The Child Protection Officer (P2) will report to the Child Protection Specialist (Output II) in BCO and will support the Output II team by providing technical and operational assistance in the planning, administration, implementation, monitoring, and evaluation of social service workforce strengthening and mental health and psychosocial support (MHPSS) program initiatives. This role is essential to establishing effective and robust child protection mechanisms. The Officer utilizes both technical and theoretical expertise, as well as a comprehensive understanding of organizational goals, policies, rules, and procedures, to carry out these responsibilities.

Key functions, accountabilities and related duties/tasks:

1. SUPPORT TO STRATEGY DESIGN AND STRENGTHEN SOCIAL SERVICES WORKFORCE

- Support in rolling out the Social Service Workforce development initiative.
- Support in establishing and strengthening community-based child protection mechanisms through capacity building and advocacy.
- Support in reviewing and updating the country's Social Service Workforce development curriculums.
- Support in developing a normative framework for the Social Service Workforce in Bangladesh.
- Support in developing an accreditation system for social workers.
- Support the National Social Service Training Academy of the Department of Social Services to develop/upgrade child protection social work foundation course.
- Support in initiating Master/Executive Courses or Certificate Courses on child protection social work with public and private universities.
2. SUPPORT FOR THE IMPLEMENTATION OF CHILD PROTECTION ACTIVITIES

- Collaborate and/or consult with internal and external partners to provide operational and technical support to research, develop, and produce evidence-based strategies. 
- Assess and recommend potential contacts, networks, resources, and tools to support the maximum impact and outreach of CP initiatives. 
- Follow up and monitor the production of CP materials to ensure the technical quality, consistency and relevancy of the materials that are developed, produced, and disseminated to target audiences (e.g. individuals, communities, government officials, partners, media etc.).
- Collect, assess, and organize information for budget planning and management of programme funds and prepare documentation and related materials for financial planning for CP initiatives. 
- Monitor/track the use of resources as planned and verify compliance with organizational guidelines, rules and regulations and standards of ethics and transparency. 
- Support in designing, launching, and conducting CP studies and evaluations.
- Draft donor reports and project proposals. 
- Liaison with other UNICEF sectors, FOs, and programmes as per the needs of the CP programme. 
3. SUPPORT MENTAL HEALTH AND PSYCHO-SOCIAL SUPPORT (MHPSS) PROGRAMME INITIATIVES

- Strengthen the capacity of Psychosocial Counselors, DSS officials, and Para Psychosocial Counselors (Social Workers) in mental health and psychosocial support (MHPSS) through targeted training and other relevant activities.
- Design and manage MHPSS programs that address mental health needs and provide psychosocial support to children and their families.
- Conduct thorough assessments to identify specific mental health and psychosocial needs, particularly among vulnerable or crisis-affected populations.
- Tailor MHPSS interventions to align with the specific needs, cultural context, and available resources of the target community.
- Develop and maintain a robust referral network for individuals needing advanced mental health services, ensuring timely access to specialized support. 
4. ADVOCACY, NETWORKING AND PARTNERSHIP BUILDING

- Build and maintain partnerships through networking and proactive collaboration with sub-national, national, and international organizations, community groups, and other critical partners and civil society.

In WASH, UNICEF strengthens hygiene knowledge and practice, and access to safe water, including in healthcare facilities, schools, and communities to break the chains of transmission. In Health, UNICEF focuses on preventing cholera deaths, both in facilities and communities; and ensuring continuity of essential health services during cholera outbreaks through capacity building of healthcare workers, raising communities' knowledge of home and community-based management of diarrhoea with oral rehydration salts (ORS), strengthening cholera referral pathways, procurement and delivery of essential cholera supplies including Oral Cholera Vaccines (OCV). This entails prepositioning and replenishing essential cholera supplies and mobilizing further technical support to the national response. UNICEF also engages at-risk communities in awareness-raising, readiness, and response activities through innovative approaches, such as the "case area targeted intervention" (CATI) approach or Oral Rehydration Points. Finally, UNICEF works in partnership with the Ministry of Health (MoH) and WHO to support disease surveillance, particularly at the community level.

