Context

Tasks and responsibilities
Specific objectives of the position
- Support to the cell 3' s missions to ensure that the implementation and the management of pharmacies and medical stock in binome with cell supply flying according to OCG norms and standards (from MSL to rational drug use, etc)
- Implementing and Monitoring with the medcos and the pharmacists' mission to the ensure all the pharmacy management fundamentals/tools are implemented and followed.
- Support for the general monitoring of the management system implemented in the missions and projects.
- Participating in the planning and setting-up of new pharmacies in the country and in support of the Medco, contributing to the drawing up.
- Organizes trainings as needed (participate in the recruitment, training/induction, setting objectives, evaluation, potential detection, development, and communication).
- Participate in the capitalization of the management system, ensuring there is a system that allow good collaborate between the medical department and the logistics (pharma supply team)
- Build and follow up with supply team implementation of supply strategies related to medical items.
- Availability to do a gap filling when required by the missions and cell.
- Collaborating with the Medco,RMP/Mission pharmacists and log team on the definition preposition of stock missions and projects. Active support during the budgeting plan of action and periodic orders.
- Collaborate with RMP/ Medco in define mission pharmacy strategy according to the context and to emergency response.
Data collection and analysis
- A communication system for data collection, verification and analysis of monthly consumption statistics and data and collection for monitoring and surveillance of optimal quantity & quality of medicine use, antibiotic stewardship interventions such as restricted use of antibiotic review.
- Checking the consistency between consumption and prescriptions for a list of key items to be defined with the medical coordinator and analyzing the results for a decision making.
- The existence of a system for collecting information on adverse reactions to medicinal products and medical equipment and analyzing the results.
Medication and Medical Device Management
- Support for the implementation and proper use (according to MSF standards) of pharmacy management and monitoring tools (daily tracking sheet, order sheet etc ...).
- Support for the implementation of new tools and their follow-up
- Support in the definition and establishment MSL's and their compliance
- Support for the proper organization and management of pharmacies of the various projects.
- Participate in improving/implementing quality of care activities, such as rational drug use, rational antibiotics prescription/use, good dispensing practices, patient treatment adherence, pharmaco vigilance.
- Support for the establishment of new pharmacies in the countries and define their objectives.
- Support on the decision-making system for donation and destruction in accordance with national procedures.
- In collaboration with the medical and logistic coordinator, support for EPREP stock management and content.
- Ensures that the management and importation of narcotic and psychotropic drugs complies with national legislation and allows the traceability of products.
Supply
- In collaboration with the medical and logistical coordinators, ensures the existence and proper functioning of a supply circuit for medicines and medical equipment (chronogram, procedures etc.)
- In case of local purchase, compliance with MSF recommendations and the information circuit under close collaboration of HQ pharmacist
- With the collaboration of supply cell ensure the Monthly Stock Report is well complete with accurate data and action taken
Medical Orders
- Support to teams to consolidate, plan and track medical orders (including budgeting with finance and logistics) and take necessary action during delivery delays, risks of stock-outs, etc...
- Participates/ensure follow-up in Quality Alerts and Batch Recall
- Develop analysis ad hoc on the status of stock, need of the mission and pertinence with medical activities.
Team coaching
- Ensures the proper organization of the work of the teams or people in charge of pharmacies in the different projects according to the requirements of the programs.
- Carries out visits with the pharmacist mission in the projects to ensure the understanding of the procedures, the application of the recommendations and to provide assistance in the resolution of the problems encountered by the teams.
- Recruitment support / evaluation / set objectives according to period
- Participate in the Briefing/Debriefing pharmacists, supply, PMR,
- Definition of job profiles according to the need in the field.
Continuing education
- Defines, with the help of the direct managers of the people concerned, the training needs of the teams involved in the management of the pharmacy in line with the objectives of the project.
- Participates in the training of members of the teams in charge of pharmacy management in projects through support in the work.
