Caritas Switzerland is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration.

The Programme Manager will be in overall charge of the SDC-funded project: 'Nurture: Nurturing Climate Resilience in Cambodia', which aims to improve Climate Resilient Agriculture and Water Governance in Cambodia. This task includes the responsibility to ensure and monitor that the project is implemented as planned, supervision of project staff, and financial management. The Programme Manager acts in close coordination with the two consortium partners, Caritas Switzerland Country Organization in Cambodia and HEKS/EPER in Cambodia.
 

Your duties

  • Lead the project cycle management, incl. financial management and analysis for improvements/adjustments where needed
  • Supervise the project team of currently 27 staff: Provide overall technical back-stopping, build staff capacity, provide feedback to all project staff and do regular staff appraisals
  • Ensure compliance with administrative regulations in procurement, expenditures, and HR management, also considering donor requirements
  • Prepare timely and accurate narrative and financial reports that are in line with donor-specific contractual requirements
  • Representation and presentation of project progress to donor
  • Ensure professional coordination and networking for project interests at national and international level
  • Represent the project consortium in technical working groups and any other conferences and seminars on project related topics
  • Engage in knowledge sharing within Cambodia and contribute to Caritas Switzerlands and the consortium's global dialogue on climate change and disaster risk reduction
  • Facilitate networking with governmental, non-governmental, national and international organizations as a means to steer policy dialogue on climate resilient agriculture and water governance and create synergies within projects and among the donor community
  • Acquisition to ensure additional project funds are generated
     

Our requirements

  • Minimum of 5 years experience in rural development with proven experience in water governance and climate resilient agriculture
  • Working experience in South-East Asia, preferably Cambodia
  • Track record in successfully leading large-scale, consortia-implemented projects with many stakeholders involved
  • Strong team leadership skills; leading, motivating and convincing others with empathy, cultural awareness and ability to delegate
  • Proven Financial Management skills
  • Knowledge of compliance standards in international cooperation
  • Experience in any of the following: NRM, adaptation to climate change and climate resilient agriculture, irrigation, governance and participatory approaches
  • Proven proposal and report writing experience, including budgets, logframe, action plan and narrative parts
  • Proven experience in Financial Monitoring
  • Open mindedness, proactiveness, and ability to engage others easily
  • Independent decision making and capability to solve complex analytical challenges in a timely manner
  • Good ITC skills: MS Office, SharePoint, social media "literacy"
  • Excellent communication and networking skills in cross-cultural environments with existing connections to relevant actors and stakeholders at national, regional and global level
  • Fluent English language skills, knowledge of (or willingness to learn) basic Khmer is considered a strong advantage

Your place of work will be in Siem Reap, Cambodia, with frequent travels to project locations and the Country Offices in Phnom Penh.
Starting date: July 2024 or as agreed upon.
