This includes addressing gaps in gender equality, improving sexual and reproductive health services, responding to and preventing Gender Based Violence (GBV) and integrating gender equality and human rights perspectives into national policies, development frameworks and laws. Under its global mandate to address GBV in humanitarian settings, and as the lead agency for multi sectoral coordination of GBV, UNFPA is committed to ensuring that women and girls affected by the different emergencies are protected and that the needs of GBV survivors are met through adequate health responses, psychosocial support and case management in line with international guidelines and best practices. In Myanmar, UNFPA leads the national GBV sub-cluster under the Protection Cluster (led by UNHCR and Norwegian Refugee Council) and works closely with Child Protection area of responsibility (led by UNICEF and Danish Refugee Council) and MHPSS working group (led by UNFPA and Action contre la Faim) to ensure strong linkages between the sub-cluster and the Protection Cluster. UNFPA currently also assumes lead role for state-level GBV working groups in Rakhine, Kachin, Shan, Northwest, Southeast and Yangon. MHPSS Working Group currently operates at the national level, but with strong participation from the field level. MHPSS working group is also under Protection Cluster and sits in at the Protection Cluster Strategic Advisory Group. The incumbent will assist the Myanmar Country office in leading GBV and MHPSS coordination mechanism. He/she will provide GBV/MHPSS coordination support for national and state-level GBV sub-cluster/working groups and MHPSS working group to ensure strong partnership and collaboration with the UN, CSOs and national/international NGOs towards a comprehensive multi-sectoral GBV survivor-centered prevention and response and prioritization/integration of quality MHPSS services. Through the coordination mechanism, the GBV/MHPSS Coordination Specialist will support quality and multi-sectoral service delivery, contribute to strategic decision making, plan and implement sector/cluster strategies, coordinate for monitoring and evaluation, build national capacity and support advocacy. He/she will coordinate closely with the UNFPA Gender/GBV team and other relevant programme colleagues to reinforce linkages between humanitarian and development interventions.A.  Coordination: Act as co-chair for the national MHPSS Working Group, currently a working group of the Protection Sector, and maintain strong links with other clusters/sectors including the Health Cluster. This includes building effective relationship with a range of MHPSS actors in Myanmar and ensuring their activities are coordinated.Lead and coordinate the national GBV sub-cluster and provide regular oversight and support for GBV coordination at the state level. Lead the GBV Information Management System (GBVIMS) Task Force, inclusive of ensuring quality reporting, analysis and presentation of data collected through GBVIMS. This also includes strong collaboration with the global GBVIMS Steering Committee as well as leading the process of GBVIMS+ rollout in Myanmar.Work in close collaboration with the relevant counterparts, the chairs of the various working groups/clusters, and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national level.Represent GBV sub-cluster/MHPSS working group at the Protection Cluster, Inter-Cluster Coordination Group (ICCG) and other relevant inter-agency coordination forum.Work in close partnerships with other sectors/clusters to ensure GBV and MHPSS are mainstreamed across other areas of humanitarian intervention, such as, shelter, WASH and health sectors.Promote and facilitate the inclusion of GBV and MHPSS into all assessment tools, preparedness and contingency planning, the Humanitarian Programme Cycle and other appeal processes and documents.B.  Capacity Building and Technical Support:Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response programmes for GBV humanitarian actors to include referral and reporting mechanisms, information sharing, coordination and monitoring/evaluationEnsure coordinated capacity building support for MHPSS working group members by setting quality assurance and standard training packages. Develop harmonized guidelines and tools for MHPSS working group.Provide technical support to identify capacity building needs, develop capacity building plan and conduct a series of capacity building activities for GBV sub-cluster members to ensure quality and multi-sectoral GBV prevention and response interventions.Support strengthening of coordination capacities of chairs/co-chairs of state-level GBV working groups.Support development of IEC materials in line with international best practices to be utilized by GBV sub-cluster and MHPSS working group members.Provide technical support to other sectors/clusters to ensure adequate mainstreaming and integration of GBV and MHPSS related issues.C. Advocacy and Informing Strategic Decision-Making:Coordinate assessments and studies conducted by GBV sub-cluster members and disseminate the findings/reports to mitigate GBV risks and ensure effective GBV service delivery.In line with the Protection Cluster Strategy and Advocacy Strategy, identify key advocacy issues in consultation with GBV sub-cluster/MHPSS working group members and carry out advocacy activities.Support GBV and MHPSS actors to collect, store, analyze and disseminate relevant data in ethical and safe manner to be utilized for advocacy, programming, strategic planning and decision-making, etc.In collaboration with Protection Cluster, produce advocacy materials, required data, and document briefs to highlight and advance GBV and MHPSS issues. D. The HRD leads in leveraging and increasing the effectiveness, efficiency, and capacity of UNFPA staff and partners to scale up UNFPA's role as a key global humanitarian leader. