At the same time, it will integrate tailored actions for women to increase their entrepreneurship skills and economic competitiveness, but also support national stakeholders to improve and implement the regulatory and policy frameworks on economic empowerment of women. Additionally, the project interventions will aim to improve prevention of gender-based violence, work on behavioral change towards strengthening the culture of reporting and supporting women and girls in exercising their rights and reaching out to recourse mechanisms, it will expand and strengthen specialist services. Finally, it will enhance the overall planning, coordination and oversight of the progress on implementation of the Ending Violence Against Women (EVAW) programme, through the technical support in the establishment of the National Agency for Prevention and Combating Violence against Women and Domestic Violence, approved with Government decision accompanied by allocation of resources in the 2023 budget.The project will contribute to the implementation of the Country Level Implementation Plan (CLIP) of Moldova of the Gender Action Plan III[1] and is fully aligned with the priority 5 of the Multiannual Indicative Programme (MIP) 2021-2027: a resilient, gender equal, fair and inclusive society[2]. As well it will contribute directly to the implementation of the national priorities set in the National Development Strategy "Moldova -2030", the Government Programme on Gender Equality (2023 – 2027), the RoadMap for Economic Empowerment of Women, the National Programme on Ending Violence against Women (2023-2027), as well as to the gender responsive provisions of the National Strategy for Public Finance Management (2023-2030) and related programmes and the National Strategy Public Administration (2023-2030). This role is responsible for the design and coordination of civil society advocacy and leadership within the Action Coalitions (AC) and will oversee the capacity strengthening programme for civil society leaders within the Action Coalitions and provides analysis on civil society's effective engagement in the ACs. It also provides strategic policy, coordination, and management of Generation Equality's work on advocacy and partnership building with civil society constituencies, and provides strategic support to UN Women's regional and country offices to ensure the implementation of the Generation Equality Forum outcomes areas as outlined in the Generation Equality project document. In 2022, the WPHF Funding Board established a new window for the protection and advocacy of Women Human Rights Defenders (WHRDs), as well as a the WHRDs Window Unit to be hosted by the WPHF Secretariat. The WHRDs window provides two types of support: (i) safety net grants to cover for protection and livelihood expenses of WHRDs at risks from crisis and conflict settings (implemented together with INGOs partners) ; and (ii) direct logistical support for their participation in events and decision-making processes (implemented directly by the WHRDs window unit). Head of the Central Asia Liaison Office - P5

BackgroundUN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.In a frame of implementation of its regional Strategic Note (SN) for 2022-2025, UN Women Europe and Central Asia Regional Office (ECARO) intends to deepen sub-regional approaches through the development and implementation of tailored sub-regional strategies/roadmaps. This Roadmap for the Central Asia sub-region, covering all five countries namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, was developed through analyses related to progress and perspectives for gender equality and women's empowerment and other related issues in Central Asia and the broader region, including national strategies and actions plans, strategic documents of UN Women and UN system as well as other regional partners. It also builds on the results of extensive multi-stakeholder consultation including with UN Women staff, other UN agencies, both in-country as well as on regional level, and all key partners and collaborators of UN Women in Central Asia. UN Women considers: i) the presence of genuine sub-region-specific issues (such as trade, infrastructure, transboundary water, cross-border issues, and climate change) with direct and indirect implications for Gender Equality and Women's Empowerment (GEWE); ii) on-going sub-regional cooperation, including  specific sub-regional process and institutions (in Central Asia, especially SPECA, CAREC, UN RCCA, IFAS, and several others), and , given similar issues and drivers; iii) conducive environment and potential for peer learning and knowledge transfer, including using a 'peer pressure' to advance various agendas.To support the implementation of the Roadmap, ECARO intends to hire a Head of the Central Asia Liaison Office (P5) who will also serve as a Representative to Kazakhstan and based in Almaty, Kazakhstan, to liaise on behalf of the UN Women Regional Office with all Central Asia countries.  The Head of the Liaison Office will strategically focus on the normative and coordination aspects of UN Women's mandate, fostering knowledge exchange and partnership development in GEWE technical policy advice, advocacy, and strategic negotiations with sub-regional stakeholders for resource mobilization and sub-regional programme development as relevant.The scope and depth of work for the Head of the Liaison Office require a mastery of gender and developmental issues, extensive experience in political, analysis and advocacy work, management expertise, skills in formulation of strategic results-oriented programmes that align with UN Women strategic vision and mandate, and the capacity to engage in political dialogue and negotiations with member states, donors, and other strategic partners. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the most disadvantaged women. It offers women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this through partnerships with implementing organizations on the ground. In its first phase (2018–2024), SCE is being piloted in six countries: Australia, Cameroon, Chile, India, Jordan, and Mexico, representing three different contexts: low and middle-income countries with pockets of exclusion, marginalization and poverty, including among indigenous groups; fragile and crisis countries with mass displacement and refugees; and a developed context with marginalized groups of refugees, migrant and indigenous women.  SCE is now in a critical phase of resource mobilization and targeted communications work as well as consolidation of knowledge and lessons learned from the pilot.
