Headquartered in the Republic of Korea, GCF operates with a diverse and talented workforce of over 300 people.    Position Objective The Head of Sustainability and Inclusion, reporting to the Chief Strategy and Impact Officer, is responsible for ensuring that GCF's projects and programmes are sustainable and inclusive by developing, updating and implementing a suite of related policies and safeguards standards and procedures. S/he is responsible for this work across four workstreams: environmental and social safeguards (ESS); safeguards against sexual exploitation, abuse and harassment (SEAH); ensuring a gender-responsive approach through gender mainstreaming; and driving implementation of policies and activities related to Indigenous Peoples matters, including supporting the Indigenous Peoples Advisory Group. The Head of Sustainability and Inclusion develops and fosters relationships with partners and stakeholders on sustainability and inclusion matters related to the investment cycle. S/he monitors the development of global theory and practice on sustainability and inclusion to ensure that GCF remains current and incorporates relevant innovations. The Head oversees the team of professionals providing due diligence on environmental and social inclusion across the investment cycle. . S/he also works closely with the Office of the Chief Investment Officer to promote integration of safeguards, gender equality, Indigenous People's rights, sustainability and social inclusion in GCF's advisory on environmental and social inclusion across the investment cycle. S/he tracks developments in social and sustainability sciences relevant to climate finance and climate action to ensure GCF practice reflects the best of current approaches and advises GCF management on the implications of relevant social, political and environmental megatrends.    Purpose  - Oversees the GCF's implementation and processes in relation to environmental and social safeguards to ensure consistency and compliance of funding proposals and sub-projects with the GCF's environmental and social safeguards standards and policies. - Stays informed on evolving global practice and serves as a thought-leader on social inclusion and gender equality across GCF's policies and programmes. - Advises on operational practices related to social inclusion and sustainability, including going beyond safeguards approaches to promote the achievement of social co-benefits. - Monitors international standards of environmental and social safeguards, and strategizes on how to ensure that GCF's standards are kept up-to-date with international best practice. - Integrates the four different sustainability workstreams delivering a coherent programme of work. - Imparts authoritative advice that combines operational and political perspectives in relation to safeguarding and promoting co-benefits. - Identifies and analyzes lessons learned from across the portfolio of projects and programmes to enable innovation and development on sustainability and inclusion matters. - Leads GCF's engagement with the Independent Redress Mechanism.   Engagement - Advises GCF stakeholders on effective implementation of the GCF's environmental and social management system. - Ensures GCF supports national designated authorities and accredited entities to deliver GCF's social and sustainability standards and policies, including effective systems of redress where performance falls short. - Showcases the value of ensuring that investments are sustainable and inclusive, including through due diligence assessments, to influence management decisions and relevant decision-making bodies. - Compels GCF to strengthen sustainability safeguards, as necessary, to optimize activities funded by GCF and protect GCF's reputation. - Develops, updates and implements systems for monitoring and evaluating the portfolio against environmental and social standards established to ensure portfolio implementation and deployment of adaptive measures are timely and effective. - Supervises and motivates team members to excel in their individual specializations while ensuring coherence. Resolves escalation of policy conflicts and optimizes the ability of the team to perform the due diligence function. Delivery - Strategy and Policy: Oversees the revision and development of GCF's policy and strategy frameworks on sustainability, social inclusion and gender mainstreaming . - Achieves key strategic objectives in GCF strategies, including the successful execution of planned initiatives and the deployment of capital according to the 50by30 strategic objectives. Further develops the strategic direction of the sustainability and inclusion function and develops the team members' capacities to deliver on their tasks in line with GCF's strategy. - Leads implementation and effective management of the GCF's environmental and social management system to ensure alignment with GCF's objectives and set strategic goals across the four workstreams. - Implements a systemic process to capture knowledge and lessons learned on ESS, SEAH, gender and Indigenous Peoples matters to strengthen the due diligence process and enhance co-benefits and make them accessible to stakeholders. - Innovation: Fosters a culture of innovation within the organization, promoting adaptive strategies to address evolving environmental and social issues. - Board: Provides timely, accurate, and comprehensive Board reporting as required and leads implementation of relevant Board decisions.    