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, the HRD acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization.HRD advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention and response needs and humanitarian concerns and specific needs of women, adolescents and young people into the overall humanitarian preparedness and response frameworks. The HRD facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the Agency is well equipped to deal with the context of fragility and disaster risk reduction.The Head of the Global Emergency Response Unit (GERU) is responsible for supporting the overall leadership of HRD's emergency interventions and management of the Global Emergency Response Unit under the overall guidance of the Director of HRD and daily supervision of the Deputy Director and contributing to UNFPA's strategic goals through the management of an emergency preparedness and response portfolio. The GERU provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and ensures a swift, coordinated, and integrated humanitarian emergency response.The incumbent will work in close collaboration with other units in HRD and HQ, the Regional and Country Offices and other UNFPA entities. The incumbent has supervisory responsibilities.  You would be responsible for:Provide regular operational updates to the Director/Deputy Director on ongoing crises, and potential crises for early warning, early action, and emergency preparedness including prepositioning.Lead in monitoring and tracking compliance of preparedness and prepositioning action by Regional and Country Offices to identify gaps and need for additional support.Ensure that the organization is up to date on policy and guidance for emergency preparedness and response. Closely monitor, track, and ensure full implementation of the Emergency Policy and Procedures, and identify gaps for more support to Regional and Country Offices in emergencies. Provide support to the Director/Deputy Director to ensure effective and timely deployment of the Global Emergency Response Team (GERT).Lead the provision of technical assistance in emergencies, especially in IASC Scale-Up/L3/Corporate priorities and emergencies.In collaboration with Supply Chain Management Unit (SCMU), ensure the implementation of the Humanitarian Supply Strategy (HSS).In collaboration with Regional and Country Offices in emergency, provide substantive support in ensuring After Action Reviews are conducted timely and effectively.Identify lessons learned from previous emergencies and apply them for continuous learning and improvements for future planning and strategy development. In collaboration with other relevant business units within HRD and in UNFPA, ensure generated knowledge is shared and updated for UNFPA's emergency response. In collaboration with other relevant units in HRD, develop humanitarian partnerships for operational strengthening of UNFPA's emergency response.Contribute to resource mobilization efforts for UNFPA's humanitarian actions.Provide substantive support to management for any inter agency operational requirement.Closely monitor, tract and ensure full implementation of recommendations of audits, reviews, and evaluations with regards to emergency preparedness and response, including the implementation of the Emergency Policy and Procedures. Performs any other duties as may be directed by the Director/Deputy Director, including emergency deployment. Qualifications and Experience: Education:  Advanced Degree in business management, humanitarian affairs, human rights, law, economics, development studies, public administration, international relations, public health, gender, or other related disciplines.Knowledge and Experience: Minimum 10 years of progressive experience in humanitarian preparedness, coordination, response and operations with field experiences of emergency response at country level. Proven experience and understanding of humanitarian architecture and cluster system is required.Proven experience in field emergency operations including on Security Risk Management (SRM) and humanitarian access.Proven understanding and experience of UNFPA's mandate and thematic areas, including sexual and reproductive health and rights, gender-based violence, gender equality, adolescents and young people, etc. is a strong asset. Knowledge of the emergency process and roles/responsibilities of humanitarian actors required.Strong analytical, coordination and organizational skills required.Skills in building strategic alliance and partnerships, strong communications, and inter-personal skills.Proven leadership and management skills, including managing and directing multinational teams working in complex and insecure and rapidly changing environments.Coaching and mentoring experiences and skills an asset. Languages: Fluency in English is required. The Position:The Monitoring & Evaluation (M&E) Specialist will be part of the UNFPA Ethiopia Country Office. The M&E Specialist will directly report to the Deputy Representative.  The M&E Specialist's main responsibilities include supporting the Country Office in planning, monitoring and evaluating projects to achieve strategic results, leading knowledge management and promoting evidence-based programming. S/He guides and supports the country office in establishing robust monitoring and evaluation frameworks and strategic information systems to ensure the collection, analysis and use of monitoring data.S/He manages programme-level monitoring and reviews of the various projects/programmes in the country and assists the country office in positioning the project/programme results within the overall country programme Results and Resources framework.S/He will provide technical support to ensure that up-to-date information necessary for effective programming and coordination is collected, used, stored, and shared, in line with relevant standards. The incumbent will support the M&E unit to make informed, evidence-based strategic and programmatic decisions for programming based on the collected and analyzed information on the scale/scope and coverage of the responses at woreda, zonal, regional levels and the needs of affected populations.The M&E Specialist will work within an integrated and coordinated approach. The primary roles of the M&E Specialist are:Key responsibilities in M&E and strategic results achievementEvidence and knowledge development and disseminationUNFPA Representation and coordination Resource mobilisation and partnership    MEL Specialist would be responsible for the following:A.   