The Position:

The Midwife Mentor will be based in Cox's Bazar. The incumbent reports to the Sexual Reproductive Health (SRH) Programme Team lead.

Job Purpose:

UNFPA through partners has deployed 261 licensed national midwives to support government and non-government health facilities to provide midwifery-led Sexual Reproduce Health (SRH) services in Cox's Bazar and Bhasan Char. The purpose of this position is to mentor the national midwives, midwife coordinators, midwife supervisors, their supervisors as well as the doctors that work with them to enable and capacitate evidence-based respectful midwifery-led care within an inter-disciplinary team for the refugee and host community girls and women.

 

You would be responsible for:

 1. Capacity development

 Conduct regular field visits to provide oversight and support to health facility managers and clinical coordinators to enable national midwives to provide quality comprehensive SRH services with a focus on maternal health. 

- Provide midwives, clinical coordinators and involved doctors relevant training, bedside/hands-on teaching, and mentorship. 
- Assess and respond to challenges in the enabling environment, including logistics and commodities and capacity or communicate to relevant support systems. 
- Facilitate/support the midwives to improve/expand services within their scope of practice.
- Participate in SRH working group, as needed. Develop guidelines for provision of SRH care to refugees and host communities, as needed. 
- Build capacity of midwives to provide initial stabilization of emergencies when needed, and evidence based routine maternity care, including respectful adolescent friendly ANC, delivery, and PNC services.
- Build capacity of midwives to provide comprehensive and quality SRH services including family planning, cervical cancer screening, MR/PAC, clinical management of rape, health response to sexual violence and prevention and treatment of sexually transmitted infections. 
- Coordinate training and mentoring sessions on all aspects of comprehensive SRHR. Support an effective response that integrates SRH (including Adolescent and Sexual Reproductive Health), gender-based violence (GBV) and data interventions. 
- Develop and support the implementation of systems to strengthen the quality of SRHR service delivery. 
- Build capacity of midwives to provide the needed data for monitoring and evaluation.
 

2. Advocacy and Partnership:

 Advocate within facilities for evidence-based respectful adolescent-friendly midwifery led SRH services. Coordinate with other partners at the facility level to synergize SRH care provision. Contribute to SRH working group meetings and within all other situational Reports as needed.

 

3. Project/programme Management Support

 Support SRH unit programme implementation with implementing partners

- Provide support to assessment of SRH needs of the affected population particularly as it relates to midwives, any needed. 
- Assist in developing/adapting protocols for selected areas in programme coordination (such as syndromic case management of sexually transmitted infections (STIs), referral for emergency obstetric care, midwifery, fistula repair, medical response to survivors of rape, counselling and family planning services, etc.). 
- Coach and support the midwives and other health care providers to strengthen the implementation of sexual and reproductive health priorities. 
- Provide inputs for Situational Reports and other communication products, as required.
- Conduct monitoring/mentoring visits and ensure a systematic approach for tracking barriers, challenges, and progress within facilities.

Advanced university degrees in midwifery, nursing, medicine or International Confederation Midwives (ICM) standard midwife.

- At least 2 years' full scope clinical midwifery experience.

Organizational Setting and Work Relationships

The Associate Protection Officer reports to the Protection Officer or the Senior Protection Officer. Depending on the size and structure of the Office, the incumbent may have supervisory responsibility for protection staff, including community-based protection registration, resettlement and education. S/he provides functional protection guidance to information management and programme staff on all protection/legal matters and accountabilities. The Associate Protection Officer is expected to coordinate quality, timely and effective protection responses to the needs of forcibly displaced and stateless persons, ensuring that operational responses in all sectors mainstream protection methodologies and integrate protection safeguards. The incumbent contributes to the design of a comprehensive protection strategy and represents the organization externally on protection doctrine and policy as guided by the supervisor. S/he also ensures that forcibly displaced and stateless persons are meaningfully engaged in the decisions that affect them and support programme design and adaptations that are influenced by the concerns, priorities and capacities of forcibly displaced and stateless persons. Nature of Position:

Currently, some 142,000 asylum-seekers and refugees are hosted in Greece. In 2024, some 62,000 people arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection, identifying durable solutions and support to vulnerable asylum-seekers and refugees, such as unaccompanied children and survivors of gender-based violence, are UNHCR's key priorities. UNHCR also works with national and local authorities, the private sector, civil society and refugee communities to advance protection solutions and inclusion, develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals, with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed, particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources, ensuring capacity in the country and responsibility-sharing. Forcibly displaced and stateless people continue to face increased risks of gender-based violence (GBV) and associated protection risks in Greece. In the context of Greece, this affects both persons granted international protection, and asylum-seekers still in the asylum procedure and may be linked to, or result from various factors such as poor living conditions, limited access to national services and protection systems and to livelihoods. Moreover, forcibly displaced people may have experienced GBV in their country of origin, or in transit, prior to their arrival in Greece. While State actors have shown attention and have developed certain response mechanisms, preventative measures and support structures to victims are seriously lacking as well as lack of specialized and responsive national systems to address and prevent GBV. Moreover, access to public services and national protection systems by refugees and asylum-seekers, especially for those victims of GBV, as well as for those living with disabilities, elderly, unaccompanied and separated children, youth remained increasingly difficult. Recent trends and observations from the humanitarian actors indicate that GBV, signs of trafficking in human beings and survival sex prevail, including at border locations, reception facilities and in the urban areas, affecting mostly displaced people who cannot meet their basic needs.

