In addition, we supported 52 countries in setting up or scaling up their national G2P payment programmes. The Cash-based Transfers Division (CBT) leads the organization's global efforts in cash operations and is an agile team that works with a range of innovative partners to enable WFP's field operations through policy, technical advice and services. The Division is responsible for setting global normative frameworks and standards, and supporting WFP Regional Bureaux (RBs) and Country Offices (COs) establish and run quality cash operations, whilst increasingly supporting governments in establishing financially inclusive and assured payments systems. WFP wants to support 10 million women through their own accounts on which they receive humanitarian- or G2P payments, and accompany these women on their journey toward digital financial inclusion and economic empowerment. This requires supporting access to national IDs, building women's trust in the formal financial system as well as their capabilities to use financial products and services to their advantage. Putting more money into women's hands is front and center of the Division's vision and upcoming cash policy. Making better use of our CBT operations to contribute to longer term, life-changing opportunities for people is going to involve doing things differently. We want to continue to promote programmes that are based on evidence and best practices. We want to prioritise women as primary recipients of money transfers. We want to increasingly be beneficiary-centred and focussed, designing our operations around what people have told us they need. JOB PURPOSE The CBT Division is seeking a driven team member with demonstrated experience in enabling digital financial inclusion through cash transfers at a strategic and operational level. You will have a leadership role in making the Digital Financial Inclusion (DFI) and Women's Economic Empowerment (WEE) vision a reality and executing the corresponding workplan and approach. This entails working across global and country-specific activities and guiding a team of dedicated field experts across various WFP operations. You will be more than a caretaker of this workstream, and play a central part in shaping and launching a new strategy. You need to be familiar with WFP's portfolio of work, including CBT policies, systems and processes, and the provision of G2P technical assistance to governments in order to drive the necessary change and mindset shift required. You will be an internal expert on women's digital financial inclusion as we work across the organisation to achieve our goals and will represent WFP externally as a clear voice and thought leader among industry stakeholders. You will report to the CBT/DFI Team Lead. The cash transfers and digital financial inclusion expert will be based in London to build closer relationships with key private sector partners and donors active in the digital financial inclusion/digital payments space- including GSMA, EBRD, World Remit, EIB, Microsave and members of the Better than Cash Alliance (BTCA). As the London DFI antenna/spokesperson, you will be expected to advocate and elevate WFP's vision amongst these industry partners and seek-out, build-on or join relevant initiatives, and position WFP for new funding opportunities. It corresponds to several critical tasks of the secretariat of the School Meals Coalition. As part of a special, self-contained and time-bound initiative (expected to go until 2030) in which WFP has taken on dedicated responsibilities on behalf of a member state-led initiative, this position has specialized responsibilities that are not required in WFP Regional, Country or Global Offices given the nature/scope of the work for the Coalition. The initiative has the goal of improving the availability of quality data on national school meal programmes worldwide and institutionalizing current efforts. Better data on school meals and complimentary activities will serve as a measure of progress of the School Meals Coalition while enabling stakeholders to share and exchange information, identify knowledge gaps for research, identify best practices, guide policies, and improve the quality and cost-effectiveness of the programmes. The Data and Monitoring Initiative has three workstreams: establish agreed core set of indicators, with clear methodologies to calculate and report on them, so that governments will improve consistency and comparability of data; establish agreed set of reporting processes that helps governments to systematically capture and report high-quality data and avoid duplication of demands. The Private Partnerships and Fundraising Division (PPF) is responsible for engaging the private sector (corporations, individuals, foundations) through high-impact partnerships in support of WFP's strategic priorities, and through individual giving to build and retain support from the general public worldwide.  PPF is in the 2nd year of implementing its Private-sector partnerships and fundraising strategy (2020 – 2025) that emphasizes on fundraising from the public for fully flexible giving, and on "technical" corporate partners, primarily for their dedicated expertise, capability, and advocacy support.  This strategy is associated with a significant PPF investment case and a retention mechanism with the purpose of reinvesting funding to further grow revenue and expand fundraising activities sustainably. Over the initial period of the strategy, more than USD 200 million will be invested and the investment model forecasts cumulative gross income of USD 684 million by 2025. By 2030, the investment aims to generate nearly USD 1 billion in cumulative net income for WFP programmes. The envisaged annual budget for the PPF internal self-financing/ investment fund will be more than USD 32 million dollar from 2025 onwards on top of 52 million of CCI and 32 million of advance financing. THE ROLE You will manage all aspects of PPFs financial activities. It sets out the purpose of the evaluation function; its conceptual and normative framework; and the roles, accountabilities and standards for evaluation across WFP. It also outlines coverage norms, efforts to enhance the use of evaluation evidence and human and financial resource requirements. Aligned with the principles and aims of the United Nations, the policy supports WFP in achieving its mandate and strategic priorities. The vision for the evaluation function is that by 2030 the WFP contribution to achieving zero hunger will be strengthened by a culture of accountability and learning supported by evaluative thinking, behaviour and systems.  