Requirements (Education, experience, technical competencies required of the job) - Advanced university degree (Master's degree or equivalent degree), in particular in Sustainability Management, Environmental Management, Social Sciences, Environmental Economics and Policies, Social Development, or other relevant fields; A First Level University degree with additional 2 years of relevant experience may be accepted in lieu of the Master's degree requirement - At least 15 years of relevant experience, including at a management level and experience in the design and implementation of environmental and social management systems, safeguards systems, environmental and social due diligence and monitoring of programmes, projects and activities supporting developing countries; - Demonstrated track record of leadership in applied social analysis in the context of an international development or environmental organization; - Deep operational expertise in project finance and investment from origination to implementation, particularly in integrating environmental and social matters into programming;  - Broad knowledge of climate change and climate finance operations; - Strong interpersonal skills and demonstrated ability to develop and manage relationships with a diverse range of internal and external stakeholders and partners, including other units in GCF, government entities, private businesses, investors, NGOs, and international organizations; - Understanding of international climate organizations and their programming work is an advantage; - Demonstrated experience in recruiting, managing, and mentoring culturally diverse and highly skilled technical teams;  - Fluency in both written and spoken English is essential; knowledge of one or more languages is an advantage.   Competencies - Demonstrates competencies for vision, leadership, empowering others and managing performance, including through the following behaviors: - Inspires and guides teams to achieve organizational goals through effective decision-making, vision-setting, and motivation; - Strong communicator and collaborator. This role is critical for ensuring a cohesive, productive, and compliant workforce that aligns with the GCF's mission. The Director is responsible for the articulation of a holistic people strategy that supports the achievement of the Fund's strategic objectives. The GCF contributes to achieving the objectives of the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. In the context of sustainable development, the GCF aims to promote a paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to climate change, while accounting for their needs and supporting particularly those that are vulnerable to the adverse effects of climate change. The GCF is governed by a Board, composed of an equal number of members from developed and developing countries. It is operated by an independent Secretariat headed by an Executive Director. The Independent Evaluation Office (IEU) of the GCF, is mandated by the GCF Board under paragraph 60 of its governing instrument inform its decision making. Specifically, the governing instrument states À the Board will establish an operationally independent evaluation unit as part of the core structure of the Fund. The head of the unit will be selected by, and will report to, the Board. The frequency and types of evaluation to be conducted will be specified by the unit in agreement with the Board.? The objectives of the IEU include: - Informing decision-making by the Board and identifying and disseminating lessons learned, contributing to guiding the GCF and stakeholders as a learning institution, providing strategic guidance; - Conducting periodic independent evaluations of GCF performance to objectively assess the results of the GCF and the effectiveness and efficiency of its activities; and - Providing evaluation reports to the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement for purposes of periodic reviews of the Financial Mechanism.   Position Objective The Impact Evaluation Officer will be responsible for supporting the capacity building, advisory services efforts and impact evaluations of the Unit. As such, the Impact Evaluation Officer will be an integral part of the CAP workstream, and the IEU's LORTA programme. Specifically, s/he will be contributing to developing the evaluation capacity building training and providing/tailoring the relevant training services to GCF's stakeholders.  S/he will also be responsible for supporting the team in designing, implementing, analyzing, report writing and disseminating impact evaluations within the programme. S/he will collaborate with other members of the unit, partners, and stakeholders to develop capacity building materials on evaluation and impact evaluation design that measures the causal impact of the GCF investments. In addition, s/he will conduct capacity building of GCF Accredited Entities on evaluation in general. The incumbent will directly report to the Capacity Building Workstream Lead and/or the IEU Head of the office.  Purpose  - Assist managing a subset of the LORTA portfolio by overseeing activities related to preparation and implementation of the impact evaluation; - Provide analytical and operational support for policy, evaluation, learning and synthesis papers and related products, including but not limited to, evaluation policy, evidence gap maps, thematic and strategic evaluations; - Support any additional analytical and operational tasks as assigned by the IEU;   Engagement - Engaging with GCF staff and stakeholders from accredited entities, development partners, executing entities and other GCF stakeholders to help with the implementation of the LORTA programme; - Participate in IEU evaluations as required and also provide advice to its various evaluations on type, use and access to different kinds of quantitative data as well as quantitative methodologies; - Engage with consultants, experts and stakeholder groups for surveys both on- and offline, (phone) interviews and other types of data collection; - Present at events and conferences on behalf of IEU; and - Participate in official missions as required.   Delivery - Provide support for GCF Board meetings and other events and meetings related to the functioning of the IEU, for example assisting in the preparation of relevant documentation, taking meeting minutes, preparing summaries of discussions, meeting reports, drafting agreements and other legal documentation; - Organize LORTA-related workshops, develop teaching modules, generate knowledge products, and deliver events for disseminating the work of the IEU and for enhancing the capacity of IEU stakeholders to have credible, high-quality evidence for evaluations; - Provide econometrics and survey related advice to the team including using and reliability of different techniques and supervise the team in undertaking field-level data collection, sample size calculations and econometric estimations; - Develop evaluation capacity building training materials and provide training services to relevant GCF stakeholders in collaboration with other members of the unit;     Requirements (Education, experience, technical competencies required of the job) - Master's Degree in economics, public policy, applied social sciences or related fields; PhD preferred.  - At least four years of relevant work experience in managing and conducting impact evaluations, quantitative and qualitative evaluations, or project and thematic evaluations in the development or climate change field; - The role requires an excellent understanding of quantitative and qualitative research methods including descriptive, experimental, and quasi-experimental, and qualitative methods.  A strong understanding and experience of running randomized controlled trials, conducting analysis using non-experimental methods including difference-in-differences, matching and other counterfactual techniques are a must - Proven track record in the application of statistical and GIS software packages (STATA, R and GIS software such as ArcInfo and/or ArcGIS etc.) for evaluation project work; - Proven track record in data management and analysis in relevant development and environmental projects, including field experience and experience with larger panel datasets; - Experience in conducting research analysis and articulating findings and recommendations; - Familiarity of and work experience in multilateral climate funds or public health or project financing, and or UNFCCC framework;, preferably  - Suitability to undertake the responsibilities mentioned above at the required level, with the following: (a) Proven application of expertise, knowledge within the area of evaluation and data analysis, (b) A team player with a proactive and can-do attitude. - Ability to articulate complex issues verbally and in writing in a concise manner; - Experience in an international setting, and ability to work independently and take initiative in response to the IEU's needs; - Ability to support the establishment and maintaining relationships with key partners ? including but not limited to the ability to represent the unit and interface effectively with stakeholders; - Exceptional organizational skills, ability to facilitate communication between various levels of management and work independently in order to meet deadlines, ability to multi-task and pay close attention to detail; - Willingness to cooperate with other staff in a team and contribute to a harmonious environment is essential; - Experience of establishing strong working relationships with colleagues from different functions and cultures. Headquartered in the Republic of Korea, GCF operates with a diverse and talented workforce of over 300 people.    Position Objective The Independent Redress Mechanism (IRM) is an accountability mechanism of the GCF. The IRM responds to complaints by people who believe they have been adversely affected by GCF projects or programs. The IRM also accepts requests by developing countries for the reconsideration of proposals that were denied funding by the GCF Board. Additionally, the IRM has a mandate to provide advice to the Board on GCF's operational policies and procedures, based on lessons learned from our cases.    The Compliance and Policy Lead (CPL) will report to the Head of the Independent Redress Mechanism and will be responsible for executing and managing the Advisory and Compliance Review functions of the IRM and will provide guidance on all policy matters.  This role will require some travel. Compliance Function: The IRM receives complaints from project-affected people. If a complaint is declared eligible, it may enter a problem-solving process or a compliance review process. To lead its compliance function, the IRM is seeking a highly qualified professional to execute, manage and supervise all procedural and substantive steps related to the compliance review process.    In line with international best practices, the CPL will ensure that the IRM effectively conducts compliance appraisals and investigations pertaining to the processing of complaints filed by person(s) who may have suffered adverse impacts through a GCF project or programme.  The CPL will have extensive experience in the application of environmental and social standards. Currently the IFC Performance Standards serve as the interim Environmental and Social Standards of the GCF.   The CPL will be responsible for managing all aspects of a compliance review process, including but not limited to crafting terms of reference for investigations, leading the organization of missions to project sites, conducting interviews with stakeholders and witnesses, managing budgets, conducting research, and producing relevant procedural documentation such as compliance appraisal reports, compliance review reports and case monitoring reports. The Compliance and Policy Lead will ensure monitoring of decisions taken by the Board following IRM recommendations in compliance investigations.   The CPL will be responsible for supervising and managing staff and consultants tasked with the processing of a case.    The CPL will also be responsible for managing and executing relevant responsibilities related to the Advisory mandate of the IRM, as needed. Per the Terms of Reference, the IRM provides systemic advice to the GCF on policies and procedures with an eye to improving GCF performance and outcomes. The CPL will support the Head of the IRM in identifying lessons learned from casework and feed these back into the GCF and other relevant entities to improve the performance and outcomes of GCF activities.    The CPL will support the Head of the IRM in managing and contributing to advice and/or comments provided to the GCF Secretariat or the Board and the Ethics and Audit Committee on GCF Policies and Procedures as well as the with the preparation of the Work Plan and Budget.     