 

GBV constitutes a main priority for UNHCR in Greece in line with the High Commissioner's Strategic Directions (2022-2026), UNHCR Regional Strategic Directions (2024-2028) and UNHCR Greece 2023-2025 Strategy. Increased efforts will be needed to ensure access to territory and asylum for those seeking international protection, the realization of their rights and their integration, with a cross-cutting focus on assisting vulnerable refugees in 2025 and beyond. As part of UNHCR's participation in humanitarian coordination, strengthening national systems, increasing Government's response capacity and influencing policy, institutional and legal changes through expert advice, capacity building, monitoring and advocacy will remain a priority for the Office. THE BANK:

THE COMPLEX:

The Senior Vice-Presidency (SNVP) is responsible for supporting the President in the day-to-day management of the Bank Group to achieve its strategic objective and drive performance culture that will align all processes and systems to deliver high impact results. The SNVP will provide effective leadership and exceptional coordination to ensure implementation and monitoring of key corporate decisions as well as the identification of necessary corrective measures and actions. The SNVP will lead Senior Management discussions, decision-making processes and the implementation of key Board and Management decisions.​

 

THE HIRING DEPARTMENT:

The SNVP supervises the Fiduciary and Inspection Department (SNFI), which acts as the custodian of the procurement (including procurement for private and public partnership) and financial management (FM) profession, and has the following responsibilities for its functions: (i) developing and interpreting policy, strategy and related guidance notes and manuals; (ii) preparing annual post review reports on the Bank's FM and procurement operations for the Board; (iii) developing training strategy for internal and external clients; (iv) and dialoguing with external and global partners with a view to building partnerships and fostering harmonization; (v) providing the secretariat for the Procurement Review Committee (PRC); and (vi) inspecting and reporting on the performance of procurement and FM activities undertaken by the regions

 

THE POSITION

The Senior Procurement Operations Officer is responsible to ensure that the project procurement activities financed by the Bank in assigned country are compliant with the Bank's procurement policy. This is done by advising on procurement arrangements and reviewing procurement decisions within the project/program operations cycle from the identification to completion stages. The incumbent also contributes to the preparation of the Bank's Country Strategy Paper, and to building procurement capacity of Borrowers which includes training of Borrower staff, advising on project related procurement matters, and assessing and strengthening the Borrower's procurement systems.

The Senior Procurement Operations Officer reports administratively to the Cameroon Country Manager (COCM) and functionally to the Division Manager - Procurement (SNFI.1).

 

KEY FUNCTIONS:

Under the direct technical supervision of the Regional Procurement Coordinator, the Senior Procurement Operations Officer will in his/her duty station:

- Advise/assist the various Sector Divisions involved in the supervision of Borrowers project implementation activities as required by the relevant Presidential Instructions.
- Advise Borrowers, Suppliers, Consultants, Contractors and other Entrepreneurs on all aspects related to the procurement of goods and services under Bank Group funded projects.
- Participate in Preparation and Appraisal missions for projects with routine procurement components with a view to assisting Borrowers and Sector Divisions Staff to define the most appropriate modalities for procurement.
- Prepare the procurement chapter in the Project Appraisal Report.
- During the project/program preparation cycle missions, assess the adequacy and effectiveness of the procurement capacity at the Executing Agencies and Project Implementation Unit as well as provide advisory technical support to the project/program team on matters of procurement as an input to a new project.
- Participate with other Multilateral Development Banks in the assessment of the Regional Member Countries procurement systems.
- Participate in the project/program Launching Mission to assist the project/program team in developing capacity building of the Executing Agency in the area of procurement.
- Review, provide comments and participate in working group meetings of lending and non-lending activities reports
- Receive, review and approve all tender related documents requiring the Bank's "No Objection", "Approval" or "Action" under the Procurement Policy of the Bank; monitor practical aspects by assisting the Projects' Task Managers to supervise the procurement activities carried out by the Borrower throughout the project cycle.
- Process complaints received from bidders, contractors or civil society in accordance with Bank's directives in force.
- Maintain an on-going system of monitoring the compliance with the Bank's Procurement Policy by the Borrowers and actions taken by project management to implement internal and external audit recommendations and report on the status of implementation.
- Facilitate and undertake training seminars /workshops for the Borrowers and Bank Staff and Business Opportunity Seminars for the regional and non-regional private sector.
- Ensure that procurement information and data entering in SAP by sector experts are effective, correct and accurate.
- Implement audit recommendations as directed – initiating the necessary corrective actions to address all audit findings in Procurement function and prevent any repeat thereof.
- Undertake Annual Post Procurement Review Report on ongoing projects with a view to advising Management on lessons learnt
- Contribute to the preparation of periodic activity reports and the Bank's Annual Procurement Reports.
COMPETENCIES (skills, experience and knowledge):

- Hold at least a Master's 2 degree in Engineering, Public/Business Administration, Law, Procurement, Economics or related fields
- A minimum of five (5) years of relevant professional experience in providing procurement support and advice for the preparation and implementation of programs and projects financed by the Bank or any other similar institution in developing countries, having private sector experience will be an added advantage
- Proven familiarity with and solid experience in the practice of procurement of goods and works and the acquisition of consultancy services under donor funding conditions, it would be desirable to have knowledge of the Bank's Procurement policy.
- Experience in supervising and effectively managing implementation of development projects and programs.
- Ability to be flexible, open-minded with integrity, client oriented and results oriented for achieving both the Bank's and Borrowers' objectives. 
- Effective consulting and advisory skills that enable Sector Staff and Borrowers to build their confidence and skills to deal with procurement issues.
- Good networking skills and judgment are required while working within teams and when building professional relationships with procurement specialists and sector specialists working in the Region.
- Ability to communicate effectively (written and oral) in French with a working knowledge of the English language.
- Competence with standard MS Office software (Word, Excel, PowerPoint), preferably combined with knowledge and experience of SAP operations.
