Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. 

The External Relations Department (ERD), comprising the Communications Division (COM), and the Global Engagement Partnership and Resource Mobilization Division (GPR)  leads IFAD's engagement with Member States and other stakeholders, including through public and political advocacy, global policy engagement, resource mobilization and strategic communications. 

The Communications Division (COM) leads implementation of IFAD's Global Communications and External Advocacy Strategic Approach and acts variously as facilitator, partner and leader with regards to delivery of IFAD's internal and external communication work. COM is a strategic partner for IFAD departments, divisions, offices and units in Rome and across the globe. The division has a team of expert staff in media relations, video production, writing and publishing, web and other digital media, graphic design, visual identity, brand management, internal communication and campaigns and events to meet IFAD's communication priorities.

The Chief, Strategic Communications works under the direct supervision of the Director of Communications and in line with IFAD's corporate communication strategy.

 

Job Role

The Chief, Strategic Communications, heads up the Strategic Communications Team and leads and advises on COM's work to ensure a dynamic and innovative external communication programme, including compelling storytelling, media outreach, social media, web/digital communications, video and reputation management. The Chief, Strategic Communications brings a proven track record in driving global coverage across elite markets and building global campaigns with the digital platforms to deliver them. The Chief, Strategic Communications also leads and advises on COM's internal communication work.

 

Key Functions and Results

1.STRATEGIC COMMUNICATION:

      (a) Lead the Strategic Communication Team's contributions to the implementation of IFAD's communication strategy;

      (b) Assess the overall effectiveness of IFAD's strategic communication approaches from the media, web, social media, video and internal communications perspectives,  and adjust approaches and techniques as required;

      (c) Lead and direct a team of communication officers and consultants with expertise in media outreach, web and social media, video production and internal communications; build synergies and team capacity to ensure that colleagues deliver high quality and on target products and activities, including coordinating with the relevant COM staff to ensure that agreed priorities are met;

      (d) Lead COM's work to intensify IFAD's internal communication and to ensure a dynamic and an innovative external communication programme, including through strategic approaches to media and social media outreach, web and video content creation, reputation management and events;

      (e) Represent the Communication Division in important meetings, conferences and events, both internally and externally;

      (f) Co-leads and plans strategic communications and external outreach/visibility in/for our decentralised locations working with our regional and national communications officers.

 

2. NEWS and MEDIA OUTREACH AND REPUTATION MANAGEMENT:

      (a) Oversee the conceptualization of IFAD's approach towards print and broadcast media, taking into account the need to support an independent media agenda and to leverage developments in digital media; manage the implementation of this new approach. This will include providing guidance on positioning IFAD spokespeople, targeting non-traditional IFAD media contacts, developing new types of media materials and creating new opportunities, venues and platforms to promote IFAD's work;

      (b) Oversee the work of the Communications Manager, Global Outreach to lead the organization's media relations, working closely with the Corporate Content and Regional Outreach Team to ensure coherence in COM's media outreach efforts at the global, regional and national levels and to maximize results;

      (c) Guide the effort to develop a stepped up media training programme for key IFAD staff in Rome and in the field as part of COM's broader capacity development programme;

      (d) Create and maintain networks of high level communication contacts with key influential journalists in the international arena and boost IFAD's positioning with them;

      (e) Act in the absence of the Director of Communications as the senior media spokesperson for IFAD;

      (f) Monitor and flag reputational risks and crisis communication needs within COM. Under the guidance of the COM Director, collaborate with other members of the COM rapid response team to develop recommendations for senior management and/or other key staff/units with regards to responses (to the media or stakeholders) to sensitive matters or crises impacting IFAD operations or staff and propose and implement approved plans to offset reputational issues;

      (g) Lead the implementation of strategic outreach initiatives involving a wide variety of audiences and partners, including parliamentarians, academia and notable international personalities;

      (h) Co-leads and plans media and outreach plans in/for our decentralised locations working with our regional and national communications officers. 

