The Position Under the direct supervision of the UNFPA Representative, the Deputy Representative plays the leading role in the formulation and delivery of the UNFPA country programme and is responsible for the day-to-day operations of the Country Office (CO). Deputy Representative posts at this level are typically found in-country offices categorized as having (1) a highly complex operating environment, (2) important programme/political partnership engagement and/or (3) regional representation. Key activities include: - Programme Leadership  - National Capacity Development - Partnerships and Advocacy - Resource Management The Deputy Representative serves as OIC in absence of the UNFPA Representative; s/he serves on the Country Management Team, with the OM or other senior staff in programme and operations management   You would be responsible for: Programme Leadership - Ensure quality development and delivery of integrated technical and programmatic support that meets country needs and achieve the ICPD goals and SDGs; - Assess and address implications of national trends on UNFPA work in the country; - Consult with Government, civil society and other relevant stakeholders on national priorities; - Recommend areas of assistance on the basis of continuous review and analysis of demographic and socio-economic data and national population policies in the context of the formulation, implementation and monitoring of UNFPA supported Country Programme;  - Provide inputs to the RO based on country specificities for the development of the global/regional strategic plan;  - Assess additional resource requirements for the Country Programme; - Ensure continuous feedback to the RO/SRO on programme, technical and operational policy, regulations, procedures etc. as well as lessons learned and import new modalities or directions in thinking into the country office; - Develop and manage the Country Programme in line with the strategic plan, liaising with the RO/SRO technical and programme teams; - Implement UNFPA guidelines, policies, standards, tools and systems at the CO level; - Oversee and direct technical assistance to partners and stakeholders in the country; - Catalyze the expansion of the range of UNFPA deliverables and originate new project portfolios in UNFPA's mandate area; develop new programme options and project models in substantive areas;  - Devolve authority for portfolio management to project and national staff facilitating capacity building and guide programme implementation with solid, substantive oversight and effective programme representation; - Establish quality standards for project development and delivery, in consultation with the Monitoring and Evaluation Advisor assigned to support the RO;  - Prepare programme and financial progress reports and feedback to donors; - Take the lead in promoting knowledge sharing with the country operations, with partners and with the Regional and/or Sub-Regional offices; and - Depending on the country of assignment, high priority may be placed on the formulation and execution of responses to the HIV/AIDS pandemic and humanitarian emergencies. National Capacity Development: - Implement strategy for capacity building at the country level, within the context of the global strategy; - Create an enabling environment for the implementation of the ICPD agenda; - Provide technical, material, financial and political support to strengthen national capacity on thematic programmes; and - Create/improve national capacities to monitor, evaluate and learn from capacity development initiatives. Partnerships and Advocacy - Enhances the capacity of the country office to build reliable and sustainable partnerships and advocate effectively; - Advocate for ICPD agenda with national institutions and other UN agencies represented at the national level; - Promote South-South cooperation for the achievement of ICPD goals; - Pursue innovative ways to maintain and create new partnerships;  - Maintain a continuous flow of information with government and donors;  - Advocate for organizational goals in population and development, sexual and reproductive health, and gender with national counterparts and within the United Nations system as part of coordinated development activities demonstrating empathy with national perspectives and the capacity to align organizational goals with national priorities; - Participate in the UN Common Country Assessment and the UN Development Assistance Framework exercises in the country as part of broader UN Reform initiatives; and - Participate in the sector-wide approach (SWAP) activities in the health sector as appropriate.   Resources Management - Ensures the efficient and effective delivery of  day-to-day management support to country operations; - Support the UNFPA Representative in overall accountability for the management and work of the Country Office; - Participate in the formulation of the annual work plans and monitor their day-to-day implementation through consultations, correspondence and field visits;  - Propose and secure annual allocations for the country programme, and ensure the efficient and effective use of such resources in compliance with UNFPA financial rules, regulations, and procedures; - Assist in the formulation and implementation of a resource mobilization strategy for the country, and mobilize, in coordination with IERD and the RO, additional financial resources for the country;  - Support the Representative in the management of human and financial resources, with particular attention to ensuring systems of accountability as per UNFPA policies, rule and procedures;  - Supervise international and national programme staff, providing them with managerial direction and motivation;  - Participate directly in achieving staff accountability, learning and career management within the office; - Develop and guide an integrated and systems approach to the work of the Country Office; - Communicate standards of performance, and assign responsibilities for achieving results according to the Country Office OMP and the PAD system; - Establish and maintain a harmonious working environment; seek to strengthen team-building by encouraging active participation and interaction at all levels; foster staff motivation, development and empowerment; and lead by example; Coordinate the provision of administrative services with service providers; - Provide counseling and support to JPOs on work, training and career issues and advise managers on all aspects of the JPO programme; and - Develop and manage UNFPA's internship and young professional programme. - Advise on and support the establishment of a CO security strategy and plan in line with UN procedures and requirements; and - Ensure an ethics-based approach to management of all human and financial resources.   