Specialists in VPS/ESG provide the Bank and its borrowers with guidance on environmental and social safeguard issues and participate in project teams, providing technical input on social and environmental issues during project preparation/due-diligence and supervision. What you'll do:As an Environmental Specialist/Senior Specialist, you will play a crucial role in supporting the execution and preparation our operations and ensuring compliance with the IDB's Environmental and Social Policy Framework (ESPF) and Safeguards Policies in the CID region (i.e. Guatemala, Belize, Mexico, EL Salvador, Honduras, Nicaragua, Costa Rica, Panama and the Dominican Republic). Your key responsibilities will include:Supporting the execution of public sector projects, which is the focus of the position, with high and substantial environmental and social risk in several sectors in Guatemala and the CID region, such as transportation, energy, housing and urban development, and water and sanitation, by ensuring the correct implementation of project mitigation plans and compliance with IDB E&S policies. The task entails carrying out at least one yearly supervision mission to each of the assigned projects and provide ongoing support for project execution related to all environmental and social aspects according to Bank Policies and prepare reports on compliance with the Bank Policies' requirements.Support the preparation of public projects (category A, B or FIs with high and substantial E&S risks) in CID region together with other ESG specialists. The task entails carrying out several missions (identification, analysis, orientation etc.) to each of the assigned projects and provide ongoing support for project preparation related to all environmental and social aspects according to Bank Policies and prepare documentation on compliance with the Bank Policies' requirements.Updating the environmental and social risk ratings (ESRR) of projects throughout their lifecycle based on ongoing supervision findings.Carrying out the due diligence of environmental aspects related to public sector projects, which may involve community and occupational health and safety, pollution prevention, stakeholder engagement (including grievance mechanism), among others. Reviewing and providing input on terms of reference, drafts and final versions of environmental and social management systems, environmental and social assessments and management plans, and other related documents required by Bank Policies.Participating in meetings with implementing agencies and project team leaders to carry out supervision and/or preparation activities for projects. This team is responsible for the financial reporting and related internal controls of all funds under the Bank's administration, including the IDB Lab and the Bank-sponsored benefit plans and programs, and ensuring the Bank's compliance with applicable accounting policies and standards.  What you'll do:Ensure the Bank's compliance with standards established by authoritative accounting standards setters in the US. Monitor the standards-setting processes of institutions such as the Financial Accounting Standards Board (FASB), the Securities and Exchange Commission (SEC), and the American Institute of Certified Public Accountants (AICPA).   Stay abreast of the standard-setting developments in the international arena.Lead the implementation of new accounting policies and standards, as well as evaluate alternative form/content for financial disclosures that comply with US GAAP.Determine the proper technical accounting treatment and assess the accounting and financial reporting impact of new and proposed products and processes in close coordination with other areas of the Bank.Provide accounting consultation on complex technical matters that may have a Bank-wide impact.Prepare and maintain the Bank's accounting policy documentation, including manuals and position/issue papers. Provide accounting expertise for quarter-end, and year-end financial reporting activities including review of the quarterly and annual financial statements filed with the SEC and/or submitted to other stakeholders.Serve as a liaison for technical accounting matters with both internal and external audit staff. Provide training on accounting and reporting matters to various levels of the Bank's staff, Senior Management, and the Board of Directors.  What you'll need Education: Master's degree in accounting and other fields relevant to the responsibilities of the role. CPA or equivalent professional accounting certification is required.             Experience:  Minimum of 8 years of experience in accounting or related field. Progressive experience in a Big 4 public accounting firm and/or technical accounting policy functions at financial institutions and multilateral organizations is highly preferred.Languages: Oral and written proficiency in English is required. The department supports the processing, negotiation, and administration of regional and country specific projects and programs; leading and maintaining the relations of the IDB with member countries; promoting and coordinating the use of the funds administered by the Bank or under parallel financing agreements. What you'll do:   Working under the supervision of the Regional Economic Principal Advisor and the Country Representative in Guyana, you will serve as a focal point for matters dealing with the socio-economic situation and outlook, public policies, and development challenges of Guyana.  Duties and responsibilities include, but are not limited to:Carrying out macroeconomic surveillance and policy analysis, including the preparation of macroeconomic assessments (especially fiscal and external sustainability analyses) and financing need forecasts.Leading the country-specific knowledge program for Guyana, contributing to the development of new tools, products, and methodologies.Collaborating closely with other areas of the IDB Group for the development of the country-specific knowledge program(s).
