The post sits within the Social Policy and Social Protection Programme team in UNICEF HQ, contributes to UNICEF's strategic results on child poverty, social protection, public finance, and local governance. The Chief Public Finance and Local Governance reports to the Chief Economist/ Director Social Policy and Social Protection in HQ. The Chief leads specific GA5 Strategic Plan results on child poverty through increased and enhanced public financing for child-sensitive social programmes and strengthening local governance structures.

The Chief of Public Finance and Local Governance plays a pivotal role in driving UNICEF's mission to improve investments and outcomes for children and their families. This position provides visionary leadership, expert advice, and technical support in advancing finance for children and local governance, while guiding governments to strengthen public financial management, economic and social policies, and governance systems. The Chief also leads the development of strategic partnerships, including South-South collaborations, and oversees initiatives in systems strengthening, advocacy, knowledge sharing, and innovation to achieve impactful and sustainable results in alignment with UNICEF's Strategic Plan.

 

How can you make a difference?

Programmatic Leadership, Technical Support, and Capacity Building

Provide strategic direction and technical guidance for UNICEF's global work on public finance and local governance, developing operational tools and methodologies to support field offices in diagnosing challenges, analyzing data, and offering impactful solutions. Lead efforts to design and implement social, economic, and fiscal policies, link them with context-specific analyses, and monitor progress to refine social policy and social protection programs. Build global evidence and advocacy efforts to raise the visibility of child poverty and social exclusion while monitoring global economic and demographic trends to guide UNICEF country teams in shaping effective responses. Additionally, identify global capacity-building needs and organize training initiatives to address them in collaboration with regional offices.

Strategic Partnership, Advocacy, and Communication

Strengthen and expand UNICEF's global partnerships and alliances on public finance and local governance while enhancing the organization's reputation as a knowledge leader in these areas. Represent UNICEF in global forums and high-profile events, disseminating advocacy messages and raising the visibility of public finance and local governance in global communication initiatives. Develop and sustain resource partnerships and mobilization efforts to support headquarters, regional, and country-level work in these critical areas, ensuring alignment with UNICEF's broader advocacy and programming goals.

Knowledge Management and Managerial Leadership

Advance evidence generation and knowledge sharing on child-sensitive public finance and local governance, fostering systemic data collection, innovative research, and impact evaluations to inform programming and SDG monitoring. Facilitate lesson-sharing through networks, academic collaborations, and communities of practice, while keeping UNICEF updated on international literature and policy debates. Ensure effective management of the Public Finance and Local Governance team, integrating approaches across UNICEF's Finance for Children Framework, strategic plans, and programs to maximize impact on reducing child poverty and social exclusion.

Managerial Leadership

Contribute to the conceptual integration of UNICEF's public finance and local governance policy and programming approaches, including with the implementation of UNICEF's Finance for Children Framework, across the strategic plan and across the organization, including ensuring effective links within the Social Policy and Social Protection team between child poverty/inequity analyses, social protection, public finance innovative finance, and local governance, to maximize the efficacy of policies and programs in reducing child poverty and social exclusion. 

Ensure effective management of the Public Finance and Local Governance team, workplans, budgets and human resources.

Prepare reports on progress in UNICEF's engagement in public finance and local governance and prepare briefs on the subject for senior management and the Executive Board.

 

The following minimum requirements:

Education:

An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant technical field.

Work Experience:

- A minimum of ten years of relevant professional experience is required in all aspects of programme management, and/or advisory support, in the public finance and local governance resulting in recognized expertise in the technical area..
Desirables/Assets

- Experience in management multidisciplinary teams and partnerships.
- Experience working in a developing country is considered as a strong asset.
- Background and/or familiarity with emergency is considered as a strong asset.
- Relevant experience in a UN system agency or organization and/or International Financial Institution (IFI) is considered as an asset.
Language Requirements:

- Fluency in English is required. Working knowledge of another UN language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.

The UNDP Seoul Policy Centre (USPC), established in 2011, represents UNDP in the Republic of Korea (ROK), works with the ROK on international development priorities, and shares the development experience and technical expertise of the ROK with other countries. It is one of UNDP's global policy centres. USPC works as a facilitator of innovative development cooperation for the achievement of the SDGs in four thematic areas of i) development cooperation modalities and approaches, ii) governance and gender, iii) green recovery and transition, and iv) private sector engagement and development.

