Analyst, ESD (Energy Sector Team)
Purpose of Job The Analyst will support colleagues in the Energy team based in Warsaw, Poland within the Evaluation Sustainability Department to deliver the Bank's commitments under its Environmental and Social Policy, covering environmental and social appraisal and monitoring of the Bank's portfolio of projects and activities in various sectors; oversight and verification of the Bank's approaches, assessments, monitoring, reporting and verification of environmental, social, green and other commitments relevant to ESDs mandate. The Energy team within the ESD department works on renewable projects in the Bank's countries of operations, this incudes solar, wind, hydro, transmition and distribution as well as power generation (including nuclear). Background ESD works closely and interacts daily with the banking teams and other departments as relevant to drive the shared agenda of sound environment and sustainable development. ESD is a team of specialists responsible for the environmental and social appraisal, assessment and monitoring of Bank's portfolio of projects and activities in various sectors. ESD is responsible for, and the custodians of, the Environmental and Social Policy (ESP). Main interaction is with the Banking teams during project development and implementation, where an active participation is expected from ESD in assessing gaps against applicable policy provisions, identifying, and developing solutions and opportunities, and thereby ensuring compliance as well as increased environmental and social transition impact, delivering sound environment and sustainable development. Within its mandate, ESD: - conducts oversight and verification of the Bank's approaches and assessments. - interacts frequently with the Board, banking, and external stakeholders. - is responsible for data collection and data management. - is responsible for standards and minimum requirements. - oversees and assesses environmental and sustainability-related risk. - is responsible for monitoring, reporting, verification. - is responsible for the ESP and related policy management and policy development, methodologies, and guidance. Accountabilities & Responsibilities Under the general direction of the Head of Sector/Policy/Monitoring/Assurance: - Work on a range of assigned projects, Technical Cooperation's (TCs), and initiatives, as a team member and taking responsibility for assigned tasks and activities. Environment Specialist

The Environment Specialist will be responsible for integrating environmental dimensions into the work of the AIIB, recognizing the importance of this issue in the development of sustainable infrastructure. The position involves activities to address the environmental dimensions of policies, programs, projects, technical assistance, and training; and manage the environmental risks and impacts associated with investment projects against the requirements of AIIB's Environmental and Social Policy (ESP).

 

Responsibilities:

Investment operational support

- Participate or lead in the identification, appraisal, design and implementation of investment programs and projects to evaluate environmental and social risk and support clients in carrying out environmental and social assessments, and due diligence,
- Appraise the environmental risks and impacts associated with investment projects, both Sovereign-backed Financings (SBF) and Non-sovereign-backed Financings (NSBF) including financial intermediaries (FI) Projects, against the requirements of AIIB's ESP. More specifically, this responsibility includes:
- Screen for potential ES risks and impacts and proposing the ES category for the Project.
- Screen for climate change related risks and impacts and supporting Clients in managing those risks and impacts during preparation and implementation of Projects.
- Conduct due diligence assessment of ES aspects of the SBF, NSBF (including FI) Projects and undertaking field visits if needed, for assessing the ES feasibility of the Project.
- Guide Clients in the preparation and implementation of environmental and social impact assessments (ESIAs) and environmental management plans across priority infrastructure sectors such as water, urban, energy and transport as per the requirements of AIIB ESP.
- Support Clients in stakeholder consultations and disclosure of ESIAs and related studies.
- Monitor implementation of the ES aspects of the Project and addressing any issues that arise during Project implementation, including any changes in Project design or scope.
- Assist the clients to address any non-compliance with its ES obligations by providing support to develop, recommend, and monitor courses of action/corrective measures required of the client to bring the Project back to compliance with the AIIB's ES Policy.
Non-investment project responsibilities

- Contribute to AIIB's knowledge base on environmental and social aspects, and participate in departmental and corporate knowledge product generation projects
- Develop and conduct training on environmental and social sustainability of infrastructure Projects and ES aspects and requirements of AIIB's ESP for AIIB staff, consultants and clients.
- Proactively mentor and support new staff as well as juniors and peers.
 

