The Position: This position is located in the Facilities and Administrative Services Branch (FASB) within the Division for Management Services (DMS). FASB provides and oversees a broad range of support services relating to facilities and asset management, travel, mail & pouch and administrative/general services for both Headquarters and Field Offices. The term Field Offices includes all offices located outside of Headquarters including Regional/Sub-Regional Offices, Liaison Offices and Country Offices. The incumbent reports directly to the Chief of the Branch and supervises 2 Professional and 4 General Service staff. The incumbent maintains professional contacts with staff at UNFPA-Headquarters, Development Coordination Office (DCO), UNDP and other agencies together with field based colleagues. Job Purpose: Reporting to the Chief of the Facilities and Administrative Services Branch, the Section Chief provides leadership and supervision in the areas of Facilities and Asset Management globally. The primary roles are specifically: a) Formulate and implement a comprehensive strategy to optimize, develop, and maintain UNFPA's office premises; b) Endorse and coordinate Field Office relocations/alterations/renovations/constructions; c) Develop and implement relevant policies and procedures; d) Represent UNFPA as required on various inter-agency working groups, specifically in the UNSDG Task Team on Common Premises (TTCP); e) Coordinate financial data related to fixed assets and leases; f) Oversee and manage the asset management and lease management function. You would be responsible for: a) Provide strategic guidance and leadership in the area of facilities management - Develop and maintain, with the assistance of a team of professionals and specialists, a comprehensive set of policies and procedures for the area of facilities management. - Interpret, provide guidance and monitor compliance with all such policies and procedures. - Identify needs for new or modified policies and procedures; review and initiate action as may be required. - Oversee and ensure an accurate and up to date database of all UNFPA premises. b) Development and implementation of a UNFPA strategy for all facilities/premises - Monitor and review facilities/premises needs for UNFPA Field Offices and HQ and provide solutions in order to ensure cost effective, efficient and adequate UNFPA premises. - Develop and implement norms and standards for all UNFPA Offices, taking into account developments at the inter-agency level. - Review and endorse Field Office requests for relocation and/or alterations/renovation/construction works if it is determined to be in the interest of UNFPA. - Analyze pros and cons of Field Office moves and advise Field Offices accordingly. - Advise Field Offices on UNFPA norms & standards and their application. - Manage, coach, and advise the Space Planner and Facilities Management Associates (Field Offices and HQ) - Oversee the expenditures for Field Office moves including any required renovation and alteration works. - Review and advise on leases and Memoranda of Understanding and Agreement to ensure compliance with UN/UNSDG standards and UNFPA requirements. - Analyze the utilization and functioning of premises, and forecast needs and requirements c) Provide guidance, support, and oversight for management of building facilities and equipment at Headquarters and provide technical expertise for UNFPA premises globally. - Manage leases for office accommodation; negotiate terms and extensions with landlord/s. Compare and analyse alternative lease offers in the event that new premises must be found. - Provide space management services in consultation with the requesting Divisions/Units. - Provide technical advice on premises at all UNFPA locations in the event of renovation, relocation, construction, etc. - Review proposals and provide guidance for procurement and implementation of programme-funded construction projects, and make recommendations for senior management approval of such proposals in line with PPM. - Provide guidance on common premises in context of UN reform. - Coordinate general liability insurance with UN insurance unit. d) Represent UNFPA in the Interagency Task Team on Common Premises (or relevant other forum) - Undertake preparatory work and anticipate discussions in the TTCP; represent UNFPA as principal in Task Team discussions. - Ensure that UNFPA's interests are taken into account in TTCP decisions and that they are in line with UN reform policy. - Develop and research background information, and make cases for the most favorable position for UNFPA in the TTCP. - Manage the Reserve for Field Accommodation funding or its successor - Participate in discussions on UN Reform issues related to common premises. e) Coordinate financial data related to fixed assets and leases - Ensure accurate and up to date lease data is submitted to Finance Branch for year end closure - Ensure accurate and up to date fixed asset data is submitted to Finance Branch for year end closure - Ensure other relevant financial data is submitted timely and accurately to the Finance Branch as required. f) Provide strategic guidance and leadership in the area of fixed asset management and lease management - Develop and maintain, with the assistance of a team of professionals and specialists, a comprehensive set of policies and procedures for fixed asset management; - Ensure that policies & procedures are practical and usable in the day-to-day business - Identify needs for new or modified policies and procedures; review and initiate action as may be required; - Manage UNFPA's lease database and ensure through supervision of staff members that data is accurate and up to date at all times; - Oversee the identification of leases where UNFPA is the lessor; - Ensure accurate data is provided in the required form for lease accounting purposes - Coordinate with internal and external stakeholders as required. g) Other duties - Represent UNFPA as required on various inter-agency working groups such as International Network of Facilities Managers (INFM). - Serve as acting or replacement Chief of Branch as required; and - Perform any other activity as required in order to assure the success of the work team in support of the UNFPA mandate and strategy. Qualifications and Experience: Education: Advanced University Degree in Architecture, Engineering, Business Administration, or any other relevant discipline. Knowledge and Experience: - Minimum seven (7) years of progressively responsible experience in real estate and facilities management operations in a multi-cultural environment. - Knowledge of basic engineering, architecture, real estate or facilities management practices and techniques. - Experience with ERP and general IT-knowledge (including data base entry, data maintenance and reporting) required. - Experience in leading small but high performing teams. - Preparation of construction annual workplan