Performs other job related duties as assigned by the UNFPA Representative or Regional Management Team required to ensure the success of the country programme.   Qualifications and Experience Education:   Master's degree/ Advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or another related field. Resource Mobilisation and Partnership Management  - Provides support to Country Offices covering Middle Income Countries and the Regional Office on financing landscape analysis, identification of resource gaps and partnership opportunities including setting and tracking annual targets at Country and Regional Office levels. - Co-lead the development, implementation and monitoring of the Regional Office and Country Office Resource Mobilization and Partnership strategies and plans with a special focus on Middle Income Countries. - Support co-creation of UN Joint programmes guided by UN strategic priorities aligned with national development and humanitarian contexts.  - Guided by a robust engagement strategy, advance key relationships to strengthen tailored UNFPA positioning in the East and Southern Africa Region (ESAR) with Bilateral and Multilateral Donors, IFIs, MDBs, Corporates, Foundations, Civil Society, Academia and High Net Worth Individuals.  - Undertake regular scan of the Private Sector and corporate interests and partnership prospects for UNFPA mandate areas in the ESA Region with a special focus on the MICs. Facilitate the corresponding due diligence processes as may be required and ensure the Client Relationship Management System is up to date.  - In collaboration with the Regional Resource Mobilization and Partnerships Advisor and Regional Communications team, develop corporate engagement packages, and marketing materials to advance towards universal access to SRHR in East and Southern Africa. - Liaise with Regional and country offices to ensure programme implementation issues are resolved in a timely manner to ensure full implementation of programmes,  ensure on-time submission of donor grant documents and reports as per agreement with the donor. These include midyear and annual reports, midterm and final evaluation reports, quarterly financial reports, annual financial statements, to mention a few. B.  Financing for Development  - Support COs in conducting analysis that leads to unlocking financing opportunities - Strengthen capacities in COs and at the Regional level on Financing for Development, including greater proportions of Domestic Financing, Blended and innovative financing and digital fundraising, as may be guided by cause-related positioning, targeted engagement. - Support UNFPA offices in the region to identify and develop investment cases and financial gap analysis for sustainable financing. - Maintain and strengthen relationships with a wide range of partners to optimize Innovative Financing opportunities, including through National governments fiscal and monetary policy actions, UN Joint Programmes, Capital markets with de-risking strategies, Philanthropy, individual giving and business development activities as applicable. C. UN Women Country Representative - P5

Ecuador, Santo Domingo de los Tsáchilas Province, Quito - UN Women

Background: UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Ecuador's population grew from 15 million in 2010 to an estimated 17.5 million in 2020, with women representing 50.5% of the population. Urban areas show a slightly higher proportion of women, while rural areas have more men. Gender inequality has decreased marginally, as indicated by a reduction in the gender inequality index from 0.425 in 2010 to 0.383 in 2016, though it remains unchanged since. However, the socioeconomic effects of the COVID-19 pandemic have deepened poverty, particularly among rural and Indigenous women, and structural issues in the labor market persist, with only 30.4% of the economically active population employed under adequate conditions. The unequal distribution of care work continues to limit women's participation in the workforce and affects their income and social security access. Gender disparities extend to political representation and violence. While the 2019 Democracy Code reforms aim for gender parity in candidacies by 2025, women remain underrepresented in leadership roles, holding only 36% of seats in the National Assembly and less than 20% of prefectures. Political violence against women is widespread, often perpetuated by other political actors and exacerbated by online attacks. Furthermore, anti-gender rhetoric and violence against women's rights defenders, especially Indigenous activists, hinder progress on gender equality. The 2019 National Survey on Family Relations and Gender Violence found that 64.9% of women over 15 experienced violence, with Afro-Ecuadorian and Indigenous women facing the highest rates. Most incidents go unreported due to distrust in authorities, highlighting the need for systemic reforms. Violence against women remains a severe issue, with over 1,600 intentional homicides of women recorded between 2014 and 2022, including 585 femicide cases. During the pandemic, intimate partner violence surged, and emergency services reported 398 domestic violence cases daily in 2021. Ecuador faces significant challenges in addressing gender-based violence, improving political inclusion, and reducing systemic discrimination against marginalized groups. The Country Representative operates in a matrix management model, primarily accountable and reporting to the relevant UN Women Regional Director on UN Women -specific mandates, activities and results.  