Requirements:

Required Qualifications:

- Advanced degree (Masters or PhD) in environmental or natural science, engineering, planning or related discipline.
- Minimum 5 years of relevant professional experience on environmental safeguards in infrastructure development. Experience of working with Multilateral Development Banks, International Development Institutions, or environmental consultancies of global outreach is considered as an advantage.
- Professional accreditation in Environmental / Engineers is considered to be an advantage.
Required Professional Competencies:

- Proven application of professional expertise in planning, management and monitoring of the environmental aspects of infrastructure programs and projects, including in sectors such as energy, transport, water and urban development.
- Track record in designing and delivering ESIAs
- Technical knowledge / specialism in a ESIA element (i.e. Air, noise, water, EM&A)
- Experience of working with and / or monitoring contractors during the implementation period of Projects ensuring their environmental compliance
- Demonstrated experience with the planning, preparation and implementation of wider environmental studies such as environmental and social management plans and frameworks.
- Effective ability to participate in project development, design, conduct of feasibility studies and consultations with stakeholders; and demonstrated experience in monitoring E&S aspects during implementation.
- Effective ability to take on tasks and deliver on time and with high quality
- Proven ability to work with public and/or private sector clients and financial intermediaries, and development partners (MDBs, multilateral/bilateral development organizations and development finance institutions) of AIIB in an effective and professional manner in both formal and informal settings.
- Experience with the development and implementation of environmental strategies, policies, and procedures.
- Experience in working with civil society organizations and nongovernmental organizations.

About this position

The Infrastructure and Energy Division (IEN), part of the Industries and Cross-Cutting Themes Department, leads the development and delivery of operations in transport, water and sanitation, energy, and social infrastructure across all regions.

The Caribbean Countries Division (RCB), part of the Regions Department, is responsible for managing business and client engagement from a country perspective within its member countries. It also provides oversight to the Country Representatives of the IDB's Vice Presidency for Countries and to the Directors of Delivery Units at IDB Invest.

The Delivery Units are responsible for: (i) establishing and maintaining client relationships, (ii) building pipeline through upstream project and sector development, (iii) transaction execution through the incorporation of multiple financial products including loans, guarantees, debt capital markets, equity and quasi-equity instruments, as well as resource mobilization and technical cooperation and (iv) acting as the center of institutional knowledge and expertise for the sectors covered by the Division. This integrated model enables Delivery Units to align business development with strategic priorities, enhance regional coordination, and ensure operational effectiveness across IDB Invest.

The Director plays a key leadership role in the origination, structuring, and execution of strategic, high-impact infrastructure and energy transactions across the subregion. You will work as Director of the Delivery Unit that has a dual-reporting structure to both the Managing Director of the Infrastructure & Energy Division (IEN) and the Caribbean Countries Division (RCB). 

 

What you'll do

• Lead the execution of the IEN business plan within the RCB Region; 
• Decide on capital allocation to achieve the operational and development impact goals;
• Approve projects' eligibility, chair Investment Decision Meetings (IDMs) for project approval;
• Lead weekly RCB/IEN Huddles with development partners;
• Supervise and mentor direct reports, help improve employee engagement, conduct performance reviews and evaluation;
• Oversee transactions from the prospecting stage through origination, structuring, negotiation, internal approvals and financial closing ensuring that the investment teams are properly staffed and motivated; 
• Manage high-level client relationships with key industry players and partners including both the public and private sectors, developing synergies with other areas of the IDB Group; 
• Maintain constant dialogue with local partners such as infrastructure developers and investors, governmental and regulatory agencies (at the sovereign and sub-sovereign levels), public and private institutions in the financial markets and industry associations in the infrastructure space, seeking to build new relationships to generate new business opportunities; 
• Interact with IDB teams within the Regions Department with a view to contribute to Governments and Authorities, detecting necessary improvements in the applicable regulatory frameworks to enable the structuring of financially viable and bankable projects and support upstream work within and outside the RCB Region to help countries develop a pipeline of projects in the sectors covered by the Delivery Unit;
• Maintain constant diplomacy with the other functions within the IDB Group (environmental, social and corporate governance safeguards, development effectiveness, legal, risk, and integrity functions, among others) as part of the overall construction of strong development bank transactions; 
• Support product development and other initiatives to help address the needs of client and countries;
• Provide support for the development of IDBG Country Strategies and the IDB Invest's multi-year Business Plans in relation to infrastructure and energy development as needed; 
• Participate in conferences and seminars and other events appropriate to maintaining and building sector knowledge and promoting IDB Invest's infrastructure and energy related capabilities; 
• Promote innovation and encouraging staff to adopt changes being introduced in the marketplace and keeping abreast of opportunities for new products and services. 

