In January 2023, the South Sudan Country Office launched a new Country Strategic Plan for 2023 – 2035 aimed at assisting 7 million people with the objectives of saving lives through humanitarian responses and scaling up investments to enhance community resilience to conflict and climate related shocks. The strategy is in line with the humanitarian, development, peace nexus approach, with an overarching focus of contributing to local peace initiatives and "leaving no one behind". Additionally, WFP facilitates access for all other humanitarian agencies through its humanitarian air services and logistics support capacity.  The Head of Programme function plays a critical role as part of the Senior Management Team, overseeing the design and implementation of a range of programme activities, managing a diverse team of approximately 200 employees across a range of technical functions, and supporting 15 field offices across the country. Applicants are expected to have a background in programme and policy, with extensive experience in operations of high visibility and complexity, under volatile security situations and/or politically About 40 percent of WFP's operations already include activities to reduce disaster risk, build resilience and help people adapt to climate change. As part of the new framework, a new contract modality has been introduced for International Staff, to address medium-term (1-4 years) staffing needs in the organization, in particular for project-based assignments where specialized skills are required for a limited period of time. To avoid any real or perceived conflict of interest, the Director of Evaluation shall not be assigned any other management responsibilities and will serve only in an advisory or observer role in committees or task forces established for management purposes.In addition to responsibility for management and oversight of the WFP Office of Evaluation, the Director of Evaluation, provides global leadership and sets standards for, oversees and reports on the evaluation function across the whole of WFP, in conformity with the normative framework and accountabilities set out in the evaluation policy and the evaluation charter. Resilience Programming aims to support the capacity of people, communities and institutions to bounce back from shocks and stressors in a sustainable manner. Food Assistance for Assets (FFA) and Food Assistance for Training (FFT) programmes, address immediate food needs while promoting the building or rehabilitation of productive household and community assets, skills development, livelihood practices and agricultural techniques that will improve long-term food security and resilience. Since 2013, FFA programmes in more than 50 countries have helped between 8 and 15 million people each year bring hundreds of thousands of hectares of degraded land back into productive use, plant thousands of hectares of forests, and build scores of wells, ponds and feeder roads. These activities have also been instrumental in improving communities' livelihoods through training, for example on context-relevant income generation activities and agricultural practices curricula.  WFP's comparative advantage and ability to demonstrate results in the Changing Lives agenda (development gains) and Resilience is regularly coming in discussions with donors and WFP's Executive Board and therefore of paramount importance for PROR-L.  In this context, PROR-L is looking for a Monitoring, Evaluation and Learning Officer that can support, advance, and consolidate both corporate and ad-hoc monitoring and evaluation processes for Resilience FFA and FFT globally, while understanding the programmatic side of the work.  KEY ACCOUNTABILITIES (not all-inclusive) The Monitoring, Evaluation and Learning (MEL) Officer will report to the Chief of the Asset Creation, Livelihoods and Resilience Unit (PROR-L), in the Resilience and Food System Service (PRO-R). The MEL Officer will work very closely with both the FFA/FFT Team and with the ResilienceTeam within the unit, as well as coordinating his/her work closely with the Office of Evaluation (OEV), the Corporate Planning and Performance Division (CPP), the Research, Assessment and Monitoring Division (RAM) and the joint RAM/PRO Asset Impact Monitoring from Space (AIMS) team. The MEL Officer will also liaise with RBx and COs as necessary. In particular, the MEL Officer will:  MONITORINGAct as the unit focal point for the Corporate Annual Performance Planning Exercise (APP), Annual Performance Reports Exercise (APR) and review of the priority Annual Country Reports (ACR) and Output/Outcome indicators. More specifically this includes: Coordinating for the unit the APP, APR and ACR exercises with relevant HQ, Regional Bureaux and Country Offices and providing technical inputs on time, as required.Providing support for resilience and FFA/FFT output and outcome-level indicators (e.g. ABI/EBI/RCS) and beneficiary counting, as required. Coordinating the yearly ACR technical analysis on for the relevant areas.Coordinate with M&E and Field Monitoring Unit colleagues and participate in relevant working groups to ensure there is a consistent understanding and inclusion of resilience, FFA/FFT outputs and outcome reporting, including the indicators linked to the AIMS service. Lead on and/or support HQ, Regional Bureaux and Country Office efforts to improve monitoring of outcomes/impacts of FFA/FFT activities through enhancing existing systems or by developing new ones, including the selection and development of relevant Theories of Change, Indicators, Logframes, etc.  