Under the overall guidance and supervision of the Chief of Field Operations and Emergencies, and in close collaboration with the Head of Sections (HoS) and cholera focal points for Health, Social and Behavioural Change (SBC) and WASH, the incumbent will be responsible for UNICEF Mozambique's cholera response portfolio, as follows:

 

Cholera response preparedness and coordination

- Lead UNICEF's cholera preparedness activities internally, liaising with the Ministry of Health and other relevant sector/clusters such as Health, WASH and Risk Communication and Community Engagement (RCCE) coordination mechanisms. Priorities should be in line with the government's cholera planning and UNICEF/WHO/GTFCC guidance.
- Document and manage knowledge of UNICEF Mozambique's response to cholera outbreaks, highlighting best practices and lessons learned to inform future responses.
- Collaborate with other UNICEF sectors, particularly Health, WASH and SBC, Supply to ensure integration of activities for the cholera emergency response and ensure needs are identified and met. This entails (1) facilitating an internal cholera task force comprised of Emergency, Health, SBC, WASH and Supply, with participation of Education, Child Protection, Social protection and PSEA (2) managing internal and external cholera preparedness and response meetings, developing the agenda, presentations, scheduling, and sharing minutes/action points
- Liaise with international and national partners, health and WASH cluster/sector and RCCE global and regional coordination platforms supporting the Government of Mozambique with emergency preparedness and response to cholera outbreaks.
- Provide technical support to UNICEF and partners including the development/sharing of protocols, guidelines and training materials for surveillance, early warning and alert systems, case management for malnourished children and pregnant /breastfeeding women, establishment of cholera treatment facilities (CTCs/CTUs and ORPs), community-based interventions, communications, social mobilization, as well as forecasting, procuring and distribution of supplies.
- Coordinate the development, implementation and reporting of sectoral and multisectoral partnerships (Humanitarian Program Documents) and institutional contracts with UNICEF partner and contractor engaged in the cholera prevention, preparedness and response
- Track expenditure of available resources and gaps for the cholera response and identify priority needs; build on existing efforts to track deployment/administration of supplies, availability of financial resources (current/on the pipeline), human capacity etc.
- Assess supply gaps in the main active/expected hotspot areas and coordinate the pre-positioning of cholera supplies from all programme sections (health, SBC and WASH) with the support of the Supply section.
- Assess training needs in collaboration with Health, SBC and WASH sections and plan for refresher sessions about cholera outbreak management for partners and UNICEF staff.
On the onset a new outbreak declaration

- Liaise with MoH, WHO, MSF and other relevant partners to verify alerts about suspected cases or AWD cases where laboratory test results are not yet published.
- Maintain the internal Cholera Task Force to discuss preparedness/response actions.
- Coordinate the deployment of UNICEF staff or partners per identified needs.
- Update the UNICEF Mozambique cholera emergency response plan, including financial needs, supply requirements and staffing requirements (internal redeployment, external support, etc.).
- Provide technical support for oral cholera vaccines (OCV) campaigns in close collaboration with the UNICEF health and SBC team, WHO, and other technical agencies.
During and after the cholera response

- Participate actively in national outbreak task forces (some in Portuguese) and contribute to decision-making processes.
- Coordinate and monitor the cholera response of implementing partners, ensure promptness and completeness of actions/approach and recommend/follow up on corrective actions when needed.
- Provide technical support to the development of concept notes and proposals for cholera preparedness and response activities. 
- Share regular situation reports and summary of trends analysis with the Chief of Field Operations and Emergency and Country Office Emergency Management Team.
- Provide inputs to all cholera response reports for management, donors, budget reviews, programme analysis, and annual reports.
- Oversee project supply chain in coordination with UNICEF supply and operations staff to provide essential drugs and materials to government and NGO partners.
- Participate in cholera monitoring and evaluation exercises, as well as in health, WASH and SBC sectoral reviews, as applicable. Identify, capture, synthesize, and share lessons learned for knowledge development and to build the capacity of country stakeholders and partners.

The WASH Specialist level 3 GJP is to be used in a Field Office (FO) where the WASH Programme is a major component of the Country Programme (or CCPD). The WASH Specialist reports to the Chief of Office (Level 4) and has a technical reporting line to the WASH Manager who is at Level 4 of the WASH section.

The WASH Specialist will be responsible for conceptualizing, implementing, monitoring, and evaluating WASH projects in Kasai Central, Kasai and Sankuru. These three provinces, located in the center of the country, are part of the "Provinces de convergence", where UNICEF and DRC government will implement an integrated, multi-sectoral program from 2025 to 2029. The WASH program will be closely integrated with the health, nutrition, education, and protection sectors.

