Security and Ecosystems investments in developing countries settings; Strong knowledge of the financial structures and investment models that are suitable for climate resilient Agriculture and Food Security and/or Ecosystems based investments;Relevant experience in climate finance operations and management, ideally from a development finance institution (e.g. MDBs, regional or national development banks); and some knowledge of the UNFCCC framework;Excellent interpersonal, communication and negotiation skills, with ability to interact with multiple internal/external stakeholders and at different levels; andFluency in English with knowledge of Russian and/or Arabic is an advantage. The closing date for application is 14 May 2025. Workstreams within General Services with convergent responsibilities include office administration; General Services procurement and facilities projects; health, safety, security and environmental responsibility.The Facilities and Maintenance Officer will be expected to lead on this workstream with a level of autonomy commensurate to years of experience and technical specialization.