Coordinate closely with the Senior Advisor for Resilience Measurement across all these areas of work.  EVALUATION Act as Unit focal point with Office of Evaluation (OEV) and provide support to the evaluation missions (initial briefings, follow-up, report review, management response, etc.) and coordinate and track the implementation evaluations' recommendations and management responses requiring unit's action.  LEARNINGAct as the unit focal point for capacity strengthening and learning initiatives organized at the HQ level to ensure the required level of knowledge and provide remote support and digital learning events for technical staff at the Regional Bureaus and Country Offices to improve reporting.  Under the guidance of the Unit Chief, and in close coordination with the Resilience and FFA/FFT Team Leaders, provide day-to-day technical coordination and oversight on the development of evidence of WFP's resilience and FFA/FFT achievements also drawing upon existing data available through WFP's data platforms. This objective will be achieved by supporting smallholder men and women producers to diversify livelihoods, reduce post-harvest loss, and improve access to information, technologies, and markets. THE ROLE The Unit is looking into recruiting a Procurement Officer reporting to the Head of Supply Chain, the candidate will manage, lead on and provide expert advice and oversight to procurement operations at the Country Office, partnering with the key supply chain functions, such as logistics, to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.  KEY ACCOUNTABILITIES (not all-inclusive) Design a procurement strategy for buying food commodities from traders and smallholder farmers (SHF) and goods & services to ensure smooth operations in Tanzania and neighboring countries. Consolidate and analyze data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost-optimizing purchase decisions.Provide oversight, guidance, and support to the Country Offices procurement team to implement best practice procurement policies and procedures, ensuring a strategic and proactive approach to procurement in compliance with wider WFP policies, standards, and regulations. Support the head of supply chain in the implementation of the supply chain strategy, lead and participate in actions of national capacity strengthening in line with the Country Strategic Plan and manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.Consolidate and analyze data to inform Country Office sourcing strategies or plan specialist procurement initiatives that support effective and cost-optimizing purchase decisions, whether from traditional suppliers or off-takers. Maintain a pool of reliable suppliers for all procurement items; identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered.Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring, and verification of deliveries.Work in close collaboration with cross-functional counterparts including regional bureaus (Johannesburg and Nairobi) and HQ procurement to align procurement activities and promote an integrated supply-chain approach to food assistance.Provide active support to cash-based transfer (CBT) activities by identifying and contracting retail stores, where needed. Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.Manage the procurement team ensuring appropriate development and enabling high performance. Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of food and NFI and services e.g., through coaching, mentoring and provision of training sessions, etc. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.Perform other duties as assigned. STANDARD MINIMUM QUALIFICATIONS Education:Advanced University degree in Supply Chain, Procurement and Logistics, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses. Language:International Professional: Fluency (level C) in English language. Food and fuel costs rose out of reach in 2022 due to disruptions to the global supply chains arising from the Ukraine crisis and the aftermath of the COVID-19 pandemic.WFP grew its operations in DRC through its Country Strategic Plan (2021-2024). It tackles increasing needs and ensures progress towards Sustainable Development Goals 2 (Zero Hunger) and 17 (Enhanced Partnerships). WFP creates programmatic links between crisis response and resilience activities and increases coordination for emergency preparedness. While acknowledging that the protracted humanitarian crisis in the country is the priority for assistance, WFP's strategy offers people the opportunity to become more resilient and self-reliant which creates more sustainable food systems. ORGANIZATIONAL CONTEXT The World Food Programme supports fostering partnerships to strategically position WFP within the humanitarian and development spheres and mobilize new resources to achieve zero hunger and advance other related priorities.This position is the one of a Senior Partnerships Officer and that person will lead and be the Head of Partnerships and Reporting Unit, based in Kinshasa, DRC. The person will report directly to the Country Director of the DRC and will be part of the Senior Management Team.   