- Contribute to training Intersection in Kampala, Supply Week, Pharma weekStimulate the reflexion, capitalization and debate on the operational negotiation and stakes at HQ and fields level

Context & mission
Médecins Sans Frontières (MSF) is an independent humanitarian organization providing medical aid to victims of man-made or natural disasters, epidemics and endemic diseases. In the MSF Operational Centre of Geneva (OCG), the steering and implementation of field programmes is under the responsibility of an Operations Department, which includes direct medical support to field implementation ensuring fundamentals are reached in all projects. The development of technical and/or strategic solutions adapted to complex medical challenges faced in the field, or to fulfill chosen medical ambitions, is under the responsibility of a Medical Department. Collaborative work between the two departments is considered a cornerstone for the organisation to improve the general quality of its projects and the level of care for patients.
OCG has set up a matrix organisation to support its operations. An operational cell is responsible for providing supervision and support necessary for the implementation of quality operational projects.
The operational cell is the direct interface with the field and is made up of a multi-disciplinary team of 6 members: a programme manager (PM or "RP" – Responsable de Programmes), his/her deputy (DPM – "ARP"), and experts from the medical (RMP), logistics, finance and human resources departments.
The Medical Polyvalent Responsible (RMP) will be working in the Operations Department.
As a member of the cell's multidisciplinary team (the cell) and based on the propositions from the country coordination teams, the Medical Polyvalent Responsible (RMP) advises and provides support to the RP and the Medical Coordinator in conceiving and developing medico-operational strategies in order to best achieve the project objectives. He/she identifies the strategic medico-operational priorities in order to adapt the medical support and expresses the needs in terms of expertise to be developed by the Medical Department. He/she follows up the monitoring of the medical activities and ensures the medical fundamentals are reached in the frame of good practices and minimum of standards implementation. He/she checks the coherence between medical resources and medico-operational objectives.
Tasks & Responsibilities
The frame for medical support inside OCG, leading to further emphasize the role of the Operations Department in the following key areas:
· In relation to the general responsibilities for programme management, identifying the strategic medico-operational priorities in order to adapt support and coordinate necessary expertise.
· Providing a direct medical support to field teams. It relies, on the mastering and implementation of fundamentals, the creation of practical tools, on-site mentoring and capacity building.
· Bringing immediate medical solutions to project teams, without specific development needed and within the frame of basic competences and fundamentals.
· Creating a better integrated work between Operation and the Medical Departments, through collaborative work platforms as RMP's weekly forum and proactive cooperation, focusing on precise medico operational challenges, selection of standards, and improvement of practices.
Towards the coordination and the cell:
· Ensures the medical pertinence and adequacy of the projects with the MedCo
· Matches the medical & institutional ambitions with the operational reality and needs in the field (adaptability, feasibility)
· Contributes to the development of medical policies and strategies by sharing context-specific experiences and by checking their field adequacy.
· Support the missions in the development of a medical advocacy and/or Operational research agenda
- He/she contributes with his/her health and medical experience to the definition of objectives and intervention strategies, adapted to the project's context, particularly through direct support to coordination (Medical Coordinator):
- Shares his/her health and medical experience to determine the intervention strategies
- Advises the Medical Coordinator in terms of needs assessments and analysis of medical data gathered during exploratory missions
- He/she checks the coherence between medical resources and medico-operational objectives
- Validates job profiles and skills and approves matching according to the matching process rules.
- Supervises the Medical Coordinator in terms of adequate monitoring of field pharmacy management (and kit management), the proper implementation of national staff health policies and the respect of medical supply rules.
- Participates in the process of approving a project through the consolidation of project documents (PoA, project committee, definition of objectives and indicators, adequate means and resources, logical framework and realistic timeframes).
- He/she follows-up the monitoring of the medical activities and provides medical follow-up for projects through systematic analysis, feedback on sitreps, quarterly and annual reports and regular project visits.
- Supervises field analysis of the epidemiological context of the countries under his/her charge.
- Participates in the capitalising of field experiences and technical support needs (lessons learned), identifying the obstacles to good medical practices in the projects and promotes or puts forward proposals for innovative technical tools in order to facilitate medical work.
Answering to Medico-Operational needs
· He/she ensures the medical fundamentals are reached and the medical support is contextualized in the frame of good practices and minimum standards implementation.
· Contributes through the process of consolidation and prioritisation of medical support needs, to the yearly PoA objectives and activities and the programming of additional support and expertise priorities. Matches them to the capacities of the Medical Department, depending on the specificity and required investment.
