Purpose of Job

The Associate, Cost Management engages in cost-related client work for a number of departments within the Bank, within the FP&A team's mandate of establishing the Bank's overall administrative and capital expenditure budgets and monitoring their execution. The role provides direct support to the Associate Director in work to challenge and advise budget holders in the use of their budgets and in preparing resource proposals and other specific analysis, as needed.


The Associate provides detailed expenditure analysis as part of the annual top-down budget process, productivity analysis, monitoring of budget execution. The Associate provides input to the preparation of specific sections of Bank documents issued to senior management and to the Board, including such as the Strategy Implementation Plan document incorporating the annual Budget document. The role requires maintaining the relevant policies, procedures and processes related to resource management, including budget and accounting guidelines and for staffing related issues.

Background

The FP&A team, as part of Finance ? Strategy, Planning and Control (FSPC), is responsible for establishing the Bank's administrative and capital expenditure budgets and monitoring their execution. This includes assessment of the medium-term resource framework and preparation of the budget framework, for discussion with senior management. The key document co-ordinated by the team is the Bank's three-year Strategy Implementation Plan incorporating the annual Budget that is approved by the Board of Directors normally in December each year.


The role involves contributing and facilitating client partnering work for all respective Departments in active monitoring of annual budget execution and interaction with clients, as needed. This includes assessment of medium-term resource requirements, development of top-down budget proposals, productivity analysis for efficient reallocation of resources, proposals or assessment of resource requirements for new initiatives, ensuring consistency across regular reporting on staffing and expenses.


This role requires maintaining a strong and effective working relationship with Budget holders and Officers and respective HR Client Managers for the relevant teams. This role also assumes collaborative relationships with other departments across the Bank.



Accountabilities & Responsibilities

Accountabilities and responsibilities for this role are to be carried out with a degree in independence under supervision of the Associate Director


  • Active monitoring of business plan and budget execution of respective departments under client responsibility, reviewing directly with departments as necessary
  • Provide first line advice and guidance to budget holders, providing some challenge and identification of risks.
  • Develop specific resource analysis for Senior Management and the Board of Directors under the guidance of the Associate Director
  • Monitoring and reporting of expenses against agreed budgets on monthly basis and providing insight / commentary
  • Undertake regular forecasts with the business and tracking of agreements and work with the business on resolving where deviations are likely
  • Actively monitor on a monthly basis the business plan and budget execution, highlighting key variances and providing rationale for respective client groups
  • Analyse cost performance on monthly basis and providing commentary / insight for management reporting
  • Development and coordination of the annual budget proposal and forecast process
  • Support development of cost allocation methodologies for segmented P&Ls and cost KPIs (productivity, efficiency and effectiveness metrics) to support the business in understanding the cost base
  • Performing tasks under cost management responsibility ? review use of staff costs budget, regular tracking of contingency budget utilisation, use of management provisions, etc.
  • Regular discussions and support to budget holders to understand and efficiently implement their budget
  • Analysis of productivity across teams and other specific staffing queries to support more senior staff in the Cost management team
  • Independently initiate and manage small projects of analysing resources or reviewing policies that fall under the responsibility of the Cost Management team and contribute to larger projects
  • Involved in training of Budget Officers
  • Undertaking financial modelling to support key strategic decisions