 

3. DIGITAL / MULTIMEDIA PRESENCE: Build on and advance COM's work to strengthen and boost IFAD's digital presence, taking into account IFAD's decentralization and transparency agendas as well as current research and best practice. Lead the development, execution and implementation of IFAD's social media strategy, policies and guidelines; oversee the planning and supervision of social media campaigns for corporate events and activities; integrate social media with external initiatives and campaigns; ensure collaboration with other UN and International FinanciaI Institutions (IFIs) agencies' social media strategists to raise awareness and understanding on rural poverty related issues; develop a training curriculum and oversee briefing sessions on social media tools as part of COM's communication capacity development programme. Develop a strategic vision for IFAD's web-based communication channels and on-line presence; lead the design and management of IFAD's internal and external web-based communication channels; establish policies, procedures, guidelines, quality and editorial standards for these channels. Oversee expansion of content in IFAD's official languages on the corporate website and on IFAD's social media channels. In support of the knowledge management agenda, develop and implement innovative collaboration solutions. Explore opportunities for new partnerships which could provide value to IFAD's digital presence. 

 

4. CAMPAIGN AND EXTERNAL VISIBILITY:

      (a) Take the co-lead in strategy, planning, development and implementation of external campaigns and strategic approaches to storytelling; where appropriate, works with other departments, IFAD country offices and other agencies to develop and implement campaigns and incorporate campaign message and themes into all relevant events and products;

       (b) Provide advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems;

      (c) Develops strategic partnerships with key constituencies to maximize IFAD visibility and elicit support for and impact of  communications objectives;

      (d) Draft strategies for the distribution of content which maximizes reach and impact with target audiences;

      (e) Evaluate results and impact of communications activities, reporting on developments, trends and attitudes regarding the UN and International Financial Institutions (IFIs);

     (f) Represent the institution in meetings and conferences; fulfill speaking engagements and make presentations to groups on IFAD's activities and issues of concern; organize media coverage and arrange for media contacts, briefings, interviews; organize seminars, lectures, conferences, public events on major issues and events concerning the organization;

      (g) Build information networks; plan and oversee maintenance of publicly accessible information materials on the Organization; plan and develop outreach activities;

      (h) Oversee publications programme; produce materials for print/electronic/voice/visual media.

 

5. INTERNAL COMMUNICATION:

      (a) Lead development and implement IFAD's internal communication strategy in consultation with key partners to inform and engage staff about IFAD's work;

      (b) Provide guidance to colleagues on internal communication opportunities and ensure messages are consistent and coherent;

      (c) Recommend, implement and maintain internal communication tools to foster two-way transparent communication and enhance flow of information, particularly between colleagues in the field and HQ; flag internal communication challenges to senior management in a timely manner and recommend mitigation strategies;

      (d) Conceptualize, manage, and continuously improve IFAD's internal communication channels, including internal events and products;

      (e)  Oversee development of an on-going internal communication training/sensitization programme. 

 

6. MANAGERIAL FUNCTIONS:  

      (a) Prepare work-plans, budgets and reports for the various work streams led by the Strategic Communication Team. Monitor/manage budgetary resources allocated to the Strategic Communication Team;

      (b) Identify, recruit and ensure effective supervision, utilization and development of communication staff dedicated to strategic communications; assess the skills of external suppliers and consultants in select capitals contributing to the delivery of the Team's work programme; select suppliers and manage related rosters;

      (c) In consultation with the Chief, Corporate Content and Regional Outreach, ensure that the human resources and financial resources invested in strategic communication efforts are both effectively managed and optimally used;

      (d) Liaise constantly and work with Chief, Corporate Content and Regional Outreach,  and members of the team, to ensure seamless collaboration and successful delivery of high quality, multifaceted communications operations and products;

      (e) Exercise political sensitivity, keen diplomatic skills and good judgment in carrying out high level communication work;

      (f) Demonstrate mastery of IFAD behavioral competencies and serve as a role model in this regard in COM.

 

Key Performance Indicators

Assignments require the provision of authoritative professional expertise. The Chief, Strategic Communications is expected to drive global coverage, campaigns, and storytelling to position IFAD as the authoritative voice on rural transformation, climate adaptation in small-scale farming, and innovative methods to scale up investments in food systems. The Chief, Strategic Communications leads and manages the team and represents IFAD amongst external partners. Work at this level is considered of critical concern to the Fund as it serves to improve IFAD's partnerships, corporate outreach and engagement in the assigned regions. An inadequate handling of activities may result in damaging the credibility of the Fund with partners in the assigned regions.

 

Working Relationships

The Chief, Strategic Communications serves as the Fund's lead expert in the team and exercises wide professional latitude in developing and maintaining strategic communication and collaboration with key contacts in the assigned regions in order to expand communication and increase resources for smallholders. The incumbent acts as a credible voice of the organization and represents IFAD combining the capacity to present, identify opportunities, establish frameworks for interaction and maintain/grow relationships over time.

