Under the guidance and general supervision of the chief Education and the coordination of the Emergency Manager, the education in emergency specialist will be expected to deploy across the country to support and ensure the coordination of all education in emergencies activities. The education in emergency specialist will also support all field offices in preparation for and timely response to humanitarian crises represent UNICEF within the Education Cluster, and build capacity within the section with regards to education in emergency situation. The Specialist provides technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education programmes/projects to improve learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society. A particular focus of the role is management of large decentralized provincial level education programmes and grants from partners, in particular three provincial Education Sector Plan Implementation Grants (ESPIGs) funded by the Global Partnership for Education (GPE), and a large EU funded programme. The post will also support coordination of ADAP/GenU, and on programme strategies to reimagine the education system for resilience and continued learning in the wake of COVID-19. The Education Manager contributes to the achievement of concrete and sustainable results according to plans allocations, results based-management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standards of performance and accountability framework   To make a difference, the incumbent shall be responsible for following key strategic functions, accountabilities and related duties/ tasks; Management and advisory support to the Chief - Provide advice to the Chief in establishing the annual work plan and reviewing provincial workplans, including developing strategies, determining priorities, and performance measurements. Programme development and planning - Advise the Chief on the preparation, design and updating of the situation analysis for the education programmes to ensure that current and comprehensive data on education issues is available to guide UNICEF's strategic policy, advocacy, intervention and development efforts on education programmes. - Advise the Chief in setting priorities, strategies, design and implementation plans, including a focus on ECE, out-of-school children, and adolescent education and skill development. The Multiplier Grant is focusing on improving access to equitable pre-primary education and quality of foundational learning and teaching. More recently, the Government has identified enhanced quality of teaching and learning for improved learning attainment in basic education, focusing on the most marginalized learners as the priority reform that will be achieved through education system transformation in the country. The transformation will be done by addressing bottlenecks and working collaboratively with all stakeholders, partners, and the Global Partnership for Education (GPE). The WHE Division brings together and enhances WHO's operational, technical and normative capacities in health emergencies and risk analysis to address all health hazards across the risk management cycle in a predictable, capable, dependable, adaptable and accountable manner. The Programme is designed to operate within the broader humanitarian and emergency management architecture in support of people at risk of, or affected by, outbreaks and emergencies, consistent with ways that strengthen local and national capabilities. The European Centre for Preparedness for Humanitarian and Health Emergencies (PHHE) aims at strengthening WHO/EURO Member States' capacities in preparedness for humanitarian and health emergencies through innovative, collaborative and sustainable approaches to capacity building, including through the development and implementation of training opportunities in emergency and disaster risk reduction, the provision of tailored country support in sustainable capacity building, and the facilitation of access to capacity building resources in the Region.   DESCRIPTION OF DUTIES Within the framework of the delegated authority, under the guidance of PHHE Head of Office, and the direct supervision of the Team Lead "Training and Learning Solutions", the incumbent is assigned the following duties: • Develop and monitor a detailed project plan for the team's capacity-building activities, ensuring they are delivered on time, within scope, and within budget. • Develop guidance and SOPs in assessing the learning needs of relevant target audience. • Identify and evaluate new technologies and innovations that align with the PHHE strategic goals, assessing their potential impact and feasibility for implementation. • Design, develop and update training curricula, training and learning solutions, materials, tools and methods based on the latest evidence, best practices and needs assessment, and disseminate them. • Establish frameworks for evaluating and following training and learning activities, including effectiveness and impact of training and learning solutions and return-on-investments of programmes; analyse training data and document the findings and best practices; maintain and update the database and records of training and learning activities and participants; provide feedback on results. • Facilitate and support the knowledge management and sharing of training and learning solutions within and outside the Organization. • Build and maintain a network of trainers, experts, partners and stakeholders in the area of training and learning solutions. • Conduct research and analysis on emerging trends, innovations and challenges in the area of training and learning solutions. • Perform any other duties assigned by the Team Lead and the Head of the Office.   REQUIRED QUALIFICATIONS Education Essential: First University degree (Bachelor's level or above) in health, education, social or behavioral science. Desirable: Postgraduate degree in one of the above fields. Specialization in the development of training activities.   Experience Essential: At least 5 years of relevant work experience, at national and international levels, in public health, project management in a health-related field and in the development and the management of training and learning programmes.