Building on the unique development experience of the Republic of Korea and UNDP's wide Global Policy Network, USPC facilitates knowledge exchanges of SDG-enabling development solutions in the above-mentioned thematic areas through its signature 'SDG Partnership' country-support programme and other initiatives, and brokers partnerships between Korea and other countries to help tackle development challenges.

Duties and Responsibilities

DUTIES

The intern will assist in the following duties and responsibilities:

Assist and support Governance and Gender Programme activities

- Conducting preliminary research and drafting various documents (i.e. reports & PPTs) on the key topics of the Centre's governance and gender work in the areas of transparency and accountability, digital governance as well as sexual and gender-based violence;
- Documenting, translating and packaging Korea's policy tools and lessons learned with an international perspective as a basis of knowledge exchange and triangular cooperation with partner countries;
- Proposing and designing creative communications materials on the team's governance policy tools, programme results and lessons learned (for partners and the general public);
- Designing, writing, editing, and/or proofreading the team's working documents, knowledge & communication products, and correspondences;
- Supporting the production of various documents (i.e. reports, web materials, briefs & PPTs) on the key topics of the Center's governance work in the areas of transparency and accountability as well as sexual and gender-based violence;
- Providing support in organising partnership meetings and programme events such as webinars, workshops, study visits, conferences, and policy dialoguesincluding on the logistical & travel arrangements and substantive preparations along with a note- and photo-taking and technical support;
- Translating and editing publications, papers, web content and other materials from English to Korean and vice-versa;
- Providing holistic support in every aspect of the office and staff members in any other important tasks such as the high-level visits from UNDP headquarters and partner countries;
- Copy-editing the team's working documents ensuring the flow, clarify and grammatical accuracy; and

Education:

Candidates must meet one of the following educational requirements:

Field of study: Social science area e.g. international development, international relations, political science, human rights, gender studies, public administration, journalism, communications or equivalent.

IT skills:

- Knowledge of/proficiency in the use of Microsoft Office productivity tools;
- Proficient in hosting Zoom and other web-based meetings and seminars;
- Skills in Visual Communication and Graphic Design (including Canva) would be an advantage.
Language skills:

- Highly proficient in both spoken and written English required;
- Proven experience in editing/copyediting/proofreading documents preferably on development policy, governance or similar would be an asset;
- Knowledge of Korean and other UN languages (particularly French or Spanish) is an advantage.
 

VISA

- Interns are responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed. The internship opportunities are exclusively available to individuals who possess the legal right to reside and work in the Republic of Korea (ROK). Any applicant would need to have legal permission to carry out an internship in ROK and, for non-Korean applicants, would need to fulfil the visa requirements as set by ROK.
 

INTERNSHIP CONDITIONS

- UNDP will not pay interns for the internship but will provide a monthly stipend in accordance with the provisions of the UNDP internship policy (as a reference, the stipend for 2024 is set at KRW 1,169,728 per month; the stipend amount for 2025 is subject to change); all other expenses connected with the internship will be borne by the intern or the sponsoring government or institution;
- UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship;
- Interns are responsible for obtaining necessary visas and arranging travel to and from the duty station where the internship will be performed;

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The West and Central Africa Regional Office (WCARO) in Dakar coordinates and provides oversight to 10 country offices,[1] and provides on-demand support in coordination with UN partners in countries across the region where UN Women has not presence. [2] The Regional Office also plays a key role in ensuring the coordination mandate of UN Women as well as support country offices' resource mobilization efforts. WCARO serves as the hub of technical assistance, policy guidance and oversight, as well as thought leadership on gender equality and women's empowerment issues in the region.

Women's political participation is one of UN Women's primary areas of work, recognizing the role of women's equal participation in politics in strong and stable democratic processes and inclusive societies. It is covered under the Entity's Strategic Plan 2022-2025 Impact Area 1 – Participation and Governance in Public Life: "Women and girls participate in leadership and decision making and benefit from gender responsive governance"; and across several Systemic Outcomes of the Strategic Plan, mainly: Outcome 1 on normative frameworks and policies, Outcome 5 on Voice Leadership and Agency; and Outcome 7 on UN coordination.