Additionally, as a UNCT member, under the Management and Accountability Framework (MAF) of the UN development and resident coordinator system, the Country Representative has mutual accountability with the Resident Coordinator for periodically reporting on contributions and support for the implementation of the United Nations Sustainable Development Cooperation Framework (UNSDCF, formerly UNDAF).The Regional Director conducts the performance review of the Country Representative whilst seeking inputs from the RC on the Country Representative's contributions as a UNCT member. The Country Representative is responsible for leading and managing the Ecuador Country Office (CO) portfolio and for translating the UN Women's Strategic Plan (SP) in line with regional and national priorities, into development initiatives and results by developing, implementing and managing programmes and projects under the Ecuador CO; and developing effective partnerships with Government counterparts, UN system agencies and organizations, civil society organizations, and with bilateral and non-traditional donors in order to promote inter-agency partnerships, support for UN reform, and mobilization of visibility and resources to advance gender equality and women's empowerment. Key Functions and Accountabilities   1. Manage the strategic country programme planning and development - Develop and implement strategic direction of the country; - Lead the design, planning, formulation, preparation and development of the Country Strategic Note in close consultation and collaboration with the government, civil society, donors, UN system partners and the Regional Director, Resident and/or Humanitarian Coordinator in the country and other national development stakeholders and partners, taking into account national priorities , the Sustainable Development Goals (SDGs) and the Common Country Analysis and UNSDCF;  - Provide substantive advice to the Executive Director, Regional Director and Senior Management on the regional strategy, direction and planning of programmes and projects;  - Manage and ensure the quality of results-based and rights-based programming for the CO; Finalize the annual work plan and budget; - Lead the monitoring of the results-based management approach to programme planning and design. 2. Manage the Ecuador Country Office - Lead the office in the delivery of operational goals; Finalize the annual work plan and budget; and oversee the implementation, including providing direction, guidance and technical support; - Oversee and approve programme work plans and monitor the overall progress and compliance of the CO; - Manage the preparation of UN Women mandated country reports; - Manage the audit review process and timely response to audit reports; - Provide managerial direction, guidance and leadership. But the progress has not been enough: too many women, children, and adolescents have been left behind, dying and suffering from preventable conditions, in considerable part because of a large financing gap, estimated at US$33 billion annually.   The Global Financing Facility (GFF) embodies the world's commitment to ensuring that all women, children and adolescents can survive and thrive. Launched in 2015, the GFF is squarely focused on prioritizing and scaling up evidence-driven investments to improve reproductive, maternal, newborn, child and adolescent health and nutrition in the world's most vulnerable countries through targeted strengthening of service delivery systemsto save lives and as a critical step toward achieving Universal Health Coverage (UHC) and the Sustainable Development Goals (SDGs).  The GFF has pioneered a country-driven, collaborative model for global health linked to sustainable financing and results. At the core of GFF's model is the development and implementation of a government-led, prioritized and costed national investment case that lays out the pathway to scaling up universal access to a basic package of reproductive, maternal, newborn, child and adolescent health and nutrition services along with critical health financing and system reforms to accelerate progress toward UHC. By facilitating multistakeholder country platforms, the GFF supports its partner governments to mobilize and align both domestic and external funding behind national investment case priorities.  The GFF approach also enables other global health partners to achieve more by working better together and by empowering countries to lead. The GFF responds to developing countries' long-lasting call for global partners to align once and for all behind their national health plans and prioritiesfostering a permanent shift in the global health and development assistance paradigm. Creating strong political and financial backing for UNDP by providing partners and supporters with a clear understanding of what UNDP does and how our mission, capabilities and flagship services relate to them.  The Bureau leads UNDP's work on innovative and diversified partnerships and ways of financing the Sustainable Development Goals. The role requires extensive collaboration with regional teams to enhance entity engagement and climate action through strategic accreditation pathways and entity performance monitoring.   