The [Swiss Platform for Sustainable Cocoa ](https://www.kakaoplattform.ch/)(SWISSCO) and the [Swiss Sustainable Coffee Platform](https://www.coffeeplatform.ch/) (SSCP) are two multi-stakeholder platforms which foster collaboration to increase sustainability for the key commodities cocoa and coffee for Switzerland and their respective value chains, together with private sector stakeholders, non-governmental organizations, and research institutes, supported by the State Secretariat for Economic Affairs (SECO). The respective members of the platforms actively engage to improve the living conditions of smallholder farmers, to protect natural resources, and promote biodiversity in cocoa-producing countries. SWISSCO has been established in 2017, whereas SSCP was launched in 2024. The RHDR will examine the concept of resilience from a human development perspective in Latin America and the Caribbean, emphasizing the concept of agency and the imperative for individuals to have the ability to shape their future. Ultimately, the report will argue for the need to focus on using the opportunities that present themselves today, to build a path towards inclusive and sustainable societies that can withstand future shocks. The report will focus on resilience from a human development perspective and will explore emerging risks from three areas: i) rapidly evolving technology, ii) deepening fragmentation of societies, and iii) a rapidly changing climate demand comprehensive resilience strategy. Emerging risks will change over time, but the capacity to understand their interrelated nature is critical to advancing and protecting Human Development. The nature of risks has fundamentally changed. As economies and nations have become more intertwined, risk itself has evolved. Technology can advance development but also exacerbate inequalities and polarization if unregulated.  Societal fragmentation, driven by low trust, misinformation, and organized crime, weakens governance and social cohesion. Climate change amplifies vulnerabilities, impacting health, food security, and livelihoods.  An integrated, interdisciplinary approach is essential to protect human capabilities and ensure sustainable development amidst these interconnected risks. In this context, RBLAC is seeking to support the professional development of young scholars interested in the Human Development approach and current international development issues, by enhancing their analytical and statistical skills and broadening their conceptual perspectives. Assistant Shelter Officer - P1

Terms of Reference Following an outbreak of violence in Rakhine State in Myanmar on 25th August 2017, in excess of 650,000 Rohingya fled across the border into the Cox's Bazar district of Bangladesh. This influx has more than tripled the existing registered Rohingya population of 212,500, making the total population being hosted in Bangladesh over 890,000, with new arrivals still ongoing.  The speed and scale of this influx exhausted the capacity of the two existing refugee camps and overwhelmed both local authorities and existing humanitarian actors present in the area. Arriving refugees settled in a spontaneous and haphazard manner and makeshift shelters mushroomed along roads and on any available land in the Ukhiya and Teknaf areas. The resulting situation and the severe congestion of the area is presenting severe risks and challenges in terms of access to services, protection, public health and physical safety, e.g. flooding, landslides, fire. Many shelters are of poor quality and constructed in a manner inappropriate to withstand natural hazards – in an area which is prone to cyclones and flooding. Improvements are needed to improve access to services, assistance and enhance the protective environment of the site. The strategy implemented by the Government of Bangladesh has been the establishment of one so-called "megasite" which expands the official Kutupalong refugee camp and the Kutupalong and Balukhali makeshift settlements with additional allocated land. This policy makes the Kutupalong extension the world's largest refugee camp in terms of population numbers, but geographically it covers a fraction of the area (approx. 12 km2) of other sizeable camps.  The first three years after the influx much of the focus of humanitarian actors has been implementation of mitigating measures to avert major disasters during the yearly monsoon and cyclone seasons. A medium- to long-term perspective needs to be maintained, given the assumption that the settlements in Ukhiya and Teknaf that are being managed by UNHCR & others together with their partners, will remain in existence for several years to come. In this context, it is extremely important that these settlements be improved in terms of overall settlement planning; location, delivery and management of basic services; living conditions including public space; and disaster risk reduction. At the same time, the needs of the host communities, particularly in areas where they are living in mixed settlements or in close proximity to the camps, must also be addressed.  UNHCR has over the past three years constructed a wide range of buildings and site-infrastructure through direct implementation using contractors, both with in-house design and with consultants. This position is planned to lead a construction team with 5-8 national engineers. The team will ensure a technically professional and efficient implementation of construction projects such as Health facilities, Learning centres, Distribution centres and facilities for security forces. In addition, the team will ensure construction of roads, bridges, canals and soil-retention structures. Essential - Knowledge of SPHERE standards and the ability to use basic survey equipment, digital cameras, and computer equipment.  - Hands-on technical support including experience in assistance delivery in emergencies and relief operations.  - Knowledge of computer graphics, AutoCAD and mapping software as well as the capacity to use mapping tools (GPS), and digital photographic equipment, and related software (map info etc.).  - Knowledge of 3D Visualization software, 3D Max, Maya, Cinema 4D is desirable.  