The work includes, inter alia: supporting legal and policy reforms that facilitate women's participation in public life; strengthened capacities of diverse women to engage in political life; support parliamentary bodies to deliver gender equality reforms; support legal and policy responses to prevent, monitor and mitigate violence against women in politics; improve knowledge, data and statistics on women's political participation; support women leaders in gender-sensitive political institutions including legislative bodies at national and local levels; and support initiatives aimed at changing gender norms so that women are accepted as legitimate and effective leaders. UN Women works with a range of partners and stakeholders to ensure more women of all ages fully participate, lead, and engage in political institutions. 

Reporting to the Deputy Regional Director, and matrixed to the Women Political Participation Global Advisor Political Participation in Headquarters the Policy Advisor, Women's Political Participation (WPP) will oversee the development of WPP programmes in the region, provide capacity building to Country Offices (CO), establish and strengthen partnerships, and develop relevant knowledge products on WPP; and support implementation, monitoring and reporting on global and regional agreements norms and standards.

Functions:

1- Oversee the development of a WPP strategy for the region 

- Manage the development and implementation of an integrated strategy for the delivery of technical assistance, policy advocacy and programme support in the region;
- Manage the development of regional programme documents on WPP in collaboration with COs, and the Political Participation team in Headquarters.
- Oversee the contextualization/ localization of programme documents, country strategies, and knowledge products, and ensure proper monitoring and reporting in WPP.
2- Lead the provision of capacity building support to Country Office teams and partners

- Provide substantive and policy support to COs and UN Women teams to implement and localize corporate guidance, knowledge products and tools on WPP, ensuring policy and strategic coherence, and avoiding duplication.
- Develop, implement, and monitor capacity building initiatives on key priority topics in the region.
- Conduct capacity building and substantive sessions through in-person trainings, induction, webinars, workshops, cross regional dialogues, and exchanges and through the coordination mandate to learn what others do better and replicate.
- Manage surge capacity deployments as needed, experts, practitioners, trainers, academics, etc.
- Lead country office teams in developing and strengthening policies, projects/programs and modalities to engage in key normative processes (incl. Commission of the Status of Women, UN General Assembly, and other regional and sub-regional processes) to support the implementation of global norms and standards; and ensuring proper monitoring;
3- Support WCARO' s coordination mandate on Women's Political Participation:

- Provide substantive support on WPP to UN entities in mainstreaming gender into joint programmes on electoral assistance and WPP more broadly (including Peace Building Fund projects) and strategic documents (CCA/UNSDCF).
- Guided by relevant UN policy frameworks, support gender mainstreaming into joint programming on electoral assistance.
- Coordinate high-level advocacy on WPP within relevant inter-agency task forces and support timely and quality inputs as needed to inform Senior Management's participation in the SG Executive Committee (EC) and follow up with Country Offices on the implementation of relevant EC's Decisions and other relevant task teams. 
- Build, leverage, and maintain alliances and strategic partnerships for the advancement of WPP, the regional and continental structures and entities including The African Union, The United Nations Office for West Africa and the Sahel (UNOWAS), The United Nations Economic Commission for Africa (UNECA), the Economic Community of West African States (ECOWAS), The Economic Community of Central African States (ECCAS), The United Nations Regional Office for Central Africa (UNOCA), civil society groups and networks, academics, and other non-governmental organizations. 
- Maintain close contact with relevant staff in UN-Women Liaison Office in Addis Ababa and HQ.
- Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to women's political participation and where necessary represent UN-Women.
4- Manage the resource mobilization strategy for WPP in the region. 

- Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on WPP in the region, 
- Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation. 
- Provide technical support to field-based presences in the region in mobilizing resources for the implementation of WPP, including through substantive inputs to resource mobilization programme documents and consultations with donors as needed;
5- Lead the design of WPP in the region and the development of relevant knowledge products