The Director of Evaluation heads an independent function within the WFP secretariat, combining administrative reporting to the Executive Director and accountability to the Executive Board. In line with the UNEG norms and standards, the Director of Evaluation is a professionally competent evaluator with no conflict of interest, appointed by the Executive Director, with the approval of the Executive Board. The role requires a high degree of independence and deep experience in advocacy that leverages global platforms, processes and events to support broad mobilization around an issue while driving policy change and action at regional and national levels. The role also relies on expertise working with a broad range of stakeholders, including governments, civil society and the UN system. KEY ACCOUNTABILITIES (not all-inclusive) Leads on developing and executing an advocacy strategy for the School Meals Coalition that 1) has been consulted with and has buy-in from all necessary stakeholders, 2) supports its three major policy priorities, and 3) builds broader and deeper awareness of and support for the importance of school meals to create a conducive environment for the coalition's success.Reviews the evidence that is being produced by the Research Consortium, WFP and other partners and translates it into advocacy messages, products and initiatives that are specifically tailored to separate audiences to reach our advocacy objectives.Actively seeks out and ensures a connection between the research work and the advocacy strategy, ensuring that all messages are evidence-informed, robust and credible. She/he will also advise on the long-term Access strategies to promote in the region, anticipating on areas that could become at risk because of the expansion of violent conflict. The Emergency Preparedness and Response – Access Advisor will report to the Senior Regional Emergency Preparedness and Response Advisor / Head of the EPR team and work closely with other units in the regional bureau. THE ROLE This position core purpose is to provide remote and hands-on in-country support to integrated emergency preparedness and response scale up at Country Office (CO) level, with a focus on Access in hard-to-reach areas, plan and support field emergency response operations to ensure effective response in terms of food assistance.  Specifically, under supervision from the Senior Regional Emergency Adviser/Head of EPR, the Programme Policy Officer EPR Access is required to support the implementation of regional preparedness and response plans, at RBD and CO level. The main part of the role is the provision of technical and practical support to CO's preparedness planning and response scale up in hard-to-reach areas, with a clear focus on Access and sustaining operational continuity for WFP in these, including in supporting implementation at CO level through regular field deployments.  KEY ACCOUNTABILITIES (not all-inclusive) Key duties are as follows:  Humanitarian Access supportIn line with WFP Emergency Preparedness and Response policies and guidelines, assist Country Offices (COs) in the implementation of relevant, timely and adequate humanitarian access strategies and measures; Support Country teams in managing their emergency and response plans with all issues related to Access, and support the coordination of WFP's activities with counterparts involved in the operations, such as Government counterparts, UN agencies, the donor community, Red Cross/Crescent Movement, NGOs and regional organizations, including representing WFP in Access task force or working groups;Provide operational and technical guidance to COs during the design and implementation of emergency operations in hard-to-reach areas ; Ensure, monitor and report on the level of implementation of humanitarian access measures against organisational standards and WFP access regional strategy;Lead, coordinate and facilitate the Access analysis conducted at Country Office level to ensure a regional harmonization of criteria assessing access constraints, including on the maintenance of the Access Monitoring Tool;Liaise with the other functional areas in RBD (Programme, Security, VAM, etc.) in view of support missions to COs;Work with the rest of the EPR team and HQ to conduct simulations for emergency preparedness, including through (but not limited to) desk reviews and remote exercises; Emergency response support on AccessProvide direction and operational guidance to RBD and COs, and oversight for WFP's emergency response with regards to humanitarian access in West and Central Africa;Provide timely updates and advice to regional management to facilitate rapid response and timely decision-making;With support of HQ's early warning team, provide the Senior Regional Emergency Adviser/Head of EPR with critical analysis of the Access situation(s) throughout the region and emerging trends, patterns and recommendations on maintaining WFP operational continuity and mitigate risks;Regularly re-assess implementation of access approaches and strategies and make recommendations for appropriate shifts; Emergency response coordinationCoordinate with WFP Regional and Country Programme, Logistics and Security Officers/Focal Points to identify (potential or actual) security-related challenges to access; Advise COs on how to design and implement proactive measures to enable, maintain and/or expand access to those in need; through an harmonized principled approachAssess Access training needs in the region and coordinate with HQ and Partners on training opportunities. QUALIFICATIONS AND KEY REQUIREMENTS EDUCATION:  You have:Advanced University degree in Humanitarian Affairs, International Development, Conflict Studies, Emergency Assistance or Disaster Management, or other relevant field. These services range from climate risk analyses to better understand climate impacts on food security and nutrition, to supporting the integration and resourcing of climate services and climate risk financing initiatives in Country Strategic Plans. One of WFP's flagship programmes for climate risk management focuses on Anticipatory Action (AA) - an innovative approach that enables the implementation of early preventive efforts and forecast-based financing (FbF) to reduce and mitigate the impact of extreme weather events on the food security and nutrition of the most vulnerable populations. Piloted in 2015 together with the German Red Cross, WFP's AA portfolio now includes 21 countries in the regions of Asia, Africa, and the Caribbean, where, together with national and local government partners, WFP is implementing projects to strengthen  national early warning and climate information systems and link them with pre-determined anticipatory action protocols in case of a hazard occurrence. These projects are embedded in national disaster risk management frameworks for critical natural hazards such as droughts, floods and cyclones. WFP is seeking a Senior Technical Advisor with skills in climate risk information, early warning systems, weather forecasting models, anticipatory action and disaster preparedness to lead and coordinate the continued development, implementation and up-scaling of WFP's global portfolio on climate early warning and  Anticipatory Action programs. Based in WFP's Headquarters and reporting to the Director of the Climate and Disaster Risk Reduction Service (PROC), the Senior Technical Advisor will provide technical support to WFP COs and RBx that are engaged in the design and/or implementation of climate information, early warning and  Anticipatory Action initiatives. Leading a team of Programme Officers in WFP HQ and co-supervising a cadre of technical experts in key WFP programme regions, the incumbent will liaise with partner agencies to strengthen coordination and advocacy for climate services and AA, oversee WFPs engagement with the Risk-Informed Early Action Partnernship (REAP), and serve as corporate lead for partnerships with the World Meteorological Organization (WMO).