Desirable - Knowledge of UNHCR system and operating modality. To ensure the most effective response, both quantitative and qualitative data should be gathered on the profile/needs and living conditions of both the displaced population and host community. The incumbent will oversee the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle. In a first instance, the incumbent ensures that the Operation is supported in carrying out shelter and infrastructure needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns. Close and regular contact is also maintained with technical and non-technical staff of UN Agencies, Implementing Partners, and shelter sector members, national and international NGOs and Government Authorities. The incumbent will also participate in discussions relating to shelter and infrastructure coordination and provision. The Assistant Shelter Officer normally reports to a more senior shelter colleague or Technical Coordinator and maintains a strong collaboration with the Shelter and Settlements Section in HQ. The incumbent contributes to ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials. Specialized functions to be dealt with by the incumbent include shelter and general infrastructure planning, design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline. Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.   All UNHCR staff members are accountable to perform their duties as reflected in their job description. Provide technical inputs and advise Programme colleagues during Implementing Partner Selection of shelter sector partners. - Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the population are met. - Support Supply team on matters related to the procurement of construction, infrastructure and other sector related works and services. The Cell Intern function can be part of an academic course ('cursus intra-ou extra academique') or a federal program on professional integration.  For this reason, most placements as Cell Intern require a 3-party convention with the academic institute concerned.   Tasks and responsibilities The responsibilities of the Cell Intern are split as follow: 40% of time dedicated to Operational Support, 40% of time dedicated to HR and Administrative Support and 20% dedicated to Medico-Operational Dossiers. Under the supervision of the Cell Responsible (RP) the Cell Intern supports the Operational Cell as follows:   1.       Operational Support ·  Supports the cell in the organization of meetings (i.e. the weekly cell meeting (Mini Desk), Plan of Action discussions with field teams) including the preparation of agendas, taking minutes and the archiving of meeting documentation. ·  Supports the cell in the management of information such as cell archiving, is the focal point for the online platforms such as Kompas and Share Point and manages the key tools for the organization of the cell (i.e. presence, field visit preparation). ·  Supports the preparation of key Operational documents and Presentations for either internal or external use. ·  Provides support to the RLO (Logistic Referent) of the cell: follow up of material to be sent to missions, ordering of maps via the GIS center. ·  Provides support to the FINOP (Finance Referent) to prepare Power of Attorney for mission teams, follow up of contracts and partnership agreements, and the management of information related to audits. ·  Provides adhoc support to the Directorate of Operations such as management of meetings, minute taking and the coordination of operational and planning documents (portfolio reviews, emergency updates). ·  Monitors the news update and different reports on the context of the countries followed by the cell. ·  By delegation from the RP can be asked to provide operational updates to the HQ (Point Info).   2.       HR and Administrative Support ·  Ensures the updating of the international staff tracking table (HR Update) (mission dates, job openings, obtaining documents). ·  Follows up with international staff on documents required for their departure (informed consents (BIC), proof of life). ·  Organizes briefings/debriefings of international staff with the cell members. ·  Consolidates, monitors and updates pre-departure briefing materials for international staff. ·  Welcome international staff on departure, introduce them to current operations and ensure they have the necessary documents. ·  Compiles a table of the cell's mission positions to be opened, on a weekly basis. ·  Participates in monthly meetings to open positions and present the cell's operational news. ·  Files the job descriptions of international staff as soon as a position is required by the unit's missions. ·  Files documents for anticipated returns. ·  Follows up on other specific HR procedures as needed. ·  Develops HR statistics with the assistance of the RHOP.   3.       Medico Operational Dossiers ·  Each Cell Intern, during the period of employment (from 6 months to 12 months) is expected to work on a Medico Operational Dossier. The intern will be working in the Strategic Planning and Corporate Analysis (SPCA) Unit, within the Programme Effectiveness Team (PET). PET is responsible for driving agile, efficient, and informed analysis and decision-making across all levels of the organization to ensure the most effective programming in diverse contexts. The team's objectives include promoting coherence between corporate strategic and programme planning, transforming programme monitoring, partnership, and risk management, and enhancing organizational performance standards. PET also focuses on streamlining systems and processes for better results measurement and accountability, optimizing business systems and reporting, and leveraging knowledge and learning to improve programme effectiveness. Effective visualization helps users understand and analyze the evidence presented, allowing us to spot patterns, trends, and correlations that otherwise might have gone unnoticed in traditional tables, spreadsheets, or datasets.  