Background

Ethiopia has demonstrated successive, rapid and strong economic growth in the past decade, with average growth rate of 10% that led to poverty reduction significantly. Building on the successful implementation of the Growth and Transformation Plan (GTP), I&II, Ethiopia has developed the Homegrown Economic Reform Programme (HGER), that aims to address structural issues and sustain a rapid and inclusive economic growth setting the country on a path to prosperity.

The "Inclusive and Innovative Finance for Development" project, a pivotal initiative under UNDP Ethiopia, is dedicated to catalyzing economic advancement, job creation, and enhanced productivity through the expansion of financial inclusion and the fostering of innovation. This project is particularly focused on bridging the significant financial gap that impedes small and medium-sized enterprises (SMEs), with special attention to those spearheaded by women and youtha demographic critical to achieving inclusive economic development and aligning with the Sustainable Development Goals (SDGs).

Central to this project's execution is the Innovative Finance Lab (IFL), the executing arm responsible for the project's programmatic components. The IFL is strategically positioned to bolster Ethiopia's economic growth trajectory by employing groundbreaking approaches. It is tasked with enhancing capacity building, ensuring financial inclusion, providing technical assistance, and piloting enabling financial mechanisms. These efforts are designed to nurture the growth and prosperity of MSMEs and startups, fortifying them as cornerstones of sustainable economic progress. The IFL is composed of the following key entities:

  • The Technical Assistance Facility (TAF), which is committed to enhancing growth -oriented SME and startup capabilities, ensuring a robust pipeline of projects ready for investment through targeted capacity-building programs.
  • The Enterprise Financing Facility (EFF), a mobilizing platform for innovative financial products and services designed to meet the varied needs of SMEs and startups across different stages of growth.
  • The Knowledge Sharing Unit (KSU), dedicated to fostering a culture of knowledge exchange, policy advocacy, and research, thus paving the way for market-driven innovative finance solutions that support both SMEs and emerging startups.
  • The Regulatory Sandbox Unit (RSU), a structured environment for rigorous testing of innovative financial products and services, which ensures regulatory compliance while encouraging market innovation. This unit is instrumental in setting industry standards and catalyzing financial innovation within the Ethiopian economy.

These components collectively represent the IFL's commitment to driving sustainable growth and economic resilience through strategic financial innovation, inclusivity, and enhanced access to finance for Ethiopia's dynamic business sector.

One of the strategic initiatives in tandem with the interventions is the establishment of an Innovative Finance Lab (IFL), a joint initiative by the UNDP and the National Bank of Ethiopia (NBE). The IFL has four pillars, namely, Technical Assistance Facility, Enterprise Financing Facility, the Knowledge Sharing Unit, and the Regulatory Sandbox Unit. With the broader objective to spearhead thought leadership and advocacy for innovative and inclusive finance for sustainable development; the Lab will focus on SMEs development and financing.

 

Duties and Responsibilities

Under the supervision of the Innovative Finance Lab (IFL) Director, the intern will provide support to the team in the following functions:

  • Support the team for the smooth onboarding of SMEs into the TAF program, ensuring all necessary documentation is completed.
  • Communications and correspondence with SMEs, ensuring timely responses and follow-ups.
  • TAF inbox and correspondence with SMEs, responding to inquiries, scheduling meetings, and tracking follow-up actions.
  • Regularly update the TAF team on the status of SME engagements and pipeline development, highlighting any challenges or opportunities for improvement.
  • Gather and manage information on SMEs' financial needs and investment readiness status, maintaining accurate records.
  • Assist in organizing logistics for TAF events, workshops, and meetings, including venue bookings and material preparation.
  • Support the team organizing meetings and appointments to ensure efficient use of time and resources.

Experience:

  • Understanding of private sector and inclusive market development would be beneficial.
  • Work experience is considered as an asset but not required.
  • Computer literate in standard software applications.

Language:

  • Verbal and written proficiency in English is required;

  • UNDP internship programme does not provide a salary for the internship but provides a monthly Stipend.