- Contribute in the development of the annual work plan for the construction activities; determine priorities/targets and performance measurements and monitor work progress to ensure that results are achieved according to schedule and performance standards.
- Prepare and collect information required for the annual work plan on regular activities, ongoing projects and others in the pipeline.
- Coordination of Construction unit human and financial resources; ensure appropriate staffing deployment and timely recruitment according to project's needs.
- Supervise and coach unit staff; conduct weekly unit meetings; ensure clarity of roles and responsibilities. In collaboration with the Construction Unit in Supply Division and DFAM Field Support Unit, ensure knowledge sharing and learning is prioritized in order to continuously build capacity of individuals and the team.
- Collaboration with UNICEF Programme and coordination with Government counterparts
- Provide technical backstopping and support in matter of construction project management to Programme/ Operations sections and Government counterparts; contribute with Programme sections in developing child-friendly community infrastructure development program proposals; provide information to Programme on construction related activities to include them in their AWP.
- Provide assistance to Programme /Operations sections through involvement in construction project proposals, planning, and preparation of relevant terms of reference; analyze the project context and suggest the appropriate implementation and procurement modality.
- In collaboration with the Government counterparts, develop and produce innovative cost-effective construction designs using local construction materials; compile and update list of best practices in construction and building design.
- Attend steering and technical cooperation meetings; prepare PPT presentations on projects' progress; undertake follow-up actions in relation to project implementation and monitoring.
- Provide Programme/Operations sections with information on projects' progress; undertake appropriate actions to overcome technical obstacles; draft relevant sections of project reports required for donors, management, annual reports, etc.
- Preparation of design and technical documents
• Prepare the scope of construction works based on Programme/ Operations requirements, budget and site limitations; define deliverables and payment modality.

• Apply UNICEF norms and standards (child-friendly, accessibility, MOSS, MORSS, etc.) to construction projects, taking into consideration the local environment and available materials; verify if compliance with green building standards is required in coordination with DFAM Field Support Unit.

• Check technical documents related to construction (design drawings, technical specifications and bills of quantities); verify whether they are clear, complete and compliant to programmatic and construction needs, eco-efficiency and accessibility requirements; undertake the actions required to endorse these technical documents by relevant ministries.

• Follow up with the designing firms and government entities for obtaining all permits required for construction activities prior initiating works.

- Support to procurement process
• Provide technical support to Supply section with preparation of LPA requests and CRC submissions with supporting documents related to construction activities.

• Conduct surveys to identify potential construction companies and engineering firms available in the local market; prepare terms of reference required for establishing local Long-Term Arrangements for engineering services (design and site supervision).

