It does not include managerial tasks.Language requirements:• Spanish level: C1 (required) • English level: C1 (required)Contract duration: until 31st December 2024.General Background:Honduras is characterized by a situation of protracted internal displacement due to violence. It continues to be affected by high levels of violence representing a challenge in terms of protection and assistance. Despite the fact that forced displacement was recognized by the Government in 2013, an adequate response remains a challenge due to: i) multiple flows of people within the same high risk zones (people in risk of displacement, IDPs, deportees, and the population as a whole); ii) high risk cases unable to access international protection; iii) a crisis of rule of law due to governance problems that inhibit an adequate response to human rights violations and widespread violence mainly, but not exclusively, in urban settings.The Government faces the challenge of strengthening their governance structure and overcoming issues of corruption and impunity. The country has one of the highest number of gangs (maras y pandillas) per territory, and they are mostly located in urban areas in Tegucigalpa, San Pedro Sula and La Ceiba, exercising territorial control over most of the neighborhoods. The situation has worsened since 2000 when Honduras became a key narcotraffic route in the Central American Region.Regarding mixed movements, the reformulation of migration routes in the past 5 years alongside Honduras' geographic position means that there are continuous flows of people in transit. Honduras is also a reception country for Refugees and Asylum Seekers. This condition takes special relevance after the political crisis in Nicaragua in 2018 that created an increased need of protection in the region. Honduras adhered to the Comprehensive Regional Protection and Solutions Framework (known as MIRPS in Spanish) in 2017.IDPs and returnees living in high-risk communities share similar obstacles to access employment and self-reliance opportunities due to a stigmatization process based on the place of residence and the age. In 2017, UNHCR introduced the Protection Transfer Arrangement (PTA), a regional resettlement program. Associate Information Management Officer - UNOPS IICA1

Terms of ReferenceOperational ContextAfghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist.On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation.. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. . According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans.. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required.UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs.Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems.This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan.Duties for Associate Information Management Officer:1. Population Data ManagementTo oversee the collection, analysis, and dissemination of population data, ensuring accuracy, privacy, and consistency with International statistical standards. Assessment CoordinationTo oversee the systematic collection, analysis, and dissemination of data and information including for identification and targeting of vulnerable households, protection monitoring, border monitoring, and other assessments to enhance the effectiveness and efficiency of UNHCRs response.• Develop and oversee the implementation of data collection tools and methodologies, including for protection monitoring, that capture relevant information to provide the evidence base for decision making, planning assistance and service delivery.• Continuous review of data collection tools in collaboration with a multifunctional team to ensure relevance in capturing necessary information to meet UNHCRs information needs.• Design and implement sampling strategy that accurately represents the community dynamics, and other AGD considerations.• Train field staff and data collectors on data collection tools, ethical considerations, survey techniques, and oversee the data collection process, ensuring consistency, accuracy and data protection standards are adhered to.3. Programme MonitoringTo ensure that the UNHCR programme management cycle is supported with relevant data and evidence from the initial needs analysis and programme design, to monitoring and evaluation and reporting, ensuring that data driven insights inform all stages of the programme planning and implementation.• To support sectors with the data needed to conduct comprehensive needs analysis to identify community needs, gaps, and priorities that will inform programme interventions. • Work with program team, external relations, and business units to ensure that reporting requirements are met and that there is alignment on the indicators being reported.• Set up and maintain programme monitoring systems including ActivityInfo to meet reporting needs, including setting up databases, forms, and indicators.• Train staff, field data focal points and partners on how to effectively use programme monitoring systems, including data entry, report generation, and understanding indicators.• Extracting insights and generating reports from data collected in ActivityInfo including UNHCR 3W map, static and dynamic dashboards.4. Associate Durable Solutions Officer - UNV

