Team Leader Support to Civil Society (F/M/D) - 100% based in Tirana, Albania

Our vision is a just world in which all people determine the course of their lives in dignity and security, using environmental resources in a sustainable manner.For an anticipated project in 2024, we are looking for a competent and innovative: The recruitment is subject to funding by the Swiss Agency for Development and Cooperation (SDC).Support for democracy and civil society in Albania has been a key focus for both domestic and international organizations. Promoting democratic governance, human rights, and the active engagement of civil society is seen as vital for the country's development and its path toward EU integration. The environment for the work and development of civil society is constantly changing at global, European, and national levels. Civil society organizations are increasingly recognized as essential actors in building sustainable and resilient societies, as well as reliable providers of social services and advocates for social change. The upcoming 'Support to Civil Society' project in Albania aims to enable civil society actors both:a) as independent development actors in their own right, with their own priorities, plans and approaches and b) as development cooperation implementing partners. The project will have three main intervention objectives:I. Incentivize effectiveness, transparency and accountability of civil society organizations (CSOs) by supporting CSOs and non-for-profit media organizations and with core support, as independent development actors in their own right. II. Support CSOs as actors of change to achieve development objectives in areas of democratic governance, economic development, climate change and health. This support will be designed upon the following principles: youth oriented and promoting cross sector partnerships between CSOs and non-for-profit media organizations, academia and private sector in influencing changes in policy and decision-making. III. Horizontally, the project could also engage in contributing to strengthening the enabling environment for the civil society, with a focus on strengthening the implementation of "Law 146/2014 on Public Notification and Consultation". The inception phase is planned to start on May 1, 2024 and will be succeeded by a four year implementation phase – Phase 1 (subject to the donor's approval, implementation Phase 1 expected from 01.01.2025 until 31.12.2028). Your main tasksInception Phase: Your main responsibility is to engage in a participatory planning with the targeted beneficiaries to enable the development of the full project document by bringing all system actors together complying with SDC guidelines; define baselines, indicators and targets; validate the intervention strategy; adequate involvement of the Embassy in Albania in the planning process to ensure shared agreement on strategic elements; coordinate with all relevant actors to avoid overlaps and create synergy / added value; milestones for the draft and final project document will be defined in agreement with the Embassy; and an economic and financial reflection should take place. Phase 1: Your main responsibility is to lead the overall management of the project through high quality project implementation, including administrative and financial supervision and coordination with partners and stakeholders, according to the project document and following SDC requirements. You will ensure close and continuous cooperation with the Embassy of Switzerland in Albania and SDC projects in Albania. Synergies and complementarities with other donors' programs should be ensured continuously. You will provide support to the Swiss Embassy with comments and advice on demand on the topics of the project, notably for the embassy's policy dialogue and donor coordination efforts. Organize field visits for the Embassy staff when needed. You will also provide high quality strategic steering and technical support and coordination through trainings/workshops and continuous informal coaching and advice. You will also ensure the development and strengthening of the monitoring and results measurement (MRM) system of the project, as well as knowledge management for steering, accountability and learning. Your tasks in administrative and financial supervision will ensure that the project complies with organizational administrative requirements and procedures, including time registration, reporting and controlling needs, preparation of financial statements with partners and other relevant requirements for a successful project implementation. You have overall responsibility for the regular reports to SDC, the preparation of the steering committee meetings and the adaptation of the project based on its decisions.