Reporting to an Associate Director in the Green Financial Systems team of the Climate Strategy and Delivery Business Group, the role includes taking on responsibility for effective leadership of GET delivery via financial institutions, including Paris Alignment and Climate Corporate Governance at the transaction level and including all aspects of technical cooperation management, policy dialogue activities, and capacity building. As such, the Analyst will be competent in undertaking all tasks related to EBRD project life cycle development and implementation, including project origination, structuring, execution, monitoring, technical cooperation, and donor financing. As needed, the Analyst will support other special projects related to greening the financial system.       Background   The EBRD, created 30 years ago to help formerly communist economies adapt to market conditions, works in many countries that face the toughest challenges in reducing carbon emissions, or are vulnerable to the effects of climate change. Designing a way out of economies built around fossil fuels within the next three decades will require intensive planning, including in securing the social conditions for a sustainable and just transition. The EBRD will significantly scale up policy advice and institutional capacity building for low carbon and climate resilient strategies, promoting and supporting ambitious action in, and with, its countries of operations. The goal of the EBRD is to support its countries of operation in creating that environment and assist innovators and investors in realising those goals.       Accountabilities & Responsibilities   - Work as a supporting project team member to develop new green financial products and contribute to all other aspects of project structuring and execution, including implementing and monitoring. - Undertake marketing and business development efforts in the relevant sector and countries to build reputable market contacts to develop deal flow and cross selling of the Bank's competencies. - Support identification and structuring of Green Economy Transition components for EBRD investments, including the associated implementation and operational risks. - Support related due diligence processes ensuring they meet the Bank's standards. - In cooperation with relevant units within the Bank, support selected policy dialogue projects and contribute to policy dialogue activities in a leading role or support function with local authorities and industry associations to improve the investment climate and strengthen the EBRD impact in the area of green economy transition. - Structure and manage outsourced assignments for technical and policy services to clients. These will include project preparation and policy advice, as well as the monitoring and verification of financial institutions' use of proceeds. - Provide necessary support, in the form of relevant information or documentation for meetings, efforts to procure grants and technical cooperation funds, or as part of policy dialogue efforts.         Knowledge, Skills, Experience & Qualifications   - Relevant degree in a technical discipline (e.g. engineering or economics); a combination of technical and commercial skills is advantageous. - Significant relevant, technical and commercial work experience gained from i) an engineering and/or consultancy organisation, or ii) a company operating in the energy, chemical or manufacturing sectors, or ii) a bank, equity fund, advisory services, corporate finance firm; with a demonstrable track record of successful project development. - Knowledge and experience with green finance initiatives and the financial institution sector. - Proven track record in managing consultants and related assignments, including the implementation of IT-based solutions. - Sound understanding of business and finance principles. - Good understanding of policy analysis and policy formulation in the areas of climate change, resource efficiency, energy efficiency and technology transfer. - Experience in emerging markets, including EBRD countries of operations. - Computer literacy and excellent written/oral communication skills in English is essential; other languages from the EBRD region are advantageous. - Ability to operate consistently within business guidelines and ethics and work sensitively in multicultural environments, building effective working relations with clients and colleagues.  - Self-motivated, ability to work to and meet tight deadlines and to plan and organise work unsupervised in a logical and efficient manner. - Ability to communicate appropriate, concise and accurate information in verbal and written formats, appropriate to the audience at the time.     What is it like to work at the EBRD?   Our agile and innovative approach is what makes life at the EBRD a unique experience! This includes financial accounts, transition related data as well as relevant market and macro information.   The Assistant Analyst will take responsibility for the tasks assigned by the supervisor or by more senior members of the DAS Team.   Accountabilities & Responsibilities   Training is an integral part of this role in order to obtain foundational knowledge of accounting, banking, and investment operations of the bank.   Data management and use of IT systems for:   - Client Financial Data Input ? automated, manual, outsourced (also entered by client). - Client Financial Data Validation ? ensure clean, correct and useful input data. Carry out peer reviews of data entries. - Client Financial Data Reconciliation ? resolve data inconsistencies to generate a single golden source of data.   Analytics and reporting   - Client Financial Data summary reports highlighting potential areas of concern, early warning signals and other relevant macro-economic impacts. - Systematised flagging of data management breaches, e.g. covenants, late submissions, unexpected changes to the accounts. - Providing regular client financial data input for Equity Fair Value process. - Aggregated portfolio analytics to identify sector, geographical or other portfolio trends. - Contribute to the aggregation, analysis, and synthesis of Self‑Evaluation data, and disseminate key findings and inputs to inform the Impact Report.   Peer mentoring - after the initial period of 6 to 12 months, Assistant Analyst will be expected to:   - With guidance from line managers and/or senior team members, support new hires on data management and use of internal/external systems. - Cross check and sign off data entry and reports performed by new hires. - Generate and work on data process enhancements initiatives.   Communication tasks and skills are a crucial part of this job. The Assistant Analyst will work within a team closely linked to other teams responsible for project monitoring, e.g.:   - Portfolio Managers, Portfolio Bankers (Operation Leaders). - Equity Value Creation Leaders and Equity Leads. - Credit officers and other internal clients. - Under initial supervision with external clients at appropriate levels.   Knowledge, Skills, Experience & Qualifications   - University degree in finance/economics/business, mathematics/econometrics/computer science or related subject from a leading university in the country of education. - Quantitative/numerical skills are essential with the ability to interpret financial information and understand financial accounts and reports.