In these provinces, the WASH program aims to strengthen provincial technical and institutional sectoral capacities, enhance understanding and management of water resources, increase community-level demand for WASH services, and improve hygiene behaviors. It will support the provision of WASH services in communities, schools, and health centers. On major challenge the WASH specialist will work on is the implementation of context specific operation and maintenance models to increase WASH infrastructures sustainability. The WASH Specialist will also contribute to strategic thinking and planning at provincial level regarding climate change adaptation measures in the sector. The WASH program being currently financed primarily by the EU, KOICA, SIDA, and UNICEF funds, the WASH Specialist will prepare a contextualized, multi-year WASH program aligned with the new CPD for 2025–2029. The WASH Specialist will directly supervise one WASH Officer NOB in Kananga and will provide technical supervision for two WASH Officers NOB based in Lodja (Sankuru) and Tshikapa (Kasai) and will also manage national consultants.

The General Operations Team as part of the Bureau for Management Services in UNDP is responsible for premises, facilities, asset management, travel management and BMS Operations. The United Nations Development Programme (UNDP) Headquarters in New York City has embarked on a major renovation project to transform the DC1 building into the central hub for all UNDP headquarters personnel. This comprehensive renovation encompasses a range of key elements such as asbestos abatement, interior design, construction, demolition, curtain wall renovation, interior mullion refinishing, lobby renovation, electrical, mechanical and plumbing system upgrades. In addition, the project involves complete furnishing and restacking of the space in full compliance with design and construction documents.

Given the magnitude of the project, detailed coordination is crucial, demanding cohesive collaboration with multiple stakeholders, ensuring conformance with local, state, and federal regulatory standards. General Operations (GO) team is actively seeking a skilled Project Manager with demonstrated experience in large-scale renovation or construction projects. 
 

 

Duties and Responsibilities


The position of Project Manage will be instrumental in managing the project's daily activities and maintaining a harmonious relationship with Clients (internal and external), Landlord, contractors, and diverse group of consultants and vendors, including architects and engineers. The designated Project Manager will operate under the direct purview of the Director of General Operations. Due to the functional demands of this position and to effectively manage the renovation project, the Project Manager is expected to be onsite during business days.


UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. 
 

1) Lead project management and facilitate effective communication:

- As the Project Manager, responsible for seamless execution of the DC1 renovation project including daily management of all operational matters in line with the project implementation timeline. 
- Provide technical expertise and strategic guidance in effectively planning and implementing project activities to ensure achievement of targets and results. 
- Maintain constant communication and liaison with the DC1 renovation project team and all stakeholders, providing timely updates to address concerns and issues promptly.
- Adjust the DC1 renovation project plans based on real-time progress, challenges, potential risks, and unforeseen obstacles specific to the building's needs. 
 
2) Ensure effective financial management and quality assurance:

- Provide strategic oversight of planning, budgeting, implementation and monitoring of the project as well as tracking use of financial resources in accordance with UNDP rules and regulations.
- Performs as the certifying officer for any invoices to be paid for the goods and services procured pertaining for the DC1 renovation project. 
- Monitor daily expenditures and ensure that these are within the allocated thresholds. 
- Coordinate with required personnel within GO and provide regular financial reports indicating that delivery rate of the project. 
- Undertake necessary project site inspections of the DC1 building to ensure project scope and quality assurance with regard to design and construction documents. 
- Coordinate and participate in quality control mechanisms, seeking to improve the technical quality of the project outputs. 
 
3) Lead sourcing and contract management of the project:

- Works closely with Central Procurement Team to ensure the sourcing and timely delivery of required goods and services for the project (construction materials, goods, services of vendors, contractors, and consultants). 
- Participates in the technical evaluations of bids and proposals, that meet the requirements of the DC1 renovation project.
- Lead the selection process and negotiate contracts to ensure value and alignment with the unique needs of the DC1 building renovation project. 
- Responsible for proper contract management ensuring that required goods and services are received and necessary financial obligations are executed as per the contract. 
 
4) Ensure compliance, risk management and regulations:

- In close collaboration with contractors, landlord and project team, ensure that the DC1 renovation project adheres to New York City building standards and regulations, addressing any inconsistencies when identified.
- Ensure project activities and financial recording/reporting system are in full compliance with UNDP Programme and Operations Policies and Procedures (POPP) and strategies.
- Provide guidance on risk assessments and oversee the coordination of due diligence for high-risk areas of work as necessary.
 