JOB PURPOSE As Senior Partnerships Officer, you will provide a unique bridge between programme and partnership development. Leading the Partnerships and Reporting Unit, you will provide support in navigating complex engagements with a vast array of counterparts. You will adapt and leverage lessons learned in a variety of contexts as support will be provided to DRC CO and you will provide guidance to all your team members. You will report to and work under the direct supervision of the Country Director. Your strategic actions may include field missions, country level project preparation, and other types of country level support/advisory as requested by the Country Director. You will be the main focal point to clear all high-level documents produced by the Reporting team for Senior Management and all publications, in close coordination with the CAM Unit. This objective will be achieved by supporting smallholder men and women producers to diversify livelihoods, reduce post-harvest loss, and improve access to information, technologies, and markets.One of the ten countries most vulnerable to disasters worldwide and the most cyclone-exposed country in Africa, Madagascar is facing an emergency level crisis. Four years of consecutive droughts have left families in the south of the country unable to feed themselves. At least 1.14 million people in Southern Madagascar need emergency food and nutrition assistance and about 14,000 people are experiencing famine-like conditions. Madagascar is the only place in the world where famine-like conditions have been driven by climate, not conflict.Supply Chain plays a key role in scaling-up WFP emergency responses and in supporting a transition to resilience and recovery programmes.Working within Supply Chain Unit, the Procurement Officer will report directly to the Head of the Supply chain.  THE ROLE Lead on or provide technical advice and oversight to procurement field operations of moderate complexity, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries. KEY ACCOUNTABILITIES (not all-inclusive) Design a procurement strategy for buying food commodities from traders and smallholder farmers (SHF) and goods & services to ensure smooth operations in Tanzania and neighboring countries. Consolidate and analyze data from which to inform Country sourcing strategies or plan specialist procurement initiatives that support effective and cost-optimizing purchase decisions.Provide oversight, guidance, and support to the Country Offices procurement team to implement best practice procurement policies and procedures, ensuring a strategic and proactive approach to procurement in compliance with wider WFP policies, standards, and regulations. Support the head of supply chain in the implementation of the supply chain strategy, lead and participate in actions of national capacity strengthening in line with the Country Strategic Plan and manage operational activities for a Country Office (e.g. issue tenders, evaluate offers and negotiate/award contracts), to ensure successful procurement of food and non-food commodities or services.Consolidate and analyze data to inform Country Office sourcing strategies or plan specialist procurement initiatives that support effective and cost-optimizing purchase decisions, whether from traditional suppliers or off-takers. Maintain a pool of reliable suppliers for all procurement items; identify, develop and maintain strong relationships with all relevant suppliers and vendors to enable WFP to maximize the value of the service delivered.Manage and coordinate effective relationships with inspection and superintendent firms to ensure quality control, specification conformity, volume assessment, monitoring, and verification of deliveries.Work in close collaboration with cross-functional counterparts including regional bureaus (Johannesburg and Nairobi) and HQ procurement to align procurement activities and promote an integrated supply-chain approach to food assistance.Provide active support to cash-based transfer (CBT) activities by identifying and contracting retail stores, where needed. Coordinate and prepare accurate and timely reports of procurement activities to contribute to a WFP wide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.Manage the procurement team ensuring appropriate development and enabling high performance. Build capacity of WFP staff and external partners to take a strategic and proactive approach to the procurement of food and NFI and services e.g., through coaching, mentoring and provision of training sessions, etc. Contribute to preparedness actions, providing technical recommendations and guidance and monitor the management of procurement specific risks. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.Perform other duties as assigned. STANDARD MINIMUM QUALIFICATIONS Education:Advanced University degree in Supply Chain, Procurement and Logistics, Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/courses. Language:International Professional: Fluency (level C) in English and French language.