Key responsibilities in M&E and strategic results achievement Support the Country Office in the planning and conduct of project reviews, assessments, evaluations, and nurture a results-based planning, monitoring and evaluation and reporting culture within the Country Office.Engage in the strategic oversight of monitoring activities and verification efforts in the field, analysing findings at the country office level to inform programmatic adjustments and improvements.Develop and review relevant monitoring tools and field-based methodologies. Coordinate the formulation of, and monitoring of the use of results-based indicators and advise on data collection and analysis to ensure results-based management (RBM) is practiced in the programmes;Conduct field visits and build the capacity of IP and UNFPA staff on data collection tools, monitoring and reporting.Perform quality assurance of proposals and donor reports to ensure the incorporation of RBM.Promote the use of evaluation findings, lessons learned and findings from other studies and assessments related to UNFPA's areas of work in ongoing strategic planning, programme development, substantive strategies, policies, tools and approaches.B.    Evidence generation / Knowledge development and disseminationStrengthen data collection, visualization and utilization of the data to enhance evidence-based programming and data-driven decision-making.Contribute to the identification, analysis/synthesis, documentation and dissemination of good practices and lessons learned in monitoring and evaluation of the project.Contribute to organizational learning and knowledge sharing through the CO, ESARO regional monitoring and evaluation communities of practice, knowledge groups and assets.Monitor and analyze evaluation reports, synthesize evaluation findings and disseminate lessons learned to improve relevance, effectiveness, efficiency and impact of the UNFPA's work.Keep abreast of the latest discussions and developments, new skills and knowledge in monitoring and evaluation through regularly reading articles, papers, presentations and publications.        C.    UNFPA representation and coordinationRepresent UNFPA as the M&E focal point in the UN M&E Working Group, actively contributing expertise and insights while coordinating within UNFPA Country Office to joint UN   initiatives in Ethiopia under the coordination of the UN Resident Coordinator's Office.D.    Resource mobilisation and partnership Serve as the resource mobilisation and partnership co-focal point and contribute to the resource mobilisation efforts at the country office.Carries out any other duties as may be assigned by UNFPA leadership                                                                                                        Qualifications and Experience Education:  Advanced degree in Gender Studies, Computer Science, Media, Public Health, Social Sciences or any discipline related to Monitoring and Evaluation/ Information ManagementExperience and Knowledge:At least 5 years of increasingly responsible professional experience, of which five years at the international level. At least 3 years in health and/or social sciences evaluation; including periodic updating of technical skills.Solid knowledge and expertise in monitoring and evaluation are required.Strong track record of leadership in managing programme-level monitoring and evaluation activities, and proven ability to produce good-quality, demonstrable results is required.Programmatic experience, including programme development, planning, monitoring and reporting, is desirable.Strong knowledge of RBM is essential.Field experience especially in fragile/conflict affected countries is desirable.Ability to network with academic institutions, professional associations and development community.Demonstrated understanding of issues related to confidentiality, data safety/security and other ethical concerns related to the sharing of sensitive data between humanitarian agencies. Excellent interpersonal and communication skills: the ability to liaise with people successfully and effectively in a wide range of functions in a multi-cultural environment;Ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise;Excellent verbal and writing skills in English are required;Strong analytical and leadership skills;Proficiency in current office software and statistical applicationLanguages:  Proficiency in English required. The Position:The Population Dynamics Policy Adviser position is located in the East and Southern Africa regional office (ESARO) of UNFPA. It is under the overall guidance of the Regional Director with direct supervision and reporting to the Deputy Regional Director. S/he is the principal adviser at the regional level for evidence-based policy advocacy and advice in the area of population dynamics and related development implications. S/he works in an integrated manner with the technical, policy, programme and operations staff in the ESARO.UNFPA is charged with facilitating the implementation of the ICPD Programme of Action, a touchstone in the paradigm shift of development that mandates the protection and fulfillment of human rights, including sexual and reproductive health and reproductive rights (SRHR) for all, especially women, young people and adolescents. While considerable progress has been made since its adoption in 1994 towards improving universal access to family planning, reducing maternal mortality, and eliminating gender-based violence and harmful practices, significant gaps remain across and within countries, particularly in light of economic, social, cultural, and demographic changes. The current pace of progress and the unfinished business of the ICPD PoA calls for acceleration towards 2030 and the post-2030 development agenda. Enabled by thought leadership and evidence-based policy advice, the position will ensure UNFPA, member states and partners promote the quality of life, well-being, and SRHR outcomes of present and future generations through tailored pathways that respond to the demographic, political, economic, social and environmental contexts across countries. The centrality of adolescents and youth, who shape and define the future prospects of nations will be critical.In the East and Southern Africa region, megatrends are reshaping country contexts and prospects, including population change, inequalities, migration, aging, innovation, and digital technology, to mention a few. These trends impact societies and are a defining factor for the socio-economic transformation of nations, quality of life, well-being, and human rights, including sexual and reproductive health and rights (SRHR). Increased frequency of climate change and humanitarian situations increasingly impact lives, livelihoods and economies in East and Southern Africa, with exacerbated effects deepening inequalities, vulnerabilities, and unequal power relations.