 

What you'll need

- Education: An advanced degree (Masters, MBA, or equivalent) in economics, legal, finance, business administration, engineering, or another relevant field. Academic specialization in infrastructure development and/or transaction management is desirable.
- Experience: At least 10 + years of relevant professional experience in management of teams or in loan origination, structuring complex structured finance (project finance) transactions with a validated track-record of working with a broad range of financial instruments and products (including equity and mezzanine debt). Expertise working with domestic and international institutional investors. Understanding of client needs and challenges, market dynamics, and drivers of change in LAC would be highly valued. Confirmed experience in a similar role in an investment or advisory firm, bank or infrastructure company would be desirable. Strong client relationship experience and skills are also highly valued.

- Experience in the development and implementation of environmental/social strategies, policies, and procedures, especially those used by MDBs for FI projects.
- Experience working on policy interpretation and application and communicating such policies to a broad spectrum of stakeholders, including senior management, boards of directors, and civil society organizations.
- Knowledge of project development and supervision, including project design and feasibility studies.
- Professional expertise in the planning and management of environmental/social aspects of infrastructure programs and projects in sectors such as energy, transport, water, urban development, and digital infrastructure.

Role Summary 

The DRR Project Manager plans, develops, monitors and evaluates the assigned DRR project(s), that involve assessing DRR needs, designing projects, writing proposals and initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Coordinate and network at a senior level with national and regional authorities, clusters and other NGOs, providing technical support, leadership and strategic direction. 

Project Overview 

Medair has been operating in Madagascar since 2002 and is currently carrying out multi-sectoral emergency projects in the Great South, the Great Southeast and the East of the country in Water-Sanitation-Hygiene, Health and Nutrition, Shelter and Disaster Risk Reduction, to meet the needs of vulnerable communities, mostly in rural and hard-to-reach areas.

Main Responsibilities:

- Maintain an overview of the country DRR programme(s) and of the regional context, with a view to strategically developing new projects in current sites and / or in surrounding regions.
- Manage the assigned DRR project(s) to meet the project objectives within budget and time frame, through continuous monitoring and supervision of activities, overseeing of the technical design, execution and evaluation of progress through outputs and impacts, using both quantitative and qualitative data, and reporting, all according to Medair and donor standards.
- Provide strong leadership of the assigned project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local DRR staff.
- Develop new proposals linked to the CSP, in conjunction with relevant field managers, and set clear objectives and indicators for activities, in collaboration with the DRR team and where appropriate, with the local communities.
Qualifications, Experience & Technical Competencies:

- Essential qualification: University degree or high school diploma in at least one of the following technical fields: GRC/RRC/Geophysics/Geology/Geography/Topography/Hydrogeology/Agronomy/Environment.
- Essential experience: 2 years post-qualification professional experience in at least one of the above areas as project manager.
Desirable: experience in management of humanitarian projects.

- Essential language skills: fluent in French (spoken and written), good level of English (spoken and written).
- Essential IT skills: Computer literate with good working knowledge of Microsoft Excel, Word and Outlook
Desirable: experience with GIS software(s), with ODK or similar data collection tooln abd collaborative tools like Teams and SharePoint.

Climate-Focused Policy-Based Financing Intern

Responsibilities:

The intern will support the STF department in implementing CPBF through the following activities: 

- Develop and populate an internal results-tracking dashboard (Excel/Power BI/Tableau) monitoring policy actions, disbursement triggers, and agreed climate outcome indicators across CPBF operations.
- Conduct a structured literature review and evidence scan on global climate policy financing and synthesize findings to support Climate Policy Briefs.
- Summarize national climate policies, institutional frameworks, and sectoral evidence to inform Climate Policy Diagnostic Notes.
- Prepare knowledge products including presentations, briefing notes, and summary materials for CPBF knowledge sessions.

WASH Cluster – Sanitation and Public Health Emergency Coordinator, SHA-Secondment to UNICEF
Context

In the aftermath of the October 2025 ceasefire in Gaza, humanitarian access has improved, enabling the movement of people and the delivery of critical supplies. However, sanitation access remains severely compromised due to prolonged conflict, displacement, and supply chain disruptions. As a result, 57% of the population is exposed to sewage or fecal matter within 10 meters of their homes, posing serious health and environmental risks. Only about half of all households have access to basic sanitation, meaning they have private, improved facilities that safely separate human waste from contact. The rest rely on shared, inadequate, or unsafe options, increasing health risks and undermining dignity.

The risk of waterborne disease outbreaks, particularly cholera, is high, as confirmed by a joint WHO-MOH assessment, led in October 2025.

The WASH Cluster partners must urgently scale up the sanitation and public health emergency (PHE) response based upon common, strategic and realistic cluster response plans. This surge position will provide strategic leadership and technical coordination to address immediate needs and support planning in collaboration with national authorities and WASH and Health humanitarian partners for relevant cluster response plans.