Since 1995, Ethiopia has adopted a multiparty parliamentary system and it has embarked on a process of modifying the governance architecture, reforming the civil service, building capacity of democratic institutions, deepening decentralization, and improving the delivery of basic services. These gains have improved the governance system to some extent and broadened opportunities for political participation. However, the governance landscape in Ethiopia remains complex, fluid, and challenging. Despite the good progress made so far, there is a long way to go in terms of ensuring good governance, consolidating democracy, ensuring the rule of law, protection of human rights, prevention of violent conflicts, managing diversity and promoting social cohesion. Transforming governance structures and systems, and consolidating democracy are a process. Transforming the fledgling democratic institutions into vibrant bodies that are capable of effectively delivering on their constitutional mandates requires sustained and concerted efforts. Ethiopia is under pressure due to major political, social, and economic crises that are taking place in the last five years and more. The pervasive violent conflict and war in almost all parts of the country is the major challenge resulting in the losses of lives and devastated economy. Unresolved past grievances, ethnic, political, religious polarizations, intra and inter region boarder conflicts, governance deficits and disruption of constitutional, order compounded by the ongoing fueling hate speech and propaganda have been the key underlying causes of the violent conflict in the country. Addressing the causes and impacts of the conflict, being the major shock in the country, is crucial to recover back Ethiopia to its peace, stability, and development path. Commendably, there are measures by the GoE to address those ongoing political crises in the country. In concurrent to CPD (2020-2025)[[1]](https://jobs.undp.org/cj_view_job.cfm?cur_job_id=116129#_ftn1), UNDP has also been investing to support ongoing efforts that sought to promote dialogue among the different facets of Ethiopian Community along with its interventions to strengthen the capacity of key federal and regional partners in Ethiopia for an effective conflicts management, prevention, and peacebuilding interventions.   Despite a generally positive development trajectory, significant structural challenges, reflecting a country in transition, will determine future development potential and achievement of the SDGs. Objective: The UNDP Ethiopia Country Office, Democratic Governance and Peacebuilding Unit (DGPU) is looking for an intern who is motivated, independent, and ready to learn from the works of the unit at UNDP Country Office in Addis Ababa.  The Internship will offer a graduate-level students the opportunity to acquire direct exposure to UNDP's work. The programme is designed to complement development-oriented studies with practical experience in various aspects of multilateral technical cooperation, but also complements other international studies. It gives students and recent graduates the opportunity to get a taste of UNDP's community and mission. The Democratic Governance and Peacebuilding Unit is consisting of 8 staff working on peacebuilding, democratic governance, and rule of law related projects. The Intern is thus expected to participate in variety of tasks and work with the different thematic areas along with the staff members and the Team Leader for the Unit. Our goal is to create, deepen, and expand markets and design and develop impactful investment projects. This strategy is, in part, premised on improved country/sector diagnostic, strategic, and public sector engagement capabilities, which seek to: 1) resolve obstacles to private sector growth via diagnostic and strategic work that informs both IFC operations and relevant IBRD/IDA policy operations; and 2) overcome the shortage of investable projects in priority markets by proactively improving the private sector ecosystem at the country and regional level.   The Country Advisory and Economics team for the Eastern and Southern Africa Region (CAEAE) supports the region through provision of country economic diagnostics, strategy, and engagement products as well as through direct support to operational teams and country units, in collaboration with economists throughout the World Bank Group. Specifically, the team has four principal functions: •  Producing both regional and country-level economic assessments to support IFC's strategy and operations. •  Collaborating with regional and industry colleagues to produce analytical products such as Country Private Sector Diagnostics (CPSDs) and IFC Country Strategies. •  Significantly contributing to WBG products such as Systematic Country Diagnostics (SCD), Country Climate and Development Reports (CCDR), and IBRD/IDA lending operations; and •  Putting IFC's country strategy and diagnostic recommendations into practice through Advisory projects that engage with governments, regulators, civil society, development partners and other relevant stakeholders to reform markets and sectors and address key bottlenecks to private sector development. CAEAE is hiring an Operations Officer to be based in Addis Ababa, Ethiopia working closely with IFC country, industry, and upstream teams in select countries in the Eastern Africa Region. The Operations Officer will report to the Country Advisory & Economics Manager in CAE.    Roles & Responsibilities:  In this role, the selected candidate will serve as an Operations Officer for the CAE team in Adds Ababa, Ethiopia. He/she will work closely with IFC Country Management Unit, Upstream, Investments and Advisory staff as well as World Bank staff to design and ensure implementation of reforms that address bottlenecks faced by investors in IFC's priority sectors, using a variety of WBG tools and offerings. Partner with results team in developing appropriate theories of change and results frameworks and indicators to strengthen the development impact and sustainability of client solutions and continuously learn from client projects/ engagements.  •  Ensure high quality of project supervision and completion documents and provide timely and high-quality support to clients. Moreover, support client in implementing recommendations and help trouble shoot as needed.  •  Manage project budgets and ensure efficient/ effective use of resources.    Create and Share Knowledge; Build Capacity:  •  Support sharing of tools and guidance to clients incorporate internal and external best practices.  •  Proactively strengthen the value proposition of advisory products through new trends and partnerships.    Selection Criteria •  Master's degree in Economics Law, Finance or Business, or a closely related field  •  At least 7 years' relevant professional experience with a focus on delivering private sector and financial sector/investment climate reforms in Ethiopia.  •  Strong skills and demonstrated track record in delivering advisory engagements, particularly in the areas of private sector development as well as financial sector issues.  •  Understanding of Ethiopia's business environment for the private sector and opportunities for private sector investments, and great knowledge of key stakeholders in this area.  •  Existing / established network with relevant Ethiopian stakeholders in government and the private sector would be an advantage.  •  Understanding of IFC and WBG products/ instruments and where there are opportunities for cross-organizational collaboration.
