OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector's capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy.

 

DESCRIPTION OF DUTIES

Under the general guidance of the Advisor, Resource Mobilization and Communications (PHE/RMC) and the direct supervision of the Specialist, Resource Mobilization (PHE/RMC), and in coordination with project managers and regional technical advisors, the incumbent is responsible for, but not limited to, the following assigned duties:

1) Provide technical support with the guidance of the Specialist, Resource Mobilization, in the design, planning, operationalization, management, coordination, implementation and evaluation of Pandemic Fund projects involving PAHO as an Implementing Entity, including resource coordination, monitoring and assessment, and use of evaluation tools for sound fund management;

2) Facilitate the timely creation of Pandemic Fund awards and budget distribution to relevant cost centers at regional and country level in WHO and PAHO's projectand financial systems (CEM, GSM, PMIS) as advised by the Specialist, Resource Mobilization;

3) Support technical teams, in collaboration with the Specialist, Resource Mobilization in administering Pandemic Fund budgets including redistribution, carryover , cash advances, and modifications, etc. to ensure smooth fund implementation ;

4) Establish and maintain effective partnerships in collaboration with the Specialist, Resource Mobilization, with PF teams and stakeholders to exchange critical and technical information, resolve implementation issues and achieve planned results;

5) Coordinate with countries, regional technical units and subregional programs in collaboration with the Specialist, Resource Mobilization to provide quality control of annual micro-planning for Pandemic Fund voluntary contributions, ensuring donor requirements;

6) Liaise with focal points in countries, regional technical units and subregional programs to coordinate, seek approval for and track change requests to project plans;

7) Monitor the execution of project funds in collaboration with the Specialist, Resource Mobilization, countries and technical entities to ensure alignment with donor rules and cost-efficient use of resources;

8) Coordinate technical monitoring on progress of work plans and the preparation of annual reports with the advice of the Specialist, Resource Mobilization, on impact and results to the Pandemic Fund, ensuring quality of monitoring and reporting tools;;

9) Support the preparation in collaboration with the Specialist, Resource Mobilization, of written outputs, including briefing documents, talking points, routine update to EXM and WHO/HQ, presentations, etc. to inform internal and external stakeholders on Pandemic Fund implementation in the Americas;

10) Develop and maintain collaborative project management tools such as SharePoint, Teams or online monitoring systems for managing project plans and reports across entities;

11) Participate in regional and global discussions on adequate planning tools and monitoring and evaluation instruments to facilitate programming and reporting on progress and conducting evaluations of Pandemic Fund project portfolio management;

12) Collaborate in the development and support the implementation of a communication strategy for the promotion of the work and achievements resulting from Pandemic Fund projects in the Region;

13) Perform other related duties, as assigned

 

REQUIRED QUALIFICATIONS

Education:

Essential: A bachelor's degree in project management, business administration, international relations, or social science or a field related to the functions of the post, from a recognized university.

Desirable: A master's degree in public health, policy and planning, project management, health administration, public administration, international development or related field would be an asset.

Experience:

The Public Sector Clients Department, Region 2 (PSC2) is responsible for identifying, originating, preparing, executing, and investing in projects with Public Sector Clients in Pakistan, Afghanistan, Central Asia, East Asia, West Asia, Europe, North Africa, and the Americas across the range of AIIB-covered sectors through various financing instruments and solutions. PSC2 leads the coverage of public-sector clients, including state-owned enterprises (SOE); oversees project preparation, due diligence, and project approval processes; and ensures key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation and followed through during the implementation phase.