 

Surge need justification

The current situation in Gaza necessitates urgent reinforcement of WASH capacity due to rapidly evolving conditions following the recent ceasefire. The movement of people and the entry of humanitarian supplies have resumed, creating both opportunities and challenges for public health and sanitation.

Sanitation systems have been severely undermined due to prolonged shortages of essential supplies, including sanitation units and sewage items.

The resumption of movement has increased pressure on already fragile infrastructure, particularly in displacement sites and host communities.

A recent cholera risk assessment conducted jointly by WHO and the Ministry of Health has highlighted a significant threat of outbreak. The findings underscore the urgent need for enhanced WASH interventions to prevent the spread of waterborne diseases, particularly in high-risk areas.

Given the scale and urgency of the response required, current WASH Cluster staffing and resources are insufficient to meet the operational demands. A surge position is therefore critical to:

• Coordinate WASH Partners to scale up sanitation activities

• Coordinate interagency efforts and ensure alignment with health sector responses.

• Support the distribution and monitoring of incoming supplies.

• Strengthen disease surveillance and community engagement around hygiene promotion.

This surge support will be instrumental in mitigating public health risks and ensuring a timely, coordinated response in the post-ceasefire phase.

 

Strategic Objectives of the Deployment

· Strengthen strategic planning and coordination for sanitation and outbreak preparedness and response in Gaza strip, ensuring alignment with public health priorities and national systems.

· Lead the development of a contextualized sanitation strategy for households, including decentralized solutions and procurement planning.

· Enhance outbreak preparedness and response capacity through integrated WASH-Health coordination mechanisms.

· Facilitate evidence-based decision-making through assessments, partner mapping, and gap analysis.

· Support localization and sustainability by working closely with the Palestinian Water Authority (PWA) and other national stakeholders.

 

Key Deliverables

1. Household Sanitation Strategy: Develop with working group members relevant sanitation designs and procurement plans tailored to displaced and host populations.

2. Decentralized Sanitation Roadmap: Co-develop a strategic roadmap with PWA for decentralized sanitation systems.

3. Sanitation Working Group Leadership: Co-lead the working group with Oxfam and UNICEF; convene bi-monthly coordination meetings.

4. Public Health Emergency Coordination Strengthen WASH-Health Cluster collaboration for outbreak preparedness and response and ensure readiness and deployment of WASH teams in case of disease outbreaks.

5. IPC and WASH in Public Health Emergency Leadership: Co-lead the working group with Health cluster, UNICEF and WHO; convene bi-monthly coordination meetings.

6. Joint Assessments and Strategic Inputs: Conduct and Participate in interagency assessments and contribute to strategic planning and reporting on sanitation and public health matters.

 

Application of the Six Core Functions of Cluster Coordination

1. Supporting Service Delivery

• Facilitate partner collaboration in developing strategic plans, update the Gaza Cluster partners during the preparation processes. Ensure the promotion of the strategies and capacity development of partners as required.

• Facilitate partner coordination and ensure timely delivery of sanitation services and supplies.

• Lead operational planning for sanitation scale-up in accessible areas.

2. Informing Strategic Decision-Making

• Use assessment data and partner inputs to guide prioritization and resource allocation.

• Provide technical advice on sanitation risks and mitigation strategies.

3. Planning and Strategy Development

• Lead the development of sanitation strategies and roadmaps in coordination with national authorities.

• Align WASH interventions with health sector outbreak preparedness plans.

4. Advocacy

• Advocate for sanitation needs in inter-cluster forums and donor briefings.

• Highlight gaps and risks to mobilize resources and policy support.

5. Monitoring and Reporting

• Support the update of 4Ws, SitReps, and dashboards to reflect sanitation activities and gaps.

• Track progress against strategic objectives and report on key indicators.

6. Preparedness and Contingency Planning

• Develop contingency plans for cholera and other disease outbreaks.

• Ensure coordination mechanisms are in place for rapid response.

 

Ways of Working

The coordinator will be embedded within the WASH Cluster team, which includes:

• Two WASH Cluster Coordinators (national and international)

• One Information Management Officer

• Assessment and Monitoring Staff

 

The role will work collaboratively with WHO, MOH, PWA, CMWU and other WASH partners. Field travel across Gaza will be required to support assessments, partner coordination, and monitoring.

Regular documentation, reporting, and handover planning will ensure continuity and integration with the existing team post-deployment.