5) Lead Project commissioning and build strategic partnerships with multiple stakeholders:

- Oversee the commissioning of tasks performed in close collaboration with commissioning agents to ensure systems in the DC1 building operate as envisioned post-renovation.
- Ensure smooth transition of final handover, ensuring punch list items are fully addressed and issuance of completion letters in compliance with construction industry standard procedures and standards.
- Establish and maintain a strategic understanding of and engagement with all the relevant institutions and stakeholders (landlord, consultants, vendors, clients and engineers) including establishing contact and developing strategic partnerships with other stakeholders and beneficiaries at various levels.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the organization.

Established in July 2010 by the United Nations General Assembly Resolution A / 64/289, the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), is implementing actions to the elimination of discrimination against women and girls; women's empowerment; and achieving equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. It focuses its interventions on achieving the following strategic objectives: women's economic empowerment; promoting leadership and women's participation in decision-making processes, strengthening women's role for peace and security in CAR; the integration of the gender dimension in the humanitarian response; and the fight against violence against women.

UN Women works to support women's engagement in peace and security to promote improved implementation, and monitoring and reporting of global commitments on women and peace and security, including as set out in Beijing Platform for Action and in Security Council resolutions 1325 (2000), 1820 (2008), 1888 (2009), 1889 (2009), 1960 (2010), 2122 (2013) and 2242 (2015), relevant Statements by the President of the Security Council, as well as related accountability frameworks established by the UN system. The UN Women works to strengthen the capacity of actors engaged in inclusive peacebuilding and national dialogue processes to enhance women's participation and influence and to secure gender-equality outcomes. As a new member of the Humanitarian Country Team, UN Women is expected to provide increased support through emergency interventions, as well as ensure the local implementation of its new Humanitarian Strategy 2022-2025.

While Central African Republic remains one of the worst humanitarian crises, the country is currently struck by internal and external new crises which are affecting a vast majority of women and girls. Since April 2023, the northern parts of the country, particularly north-east (Vakaga and Haute-Kotto) and north-west (Ouham and Lim-Pendé), have seen successive influx of asylum-seekers, fleeing the conflicts in Sudan and Chad, establishing in already vulnerable communities, and in flooding-prone areas. Out of the estimated 55,000 people who have fled their respective countries, including central African returnees, women and children represent at least 85% (and up to 98% in some groups). These crises, and particularly in Sudan, have also disrupted supply value chains and lead to stark increase of prices on the markets in neighboring Prefectures (Vakaga particularly), which heightened the food insecurity in these areas and appeared as source of tension between forcibly displaced persons (refugees, asylum-seekers, and internally displaced persons IDPs), returnees, and host communities over the limited resources available.

Following thorough needs analysis conducted as part of Japan funded project (Vakaga and Haute-Kotto), and as part of humanitarian team assessments (Ouham and Lim-Pendé), to address the needs of the majority of women that are victims of displacement and stretched host communities, as well as supporting the capacity of women and women organisations in providing emergency response, UN Women, with support from the Government, will implement the project "Providing emergency support to mitigate the impact of regional crises (Sudan, Chad) on women and girls and their communities in North-western and north-eastern parts of CAR". Through the 12 months project, the following expected results: 

- Increase the access of at least 35 000 people (asylum-seekers, internally displaced and returnees as well as host communities) to basic social services and their social protection, especially women and girls and supporting integration of gender in emergency humanitarian interventions;
- Support food security for women and girls and their families in the most affected communities;
- Provide protection mechanisms, prevent community violence and foster social cohesion between the incoming and host populations, through nexus-approach and community-based initiatives piloted by women.
Reporting to the Women, Peace, Security and Humanitarian Action Programme Manager, the Humanitarian Analyst will contribute to the effective coordination of the humanitarian activities of UN Women Country Office, particularly in the context of the implementation of the Project "Providing emergency support to mitigate the impact of regional crises (Sudan, Chad) on women and girls and their communities in North-western and north-eastern parts of CAR". The Humanitarian Analyst will support coordination and monitoring of the implementation of our humanitarian field interventions, providing technical and capacity support to humanitarian actors, as well as develop relevant knowledge products on humanitarian action.