· Provides direct technical support and guidance to the Medical Coordinator regarding all aspects of his/her function, through advice, coaching and transfer of knowledge and skills.
· Ensure medical solutions (protocols, minimum standards, best practices, guidelines, innovative tools, etc.) are properly implemented in the field.
· Responsible for the adaptation of the tools and means to the needs, making sure it provides a benefit for operations.
· Creates space for the matching of medical recommendations to operational reality, monitoring the integration of medical policies depending on the context and guides the Medical Coordinator in developing the resulting strategies.
Towards the collaborative platforms and the Medical Department
· He/she identifies the needs in terms of expertise to be developed by the Medical Department and contributes to the improvement of medical practices.
· Participates and/or animates thematic forums/collaborative platforms and medical seminars, including with the Medical Department during POA development, and for deeper moments of medical reflection such as an annual results review.
· Encourages and proposes the development of operational research projects: Informs and updates Medical Coordinators, identifies operational research needs, integration in operational objectives, follow-up, participation in the drafting of scientific articles linked to results obtained in the field.
· Undertake advocacy initiatives, provide medical documentation of populations in distress and link with the Access to Essential Medicines Campaign.
· Participate in the annual exercise to rationalise and prioritise project support needs in collaboration with L&D and Dmed
· Through the new OCG Collaborative Teamwork Framework 2026, the roles of the cell members are foreseen to evolve over the next years to reflect more of a mentoring capacity than a decisional one, and the scope of this JD may evolve accordingly, with the details yet undefined
Your profile
Education
· Medical doctor (preferred) or nurse
· Medical or paramedical degree
· Diploma in Tropical Medicine or Public/International Health/Epidemiology is an asset
Experience
· 3 – 5 years professional experience in developing countries
· A diversity of MSF experience, possibly as a Medical Coordinator or similar medical managerial position in another health organization
· Knowledge of recent developments in the field of humanitarian relief, international public health and tropical medicine.
· Experience with field research in resource poor settings is an asset

Context & mission

As part of a newly established Compensation and benefits and HR Policies unit with the global workforce approach at Médecins Sans Frontières (MSF), this position involves monitoring policy effectiveness, analysing data to inform decisions, and contributing to the design and improvement of reward systems. The position provides expert advice to HR and operational stakeholders, supports annual planning and budgeting, and strengthens HR capacity through training and engagement. Tasks & Responsibilities
· Support and monitor local implementation of reward policies in program countries and HQs
· Monitor and evaluate policy implementation, propose improvements, and use data analysis to inform decisions. Find innovative solutions to complex problems.
· Contribute to the design and adaptation of rewards systems, ensuring coherence and alignment with other MSF Operational Centres while also adapting to local contexts and needs. Communicate changes effectively and coherently.
· Support MSF's Rewards strategy through data analysis, scenario planning.
· Ensure multiannual planning of implementation of new measures and budget to give best visibility, when possible, while also remaining agile to adapt to changing contexts.
· Provide proactive advice to HR and operational stakeholders, identify risks and opportunities that will come from implementing a HR change (legal, social & financial).
· Deliver briefings and trainings to strengthen HR capacity and participating at work related events.
· Advise and propose solutions to global rewards policies, representing your Operational Centre at intersectional level.

Context & mission
Médecins Sans Frontières is an independent, international medical and humanitarian organization that provides care to people in need, people affected by natural or man-made disasters, and victims of armed conflict, without discrimination and without regard to race, religion, creed or political affiliation (MSF Charter).
The "Unité de Réflexion sur les Enjeux et Pratiques Humanitaires" (UREPH) is an internal research and reflection group of MSF OCG in charge of analyzing key humanitarian issues met in the field, stakeholder policies and their consequences on vulnerable populations, as well as critically reflecting on our internal practices of assistance and their limits. It regularly publishes external and internal papers to this effect, represents MSF in conferences or workshops, organizes events to disseminate findings and stimulate awareness, debate and change. The UREPH also supports operational teams to foster better understanding of their environment and help them respond to the most acute challenges and dilemmas they meet in the field. Prominent themes of research include, among others, humanitarian and medical ethics, forced displacement, safety and security of humanitarian staff, Sexual and gender based violence against women.