• Prepare tender documents in relation to construction works and engineering services; attend bidders' conference and present the technical components of the tender; prepare answers on technical questions raised by the bidders during the tendering.

• Support Supply section in organizing bidders' conference and site visits; conduct the evaluation of technical proposals received and prepare the evaluation report; provide support to Supply section on the analysis of financial proposals.

- Monitoring of construction projects
• Conduct the kick-off meeting of construction works with the construction company, the engineering firm and relevant government counterparts.

• Provide close monitoring on construction activities by undertaking regular site visits and conducting regular technical meetings including joint monitoring with relevant Government technical services; follow up progress for each activity per milestones and review site supervision reports to ensure work compliance with norms, standards, and timeline; verify quality and precautions on health and safety standards on ground.

• Use effective monitoring and supervision tools to ensure easily assessment of works quality, progress, and performance of engineering firms and construction companies during the entire duration of the project; apply multi-layered approach to construction supervision and quality assurance; use documented hold and inspection points, where applicable.

• Certify payments/variations and compile supporting documents; monitor construction expenditures and progress certificates; prepare and maintain relevant table for each construction activity.

• Provide support to UNICEF Contract Administrator on contract management, amendments, variations, duration extensions, applying liquidated damages, etc. Ensure all documents/information required for contract management are available, complete and properly archived.

• Participate in the partial, substantial and final reception of works after verifying the correction of all defects during the DLP; prepare and issue relevant certificates.

• Prepare Contract Performance Evaluation; provide support to UNICEF Contract Administrator on contract close-out in VISION; prepare the final completion report and lessons learned for submission to the Construction Unit (SD) and AMS/NYHQ as necessary.

 

Impact of Results

The ability of the Construction Specialist to provide support to the Supply & Logistics Manager, successfully plan, manage and oversee the effective and efficient management of construction activities for UNICEF Programme/Operations, and directly impact on programmatic goals and results for children. This in turn contributes to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable programme results for children.

An advanced university degree is required in civil engineering, construction engineering, architecture or other relevant area, or relevant first-level university degree (Bachelor's) in conjunction with a valid relevant professional certification is required.

3- Preparation et/ou revue des documents technique et de conception

- Préparer l'étendue des travaux de construction sur la base des exigences du programme/de l'opération, du budget et des limites du site ; définir les livrables et les modalités de paiement.
- Assurer la conformité aux normes et standards de l'UNICEF (accessibilité, MOSS, MORSS, etc.) des projets de construction, en tenant compte de la sauvegarde environnement & Social et la vulgarisation de l'utilisation des matériaux de construction disponibles. 
- Assurer la revue des documents techniques relatifs à la construction (plans techniques, spécifications techniques et devis quantitatifs et estimatifs) ; vérifier s'ils sont clairs, complets et conformes aux besoins programmatiques et de construction, aux exigences d'éco-efficacité et d'accessibilité ; entreprendre les actions nécessaires à l'approbation de ces documents techniques par les ministères homologues concernés.
- Suivre avec les cabinets d'Ingénierie et les entités gouvernementales, les démarches d'obtention de tous les permis requis pour les activités de construction avant le début des travaux.
4- Appui au processus de passation des marchés

- Apporter un appui à la section Supply pour la préparation des demandes de LPA « Local Procurement Autorisation » et les soumissions au CRC avec les documents justificatifs relatifs aux activités de construction.
- Mener des exercices de « Sourcing » pour identifier les potentiels entrepris de construction et les cabinets d'ingénierie disponibles sur le marché local ; préparer les termes de référence nécessaires pour les différents services requis (travaux, etudes et supervision des travaux) 
- Préparer les documents d'appel d'offres relatifs aux travaux de construction et aux services d'ingénierie ; assister à la conférence des soumissionnaires et présenter les éléments techniques de l'appel d'offres ; préparer les réponses aux questions techniques soulevées par les soumissionnaires au cours de l'appel d'offres.
- Appuyer la section Supply dans l'organisation de la conférence des soumissionnaires et des visites de sites ; procéder à l'évaluation des propositions techniques reçues et préparer le rapport d'évaluation ; soutenir la section Supply dans l'analyse des propositions financières.
5- Supervision et gestion de projet