Terms of Reference

Following an outbreak of violence in Rakhine State in Myanmar on 25th August 2017, in excess of 650,000 Rohingya fled across the border into the Cox's Bazar district of Bangladesh. This influx has more than tripled the existing registered Rohingya population of 212,500, making the total population being hosted in Bangladesh over 890,000, with new arrivals still ongoing. 
The speed and scale of this influx exhausted the capacity of the two existing refugee camps and overwhelmed both local authorities and existing humanitarian actors present in the area. Arriving refugees settled in a spontaneous and haphazard manner and makeshift shelters mushroomed along roads and on any available land in the Ukhiya and Teknaf areas. The resulting situation and the severe congestion of the area is presenting severe risks and challenges in terms of access to services, protection, public health and physical safety, e.g. flooding, landslides, fire. Many shelters are of poor quality and constructed in a manner inappropriate to withstand natural hazards – in an area which is prone to cyclones and flooding. Improvements are needed to improve access to services, assistance and enhance the protective environment of the site. The strategy implemented by the Government of Bangladesh has been the establishment of one so-called "megasite" which expands the official Kutupalong refugee camp and the Kutupalong and Balukhali makeshift settlements with additional allocated land. This policy makes the Kutupalong extension the world's largest refugee camp in terms of population numbers, but geographically it covers a fraction of the area (approx. 12 km2) of other sizeable camps. 
The first three years after the influx much of the focus of humanitarian actors has been implementation of mitigating measures to avert major disasters during the yearly monsoon and cyclone seasons. A medium- to long-term perspective needs to be maintained, given the assumption that the settlements in Ukhiya and Teknaf that are being managed by UNHCR & others together with their partners, will remain in existence for several years to come. In this context, it is extremely important that these settlements be improved in terms of overall settlement planning; location, delivery and management of basic services; living conditions including public space; and disaster risk reduction. At the same time, the needs of the host communities, particularly in areas where they are living in mixed settlements or in close proximity to the camps, must also be addressed. 
UNHCR has over the past three years constructed a wide range of buildings and site-infrastructure through direct implementation using contractors, both with in-house design and with consultants. This position is planned to lead a construction team with 5-8 national engineers. The team will ensure a technically professional and efficient implementation of construction projects such as Health facilities, Learning centres, Distribution centres and facilities for security forces. In addition, the team will ensure construction of roads, bridges, canals and soil-retention structures.

The incumbent will oversee the day to-day operations of all construction and general infrastructure projects within the Area of Responsibility (AoR) to ensure that works proceed as designed and comply with established standards and procedures for the full project cycle. In a first instance, the incumbent ensures that the Operation is supported in carrying out shelter and infrastructure needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns.
Close and regular contact is also maintained with technical and non-technical staff of UN Agencies, Implementing Partners, and shelter sector members, national and international NGOs and Government Authorities. The incumbent will also participate in discussions relating to shelter and infrastructure coordination and provision. The Assistant Shelter Officer normally reports to a more senior shelter colleague or Technical Coordinator and maintains a strong collaboration with the Shelter and Settlements Section in HQ.
The incumbent contributes to ensuring that shelter & infrastructure responses within the AoR evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from sustainable local building practices and materials.
Specialized functions to be dealt with by the incumbent include shelter and general infrastructure planning, design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline.
Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis of residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of harm, eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. Special attention must be given to the environment and low carbon approaches, attention to material selection through sustainable means to ensure a green approach to shelter delivery.

Duties
Technical Guidance
- Assist in developing and periodically updating a suitable shelter approach within the AoR, taking into consideration area-based approaches, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
- Participate in comprehensive sectoral needs assessments while liaising with other relevant sectors such as protection, programme, community services, WASH, administration and supply. Engage with the relevant stakeholders to ensure that the beneficiary selection process prioritises the shelter needs of the most vulnerable Persons of Concern (POC) are addressed.
- Contribute to shelter strategies and periodically review them to reflect evolving situations and ensure alignment with national and global level policies and guidelines including: Global Compact on Refugees, Sustainable Development Goals, Relevant Global Strategies and Policies.
- Oversee all construction and infrastructure projects within the AoR ensuring that works are carried out in compliance with established UNHCR and national standards/best practices for the full project cycle.
- Review, identify and monitor shelter programmes within the AoR and initiate responses to address the gaps in collaboration and coordination with key UNHCR technical staff, operational partners and authorities as required.
- When planning shelter solutions, work closely with other relevant sectors such as water and sanitation, infrastructure for reception, education and health so that implementation is synchronised and coordinated.
- Work with established clear guidance and detailed standards for coordinated shelter assessments, specific to the operational context in line with emergency standards and long-term durable shelter solutions.
- Monitor and follow up the design and construction of infrastructure and other facilities (schools, health centres, reception centres, drainage and roadworks etc) to confirm these are approved by the relevant authorities, technically sound, supplemented with accurate drawings, detailed BQs and specifications.
- Support implementing partners on sound technical shelter and settlement issues while ensuring compliance with global, national and operational strategies and guidance.
- Work with appropriate internationally accepted shelter standards, best practice and guidelines and disseminate this information among partners within the AoR to meet quality and oversight expectations.