The CPL will contribute to other IRM initiatives around advisory and capacity-building mandates of the IRM, as relevant, and to act for and represent the IRM towards GCF stakeholders. Purpose  - Lead the compliance review function, including leading on compliance appraisals, investigations and/or monitoring of complaints/grievances;  - Lead the compliance cases and related allocation of resources in close coordination with the Head of IRM and take full ownership for the development and efficient management of processes including all related deliverables in line with the TOR/PGs/SOPs. Ensures full documentation of all related activities. - If relevant, lead on processing of reconsideration requests, in line with TORs/PGs/SoPs of the IRM. - Develop compliance investigations training and awareness programs in coordination with IRM colleagues, offices of the Secretariat, and partner institutions.  - Support the development, implementation, and maintenance of recommendations to prevent and address non-compliance with GCF policies; - Collaboratively develop, implement, and participate in monitoring activities under proactive prevention and detection initiatives, other IRM projects, and ad hoc assignments. Make policy related recommendations where compliance review findings so warrant.     Engagement - Provide guidance on the conduct of compliance reviews and investigations and the delivery of related advisory services to the Secretariat. - Lead on the preparation of procedural and substantive communications pertaining to compliance reviews to the Ethics and Audit Committee, the Board, and external partners.  - Liaise with GCF counterparts and professional networks, including collaboration in joint investigations, information exchange, and knowledge management. - Liaise with and provide regular reports on compliance activities to the Head of the IRM.  - Carry out functions in a way that protects the credibility of the IRM and supports the Head of the IRM in identifying lessons learned.  - When delegated by the Head of IRM, lead advisory initiatives.  - Participate in and provide support for the GCF's board meetings; meetings of the Ethics and Audit Committee (EAC) and other internal/external events related to the IRM. Delivery - Under the overall authority of the Head of the IRM, manage IRM compliance investigations and assigned staff members and consultants, including their recruitment, supervision, mentoring, evaluation, and skills development.  - Prepare and/or supervise the formulation of detailed compliance investigation reports that will be submitted to the Executive Director, the Ethics and Audit Committee of the Board, and any other relevant authority as prescribed in applicable GCF Policies.   - Ensure the continued monitoring of cases following such a decision by the Board and ensure all monitoring activities are documented. - Prepare statistics and information for reporting to the Ethics and Audit Committee and to the GCF Board on the performance and outcomes of the compliance review and investigation function of the IRM.  - Prioritize and plan the use of resources and budget to achieve required outputs and results; - Support the drafting of Annual Budget and Work Plan; - Contributes to the preparation of periodic progress reports to the Board, the EAC and the general public.  - atives on employee engagement and business outcomes to optimize HR processes.   Requirements (Education, experience, technical competencies required of the job)   Education - Master's degree in a subject relevant to compliance, law, public administration, management, or governance.   Experience - Minimum thirteen (13) years of relevant experience, at least ten (10) years of which should be in either a) undertaking and/or leading compliance reviews and investigations of complaints/grievance cases, preferably at the international level or b)  - Project experience in the implementation of international Environmental/Social standards with an excellent understanding of compliance with such standards. - Project experience in the implementation of Environmental/Social standards and/or analysis of compliance of such standards. - Experience in working internationally and in a developing country context.  Skills - Excellent knowledge of compliance review and investigative techniques, and ability to manage and impart sensitive information. - Strong analytical and legal skills with the ability to interpret complex legal and financial information within the context of applicable environmental and social guiding frameworks;  - Strong advocacy and liaison skills and proven ability to communicate with peers as well as to communicate with GCF stakeholders;  - Knowledge of institutional policy frameworks and environmental and social safeguards and project cycle (required); - Strong ability to analyze, evaluate, summarize and effectively present technical information; - Demonstrated capacity to produce concise and thorough reports of assessments, recommendations, case studies and reviews; - Knowledge of the use of digital investigation tools is an advantage;  - Excellent command of the English language, both written and spoken, together with the excellent English drafting skills; and  - Familiarity with other UN languages is an advantage.     Competencies - Demonstration of having worked with a high level of independence, integrity and impartiality; - Ability to use well-reasoned and considered judgement on sensitive matters in complex situations;  - Results-oriented and resilient;  - Effective team player with the ability to persuade and influence colleagues; - Strong interpersonal skills, and highly developed cultural and gender sensitivity in communicating with all levels of staff, stakeholders including external clients, both orally and in writing; - Capacity to work effectively with a range of stakeholders including private sector, government, NGOs and project affected communities; - Highly motivated individual who can juggle multiple priorities, working within tight deadlines; and  - Committed to the mission of the GCF including its multicultural environment.    The closing date for application is 05 May 2024.
