Purpose of Job


The Analyst contributes to all activities of the EBRD's Advice for Small Businesses Programme, including initiation, structuring, execution, implementation, monitoring and completion of advisory project and non-project activities namely Non Financial Services (NFS) related activities.


The Analyst will take responsibility for the tasks assigned to them by the Principal Specialist ? NFS/BR, which may include design, coordination and execution, monitoring and reporting non financial services business development for compliant project pipeline, undertaking due diligence including compatibility with SME F&D group strategic directions, stakeholder outreach and coordination of visibility activities and other non-financial services.


The Analyst will work with regional network and sector (FI) counterparts to identify the partner banks' (PFI) business needs. They will develop the scope of advisory projects focusing on priority areas, and identify suitable consultants or experts for the assignments.


The Analyst carries out these tasks under the guidance of senior team members and under the supervision of the Principal Specialist NFS/BR , working closely with the wider SME Finance & Development team and, FI teams, banking and policy colleagues, both in EBRD Resident Offices and in HQ.


Accountabilities & Responsibilities



Under the supervision of the Principal Specialist NFS/BR, the Analyst will deliver instruments, NFS activities and any other delegated tasks under the Advice for Small Businesses Programme in line with strategic priorities of the Bank and the SME Finance and Development Business Group, and in coordination with relevant teams (e.g. Financial Institutions, CSD, Policy and other relevant teams).


Structuring and Execution


  • Perform all activities under the Programme in full alignment with the Bank's policies and procedures, donor requirements, internal control and compliance standards, as well as the highest standards of integrity and ethical conduct working with credible and respectable counterparts.
  • Working closely with the regional network, work on origination and conception, implementation and monitoring, and evaluation of NFS related advisory activities.
  • Contribute to the preparation and review of project documents, assessments, implementation plans, terms of reference, procurement inputs and reporting materials..
  • Analyse PFIs growth prospects in NFS, with a view to structure impactful advisory support and nourish SMEs for financing.
  • Contribute to business development generating a pipeline of high quality advisory activities in priority areas (e.g. digital, green, inclusion, innovation) in collaboration with ASB, FI, banking, and climate teams.

Portfolio Monitoring, Value Creation and Reporting


  • Support the monitoring of NFS implementation, including updating portfolio data within regions of responsibility, tracking key performance indicators and preparing inputs for management, donor and operational reporting
  • Ensure maximum synergy of advisory and banking, such as under EBRD intermediated SME finance programmes, e.g. Women in Business or Youth in Business, we well as Risk Sharing Facilities; Supply Chain Financing or other dedicated financial or non-financial initiatives.
  • Contribute to regular NFS diagnostics and portfolio assessment, lessons learned and success stories to generate ideas for follow up support and new initiatives.
  • Monitoring NFS portfolio performance and linkages with financing.
  • Follow market trends, collect PFI and SME feedback to contribute to the development of innovative ideas linking financial and non-financial products for SMEs.
  • Support the Principal Specialist- NFS/BR r in the development of internal and external reports including donor related in partnership with country teams, to inform donors on the progress of activities and utilisation of funding, as well as contribute to new donor proposals.
  • Under the guidance of the Principal Specialist, support the coordination and implementation of marketing and visibility activities to promote NFS activities and donor/s in the relevant country of Operation.
  • Perform other duties as requested by the Principal Specialist ? NFS/BR and Director of Regional Network.


Knowledge, Skills, Experience & Qualifications


Qualifications and Skills

  • Bachelor's degree (Business, Economics, Finance or equivalent work experience)
  • Business/financial analytical skills, with the ability to interpret accounts, understand local accounting principles and conduct financial analysis.
  • Strong project management and organisational skills.
  • Strong problem solving skills and ability to think creatively.
  • Effective communication, coordination, presentation and negotiation skills and ability to manage relations with SME clients, partner financial institutions, consultants and other stakeholders.
  • Strong writing skills; experience in writing advisory project proposals, terms of references or reports is an advantage.
  • Fluency in English, both written and verbal. Fluency in language of country of operations is essential.
  • Computer literate: excellent knowledge of Microsoft Office including Excel and Power Point, ability to learn new systems quickly.

Experience and Knowledge

  • Relevant professional experience two years, preferably from commercial management consultancy, development institutions or financial institutions (banks).
  • Understanding of financial institutions and SME financing ecosystems, including challenges related to SME access to finance and non-financial support services.
  • Good knowledge of and experience working in at least one of EBRD's strategic SME priority areas (i.e. green economy, economic inclusion, sustainable supply chains, SME finance and digitalisation), as well as market trends in these areas
  • Knowledge and understanding of business advisory services.
  • Knowledge of local business environment and consultancy market is essential.

You will have had extensive experience developing ESIA and/or E&S due diligence and monitoring of infra sector (transport, water, waste) projects, experience working with IFIs (e.g, IFC, ADB, EBRD), their E&S frameworks and other international E&S standards, understanding of complex E&S issues associated with the sector. You will also have experience and proven understanding of EU environmental standards such as Directives on EIA, Habitats, Water Framework, Urban Wastewater Treatment, Drinking Water, Waste Framework, Landfill, Waste Incineration, and transport safety regulations among other. The experience of working on complex and challenging projects that would be typically categorised as A under MDBs E&S policies, as well as knowledge of the Bank's countries of operations would be highly appreciated for this role to be successful.     The Associate Director will work with the Associate Director Heads of Sector and Directors in ESD to deliver the Bank's commitments under its Environmental and Social Policy, covering environmental and social appraisal and monitoring of the Bank's portfolio of projects and activities in various sectors; oversight and verification of the Bank's approaches, assessments, monitoring, reporting and verification of environmental, social, green and other commitments relevant to ESDs mandate. The Associate Director will manage the appraisal and monitoring of complex and high-risk projects, provide specialist input, and conduct oversight of a range of projects and sectors     Background   ESD works closely and interacts daily with the banking teams and other departments as relevant to drive the shared agenda of sound environment and sustainable development.   ESD is a team of specialists responsible for the environmental and social appraisal, assessment, and monitoring of Bank's portfolio of projects and activities in various sectors. ESD is responsible for, and the custodians of, the Environmental and Social Policy (ESP).  Main interaction is with the Banking teams during project development and implementation, where an active participation is expected from ESD in assessing gaps against applicable policy provisions, identifying and developing solutions and opportunities, and thereby ensuring compliance as well as increased environmental and social transition impact, delivering sound environment and sustainable development.   Within its mandate, ESD: - conducts oversight and verification of the Bank's approaches and assessments, - interacts frequently with the Board, banking and external stakeholders, - is responsible for data collection and data management, - is responsible for standards and minimum requirements, - oversees and assesses environmental and sustainability-related risk, - is responsible for monitoring, reporting, verification, - is responsible for the ESP and related policy management and policy development, methodologies and guidance.     Accountabilities & Responsibilities     Under the limited direction of the Associate Director Head:   - Technically manage, provide specialist input, and oversees and coordinates a range of projects or tasks, including complex and high risks projects and TCs.