The Senior Client Relations Officer will be responsible for the coverage of Region 2 (R2) members by establishing and maintaining a high level of engagement with the members and business entities as well as financing partners. The Senior Client Relations Officer is expected to contribute to the origination and structuring of public-sector transactions and the facilitation of nonsovereign-backed financing operations in relation to SOEs. This position will contribute toward AIIB's overall lending program by leading the planning or supporting the design, preparation, and implementation of projects/programs that will help meet rapid growth in the region. Responsibilities:

- Help establish contacts and maintaining dialogue with relevant authorities in the R2 members.
- Help identify target clients for proactive engagement and high-level dialogue. Prepare a plan to effectively initiate, manage, and grow relationships with these clients and ensure follow-up actions.
- Lead in planning and developing a multiyear rolling pipeline (MYRP) of R2 members under his/her coverage. Requirements:

- Minimum 8-10 years of relevant working experience in operational divisions of finance institutions with the function of country coverage and client relations. Experience in multilateral development banks would be a plus
- Master's degree or equivalent, preferably in business administration, economics, or public administration.
- Solid understanding of economics, broad knowledge and familiarity with issues in development finance, and an understanding of an economy's overall performance and how macroeconomic factors may affect performance of projects and programs.
- Strong interpersonal and organizational abilities required to build working relationships across teams. Excellent written and oral communication skills, and the ability to communicate in a clear and succinct manner.
- Strong knowledge of and experience in public-sector operations and policy reforms in related infrastructure sectors would be an advantage.

Policy Advisor, Sport Partnerships - P5
Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Member States have consistently recognized sport's transformative power in achieving gender equality. The 2030 Agenda for Sustainable Development and the Beijing Declaration and Platform for Action are leading frameworks that identify sport as an important enabler of sustainable development, for its growing and innovative contribution to empowerment of women and young people, individuals, and communities as well as health, education, and social inclusion objectives. The [General Assembly Resolution 71/160](https://www.un.org/en/ga/search/view_doc.asp?symbol=A/RES/71/160) on "Sport as a means to promote education, health, development and peace" specifically calls on UN Women to play a role: "within its mandate for the realization of gender equality and the empowerment of women, including in and through sport, and welcoming the continued advancement of women in sports and sporting activities".

Currently there is positive momentum that is driving progress toward gender equality within the sport world. UN Women has developed a Global Sports Strategy that leverages sport to promote women's rights, achieve gender equality, and empower women and girls using approaches that encourage progressive social norms. UN Women is focusing on the following three key outcomes: 1) transforming global norms into national policies that support gender equality in sport, 2) building new narratives using storytelling and media to engage audiences and challenge gender norms in sports and through sports, and 3) fostering collaboration among organizations to drive sustained action for gender equality, to cultivate progressive social norms that promote women's rights, gender equality and women's empowerment in sport and through sport. 

Reporting to Chief of Ending Violence Against Women and Chief of Communication and Advocacy and working in close collaboration with Sections across PPID and other Divisions, Policy Advisor for Sport Partnerships will oversee the implementation of the Global Sports strategy, contribute to inter-governmental, normative and UN system coordination work and establish and strengthen partnerships in the area of gender equality and sports, provide technical assistance and policy and programming advice to UN Women's regional and country offices, and develop relevant knowledge products. 

 

Key Functions and Accountabilities:

1. Substantive inputs to policy, strategy, programme development and implementation in the areas of gender equality in and through sports

- Lead the implementation of UN Women's Global Sports Strategy and contribute substantively to the development of strategic approaches to policy dialogue, advocacy, partnerships, resource mobilization and outreach
- Lead the analysis of data and evidence and develop policy proposals and interventions on gender equality and sports, and distill relevant lessons
- Provide thematic inputs and guidance to corporate strategic planning and positioning

- Manage and supervise preparation of policy papers and reports on gender equality and sports for presentation to intergovernmental bodies such as Commission on the Status of Women, Economic and Social Council, the General Assembly and other policy-making fora, as appropriate and prepare analytical summaries of debates, supporting negotiations and analyzing/compiling outcomes
- Support the implementation of resolutions, decision and other directives in relevant areas of focus, including through support to expert bodies created by intergovernmental forums

3. Advocacy and Communication:

- Participate in international, regional or national meetings and contribute programmatic/substantive expertise.

