As part of the development of its activities in Eastern Europe, Coginta is looking for long-term senior experts (9+ years of experience) with relevant expertise and experience in the areas listed below. 1. PROFILE Thematic expertise Interested candidates should demonstrate concrete experience of at least 5 years in Eastern Europe in one or more of the following fields: - Security sector reform and governance - Integrity, transparency and accountability in security sector - Strategic development and change management in security sector - National security and public diplomacy - Critical infrastructure security and resilience - Transnational organized crime - Crisis management and risk mitigation - Civil protection and emergency management - Cyber security risk management - Strategic and crisis communication Skills and experience - Experience in concrete programming on any of the aforementioned topics, including planning, implementation, financing and resource mobilization, and multi-stakeholder coordination. - Experience in conducting specific research and analysis. - Excellent capacity for conceptual and strategic analysis, as well as the formulation of strategic advice. - Good knowledge of institutional mandates and relevant laws, policies and guidelines. - Knowledge and/or experience in complex political and geopolitical contexts. - Understanding of the multidimensional nature of fragility (economic, environmental, human, political, security and societal), conflict and violence. - A willingness to work in conflict-affected and/or fragile contexts. - Sound political acumen and a capacity to multi-task. - Fluency in professional English is required (both written and verbal) and knowledge of national languages (Russian, Polish, Ukrainian, Serbo-Croatian, Czech, Bulgarian, Macedonian, Belarusian, Slovak, Romanian) is an asset. - Ability to draft strategic notes, work well with others and to build consensus on complex issues. - Good partnership skills with a wide range of actors and the ability to develop productive working relationships. 2.