Purpose  - Shapes the strategic direction of the Accreditation Program to enable diverse entities to access GCF funding for paradigm-shifting climate action - Leads strategic implementation of the Accreditation Framework in close collaboration with Regional Departments, Department of Private Sector Facility, the Department of Strategic Partnerships and Co-Investments, Office of the General Counsel and others  - Provides strategic guidance to regional and other teams in leveraging accreditation processes to strengthen the institutional capacity of entities and enhance climate ambition  - Drives innovation in accreditation modalities and approaches to enhance program efficiency and effectiveness  - Coordinates the execution of institutional-level legal arrangements and obligations to enable programming and ensures that the experiences of accredited entities are incorporated into policy development efforts  - Liaises with National Designated Authorities (NDAs), private sector and civil society and other multilateral climate finance funds, to incorporate diverse priorities and perspectives into GCF accreditation policy and practices, ensuring synergies and complementarities - Liaises with other multilateral climate finance funds to ensure synergies and complementarities in accreditation practice - Identifies and drives opportunities for innovation and efficiency in the policies and systems that operationalize the accreditation function, ensuring alignment with international standards.   Engagement - Leads the successful implementation of the current Accreditation Strategy, ensuring achievement of strategic objectives and targets  - Manages the accreditation pipeline to maximize speed of execution, efficiency and strategic value for GCF, ensuring that potential and current accredited entities are managed efficiently and within established service standards - Oversees a team of high-caliber experts in delivering specialized technical assessments and institutional capacity building support to entities  - Develops strategic frameworks for enhancing accreditation effectiveness and measuring institutional transformation impact  - Leads Monitoring, Accountability, Evaluation and Learning in relation to accreditation to ensure continuous improvement and strategic impact  - Leads the design and implementation of comprehensive entity monitoring, evaluation, and learning frameworks to drive continuous improvement - Ensures effective implementation of legal agreements with accredited entities and oversees the monitoring and compliance - Ensures systematic capture and integration of lessons learned to enhance accreditation processes and strategic impact of entity partnerships  - Ensures that accredited entities are regularly informed about changes in GCF policies and standards - Facilitates the peer-to-peer exchange of experience between accredited entities and within the broader climate finance architecture, ensuring that knowledge and best practices are widely shared  - Engages with the Board, Accreditation Committee of the Board, and the Accreditation Panel of the Board to facilitate consistency, flexibility, and transparency in the accreditation process Delivery - Provides strategic oversight of the global entity portfolio to ensure alignment with GCF's strategic objectives and country needs - Ensures strategic management of the entity network to maximize impact and transformation - Promotes the optimum modes of engagement with the Fund, including external coordination with applicants, and coordination internally for the alignment of the accreditation process with GCF programming processes.  - Advocates within the organisation to advance innovative and impactful projects/programmes identified in the programming strategies of accredited entities.  - Persuades accredited entities to align their programming strategies with GCF strategies and country programming plans - Sets the overall direction and approach to executing the accreditation framework and processes, driving innovation and improvements to meet evolving needs - Represents GCF in relevant fora, ensuring that the Fund's interests are well- represented and that the accreditation process is aligned with global standards and best practices. - Leadership: Leads, mentors and develops team members' capacities to deliver on their tasks in line with GCF's strategy and policies, fostering a culture of collaboration, innovation, transparency and accountability  - Innovation: Champions new approaches and solutions in climate finance entity engagement and partnership models  - Knowledge Leadership: Positions GCF as a thought leader in climate finance access and institutional capacity building  - Board: Provides timely, accurate, and comprehensive reports to the Board and leads implementation of relevant Board decisions Requirements (Education, experience, technical competencies required of the job) - Master's or higher-level degree in a relevant field such as climate finance, international development, institutional governance, or public policy; Or a relevant Bachelor's degree with an additional 2 years of relevant work experience; - Minimum 15 years of experience, with at least 7 years at a senior management level in climate finance, institutional capacity development, or related fields - Proven track record in strategic leadership and program innovation in international organizations - Deep understanding of global climate finance architecture and institutional capacity needs - Extensive experience in leading strategy development and implementation - Strong diplomatic skills and experience in high-level stakeholder engagement - Proven track record of accomplishment in integrated climate or development finance covering some or all of country engagement, capacity assessment and building, origination, project processing, and portfolio implementation and management - Strong interpersonal skills and demonstrated ability  - Strong interpersonal skills and demonstrated ability to develop and manage relationships with a diverse range of internal and external stakeholders and partners, including other units in GCF, government entities, private businesses, investors, NGOs, and international organizations; - Demonstrated experience in recruiting, managing, and mentoring culturally diverse and highly skilled technical teams; - Fluency in both written and spoken English; knowledge of one or more languages relevant to the region is an advantage.   Competencies -