Education:

  • Level – Advanced university degree from an accredited institution in a technically relevant area. The Advanced University degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated below.

Experience:

•   At least ten (10) years progressively responsible experience in supervisory / team leader communication roles, such as global media outreach, digital communications and video, campaigns and external visibility. Newsroom experience desirable.

•   Experience managing a decentralised communications structure across the humanitarian, development, international finance or philanthropic landscape.

•   Proven experience in innovation integration such as data story-telling techniques, VR and AI optimisation, in communications and external visibility.

•   Four (4) years experience in a multi-cultural or national organization providing support on a global scope; field communications experience desirable.

Other Information

The structure of IFAD is currently undergoing a recalibration process. The definite set-up of the Communications Division is being finalized and is subject to confirmation of institutional processes requirements, which will be confirmed during the recruitment process.

IFAD staff members are international civil servants subject to the authority of the President of IFAD. They encourage evidence-based knowledge generation and its dissemination in all activities and contribute to resource mobilization activities and to evidence-based policy making at the international, national, and local level to advocate for the extreme poor and food insecure in rural areas. The CRO advocates the Organization's policy positions and expands the Organization's external visibility and positioning. In order to promote organizational change and keep abreast of technology advancement they set clear priorities for the Office and lead by example. 3. CORPORATE DEVELOPMENT AND RESULTS BASED MANAGEMENT: The Chief Risk Officer leads and contributes to the corporate development effectiveness agenda and plans, monitors and leads IFAD's collaboration with its institutional partners and member countries on resource mobilization and corporate partnerships, in accordance with agreed priorities, approved programme/budgets, strategic objectives and corporate policies. They promote the development of rigorous evaluations, reviews, analysis, and lessons to inform IFAD's lending and non-lending portfolio (including country programme strategies, policy engagement initiatives, etc.), particularly on issues surrounding food security, agriculture, and rural development. REPRESENTATION AND EXTERNAL RELATIONS: The Chief Risk Officer develops and maintains political and business relationships with key donor Member States and strong collaboration with strategic partner organisations, including borrowers, bilateral and multilateral development agencies, UN agencies, funds and programmes, international financial institutions (IFIs), non-governmental organizations and academic institutions, which among other partnership priorities, can help drive mobilisation of resources from the financial sector and private sector as desirable. CROs serve as designated representatives of the Fund in official United Nations committees and networks, and in IFls, multilateral and bilateral meetings, symposia, fora and Global conferences upon request of the President, and build organizational networks with peers in major private, public and international institutions.  5. MANAGEMENT OF RESOURCES: Chief Risk Officers are responsible for ensuring the transparent, equitable, and efficient management of IFAD's resources, including human, financial, and material resources. This includes managing staff through workforce planning, recruitment, performance management, and career development. They are also responsible for managing the division's budget, ensuring accountability and fiduciary integrity. Additionally, they are responsible for managing material resources and promoting knowledge and content management to achieve innovative outcomes and cost-effective processes. Chief Risk Officers also leverage information technology to improve business results, reporting processes, and client services.  The key responsibilities of the Chief Risk Officer include: - Providing intellectual and technical leadership in the area of risk and overall control of the delivery of risk management-related activities. - Leading the second-line-of-defence independent risk management team, which assesses aggregate risks being assumed by the Fund, challenges the effectiveness of first-line controls, enables the monitoring of such controls, and reports independently to the President and Vice President on aggregate levels of risk across IFAD. - Ensuring the development and implementation of an adequate Enterprise Risk Management Framework and other risk-related policies, frameworks, and initiatives across the Fund. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Programme Management Department (PMD), under the leadership of an Associate Vice-President, is responsible for the overall programme of loans and grants of the Fund and is composed of five (5) regional divisions and the Operational Policy and Results Division (OPR). S/he is the division's representative on the corporate knowledge Management Coordination Group (KMCG). The position is located in the Near East, North Africa and Europe Division and reports to the Regional Director or as delegated.   