Mission and objectivesThe Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally, or to resettle in a third country (www.unhcr.org). ContextAs of 31 December 2023, 971,904 Rohingya refugees from Myanmar were registered in Bangladesh, representing an increase of 19,595 individuals compared to 2022. A total of 939,344 were hosted in 33 highly congested camps in Cox's Bazar District and 32,560 refugees lived on the island of Bhasan Char. In 2023, there was a notable deterioration in the security situation within the camps in Cox's Bazar. Six years after the most extensive flight to Bangladesh, the Rohingya refugee response transitions from an emergency to a protracted situation. While UNHCR has notably expanded its skills development programme through two frameworks promoting livelihoods for refugees and host communities, opportunities for volunteering offered by aid agencies were limited, covering only a small fraction of working age refugees . The vast majority of refugees continue to heavily depend on the humanitarian aid. The Government of Bangladesh (GoB) has consistently maintained that repatriation is the preferred solution for the Rohingya in Bangladesh, reaffirming its commitment to ensure the voluntariness of returns. The prevailing security and human rights situation for the Rohingya people in Myanmar's Rakhine State indicate that safe, dignified, and sustainable repatriation is not feasible anytime soon. The GoB maintains a position that it will not allow Rohingya refugees in Bangladesh to locally integrate. Without decisive interventions to enable and encourage solutions, vulnerabilities of Rohingya refugees to various protection risks will increase as is often the case in protracted refugee situation. A robust and proactive approach to solutions is thus necessary to meet the needs of Rohingya refugees and alleviate some pressure on the Government and host communities of Bangladesh. Solutions strategy for the refugees in Bangladesh use resettlement mainly as a protection tool for refugees at heightened risk, while keeping a primary focus on the safe, voluntary, and dignified returns. Resettlement countries, particularly USA, have shown interest to resettle Rohingya refugees out of Bangladesh. As a priority, UNHCR identified and submitted about 50 refugees for resettlement to the USA as test cases in 2021. Based on the success of this test cases, UNHCR increased submissions in 2022 to over 1,000 and in 2023 large scale resettlement took place with over 12,000 individuals submitted to five resettlement countries. A robust system has been put in place for large scale resettlement processing, including but not limited to, fair and transparent identification mechanisms, anti-fraud measures, and communicating with the refugees. The Durable Solutions Unit in Cox's Bazar, Bangladesh, currently comprises of one Senior Durable Solutions Officer (P4), two Durable Solutions Officers (P3), four Associate Durable Solutions Officer (P2), one International UNV, ten Durable Solutions Associates (G6), eight Senior Durable Solution Assistants (G5) and one Durable Solutions Assistant (G4). With the increase in resettlement places, expertise at the UN Volunteer level (casework/case processing) will be necessary to provide adequate support to team, to ensure that the targets are met (currently there are four deployees within resettlement and one deployee within Child Protection unit). Task descriptionUnder the direct supervision of Durable Solutions Officer, the UN Volunteer will undertake the following tasks: Liaise with other functional units within UNHCR to identify individuals in need of prioritized resettlement and to ensure that necessary action is taken to finalise documentation on case submissions to resettlement countries. Conduct casework by interviewing refugees identified for resettlement. Assess their resettlement needs, complete RRFs (Resettlement Registration Forms) and refer cases for review. The IUNV is expected to complete 6-9 RRFs per week, depending on complexity of the cases. Follow-up on deferrals and review resettlement cases for possible resubmission; Research country of origin information to understand, support, and strengthen resettlement cases; Assist the Unit with the organization of training workshops and seminars on resettlement related issues; Regularly update the proGres database and the physical file with resettlement events, ensuring the confidentiality of individual case information and maintaining own statistical data for reporting purposes. Follow-up on individual cases, interview refugees, and liaise with the registration unit on matters concerning registration and change in family composition. • Oversee the submission of cases to resettlement (RST) countries such USA, Canada, Australia, New Zealand, Ireland and unallocated, in accordance with the requirements of the resettlement country. • Maintain communication with UNHCR in Dhaka, the Regional Bureau in Bangkok and RCPS/HQ if required related to feedback on prepared cases, and make necessary changes and amendments to RRFs, as deemed necessary; • Assist the office in managing refugees' expectations through information sharing, outreach, and counselling of refugees in the resettlement pipeline; Participate in Durable Solutions Unit, Protection Section, and Office meetings; Perform any other resettlement related activities as required. Undertake additional assigned duties to support UNHCR Cox's Bazar, including administrative tasks not limited to data entry, data analysis and research. Furthermore, UN Volunteers are required to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for in-stance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute with articles/write-ups on field experiences and submit them for UNV publica-tions/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Educational facilities are limited, and international schools from primary to secondary school are currently available in Dhaka only. Health services are limited in Cox's Bazar, but more reliable facilities are available in Dhaka. Malaria and dengue risks exist throughout the year. Vaccination against Japanese Encephalitis and diphtheria are recommended. Cox's Bazar is a principal tourist destination within Bangladesh, due to its location at the Bay of Bengal and its long beach. Infrastructure and shopping options in Cox's Bazar - a small city of just 250,000 persons is very basic. International staff reside in privately rented apartments, or serviced apartments all of which provide basic standards. The Rest and Recuperation (R&R) cycle in Cox's Bazar is 8 weeks. The current R&R location is Bangkok. Cox`s Bazar is connected by several daily flights to Dhaka, albeit only during daylight hours. Banks/ATM machines are available in Cox's Bazar and credit/debit cards are accepted. Foreign currency can be exchanged in banks and exchange houses. Staff who intend to be joined by family members, in particular young children, should contact HR for more information, as educational and medical facilities are not adequate. The security level system in Bangladesh is level 3 moderate. Although security is generally acceptable, given the current situation in the area, no movement on highways at night is allowed. Walking and jogging in the streets as earmarked is permitted. Crowded local markets should be avoided. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. We help to save lives and build better futures for millions forced from home. ContextThe United Nations High Commissioner for Refugees (UNHCR) is an international organization with the mandate to assist persons in need of international protection; asylum seekers; refugees; statelessness; and internally displaced persons. The UNHCR operation in Mozambique has its main office in Maputo, field offices in Nampula and sub-office in Pemba. The working language in the UNHCR offices in Mozambique is English. UNHCR's mandated responsibility for finding solutions to refugee, IDP, and returnee situations has long required stronger cooperation with development partners and the inclusion of persons of concern within development planning and programming instruments, including national development programmes. Due to a variety of factors, the proportion of refugees and internally displaced persons in protracted displacement situations remains high. Moreover, the diminishing number of forcibly displaced people who have access to so-called durable solutions constitutes a worrying trend that has persisted in recent years. The increasing scale of irregular migration, large scale refugee movements, internal displacement and the costs of responding to humanitarian situations have placed forced displacement high on the global agenda. Given the complexity and protractedness of many of today's forced displacement situations, often occurring in fragile contexts, awareness is growing that the humanitarian model of care and maintenance is unsustainable in the longer term and that forced displacement requires a development response to complement humanitarian assistance, address poverty and other development challenges in a sustainable and inclusive manner. . Within the context outlined above, the role of the Associate Development Officer is to support UNHCR's engagement and cooperation with development agencies' medium-term programmes assisting local communities and UNHCR's population of concern and the ability to leverage development partnerships to influence policy dialogue to enact institutional reforms toward improved protection environments, socio-economic inclusion, and self-reliance; taking into account and reducing the vulnerabilities of forcibly displaced persons. As such, the incumbent needs to have practical experience working with and an understanding of the interplay of different aspects of economic growth, governance, fragility and conflict, the main factors that influence the environment for inclusion and resilience for UNHCR's population of concern in Cabo Delgado. Depending on the operating environments in the area of responsibility (AoR), the incumbent might need to have specific expertise in areas such as social protection, governance in fragile contexts, local governance and community development. It is anticipated that development responses to forced displacement will grow in significance in future years due to the greater importance attached to fragility and addressing protracted displacement situations. multi-partner transition strategies for protracted forced displacement situations. Task descriptionWithin the delegated authority and under the supervision of Head of Field Office or his/her designated mandated representative(s), the UN Volunteer Associate Development Officer will: - Support the Development Officer in Maputo in developing a strategic approach towards Development Partnerships in Mozambique, with a focus on the AoR, through identifying, mapping, and providing an overview of relevant development actors and their funding, programmatic, strategic, and policy priorities, and potential leverage as it relates to UNHCR's PoCs and programme; - Support the Development Officer in Maputo with knowledge and experience sharing between UNHCR and development