Purpose of the Job
The Senior Officer of the FI Donor Programmes Team provides assistance and support to the Team, operation leaders (OL), and management in relation to grant-funded facilities, programmes and projects throughout the project lifecycle, particularly focusing on administration, monitoring, and reporting. The Senior Officer also provides a general administrative support to the Team.
Background
The FIDP is a proactive unit within the FIBG responsible for daily administration and overall management of technical co-operation (TC) and co-investment grants, and other associated activities. The Team ensures that grants are mobilised, committed, deployed and reported upon in an efficient, accurate and transparent manner, applying the highest professional standards, given the fiduciary duty that the Bank assumes vis-à-vis Donors funds. This role will involve working with FIDP and FI team members as well as interacting with other Bank's units as required (e.g., Operations and Service Management, Donor Partnerships, etc.) and external stakeholders (e.g., clients and consultants).
Accountabilities and Responsibilities
The Senior Officer Provides support to the Team and OLs with:
TC project preparation, submission of TC projects for approval, as well as clearances of approval conditions
Consultant procurement and selection process
Processing contract amendments and closures, as well as consultant invoices, ensuring that they are paid in good time
Administrative and financial monitoring of consultancy contracts
- Donor fundraising tasks
- Portfolio spot check process to verify compliance with the eligibility criteria as stated in project documents
- Monitoring fund utilisation under allocated projects and programmes
- Preparation of external and internal reports and presentations on the use of the donor funds
- Processing incentives payments (under oversight of analyst/manager)
- Collating internal and external portfolio and other relevant data for reports and data analysis
- Preparing and tracking funding estimates or other cash flow forecasts
- Other tasks as may be requested
Experience, Skills, Experience and Qualifications
Academic Qualifications
A degree and/or equivalent business experience
A recognised secretarial or business qualification would be useful, but is not essential
Fluent English, with excellent written and oral communication skills
Knowledge of another language (Arabic, French, Russian), both written and spoken, would be useful
Experience/Knowledge
Excellent written and oral communication skills
Relevant experience in a similar role
Good level of numeracy
Strong organisational, administrative and analytical skills
Self-motivated with the ability to work independently and to prioritise and schedule tasks
Attention to detail and eye for accuracy
Technical Skills
Computer literate: MS365 suite
Proven skills to draft business correspondence and documents, summarise information in written narratives and presentations including textual, numeric and graphic/charts parts
Knowledge of SAP will be an advantage