Job Role The Regional Specialist leads and provides support to corporate activities including but not limited to knowledge management, quality enhancement for project designs and Results-based country strategic opportunities programme (COSOP) as well as Country Strategy Notes (CSNs), grants management, portfolio management, supervision/implementation support, monitoring & evaluation and results reporting activities within the region. The Regional Specialist ensures a high degree of inter-connectedness across these activities, in particular, to enhance how lessons, experience, and evidence support improved portfolio management and performance. The Regional Specialist promotes systematic learning from the experience and knowledge exchange in the region and across regions and proposes creative solutions for using lessons to inform corporate initiatives, including global engagement and knowledge products. - Peer Learning and Knowledge Exchange: Participate in knowledge-sharing networks to promote best practices. Organize events to disseminate insights and stimulate dialogue on rural development trends. - Internal and External Stakeholder Engagement: Build relationships within IFAD and externally to coordinate program initiatives. REGIONAL KNOWLEDGE MANAGEMENT SUPPORT: The Regional Specialist advocates and enables good knowledge management practices and contributes to the building of a knowledge sharing culture in collaboration with the Strategy and Knowledge Department (SKD) in order to facilitate the creation, sharing and utilization of knowledge among internal teams and external partners. S/he acts as the Knowledge Management champion for the division and will be the focal point for South- South and Triangular Cooperation (SSTC).. S/he also contributes to preparation of technical briefs and other knowledge products required at Divisional, Departmental or Corporate level. S/he systematically promotes learning from the experience and knowledge gained from the loans and grants programmes (e.g. using information derived from Project Supervision Reports, Project Completion Reports and Project Evaluations), through knowledge publication and/or learning events. S/he promotes use of lessons and experience in design, and uses information and lessons derived from supervision to improve portfolio performance across the region, and to support technical specialists in proposing solutions and connecting projects to technical support. In addition, the Regional Specialist builds and advises on communities of practice and networks, facilitates knowledge flows and linkages across country programmes and the regional hubs, and coordinates with internal and external users of knowledge about rural poverty generated by regional divisions' loans and grants. S/he will also facilitate knowledge flows in support of IFAD's SSTC initiatives, partnership development and policy dialogue. The Regional Specialist provides technical support, including advice and capacity development to projects (loans and grants) and to staff in country offices and regional hubs, including the development of KM plans, lessons learning approaches and tools, documentation, data collection and reporting processes. Such capacity development activities could be provided in collaboration with IFAD's Operations Academy. S/he co-ordinates and ensures effectiveness of knowledge sharing activities by analysing information, and knowledge management activities, monitoring their use and measuring and reporting on their effectiveness, results and impact, in line with corporate KM monitoring and analysis. 2. SUPPORT QUALITY ENHANCEMENT FOR PROJECT DESIGNS AND COSOPS/CSNS: As part of the regional team, the Regional Specialist reviews project concept notes, project design reports and country strategies (COSOPS/CSNs), to ensure consistency with corporate standards and policies, as well as providing quality enhancement in areas including, among others, economic and financial analysis, innovations, knowledge management and communications, monitoring & evaluation, log frames and scaling up. Active participation in select Project Delivery Teams is expected as well as on-demand support by participation in select design missions.  3. GRANTS MANAGEMENT SUPPORT: In collaboration with the regional team, the Regional Specialist supports the process of, ensuring adequate mechanisms for competitive screening of grant proposals and coordinates with pertinent units and divisions. The Regional Specialist contributes to the quality enhancement of regional and country-specific grants, including from other divisions as required. The Regional Specialist coordinates a more effective system for documentation and dissemination of grants knowledge, learning and results and identifies entry points for improving the links between grants and the country-based loan portfolio. In addition, the Regional Specialist supports the regional team in the design of new regional grants together with grant recipients, review of grant submissions and input to the Operational Strategy and Policy Guidance Committee (OSC), development and coordination of regional grant pipeline for each year in line with corporate guidance and compliance with grant policy, and, grant status reporting and supervision for grant responsibilities.  4. PORTFOLIO MANAGEMENT AND SUPERVISION/IMPLEMENTATION SUPPORT: The Regional Specialist supports the regional team in portfolio management activities. This includes, among others, reviewing the quality of supervision reports (incl. Management Letters), Project Completion Reports (PCRs), COSOP Results Reviews, COSOP Completion Reviews, to ensure adherence to corporate standards/performance rating guidelines, and monitor timely disclosure and publication in line with IFAD's transparency commitments. This also includes supporting the regional team in providing advice to country teams on implementation matters, as well as providing implementation support as required, especially in the areas of knowledge management, and monitoring and evaluation. S/he will also provide on-demand participation in supervision/implementation support missions as required.  