- Assurer le suivi des activités liées à la construction, évaluer les conditions et les ressources locales, superviser l'achèvement des activités de constructions de l'UNICEF et assurer le niveau approprié de gestion des parties prenantes et le respect des procédures UNICEF tout au long du cycle de vie du projet. 
- Assurer la gestion des contrats de travaux de construction et proactivement identifier les éventuels goulots d'étranglement afin de proposer des mesures de gestion des risques et de mitigation adéquates.

- Conduire et mettre à jour le registre des risques liées aux activités de construction dans les différentes zones/localités d'intervention et proposer les mesures de mitigation y afférentes. 
- Suivre de près les activités de construction en effectuant des visites régulières sur le site et en organisant des réunions techniques régulières, y compris un suivi conjoint avec les services techniques compétents du gouvernement ; suivre l'avancement de chaque activité en fonction des étapes et examiner les rapports de supervision du site pour s'assurer que les travaux sont conformes aux normes, aux standards et au calendrier ; vérifier la qualité et les précautions relatives aux normes de sureté et de sécurité sur le terrain.
- Mettre en place des outils de contrôle et de suivi efficaces pour garantir efficacement l'évaluation de la qualité des travaux, de l'avancement et des performances des bureaux d'études et des entreprises de construction pendant toute la durée du projet ; appliquer une approche à plusieurs niveaux pour la supervision de la construction et de contrôle qualité.
- Apporter un soutien pour la gestion des contrats, les amendements, les variations, les extensions de durée, l'application de dommages-intérêts liquidés, etc. s'assurer que tous les documents/informations nécessaires à la gestion du contrat sont disponibles, complets et correctement archivés.

In the DRC, where it has long been active through development programs, HEKS/EPER also opened a humanitarian aid programme in February 2019. Since then, it has concentrated its humanitarian interventions in the hard-to-reach areas of several territories in North Kivu (Rutshuru, Masisi, Walikale and Lubero) and South Kivu, where it has a permanent presence and directly executes, with its own teams, Rapid Response activities (notably through the distribution of unconditional cash), Humanitarian Watch (monitoring population movements), Water/Hygiene/Sanitation, Rehabilitation/Opening humanitarian access via Cash for Work, and Agricultural Recovery. The humanitarian aid projects are currently funded by ECHO, BHA, SDC, OCHA - CHF and own funds.

Your main responsibilities:

 

The Country Director has the strategic and operational leadership for the HEKS/EPER HA programme in DRC in line with HEKS/EPER strategy and standards, aiming at substantial and relevant impact. He/she is responsible for the programme development and its effective and efficient implementation with the respective operational and strategic partners. He/she has the overall responsibility for the finances on country HA programme level. Further, his/her tasks contain building the capacities of the team, leading the local team and managing security. Equally, he/she is responsible for acquiring necessary funds for the country HA programme through grant acquisition and ensuring visibility of HEKS/EPER. Maintaining a strong cooperation with HEKS/EPER HQ is essential.
 

Implementation Structure

- Develop and ensure the necessary team structure and capacities needed for an effective development and implementation of the programme.
- Organise the administrative management and supervision of the CO and ensure compliance with local legal administrative requirements.
- Establish systems to monitor contextual changes, anticipate needs, and help shape donor perspectives on humanitarian and development priorities in order to respond to contextual changes.
Programme and Project Management