Coordination
- Support the supervisor in ensuring that UNHCR's operation is technically sound in the field of shelter, construction and infrastructure development within the AoR to best meet the needs of POC.
- Participate in coordination and management of UNHCR's shelter and infrastructure interventions in a timely, cost-effective, inter-sectoral manner providing adequate delivery of technical interventions and services to support operational needs. Work with the government and relevant authorities and counterparts to ensure strong coordination and partnership.
- Where activated, provide support to a close and operational leading role in the Shelter Cluster so that UNHCR's operational footprint is aligned with the agency goals. In refugee operations, take on the role of the coordination of shelter and settlement activities in line with the Refugee Coordination Model within the AoR.
- Participate, as technical focal point for shelter/infrastructure, in coordination meetings with various stakeholders including Government counterparts to ensure UNHCR's interests and those of the POCs are adequately reflected and disseminate information to all stakeholders in a timely, efficient manner.
- Coordinate with partners to assess, analyse and map available information on shelter options in the AoR considering relevant policies, guidelines and plans adopted by the Government.

Collaboration
- Support Programme in reviewing technical components of the Project Partnership Agreements that contain any construction and infrastructure projects. Provide technical inputs and advise Programme colleagues during Implementing Partner Selection of shelter sector partners.
- Actively work with Programme as a member of the Multi-Functional Team in the Operation and regularly participate in multi-sectoral activities to ensure protection and assistance needs of the population are met.
- Support Supply team on matters related to the procurement of construction, infrastructure and other sector related works and services. Draft complete sets of bid documents for all construction and infrastructure projects including technical specifications, BoQs, drawings, etc.
- Carry out technical evaluation of the received bids as well as review/inspection of the quality of shelter and infrastructure products/works during implementation and at completion.
- Work in close collaboration with all relevant stakeholders including local authorities, implementing and operational partners and affected communities on issues related to the shelter and settlement programme, while ensuring full participation of them in all work in order to achieve optimum levels of adequacy in the shelter response, for enhancement of skills development and income generating opportunities.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Terms of Reference

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).
While UNHCR has been operating in Bangladesh since 1992 under the terms of a Memorandum of Understanding (MoU) signed between UNHCR and the GoB, its presence in the country and partnership with the GoB date back to 1971, when UNHCR provided life-saving assistance to the people of Bangladesh who became refugees during the Liberation War, helping to facilitate their return after independence was achieved. This strong partnership has continued during repeated influxes of Rohingya refugees to Bangladesh over the last 40 years, and most recently in 2017.
The UNHCR Bangladesh operation comprises a Representation Office in Dhaka, a Sub-Office in Cox's Bazar, and a Field Office on the island of Bhasan Char, with over 400 international and national staff working in these three locations.

Every child has the right to an education in a protective environment so that they can learn, grow and develop the skills, and confidence they need to lead healthy and productive lives. Schools have the potential to be transformative in promoting positive social norms and gender equality. But for too many girls and boys around the world, school is a place of violence and fear. Physical, sexual and psychological violence in and around schools affects children and young people everywhere. Violence is often a result of unequal gender and power dynamics. Girls and boys experience different forms of violence. Girls are more likely to experience psychological bullying, sexual violence and harassment; boys more likely to experience corporal punishment and physical violence. Disabled children are more often three times as likely as their peers to suffer physical violence in schools, and girls with disabilities are up to three times at greater risk of rape.

Violence hampers learning and is detrimental to children's well-being. It decreases self-esteem, reduces attendance, lowers grades, and leads many children to drop out of school altogether. Whether sexual exploitation for grades, corporal punishment in the classroom or bullying and harassment, all forms of violence in schools can and must be prevented. It is both the right and the smart thing to do ? morally, socially and economically ? as it enhances a child's chances of staying in school, increases their ability to fulfil their potential and breaks the cycle of violence.

