MSF ou Médecins Sans Frontières est une organisation humanitaire internationale qui apporte une aide médicale d'urgence à des populations confrontées à des crises menaçant leur survie, et ce, depuis bientôt cinquante ans. D'ailleurs Médecins Sans Frontières a reçu le prix Nobel de la Paix en 1999. Zones de conflits armés, épidémies, pandémies, catastrophes naturelles ou accès limité aux soins de santé, voici nos terrains d'intervention. Toutes ces situations nécessitent des ressources médicales et logistiques adaptées dont les autorités sanitaires et les ministères de la Santé ne disposent pas, ou pas en nombre suffisant, c'est pourquoi une assistance médicale internationale est essentielle aux populations.

 

Si vous avez entendu parler des actions humanitaires MSF, c'est parce que MSF prend la parole publiquement pour tenter de faire sortir une crise de l'oubli, alerter l'opinion sur des exactions commises loin des caméras, critiquer les insuffisances du système de l'aide, ou lorsque l'assistance est détournée de son objectif premier pour servir des intérêts politiques. 

 

Réunies autour d'une même charte, les équipes de MSF sont composées de personnel médical, logistique et administratif venant de tous les continents. Volontaires internationaux ou employés localement, ces équipes apportent leurs secours dans le respect des principes de l'action humanitaire et de l'éthique médicale.

ContextMédecins Sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemic diseases. In the MSF Operational Centre of Geneva (OCG), the steering and implementation of field programmes is under the responsibility of an Operations Department, which includes direct medical support to field implementation ensuring fundamentals are reached in all projects. The development of technical and/or strategic solutions adapted to complex medical challenges faced in the field, or to fulfill chosen medical ambitions, is under the responsibility of a Medical Department. Collaborative work between the two departments is considered a cornerstone for the organisation to improve the general quality of its projects and the level of care for patients.OCG has set up a matrix organisation to support its operations. ContextIn order to deliver its missions and field teams an improved budgeting tool and analytical accounting model, MSF-CH focused on designing and implementing an analytical model based on budget lines which will further connect the field budget stakeholders and the tools they are using. The model is designed to involve both Finance, HR, Logs, Medical and OPS domains.The project was piloted in Iraq in 2019 and extended gradually within MSF Switzerland to reach a total of 9 missions deployed (40% of planned 2021 and 2022 ops volume).The coming project phase, starting mid-22 will consist of the full deployment in OCG missions.Technically, the project is connecting MSF-CH budgeting tools (Fin and HR matrices), Unifield (Accounting and supply ERP), medical items management tools, Homère (local staff HR payroll), D365 (international staff HR management) and Powerbi to ensure data visualization.To support this project, MSF-CH is opening two positions of Flying CAM Implementors. The holder of the position will ensure the project and its components are implemented in the field and users are proficient and autonomous in the CAM.The position will hierarchically report to the CAM Project Manager. ContextMSF CH has set up a matrix organisation to support its operations.
