These prolonged crises have severely hampered human development in a context already weakened by climatic risks. Although endowed with abundant natural resources and significant agricultural potential, CAR remains one of the least developed countries in the world. With a population of around 6 million, the country faces a number of challenges, including a glaring lack of basic infrastructure, low investment in productive sectors, and public institutions with limited capacity to perform their essential functions.According to the United Nations Human Development Index (HDI) 2022, CAR ranks 188th out of 191 countries, with a score of 0.404. This ranking reflects poor performance in key areas such as health, education and living standards.In response to these challenges, the United Nations Development Programme (UNDP) has implemented innovative and targeted programmes to strengthen the country's resilience and support a sustainable recovery. These initiatives include the Stabilisation Programme and the Support Project for the Electoral Process in the Central African Republic (PAPEC). UNDP stabilisation programme: Launched on 24 February 2023 during a high-level mission to Sam Ouandja in north-eastern CAR, this programme responds to an explicit request from the government. It aims to meet the immediate needs of communities affected by conflict. As UNSGSA and Honorary Patron of the G20 Global Partnership for Financial Inclusion (GPFI), Queen Máxima raises awareness and advocates specific policies, investments and actions with governments, regulators, private companies, international institutions and diverse stakeholders, all with view of how inclusive financial systems can help to reduce poverty, equalize opportunity and accelerate progress toward numerous development goals. She does so through country visits, speeches, meetings, convening of stakeholders and other outreach. Fifteen months into the conflict, Sudan faces one of the fastest growing crises globally, with unprecedented humanitarian needs. According to the 2024 revised Sudan Humanitarian Needs and Response Plan (HNRP), approximately 25 million people require humanitarian assistance, including over 14 million children.The influx of internally displaced persons (IDPs) into already fragile communities is increasing their vulnerabilities, putting pressure on scarce basic services and natural resources, and threatening community resilience. According to the International Organization for Migration's (IOM) Displacement Tracking Matrix (DTM), more than 11 million people have been displaced internally, with 7.3 million displaced since April 2023. The UNDP/IFPRI assessment highlights an accelerating food insecurity crisis, with up to 59% of rural households facing moderate or severe food insecurity, disproportionately affecting female-headed households.The conflict has also led to the destruction of productive assets, agricultural land, and the disruption of markets and trade routes. Over 70% of respondents to a UNDP/IFPRI survey indicated they did not cultivate any land during the 2023 summer season. Urban and rural household incomes have been severely disrupted, and the cost of food and production inputs has soared, with staples such as sorghum, wheat, and millet becoming unaffordable for many. The devaluation of the currency has further exacerbated the situation, making it difficult for Sudan to import sufficient food stocks. The situation is critical, with significant unemployment challenges, particularly among youth and university graduates, and a striking 73% of people fleeing the war not gathering in camps but finding refuge within host communities, placing additional pressure on these communities and threatening social cohesion. The Programme Manager (Team Leader) provides strategic guidance and oversees projects aimed at enhancing capacities of key stakeholders to deliver on their mandates. S/he provides strategic guidance and leadership to the programme and project teams and builds smooth relationships with partners at the national, sub-national and local levels. S/he will supervise the work of a team of international and national staff in the areas of Governance and Peacebuilding. The position will require regular travel throughout the country to provide technical advisory support to national counterparts and ensure results-based management of the programme team. Organizational ContextUnder the overall leadership of the Deputy Special Representative of the UN Secretary-General, Resident and Humanitarian Coordinator for Somalia (DSRSG/RC/HC), the Integrated Office (IO) works to enhance quality control, promote transparency, and ensure value for money by providing expert advice, risk management, oversight, and enhanced coordination of UN operations in Somalia. Building on this work, in September 2024 the UN Secretary-General designated Queen Máxima as his Special Advocate for Financial Health. As part of this renewed mission the UNSGSA will catalyze and promote the design, delivery, governance and provision of financial solutions that help mainly households and individuals to manage daily expenses, withstand financial shocks, achieve their financial goals, and gain confidence in their financial lives. The renewed mission further highlights the importance of financial health in achieving positive development outcomes and the SDGs in an increasingly digital economy and the in the face of multiple crises (e.g.: climate, FCV).The UNSGSA is the Honorary Patron of the G20 Global Partnership for Financial Inclusion (GPFI) and Global Agenda Trustee of the World Economic Forum. The UNSGSA also engages with the financial standard setting bodies (SSBs) so that their work takes into account the advancement of Financial Health around the world. She also convenes a Group of Friends of the UNSGSA composed of UN Permanent Representatives of key countries (co-chaired by Indonesia, Peru, Tanzania) who helped promote financial inclusion in the context of UN processes at UN headquarters in New York.The UNSGSA collaborates closely with an advisory Reference Group of leading international organizations including the Alliance for Financial Inclusion (AFI), Bill & Melinda Gates Foundation, Better Than Cash Alliance, the Consultative Group to Assist the Poor (CGAP), The World Bank Group (including the International Finance Corporation), the UN Capital Development Fund (UNCDF), the UN Development Programme (UNDP), UN Department of Economic and Social Affairs (UNDESA), the International Monetary Fund (IMF) and Flourish Ventures. An Office of the UNSGSA was established at UNDP headquarters in New York to support Her Majesty in her outreach, communications, advocacy and representation functions. The Office is hosted and administered by UNDP's Bureau of External Relations and Advocacy (BERA).
