Join us with a commitment to help us bring about a more caring society, as Senior Advisor - Programme Quality and Business Development In response to the conflict in Ukraine, Caritas Switzerland (CACH) established its Ukraine Crisis Response programme (UCR) in the first days after Russia's invasion of Ukraine in February 2022. CACH UCR focuses primarily on response within Ukraine, but also in neighbouring countries affected by the crisis, particularly Poland. CACH works through partners, taking the localization of aid approach in its response, and focuses on bringing technical value-added specifically in the field of cash and markets, shelter, IM and ICT4D. Details are provided in the Terms of Reference Your duties1. Programme Quality and Learning and StrategySet up regional Programme Quality and Learning (PQL) framework, incl. tools and ICT4D solutions. Lead on PQL strategy development ensuring balance between immediate programme utility and long-term vision. Provide surge support to the starting Cash and Voucher Assistance (CVA) programming, incl. technical accompaniment. Carry out other tasks assigned by the supervisor. 2. Organizational Development of Partners on Programme Quality Capacitate partners in market assessment and monitoring, preparing needed tools and training staff as necessary. Prepare Monitoring, Evaluation, Accountability and Learning (MEAL) plans and frameworks in collaboration with partners and programme staff. Facilitate building of organization-wide vulnerability models and related vulnerability scoring systems. Test and validate the models together with the partners. Accompany partners to deploy developed tools and strengthen their capacity in PQL, MEAL, CVA, market assessment and monitoring. Carry out other tasks assigned by the supervisor.  3. Programme Quality Operational Setup Build a strong national PQL team (structure, profiling, recruitment, induction and training). Carry out other tasks assigned by the supervisor.  4. Business Development and Growth Develop high quality project proposals and related needs assessment frameworks and data analyses. Contribute to regional strategy development from growth perspective. Our requirements1. Education Master's degree in a work-related field. 2. Professional Experience At least 5 years of relevant experience. Experience working in partnerships and within localization of aid work modality. Successful track record in project development and acquisition. Experiences working with INGOs, international organizations or alike. Working experience in Ukraine and/or in an emergency response an asset.  3. Skills Knowledge of ONA, Kobo Toolbox, Tableau and other IM platforms. Knowledge of market monitoring and assessment methodologies, including the JMMI scheme. Advanced knowledge of Microsoft Excel.  4. Competencies Highly organized, good capacity of analysis and synthesis. Strong experience with modern technology and modern management tools. Cultural-sensitivity and strong inter-personal skills. Ability to cope with stress and to work independently under difficult circumstances and with minimal supervision. Willing to travel to Ukraine if the security situation allows. Respect for the special vision and mission of Caritas. Understanding that appearances are important in local context and willingness to present self with professional attire at all times in the working environment. Flexibility and readiness to take on additional tasks.  5. The full version incl. application procedure can be found here: Terms of Reference Between May 2016 and December 2021, CACH has been implementing the project Jobs and Income Generation in the Agricultural Sector of Bosnia and Herzegovina (IGAS).Your dutiesThe overall objective of the project was to improve socio-economic development in specific regions of Bosnia and Her-zegovina through the creation of income opportunities and jobs in agriculture, mainly by supporting small farms. Specifically, the project aimed to improve the economic opportunities and income of people linked to agricultural production and the corresponding value chain. In addition, the target group was to be enabled to take advantage of economic opportunities and participate in the market system.With this project, CACH consolidated the achievements of previous project phases in the area of job and income creation in the agricultural sector. The proven CACH approach was to promote overall socio-economic development in the project regions and, among other things, to help reduce the pressure of migration of the local rural population to other regions in Bosnia and Herzegovina or abroad. To ensure sustainability, the project served to strengthen institutions that had been established with the support of previous CACH project phases (e.g. producer associations, extension services, national umbrella organization). Finally yet importantly, in a broader sense and context, the project aimed to further inter-ethnic rehabilitation through cooperation across ethnic boundaries and identification of common interests. Rebuilding a viable and stable multi-ethnic society was and is a contribution to stability in the region and to securing better economic prosperity in the future. The purpose of the evaluation is accountability and to serve as a learning experience as well as to draw conclusions for the follow up of a potential new project phase or similar activities in other projects and in regard to the CACH Country Strategy 2021 - 2025. It should give insight into the achievements and/or shortcomings of the chosen approaches and methods. In particular, it should draw conclusions and give recommendations. Deliverables and TimeframeThe final evaluation mission for the PEACH project shall take place between May and June 2022 in BIH. The overall assignment should be accomplished in 25 working days, including all field visits. The deliverables (in English) include a presentation about the evaluation and its process, an inception briefing session, a debriefing workshop and a final evaluation report, not exceeding 30 pages. Including an executive summary not exceeding 2 pages, a presentation of findings (statement of facts), conclusions, lessons learned and recommendations, structured in a logical line of arguments (recommendations deriving from conclusions; conclusions sourced in the facts and findings).   QualificationsMaster's degree or equivalent in development science, economics, agriculture, research, livelihoods studies, information and data management / statistics, etc.Relevant professional / academic background and proven experience in MEALRelevant professional and academic background and proven experience in all phases of the project cycle management (PCM)Familiarity with the context of BIH or the Western Balkans is an assetLanguage: Excellent oral and written English.