- Lead the provision of policy recommendations and guidance to strategic planning and positioning on WPP;
- Contribute substantively and lead existing thematic and gender equality networks to better connect UN Women and partners;
- Lead the research, development, and presentation of analytical reports, research papers, briefing notes, background papers, summaries, correspondence on WPP; 
- Provide thematic support to the Regional Director's high level advocacy efforts in support to Member States in conducting a review and appraisal of the implementation of the Beijing Declaration and Platform for Action, ahead of the 30th anniversary of the Fourth World Conference on Women (Beijing +30) in 2025.
- Lead regional engagement on the elaboration and implementation CEDAW Committee general recommendation 40 (2024) on the equal and inclusive representation of women in decision-making systems. 
- Provide thematic oversight of COs' corporate planning and reporting including development of Country Offices' Strategic Notes and Work Plans and ensure quality assurance of COs' reports during the elaboration of the Executive Director's Annual Report (EDAR).
- Provide technical support and policy advice to programme/project managers/ specialists in country offices (COs) to implement WPP programmes aligned with corporate direction and messaging, and in compliance with UN System wide policies. Support will include thematic assessments and in-country missions to overcome financial, programmatic, and operational challenges in the field.
- Provide substantive support by strengthening country offices' capacities through CCA and UNSDCF processes; and by engaging with the UNCTs and closely supporting Resident Coordinators' Offices.
- Support to NRAS focusing on: i) providing technical support to the UNCTs to ensure gender mainstreaming in national gender strategies and UNSDCF and CCA processes; ii) on demand support to UN Agencies to integrate gender in their specific strategic plans or joint programming; and iii) working with NRAs to meet gender equality requirements with a specific focus on implementation of Beijing+25 recommendations related to WPP, the SDGs, and other normative work.
- Identify promising practices, technical expertise, and strategic opportunities.
6- Manage knowledge building and sharing for WPP

- Manage the Regional Community or Practice on Women's Political Participation, including identify, codify and disseminate lessons learned and good practices in collaboration with country offices; and liaise with HQ focal point for ongoing contribution to the global thematic Community of Practice.
- Ensure technical skills and knowledge are shared within and among CO/ NRAS;
- Manage and monitor the regional knowledge platform and innovative approaches in WPP.
- Provide quality assurance of COs' knowledge products in line with corporate strategies.
- Maintain up-to-date relevant thematic regional data; and integrate analysis to policy-oriented advocacy and corporate support (e.g., briefing notes, background papers, region-specific reports).
7- Lead and manage personnel under their supervision 

- Manage the performance of personnel under their supervision by provide managerial direction, guidance and leadership as well as performance feedback and coaching. 
- Ensure performance assessment are completed on time and identify learning and development opportunities to support personnel's engagement. 
- Ensure all personnel under their supervision are fully aware of UN Women's workplace relations policies.

THE COMPLEX:

The Senior Vice-Presidency complex (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve it strategic objective, and drive performance culture that will align all processes and systems to deliver high impact results. The SNVP will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The SNVP leads senior management discussions, decisions-making process and the implementation of keyboard and management decisions.

 

THE HIRING DEPARTMENT:

The Strategy and Operational Policy Department (SNSP) plays a key role in shaping a corporate vision and a strategic perspective for the African Development Bank as well as developing the operational policies aimed at guiding the Bank's agenda.

The primary roles of the department are: (i) to develop and help maintain (along with other units) corporate strategies and operational policies necessary for the Bank to deliver according to the spirit of its Charter and in line with the Bank's Ten Year Strategy (2024-2033) and other strategies; (ii) to play a prominent role in keeping the Bank a strategy-focused organization in line with its policies; (iii) to support the Bank in raising its profile and engaging strategically at international fora, as well as to foster cross-fertilization and greater coordination with other MDBs ; and, (iv) to lead the Bank in the development of a new culture of innovation and change, including the incubation of new financial/non-financial products and business lines.

 

THE POSITION:

The key objectives of the position of the Senior Policy Officer will be:

- Provide support to the Bank's operations with particular focus on policy and strategy development.
- Contribute to SNVP efforts to ensure policy and strategic focus in decision-making across the various Departments, and the improved alignment of resources with strategic priorities, with a focus on private sector and infrastructure issues.
- Provide strategic and technical guidance on Bank's operations and documents (i.e. Project Concept Notes (PCNs), Project Appraisal Reports (PARs), Country Strategy Papers (CSPs), and Regional Integration Strategy Papers (RISPs), among other.
 

KEY FUNCTIONS:

Under the supervision of the Manager– Strategy and Operational Policies, the Senior Policy Officer will perform the following:

- Participate as part of the core SNSP team in policy development and its subsequent monitoring, updating and refinement in line with sustainable lending and resource options.
- Conduct or facilitate policy analysis to ensure coherence of advice to country programs, Country Strategy Papers (CSPs), project design and implementation support.
- Support the preparation of specific analytical products that are conducive to a better understanding of the policies and procedures that underpin African Development Bank projects.