Work Experience:

- A minimum of 8 years of field experience in various humanitarian contexts, including a minimum of 5 years working with Humanitarian Cash Transfer Programs (HCT).

For every child, PROTECTION!

Eliminating child poverty and ensuring access to social protection have been recognized as critical priorities of the agenda 2030. An explicit requirement to measure and monitor multidimensional child poverty is included under SDG 1.1.2, and similarly, the need to accelerate progress around public spending for poverty reduction under SDG 1.a.2, and SDG 1.b.1 for which UNICEF has recently become a custodian. The effective scale-up of social protection, with a specific attention to children, is included as part of ensuring access to social protection, a core target of SDG 1 (Elimination of poverty), and SDG 10 (Reduced Inequalities). Moreover, social protection is also an accelerator for multiple other goals. Addressing the multiple and compounding deprivations experienced by children requires an explicit commitment to understand their drivers and to scale-up comprehensive strategies to address them. The full realization of the right of children of access to social protection and adequate standard of living will not only ensure that every child lives free of poverty but also prevent those at risk or vulnerable to poverty due to exclusion and discrimination, or facing environmental and conflict-related risks, from falling into poverty.

Reducing child poverty, enhancing access to gender-transformative, and inclusive social protection, promoting efficiency, transparency and equity of financing, while strengthening capacities at subnational level, including in urban contexts, is critical. How can you make a difference?

Under the general guidance of the Chief Social Policy and the direct supervision of the Social Policy Manager, the Social Policy Specialist (Social Protection Systems Strengthening) will support with overall project management of the CSSP programme, engaging with MoLSA, FMS, district authorities, and other partners to ensure that the child grant contributes to the broader social protection system development in country. Where applicable, the Social Protection Specialist will also contribute to the design, implementation and monitoring of HCT, ensuring appropriate coordination with Government and other humanitarian actors (through the CWG) as well as informing development of the overall shock responsive SP system.

The Social Policy Specialist (Social Protection Systems Strengthening) is responsible for the following summarized functions:

Specifically, the Social Policy Specialist (Social Protection Systems Strengthening) performs:

1. Expansion of social protection coverage and social protection system strengthening ? strategic aspects (evidence/policy/financing)

- Promotes the strengthening and expansion of an integrated social protection system by applying evidence and conducting advocacy across the entire strategic and policy range of child-sensitive social protection interventions, including inter alia: political economy analysis; policy advocacy; analysis on financing options for expansion of coverage; system building; systems diagnostics; linkages with sectoral systems (health, education, child protection, nutrition, water and sanitation), and coordination mechanisms.
- Supports national dialogue on social protection laws/policies, and/or drafting of social protection strategies, including via coordination with different parts of the government at national and subnational level, with other sectors, with other actors e.g. civil society organizations and with the international organizations (UN, IFIs and beyond).
- As part of system strengthening at both the strategic and operational level, seek opportunities to expand coverage and adequacy of social protection for every child towards universal coverage, including contributing to UNICEF's commitments to support the development of gender-responsive/transformative, disability-inclusive, migrant- inclusive and shock-responsive programmes and systems.
2. Social protection system strengthening ? operational aspects of CSSP (programme design/implementation/monitoring)

- Designs, updates, reviews, adjusts, implements and evaluates cash transfers and other key social protection programmes which includes inter alia: size, targeting and implementation modalities, use of management information systems, coordination structures, communication strategy, accountability frameworks, monitoring frameworks, operational capacity and impact evaluations etc.
- Helps development of implementation systems and capacity that enables linkages of cash transfer programmes with other social protection interventions such as health insurance, public works and social care services, as well as complementary intervention related to nutrition, health, education, water and sanitation, child protection and HIV/AIDS. Works to ensure sustainability and to avoid fragmentation through the subsequent integration of cash transfer programmes into existing systems.
- Participates in inter-agency and other relevant social protection fora and identifies opportunities for joint programming and implementation, information sharing and coordination, while strengthening UNICEF's standing as a key social protection player nationally and sub-nationally.
3. Delivery of Humanitarian Cash Transfers ? operational aspects of HCT (programme design/implementation/monitoring)

- Identifies or sets up reliable and digitalized payment systems to increase the efficiency, accountability and transparency of HCTs, while reaching more and the most vulnerable children in fragile humanitarian contexts.
- Helps build infrastructure and capacity that enables linkages of cash transfer programmes with other social protection interventions. Works to ensure sustainability and to avoid fragmentation through ? where possible ? the subsequent integration of cash transfer programmes into existing systems.
- Conducts operational analysis of cash transfer programmes, including registration, payment, verification exercises, etc., to identify areas of poor performance, bottlenecks, and identify solutions.
- Coordinates and supports payment verification and other elements of the HCTs programmes' monitoring according to the established monitoring frameworks and schedules.