Education:

Analyst, Green Partnerships
Purpose of Job

The EBRD works with a range of donors and partners, such as the Climate Investment Funds (CIF), to address climate change and environmental degradation across its countries of operation. 

Within the Green Partnerships team of the Donor Partnerships department, the Analyst contributes to managing and growing the Bank's engagement with multilateral climate and environmental funds.

The Analyst will contribute and provide solutions to a wide spectrum of issues, including supporting the design and structuring of funding proposals, amongst others, to access funding mobilized by the CIF's Capital Markets Mechanism (CCMM), as well as supporting the deployment of such resources.

The role interacts with different departments within EBRD. The successful candidate will be a self-starter and problem-solver with a can-do entrepreneurial attitude, will have knowledge and experience on blended finance, and ideally also an understanding of the climate and nature finance architecture.

 

Accountabilities & Responsibilities

The Analyst will be responsible for:

Creation & Design:
• Working with EBRD teams to assist in the curation of a pipeline to access donor funding, including funding mobilized by CCMM.
• Supporting the preparation of project proposals, and supporting donor outreach and engagement, to secure new contributions. 
• Supporting the design of innovative blended finance structures that can attract untapped concessional resources to address climate and environmental issues.

Analysis & Opportunity Scoping:
• Continuously map and stay abreast of EBRD's sectorial, geographical, and thematic needs for donor resources. 
• Carrying out background research on existing and emerging donor priorities. 
• Analyse how other relevant financial institutions use of blended finance products and structures to advance nature and climate financing.
• Scan the landscape and follow international debates on blended finance to identify engagement opportunities and bring this knowledge into the Bank.
• Assisting with the preparation of analytical briefings, documents, and presentations.

Internal Engagement & Management:
• Supporting Banking and other teams in deploying donor funds and securing necessary internal & external approvals for new projects and initiatives. 
• Working with teams across the Bank to anticipate and address funding needs. 
• Staying abreast and reviewing the existing portfolio to understand current funding gaps/needs and potential bottlenecks.
• Assisting the implementation of ongoing programmes/projects, incl. ensuring alignment with donor agreements, policies and procedures.
• In close collaboration with EBRD's Blended Finance Hub, capturing, analysing, and disseminating knowledge products on blended finance internally and provide thought leadership on the topics of blended concessional finance.

The responsibilities of the Analyst are designed to allow the Analyst to progressively undertake more complex tasks and build the scope of responsibilities based on acquired experience and expertise.

 

Qualifications and Skills:

• Master's degree in economics, finance, international development, environmental and social sciences or related discipline. 
• Experience in developing and managing projects and programmes on climate and nature finance.
• Understanding of Blended Finance and how concessional finance is deployed in an International Financial Institution (IFI), ideally for nature and climate related activities. 
• Prior exposure to managing donor relationships and fundraising.

Role Summary 

The Philanthropy and Partnerships Intern supports fundraising efforts in Medair. The Zurich office is responsible to promote the work of Medair to Swiss German-speaking Switzerland, and to raise the funds needed to run our life-saving programmes around the world. The Philanthropy team manages a portfolio of foundations, cantons and municipalities, individual major donors and corporates that contribute significantly to supporting the implementation of our humanitarian projects.

Responsibilities 

• Identification and Qualification of Prospective Partners: Conduct research to identify and assess potential donors, foundations, municipalities, and corporates. Mapping interests to align with partnership opportunities. 

• Support for Acquisition Campaigns: Assist in preparing and executing digital and mailing campaigns. Handle outreach through mailings, calls, and emails. 

• Development of Donor Materials and Communications: Help create tailored proposals, presentations, and reports for donors. Support proofreading, translation, layout, and drafting of partner communications. 

• CRM Management and Administrative Support: Maintain accurate donor records and activity tracking in Salesforce. Generate reports and assist with general administrative tasks 

• Event and Awareness Activity Coordination: Support the planning and execution of donor meetings and fundraising events. Assist with logistics and communication for awareness initiatives.
