Role Overview OCE consists of a team of around 16 economists and analysts. It contributes to the operational, policy and strategy work of the Bank and provides intellectual leadership on economic and financial aspects of transition in the region. OCE is responsible for research on critical economic issues relevant to the transition region and EBRD operations, macroeconomic analysis in support of the Bank's country work, and relations with academia. It also leads the design and implementation of large-scale surveys (such as the BEEPS (Business Environment and Enterprise Performance Survey), BEPS (Banking Environment and Performance Survey), and LiTS (Life in Transition Survey) surveys); randomised impact studies; and the production of major external publications, including the annual Transition Report. The Visiting Research Fellow (Principal Economist, OCE) works together with one or several research economists in OCE on high-quality and operationally relevant economic research.  They may also be involved in the preparation of the annual Transition Report or other OCE publications. The Corporate Team in PODD is responsible for managing the procurement of all goods, works and services required for the operation of the headquarters and the resident offices. It's largest internal stakeholders are: HR; IT; and the Administrative Services Department. Purpose of Job The Associate, Climate Adaptation and Resilience (A-CAR), supports the formulation and implementation of the strategy of the EBRD in the area of climate resilience/adaptation. She/he will takes active part in the design and execution of all related deliverable and support the Lead Climate Adaptation and Resilience coordinate CSD delivery in this important area of work in relation to policy dialogue and capacity building activities, as well as business delivery. In coordination with all relevant policy and business functions in CSD, the A-CAR works with sector teams in Banking to scale-up adaption finance and enhance climate resilience of projects and clients' operations, including the alignment of EBRD financing operations with the adaptation goals of the Paris Agreement.  The A-CAR works closely with other CSD units and Bank teams including ESD and Risk on: (1) methodologies, tools and other activities for screening and assessing physical climate risks at the project/client level and enhancing the capacity of clients to assess and manage such risks; (2) the attribution and tracking of adaptation finance in EBRD financing operations; (3) the estimation and reporting of project-level climate resilience results and outcomes.  In addition, the A-CAR supports the Lead Climate Adaptation and Resilience in the interactions with external partners and initiatives in the area of climate resilience and adaptation finance. Accountabilities and Responsibilities Provide technical and analytical inputs to support the formulation of the strategy of the EBRD in the area of climate resilience/adaptation.Actively support the development and application of methodologies and approaches to support climate adaptation investments, climate risk assessment and related capacity building.Research, develop and apply climate resilience analytics, metrics and indicators to projects and policy activities.Actively contribute to the development and application of Paris alignment methodologies in the area of climate resilience.In the area of climate resilience and adaptation, support project teams in Banking with the review and assessment of EBRD projects across all economic sectors:to assess projects for exposure to physical climate risks that may need to be addressed during the project cycleto identify and attribute adaptation/resilience finance;to determine alignment with the goals of the Paris Agreement.Support the design and execution of policy dialogue engagements to promote adaptation and resilience reforms at a client and country level.Work alongside the Environmental and Sustainability Department and Risk Management on the further development and application of tools and approaches to identify, assess and manage physical climate risks at the project/client level, across EBRD investment operations and policy activities. Knowledge, Skills, Experience & Qualifications Main qualifications, experience and skillsMaster's degree (preferably) in climate science, engineering, economics, risk management, energy, environmental and/or relevant experience applicable to climate resilience and adaptation. At least 3 years' experience in structuring climate/green investments with proven exposure in adaptation finance and climate resilience approaches and methodologies.Good understanding of climate change science and the approaches, methodologies, tools to assess physical climate risks and the implications of climate change in terms of economic and social impacts.Good understanding of methodologies for risk analysis and management.Excellent computer literacy, with understanding of modelling, data management and processing. She/he takes active part in the execution of all related deliverable and support the Lead Climate Adaptation and Resilience coordinate CSD delivery in this important area of work in relation to policy dialogue and capacity building activities, as well as business delivery. In coordination with all relevant policy and business functions in CSD, the AN-CAR works with sector teams in Banking to scale-up adaption finance and enhance climate resilience of projects and clients' operations, including the alignment of EBRD financing operations with the adaptation goals of the Paris Agreement.  The AN-CAR works closely with other CSD units and Bank teams including ESD and Risk on: (1) methodologies, tools and other activities for screening and assessing physical climate risks at the project/client level and enhancing the capacity of clients to assess and manage such risks; (2) the attribution and tracking of adaptation finance in EBRD financing operations; (3) the estimation and reporting of project-level climate resilience results and outcomes.  