- Establishes effective partnerships with the government, bilateral and multilateral donors, civil society and local leaders, the private sector, and other UN agencies to support sustained and proactive commitment to the Convention of the Rights of the Child, achieve global UN agendas such as the Sustainable Development Goals and strengthen UNICEF's leading positioning for their implementation as they relate to inclusive, gender-transformative social protection.
- Analyzes national context, including key socio-economic trends, and their impact on social development, emerging issues and concerns. Uses evidence and data to help the country office predict, prepare for and mitigate risks and adjust programming course.
- Supports the correct and compelling use of data and evidence including on the situation of children, and coverage and impact of child-focused services, in support of the social protection programme and the country programme overall.
- Develops approaches to identify social and behavioural change needs and undertakes interventions for the meaningful accountability to affected populations and community engagement.
- Monitors current technological trends, new modalities of working applicable to social protection versus current and emerging needs to assess their role and match their potential applicability to social protection for enhanced outcomes for children.
 

IMPACT OF RESULTS

The effective direction and technical assistance in the area of social protection is a key enabler to the country office's programme and direct contribution towards the results under Goal Area 5 of UNICEF's strategic plan and also contributes to results in other areas (health, education, water and sanitation, nutrition). Effective advocacy for increased and expanded social protection will increase the credibility of UNICEF country office's programming and partnerships for children's rights at all levels, including subnational. The impact of results should contribute to the Strategic Plan results on social protection, including the coverage of social protection systems/floor among children, strengths of the social protection systems, disability-inclusive social protection, gender- responsive/transformative social protection, migrant-inclusive social protection and shock-responsive social protection.

EDUCATION:

- An advanced university degree in one of the following fields is required: Economics, Public Policy, Social Sciences, International Relations, Political Science, or another relevant field.
WORK EXPERIENCE:

- At least a minimum of 5 years of relevant work experience in strategic and operational aspects of social protection systems is required.
- Experience in programme design and management and policy advocacy is required.
- Experience in cash transfer programme design and management and policy advocacy is considered a strong asset.
- Experience working in developing countries / contexts is considered as a strong asset.
- Background and/or familiarity with emergencies and humanitarian contexts is considered as a strong asset.
LANGUAGE REQUIREMENTS: Fluency in English is required. Knowledge of another official UN language or a local language is considered as an asset.

Background

The mission of the Human Development Report Office (HDRO) is to advance human development. The goal is to contribute towards the expansion of opportunities, choice and freedom. HDRO works towards this goal by promoting innovative new ideas, advocating practical policy changes, and constructively challenging policies and approaches that constrain human development. HDRO works with others to achieve change through writing and research, data analysis and presentation, and outreach and advocacy work.

HDRO has established the internship programme to support the professional development of young scholars interested in the Human Development approach and current international development issues, by enhancing their analytical and statistical skills and broadening their conceptual perspectives. 

The recruited interns will be able to contribute through research, data analysis or communication to the Human Development Reports and related products.

 

Duties and Responsibilities

The intern will be supervised by a senior HDRO staff and work closely with the team on the preparation of the Human Development Reports and related products. In particular, they are expected to deliver the following tasks:

Education

- Familiarity with the Human Development concept is an asset.
- Experience with and knowledge of Excel, Stata, R and Python is an asset.
Language:

- Excellent written and oral communication skills in English; competency in other UN languages is a strong asset. 
 

Working arrangements

- As of 1 January 2020, Interns may be given a stipend according to UNDP Internship Policy, if it is not financially supported by any institution or programme, such as a university, government foundation or scholarship programme A stipend intended to help cover basic daily expenses related to the internship, such as meals and transportation at the duty station. The stipend will be paid on a monthly basis and part-time internship arrangements are prorated accordingly.
- Interns are responsible for securing adequate medical insurance for the duration of the internship. UNDP accepts no responsibility for costs arising from accidents and/or illness or death incurred during the internship. Interns must provide proof of enrollment in health insurance plan.