The overall purpose of this internship is to support the SPCA unit in data visualization, graphic design, presentation development, and business intelligence tools. The intern will contribute by creating, updating, and enhancing visual solutions that effectively communicate complex data, ideas and timelines. They will collaborate across different D&A Units to ensure that presentations and dashboards are both accurate and visually engaging, helping the organization make data-driven decisions and meet strategic objectives. BERA is positioned around three audience-oriented service lines, namely Public Partners Partnerships, Marketing and Communications and Private and Finance partners, each guided by the Directorate and supported by the Management Support and Strategy and Analytics Teams. BERA has a network of Regional External Relations Teams in five hubs co-led with Regional Bureaux and Representation Offices in Europe, Japan and the US, namely, Brussels, Copenhagen, Geneva, Tokyo and Washington D.C., which manage and strengthen relationships with Public and Private Partners in country and help build a strong brand for UNDP within the local ecosystem including UN partnerships. The Public Partnerships Group (PPG) guides trusted engagement with public partners in support of UNDP Strategic Plan. This involves coordinating multi-stakeholder partnerships including quality assurance; and engaging with key political constituencies and actors, as well as intergovernmental and inter-agency processes. The Public Partnership Group (PPG) consists of five teams: - UN System Affairs, - Partnerships Portfolio Management, - Performance and Analysis Portfolio, - International Financial Institutions, - New Strategic Partnerships. Key functions of PPG include: - Build a strong constituency around UNDP's strategic agenda with partners through proactive dialogue and advocacy with stakeholders. - Develop and advise on annual engagement strategies and priorities for public partners, including organizing annual strategic dialogues. - Set, monitor and deliver corporate public partnership priorities, goals, and key performance indicators in line with the corporate engagement strategies and audience specific accountability framework. - Advise UNDP senior management on public and partnership engagement including multi-stakeholder engagement and funding mechanisms. - Monitor emerging risks affecting UNDP's positioning with the Member States and UN Partners and devise and implement risk mitigation plans. - Coordinate and advise on UNDP contributions to system-wide policies on UN coherence modalities. - Identify risks and opportunities to be given due consideration by UNDP management; advise senior leadership on issues arising and recommend course of action. - Assess partner perceptions of UNDP and advise on UNDP's response to partners' assessments of performance. - Oversee partnership management and RM tracking mechanisms across UNDP (including through a CRM platform)   Duties and Responsibilities The Intern will have the opportunity to contribute to the work of the 'UN System Affairs' team (UNSAT). The Intern's support and time will be defined and agreed upon with the respective supervisor/team leader. Under the overall guidance and direction of the UNSAT Team Leader, the Intern will undertake tasks within one or more of the key functions listed below. - Gather data on inter-agency and intergovernmental meetings and support analysis on key strategic issues. - Regularly monitor and update through briefs/readouts/notes key developments within the intergovernmental and interagency spaces – flagship initiatives, campaigns, advocacy, news/update. - Provide background research and analytical support for UNSAT team members, including for briefing notes, talking points, analysis, external correspondence, and statements, as required. - As requested, attend bilateral, interagency, and intergovernmental meetings and consultations, provide timely information on issues of relevant importance to UNDP, prepare notes, readouts and briefings, including their presentation in team meetings. - Support coordinating and liaising with UNSAT team members in organizing events including consultations, briefings, workshops, teleconferences, webinars, as required, preparing agendas, presentations, documents, meeting minutes, and identifying follow-up as required. - Support regular monitoring of Member States and UN entities' positions and providing inputs to intel notes, briefs, as well as to the tracking system. - Perform other duties as may be required in support of the team's objectives and workplan.   Competencies - Promotes the vision, mission and strategic goals of UNDP. - Good understanding of international development and multilateralism, particularly the UN system, its intergovernmental bodies and fora, Secretariat, agencies, funds and programmes. - Excellent analytical and data handling capability.      - Excellent organizational, general administration, time management skills.   - Strong English language skills (oral and written). - Demonstrates strong computer skills and ability to produce information visually. - Ability for problem-solving, multi-tasking, meet deadlines and work under pressure, strong follow-up skills   - Ability to work as part of a team in a constantly evolving work environment.   Required Skills and Experience - Enrollment in graduate school programme (second university degree or equivalent or higher). - Enrollment in the final academic year of a university degree programme (minimum Bachelor's level or equivalent). - A university degree (as defined in (a) and (b) above) within one year of graduation. - Currently enrolled in a Master's / postgraduate university in international relations, political science or related field.   Experience - Relevant national and/or international experience in multilateral diplomacy, sustainable development, human rights, humanitarian or political affairs, international relations, finance/economics, political science, management, communications, business consulting, knowledge management or related field. - Knowledge in multilateral diplomacy, development-related areas, multi-stakeholder engagement, international or multilateral organizations. - Prior relevant experience is an asset, including experience in drafting meeting notes and reports, as well as organizing meetings and collaborative events.   Learning Opportunities: Learning and mentoring as well as facilitating exposure to a range of experiences for the intern will be an explicitly targeted goal during the internship. The Intern will be exposed to having a robust understanding of key intergovernmental United Nations bodies and mechanisms (General Assembly, ECOSOC, HLPF, SSC, 2nd Committee, etc.), as well as UNDP's own governing body (Executive Board) – all of which will happen during the period of the internship.