It stimulates an internal culture of debate, critical thinking and exchange, and contributes to the public positioning of MSF OCG by being part of a platform reviewing the most important advocacy challenges and initiatives, and by participating to key decision-making in this area.
The UREPH is led by a Head of Unit acting part-time as one of the senior researchers.
The Senior researcher is responsible for leading, developing and capitalizing research according to the UREPH's work program and annual plan. He/She represents MSF-CH in various foras regarding the research topics under his/her responsibility and makes himself/herself available to carry out field assignments and visits and other functions within the conduct of his/her research/reflection work.
Tasks & Responsibilities
Project Develop in collaboration with the Head of UREPH the strategic plan of the unit
Participate in the identification and formulation of research issues and parallel debate
- Produce and publish research articles, through academic journals or newspapers Study design and formulation of methodology
- Field collection of specific data as needed
- Collection of bibliography
- Article writing (as main contributing author)
- Article submission and editorial correspondance
- Article finalisation according to peer reviews
- Article publication
Present research results in internal (MSF) and external meetings, and lead/contribute to associated or ensuing debate
- Submission of abstracts
- Participation in conferences or other meetings relevant to research topics.
Contribute to building partnerships between MSF and humanitarian organizations, academic institutions, and think tanks
- Representation of UREPH in external meetings, workshops or consultations
- Lectures on history / contemporary humanitarian action, epidemiology history, or related topics.
Other
- Adapts research priorities to operational requests as necessary
- Liaise with other MSF sections on themes of common interests
- Stimulate critical thinking on these issues and push forward the development and improvement of adequate responses to these challenges
- Active participation in international discussions on research issues

- Represent OCG in various forums if needed
- With the Head of UREPH manage short-term researchers/experts or interns on specific research issues.
Your profile
Education
- PhD or Masters degree in social sciences (history, political science, global studies, international relations)
- Health background is a bonus.
Experience
- Experience in research in low- and middle-income countries
- 10 years of operational experience in the field and HQ with MSF
- Experience and ability to build and animate a network of resources
- Academic experience (peer review publications, academic articles...)
- Management experience.
Languages
- Fluency in English and French (written and spoken) are mandatory.
Skills/ Technical competencies
- Ability to write reports and peer-review publications
- Ability to represent and to animate teams
- Ability to understand and deal with institutional issues

Terms of employment
- Full-time position 100% (40h/week)
- Open-ended contract
- Working place: Geneva, Switzerland
- Ideal start date: September 1st, 2026
- Gross annual salary (for 100%): from CHF 110'652.- to CHF 126'228.- (salary commensurate with equivalent experience and internal salary grid)
- Paid vacation: 25 days per year, prorate temporis, plus any Swiss public holidays falling within the contract period.
- Pension plan: pension contribution covered 3/4 by MSF, 1/4 by staff member.
- Relocation support available for eligible candidates.

Contexte & Mission
Médecins Sans Frontières est une organisation médicale et humanitaire internationale indépendante qui fournit des soins aux personnes dans le besoin, aux personnes touchées par des catastrophes naturelles ou causées par l'homme et aux victimes de conflits armés, sans discrimination et sans tenir compte de la race, de la religion, des croyances ou de l'appartenance politique (Charte de MSF).
En alignement avec la vision et les objectifs du service RH Terrain, l'objectif du poste Support SIRH Terrain est de soutenir une gestion RH terrain cohérente, effective et qui prenne en compte les différents impératifs de l'organisation (opérationnels, sociaux, financier, internationaux, légaux etc.). Il s'inscrit dans la dynamique de l'unité Outils RH Terrain, dont le rôle est d'apporter un support technique aux équipes terrain en complément des RHOP dont le rôle stratégique est d'accompagner et de coacher les CORH sur leurs programmes.