In addition, the AN-CAR supports the Lead Climate Adaptation and Resilience in the interactions with external partners and initiatives in the area of climate resilience and adaptation finance. Accountabilities and Responsibilities Provide technical and analytical inputs to support the implementation of the strategy of the EBRD in the area of climate resilience/adaptation.Support the development and application of methodologies and approaches to assess climate adaptation investments, climate risk assessment and to deliver the necessary capacity building.Research, develop and apply climate resilience analytics, metrics and indicators to projects and policy activities.Contribute to the development and application of Paris alignment methodologies in the area of climate resilience.In the area of climate resilience and adaptation, support project teams in Banking with the review and assessment of EBRD projects across all economic sectors:to assess projects for exposure to physical climate risks that may need to be addressed during the project cycle;to identify and attribute adaptation/resilience finance;to determine alignment with the goals of the Paris Agreement.Support the design and execution of policy dialogue engagements to promote adaptation and resilience reforms at a client and country level.Work alongside colleagues in CSD, Environmental and Sustainability Department and Risk Management on the further development and application of tools and approaches to identify, assess and manage physical climate risks at the project/client level, across EBRD investment operations and policy activities. Knowledge, Skills, Experience & Qualifications Main qualifications, experience and skillsMaster's degree (preferably) in climate science, engineering, economics, risk management, energy, environmental and/or relevant experience applicable to climate resilience and adaptation. Role Overview OCE consists of a team of around 16 economists and analysts. Purpose of Job The Assistant is responsible for administrative support and secretarial assistance to senior and/or other allocated managers from the team. The role is responsible for the smooth running of the managers' business activities including travel planning and expenses, diary and internal high level meetings Inc. committee meetings.  For this role to be successful they need to interact across the whole of the EBRD up to and including Managing Directors and where applicable external clients & service providers Background The Assistant provides secretarial and administrative support to Director, Senior Managers, Managers and assists other Assistants/Officers in the team as and when required. In the absence of the manager, ensures routine office support procedures are carried out, covering Assistants' absence and providing guidance & coaching to junior secretaries when required. This role will entail dealing with colleagues in the Resident Offices as well as in the Headquarters, which in turn also includes various departments. Accountabilities & Responsibilities Manage and coordinate hotel/travel arrangements, itineraries and arranging visas, renewing passports as required to ensure travel arrangements run smoothly. Carry out all secretarial and administrative duties for Director/Manager to enable smooth running of the office.Managing diaries, arranging internal and external meetings and conference calls, receiving visitors ensuring that each meeting is seamlessly executed.Correspondence ? drafting, checking and/or proofreading as neededObtain the appropriate sign off on documents when required ensuring that they are signed or coordinated in a timely manner.Take minutes at meetings ensuring all key points are captured, summarised and effectively presented to the manager. Prepare Powerpoint presentations and other material for meetings / committeesDraft routine business correspondence for Director's signature. Prepare, draft and check team documentation ensuring quality management control.Responsible for arranging all elements of travel according to EBRD policy and claiming expenses in a timely manner to ensure the Director/Manager does not incur any unnecessary delays in receiving payment.Maintain comprehensive filing in various hard copy and electronic systems and archiving for Managers'/team to ensure instant retrieval of documents. Organise and coordinate filing in various electronic systems i.e. Live link including all aspects of safekeeping if applicable. Overall coordination and responsibility for the information added, ensuring quality management and control of the information.May manage and coordinate conferences and events by being well organised, paying the utmost attention to detail and trouble shooting on the day to ensure that all runs smoothly and to time.  May act as departmental co-ordinator, IT co-ordinator, HR co-ordinator, Stationery co-ordinator.Organise and coordinate internal departmental events ensuring they are professionally managed to a high standard. Conduct ad-hoc or specific tasks assigned by Line Manager which may be related amongst others to pipeline or reporting. Maintain Team shared calendar, Weekly Whereabouts, & Contact Database.Depending on the Team/location may be responsible for the team's sick record by updating absences in SAP HR ensuring an accurate and up to date record is available. Provide secretarial cover during absences and provide handover notes to ensure a smooth transition. Knowledge, Skills, Experience & Qualifications Academic Qualifications A recognised secretarial qualification would be useful, but is not essential Fluent English, with excellent written and oral communication skills Knowledge of another language (e.g. Russian, German, French, or Arabic) both written and spoken would be useful Experience/Knowledge Secretarial and administrative experience essential.Good organisational skills, proactive and flexible attitude to work essential.Ability to use initiative to undertake tasks and projects without guidance. Good communications skills, including pleasant and efficient telephone manner.Attention to detail and eye for accuracy. Good knowledge of the Department's procedures and the EBRD.Ability to cope well under pressure.Ability to build effective working relationships with clients and colleagues in a multicultural environment.Conscientious, reliable and flexible with a professional and helpful attitude. Strong team player, with the ability to work efficiently and to handle simultaneous assignments involving a wide range of bank-wide contacts.Ability to multi-task while remaining calm and professional and a capacity for hard work.Excellent interpersonal manner, including tact and diplomacy.Ability to exercise judgment on and deal discretely with confidential/sensitive information and data.