- Lead the development of a relevant, substantial, and strategic programme of emergency response in line with HEKS/EPER strategy and ensure coherence with HEKS/EPER's approaches, concepts and financial specifications.
- Manage a well-balanced project portfolio in-line with the programme, including the selection of strategic and operational partners.
- Analyse and be familiar with the local and national context in the country and region and adapt the programme accordingly.
- Ensure the effective and efficient implementation of the programme compliant with all standards and procedures of HEKS/EPER through participative monitoring, evaluation, learning and steering. Include HEKS/EPER's own or external specialists where needed.
- Ensure concise and analytical annual programme and financial reports as well as the annual planning for review by the Head of Programme.
- Review projects implemented by partner organisations or self-implemented projects, ensuring high quality standards.
- Approve projects up to defined financial competences, or prepare them accordingly for the HEKS/EPER internal approval.
- Advise and assist partner organisations with attaining the set project goals and support them with their own organisational development.
- Ensure appropriate emergency preparedness and response in case of need in the country depending on magnitude, duration and complexity of crisis.
- Collaboration with the DevCo department has to be ensured.
- Ensure that costs of the CO are well balanced with the impact/results and volume of the country programme.
Finances

- Assume final responsibility for the CO finances and projects according to the FFAG.
- Ensure tight budget follow up and respective reporting.
- Build and maintain operational structures that ensure appropriate separation of duties between finance, administration and logistics and fully support field programmes.
- Responsible for the allocation and monitoring of the annual HQ approved programme budget and for maximizing impact and leverage for further acquisition of new funds.
- Supervise quarterly consolidation and request funds from HQ according to the approved annual budget.
- Ensure annual audits of CO and projects and an appropriate follow-up of audit findings and recommendations.
- Ensure an adequate financial risk management, ensuring compliance and anti-corruption policies.
- Ensure that the CO and partner organisations pay all legal, statutory, and tax-related obligations.
Acquisition and Fundraising

- Ensure part of the programme funds through acquisition and develop and implement a national acquisition strategy based on the donor landscape.
- Proactivly engage with donors at local and national level and coordinate donor engagement with Head of Programmes and other Country Directors at international level.
- Establish and maintain close cooperation with other actors in country, incl. international and local NGOs, businesses, public authorities and research institutions, for joint resource mobilization in consortia.
- Ensure development of proposals for bilateral and multilateral donors as well as foundations, taking into account HEKS/EPER's quality standards and procedures.
- Ensure high quality grant management and reporting compliant with donor requirements.
- Coordinate and collaborate with the acquistion and fundraising focal points.
- Ensure the visibility and communication of HEKS/EPER within the country via different suitable channels from print communication to social media presence, ensuring qualiy and compliance with HEKS standards.
Leadership, Human Resources, Security Management, and Administration

- Live and implement HEKS/EPER's mission statement, values, and policies.
- Apply a caring and supporting role, creating an atmosphere of open and constructive dialog and coach the staff in their professional development, leading to a high performance.
- Lead and supervise the team and ensure compliance to local laws and obligations, and the guidelines of HEKS/EPER.
- Foster an environment that motivates innovation and creativity.
- Responsible that the country office disposes of legally sound staff regulations, salary scales, etc. in line with the FFAG.
- Recruit new employees of CO, negotiate contracts and job descriptions as well as salaries according to FFAG.
- Responsible for the overall security and safety management of HEKS/EPER's staff, operations and assets in country; including responsibility for development, review of and adherence to the country security plan.
- Ensure the safety and security of staff by regularly reviewing and adapting security protocols and procedures, including the national security plan. Proactively ensure that team members operate in a secure environment and are familiar with policies.
- Liaise with the security officer and the geographical manager at headquarters on critical events, high-risk periods, incident reports or changes in security policy.
Representation, Networking, and Learning

- Represent HEKS/EPER towards the government, the public and other international, regional and local organisations, consortium and networks including the Act Alliances structures.
- Represent HEKS/EPER as employer towards the HEKS/EPER staff in the country.
- Encourage networking and exchanges of experience, create connections within the CO, among partners, grassroots organisations, other group and with governmental bodies.
- Participate and engage proactively in coordination forums at the national level, including the INGO Forum and the National Humanitarian Team (among others), influencing advocacy efforts and raising priority issues on the ground to the highest level.
- Ensure learning and knowledge sharing in country and contribute to HEKS/EPER's global cooperation strategy, policy development and learning, participate in GC Forums and Regional Meetings.
- Provide relevant information and communication materials to HEKS/EPER Communications on request and on own initiative.