Les objectifs de l'unité sont les suivants :
- Concevoir, optimiser et dispenser le support RH aux besoins opérationnels avec des politiques et outils RH adaptés
- Supporter les programmes pour développer des mécanismes pour prévenir, détecter et adresser les risques RH
- Renforcer les capacités des équipes et transférer les compétences vers le terrain
- Améliorer le management et l'analyse des données RH
- Simplifier les standards internes et les rendre accessibles
Pour cela, sous la supervision des Référent SIRH, le Support SIRH Terrain devra:
- Recevoir et participer aux requêtes de support des terrains d'opérations
- Appliquer des protocoles de résolution de problèmes et savoir communiquer les procédures métiers
- Participer à la conformité des données RH
- Participer aux tests du système lors des mises à jour ou du déploiement de nouvelles fonctionnalités, en fournissant des retours sur l'utilisabilité et la fonctionnalité.
- Guider les utilisateurs vers les ressources disponibles lors de leur induction, de leurs questions/problèmes, et de leurs besoins de formation
- Participer à l'élaboration d'outils et de manuels de formation en SIRH et leur mise à jour régulière
- Assurer des sessions de formation de base ou fournir des conseils aux nouveaux utilisateurs sur l'utilisation efficace des outils RH
Principales responsabilités
Support aux opérations / utilisateurs
- Traite les tickets, demandes et questions qui lui sont attribués par les responsables applicatifs et référents SIRH
- Réceptionne les demandes de création de nouveaux utilisateurs, initie les tickets nécessaires et assure les suivis appropriés
- Effectue des extractions de données ad hoc et accompagne les utilisateurs lors du traitement des données
- Effectue une induction aux standards requis pour les nouveaux utilisateurs des outils
- Supporte et accompagne les utilisateurs dans le cadre de leurs activités régulières, ainsi que pour la mise en place et maintien des politiques et procédures
- Participe à la préparation et dispense des ateliers en ligne de type webinar auprès des collègues RH terrain selon les priorités et sujets d'actualité
- S'implique dans les communautés d'utilisateurs, interagit dans les documentations collaboratives
- Guide les utilisateurs vers les bonnes ressources de formation, de documentation, etc.
Support envers l'équipe
- Applique les protocoles de mise à jour, mise à niveau et migration
- Participe au maintien de la documentation interne de la gestion des outils
- Participe aux phases de test de toute nouvelle version des outils RH terrain
- Monitore les contrôles de qualité de données, communique les problèmes auprès des utilisateurs concernés et offre des pistes de support appropriées
- Participe à la création de contenus éducatifs et formations de différents types; powerpoint, ateliers, vidéos, questionnaires, etc.
Communication
- Participe aux réunions de l'unité et du département RH Terrain
- Participe aux différentes sessions de formations (Sur Genève ou décentralisées) ainsi qu'à des ateliers régionaux organisés sur la thématique de SIRH le cas échéant.
Autres
- Contribue à toute autre projet RH ou transversal sur demande du responsable d'Unité
- Participe à la vie de l'unité (back-up, dossiers de fond...)
Profil recherché
Education (souhaité)
- Formation post –secondaire liée à la Gestion / Administration / RH, SIRH
ou
- Expériences professionnelles pertinentes liées à la création de contenu pédagogique / formation
Expérience (requis)
- Expérience terrain avec MSF liée à l'administration des RH, support RH / SIRH / paie, etc.
- Expérience dans le support et l'accompagnement d'utilisateurs
- Expérience dans la création de contenu pédagogique / documentation / formation
Expertise, connaissances et habiletés
- Maîtrise des logiciels de la suite Microsoft Office, maîtrise avancée de Microsoft Excel
- Connaissances et expériences passées avec le logiciel Homere, OCG HR Matrix, outils de planification, etc.
- Expérience dans la création de contenu de formation. Compétences spécifiques avec logiciels/outils de création de contenu de formation est un atout.
- Expérience dans le maintien de bases de documentation, de communautés d'utilisateurs, et d'outils collaboratifs est un atout.
- Excellentes compétences en résolution de problèmes avec une approche axée sur le client.
- Connaissance et capacité à identifier un problème logiciel et le documenter
- Connaissance des politiques et procédures RH de MSF OCG est un atout
Langues (requis)
- Les langues d'usage de MSF Suisse sont l'anglais et le français. Les requis minimaux pour cette position sont B2.