5. MONITORING & EVALUATION AND RESULTS REPORTING: The Regional Specialist supports the regional team with portfolio performance monitoring and results reporting as required for Divisional, Departmental and/or Corporate needs. This includes portfolio data analysis, preparing portfolio performance reports/updates, as well as preparing and/or delivering presentations. S/he will use this analysis when appropriate as a basis for knowledge management. The Regional Specialist supports country teams in the area of monitoring and evaluation and results reporting notably through Operational Results Management System (ORMS). Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. COUNTRY OFFICE SUPPORT: The Programme Officer is accountable for day-to-day administration and reporting in support of the Supervisor and for supervision of assigned Country Programme Associate/Assistant. In addition to human resources management, s/he has accountability for financial and material resources and related processes including managing contracts for services. S/He provides inputs to budget preparation and monitors expenditures, manages contract completion and certifies payments.  3. SUPPORT TO PARTNERSHIP BUILDING: As a key PMD team member, the Programme Officer enhances IFAD's relationships and collaborations with in-country counterparts through the identification of synergies and proposing coordinated strategies with multilateral/bilateral donors and civil-society organizations involved in agricultural development and rural poverty reduction. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD's strategic direction, thematic priorities and technical quality of IFAD's operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generating  and disseminating IFAD's development knowledge and evidence on strategic themes, and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackle their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA). ECG is composed of two clusters: (i) Environment and Climate Change Cluster; (ii) and the Social Inclusion Cluster. ECG takes the lead in integrating cross-cutting themes of environment and climate, nutrition, gender, youth, and indigenous peoples into IFAD's portfolio, with the aim of strengthening the quality and impact of IFAD's operations. ECG also contributes to the generation of evidence and knowledge on these themes, and facilitates their use in IFAD-funded projects and activities. In addition, ECG provides guidance and support to ensure the inclusion of marginalized groups, particularly women, indigenous peoples and rural youth, into IFAD operations. Addressing environmental, biodiversity and climate change issues are inseparable from IFAD's mission to overcome poverty. The Technical Specialist (Indigenous Peoples) works under the overall strategic, policy and management guidance of the  Director, ECG and the direct supervision of the Senior Technical Specialist (Indigenous Peoples).   Job Role The Technical Specialist is a seasoned professional in a specialized thematic area; the incumbent reports either to a more senior Technical Specialist or to the divisional Director. At this level Technical Specialists independently analyse technical and policy problems of concern to IFAD, intergovernmental bodies, and national authorities and provide substantive technical input to the development of policies, technical strategies and proposals. The incumbent may work collaboratively with the thematic Technical Specialists, Country Directors and other staff to ensure consistency, cohesion and synergy in the application of technical advice and provision of programme development support. Position specifics: The Technical Specialist (Indigenous Peoples) works collaboratively with respective ECG Technical Specialists (both Environmental/Climate and Social Inclusion), PMI thematic specialists, country teams and other staff across IFAD to ensure coherence, consistency and ultimately the good performance of IFAD's funded projects in all stages of the project cycle. The Indigenous Peoples team leads the implementation of the IFAD's Policy on Engagement with Indigenous Peoples, as well as of other corporate priorities, including IFAD13 commitments related to Indigenous Peoples. Considering the broad Indigenous Peoples' agenda to implement, the team works in close collaboration with the other teams in the social inclusion cluster, with the regional divisions in PMD, and across IFAD.   Key Functions and Results 1.TECHNICAL ADVICE: On the basis of seasoned technical knowledge and analysis of current thematic conditions, emerging development challenges and the state of rural poverty at the country, regional and global levels, the Technical Specialist provides sound technical advice to improve IFAD's s capacity to address rural poverty, to support national programmes and to enhance IFAD's reputation as a trusted and valued partner.  Accountabilities may include:  - Providing technical expertise in the Identification, elaboration and assessment, in accordance with existing organization guidelines, technical opportunities, proposals and feasibility studies for development projects and programmes and monitoring their execution;  - Participating in country programme management teams (CPMTs) and providing technical, analytical inputs to IFAD country strategic opportunity papers (COSOPs), project designs as well as to other policy documents related to rural development and poverty reduction; and  - Participating in project missions as necessary and pilot methods of analysis for IFAD projects Review proposals for small and large grants as required.  2.