- Provide support to the office of the President as required, in particular on recent policy developments, and on the Bank's response to emerging international issues. 
- Provide, as requested, up to date research on environment and business trends and keep up to date on new ways of doing strategic planning.
- Participate (on behalf of the SNSP Department) to the preparation of selected Bank's country and regional strategies and mid-term reviews. 
- Other duties as required by the Department.
 

COMPETENCIES (skills, experience and knowledge)

- Hold at least a master's degree or its equivalent in economics, macroeconomics or development economics, development studies, finance, or related development fields and a broad knowledge of development issues.
- Have a minimum of five (5) years of relevant experience, specifically hands-on experience in development of strategic documents and policy guidelines in the areas of infrastructure development, private sector development, or related areas. Proven combination of hands-on operational experience with solid analytical skills.
- Good understanding of development economics and specifics of Regional Members Countries.
- Experience with multilateral development banks and international organizations is an asset. 
- Solid experience in leading and coordinating the development of corporate policies, strategies and other directional documents. 
- Experience and exposure operational issues, and ability to provide advice, assistance, and coaching on strategy and policy related issues.

Position Objective
The Legal Counsel will carry out duties under the supervision of the Associate General Counsel on institutional legal matters to support the objective of the Fund. This includes legal advice and support on the Fund's governance framework, human resources, intellectual property, privileges and immunities, contributor & trustee relations, policies, instructions, guidelines as well as draft board decisions. The Legal Counsel will also play an integral role in mediation, arbitration, and litigation that the Fund is a party to. S/he will provide legal advice and support relating to the drafting, reviewing, and negotiating of agreements in non-project and operational matters in which the Fund is engaged.


Purpose 

- Assist the Associate General Counsel in the work of the institutional team in administrative matters related to the Fund's governance framework, including its Governing Instrument, Rules of Procedure of the Board, human resources, intellectual property and procurement issues as well as the interpretation and application of institutional policies;
- Assist the Associate General Counsel in implementing the Fund's strategy on privileges & immunities, and negotiating international agreements including relating to privileges & immunities and host country relations, and all contractual arrangements with counterparties which do not involve project or grant activities. This includes memoranda of understanding, exchange of letters, contribution agreements, trustee-related agreements, and other general cooperation agreements;
- Managing litigation, including by drafting pleadings before internal bodies and external tribunals arising out of employment-related disputes;
- Keep abreast of developments in the legal field especially in relation to international administrative law and climate finance; and
- Perform additional tasks as assigned by the Associate General Counsel and the General Counsel.
 

Engagement

- Provide legal support to other divisions on matters relating to the institutional and governance issues affecting the Fund; 
- Under the supervision of the Associate General Counsel, support, guide and collaborate with other Legal Counsel, Associate Counsel, consultants and interns within the institutional practice group of the Office of the General Counsel;
- Participate in the Fund's Board meetings and other events and meetings, as may be required. This may include the preparation and review of relevant documentation, close consultation and collaboration with the Associate Counsel and other Legal Counsel, consultants and interns, and making presentations to internal and external bodies; and
- Liaise with other offices and departments within the GCF in order to assess and address their requirements, to advise on the drafting of legal documents.
 

Delivery

- Thorough, accurate and timely review and delivery of all agreements relating to the institutional issues affecting all proposals and other legal documents necessary for the Fund's legal and policy framework;
- Keeping members of the Office of General Counsel updated on the latest trends/developments in public international law, international administrative law, including ILOAT jurisprudence, and multilateral finance; and
- Providing sound and practical legal advice on the institutional policy framework as well as the administrative operations of the Fund with respect to the Governing Instrument, Rules and Procedure of the Board and other applicable legal framework.
 

Requirements (Education, experience, technical competencies required of the job)

- Juris Doctor, LLB, or equivalent law degree (a higher degree in law is an advantage);
- Qualification to practice law in at least one jurisdiction;
- At least 9 years of relevant work experience practicing public international law including international administrative law, in a well-recognized law firm, an international financial institution and/or a development institution;
- Solid legal drafting skills specifically of drafting rules, regulations, guidelines, practice notes and legal opinions within the context of an internal governance framework;
- Experience working on development finance, climate finance or international financial transactions are advantages;
- Experience liaising with and advising management and senior members of staff is an advantage;
- Experience managing the work of external counsel, junior counsel, consultants and interns is an advantage;
- Experience in, or working with, developing countries; and
- Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language is an advantage.