actors and within UNHCR, by documenting and disseminating good practices. - In close coordination with the Development Officer in Maputo and relevant Sub-Office staff, contribute to the development of concept notes and project proposals, taking into consideration existing development strategies and plans. - In close collaboration with the Development Officer in Maputo, support the development and maintenance of a database of all development actors` projects and initiatives targeting IDPs and returnees in Cabo Delgado and Mozambique at large. - Support the development of information and data for development actors to inform their planning, programming and advocacy around resilience and inclusion of persons of concern to UNHCR. - Lead the Sub-Office's engagement with development partners in Cabo Delgado, including UN development agencies (UNDP, UNOPS, FAO, UN-Habitat, etc), with a view to mainstreaming protection concerns and ensuring the inclusion of IDP, returnee and host communities into specific development programmes and initiatives implemented by development actors in Cabo Delgado. - Support fundraising activities vís-a-vís Multilateral Development Banks, private sector, and government donors. - Develop and deliver training and capacity building initiatives on development engagement, with a view to progressively enhancing the capacity of key staff in the Sub-Office to leverage development partnerships to advance UNHCR`s protection and solutions mandate. - Support training activities aimed at the capacity building of partner agency staff to achieve greater coordination, effectiveness, and synergies between humanitarian and development interventions. - Support the Sub Office in planning for resilience and inclusion into development and government plans with a clear shared vision of longer-term protection and solution outcomes for people of concern that considers host communities and leverages the roles, resources, and capacities of development partners, including International Financial Institutions, Multilateral Development Banks, and Bilateral Development donors. - Provide technical support for relationship building with development co-operation agencies and state-building agendas through the different stages of policy and programme identification, preparation, implementation, and review in Cabo Delgado. - Support to develop and foster partnerships and networks with development actors to influence the policy dialogue with governments on institutional arrangements related to sectors, locations, and programme content of consequence to UNHCR and persons of concern. - Support the development of information and data for development actors to inform their planning, programming, and advocacy around resilience for and including UNHCR's persons of concern. - Support the engagement with governments, development partners (both multilateral and bilateral), and the private sector and civil society (as appropriate) to identify opportunities for UNHCR to contribute to the design and implementation of targeting and monitoring systems to address the needs of PoCs and track progress towards agreed outcomes. - Support the Development Officer in Maputo in knowledge and experience sharing between UNHCR and development actors and within UNHCR by documenting and disseminating good practices. - Assist UNHCR's management in Pemba and Maputo in commissioning and/or conducting practical research and analysis to interpret long-term political, economic, and social trends that will enhance opportunities for solutions, resilience, and inclusion for populations of concern to UNHCR and more sustainable approaches to refugee protection. The total area of Mozambique is 799 380 km square from North to South. It is tropical hot and humid. The hottest and wettest months are December to February, when the average daily minimum temperatures are around 22°c and the average daily highs of 30°c. The rain season is between October and April. Winters (June to August) are mild with the average daily temperature ranging from 13°c to 24°c. Nampula is a C, Family duty-station where the security level is considered low (2). Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards. Overland travel on public transport can be hazardous due to poor vehicle and road conditions and is not recommended. The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.88 meticais (MZN) as per January 2023. Other than meticais, US dollars and South African rand are the main exchange currencies. Major international credit cards (VISA, MasterCard, and Amex) are accepted (hotels, restaurants, and some shops) in all major towns. The public healthcare system in Mozambique is basic and limited. Private clinics can be found in Maputo and larger cities in Mozambique. Mozambique lies in a malaria zone, so the necessary precautions should be taken: Avoiding mosquito bites by using nets, candles and sprays is recommended. Vaccinations for diphtheria, hepatitis A, tetanus and typhoid are recommended. Tap water in Mozambique is not safe to drink, so bottled or boiled water should be used instead. Communication and transport services are available at various costs. The security situation in area north, Nampula and Niassa provinces are relatively calm. The biggest concern is criminality in the main urban centres of Nampula, Nacala, and Niassa where there are many medium and high-income individuals and business activities. In Nampula, basic health facilities and food shops/restaurant are available.
