For our Skills, Jobs and Income team based in Zurich and Bern, we are looking for an enthusiastic and motivated Advisor Vocational Skills Development to join us as of November 1, 2026, or upon agreement, and contribute to strengthening Helvetas' thematic positioning and advisory portfolio.
Skills, Jobs and Income (SJI) is one of Helvetas' three thematic working areas. The team consists of around 12 highly motivated and qualified experts focusing on Private Sector Development, Vocational Skills Development and Basic Education.
YOUR MAIN TASKS
- Provide technical and strategic advice and manage advisory assignments for Helvetas projects, country programmes and external clients, including planning new projects or phases, as well as conducting reviews and evaluations.
- Lead or provide substantial inputs to acquisition processes, including project design and proposal writing, with a particular focus on acquiring external advisory service mandates.
- Maintain and develop relationships with clients and partners, communicating clearly and consistently to support collaboration and acquisition.
- Contribute to the further development of Helvetas' approaches, knowledge products and positioning in VSD and youth employment.
- Strengthen our engagement with the Swiss VSD community of practice and relevant Swiss and international networks.
- Develop relationships with Swiss private-sector companies and professional associations and explore opportunities to involve their expertise and resources in VSD initiatives.
YOUR QUALIFICATIONS
- Master's degree in education, economics, business administration, international development or another field relevant to the position, or a BSc degree with experience and additional relevant education.
- At least 5 years of relevant experience in international development cooperation, including at least 3 years of field-based experience in the Global South/East.
- Experience across several countries and short-term consultancy assignments is highly valued. Particularly strong candidates with around 10-15 years of relevant experience may be considered at Senior Advisor level.
- Proven expertise in dual VET, with experience in private sector engagement in VSD, youth employment, Market Systems Development and VET reform highly valued.
- Experience in non-formal VSD and/or skills development in humanitarian and fragile contexts is highly valued. Additional expertise in green skills, impact-linked finance or alternative education is an advantage.
- Good networks within the Swiss private sector and/or professional associations, with the ability to develop partnerships and mobilise private-sector actors for VSD.
- Strong project management and advisory skills, with proven experience in acquisition, particularly of advisory service mandates, proposal development and client relations.
- Strong communication and interpersonal skills in multicultural environments and effective use of digital and AI tools.
- Excellent spoken and written German and English. French and other additional languages are an advantage.
- Readiness to travel 4-5 times a year, including to fragile contexts.

Die Humanitäre Hilfe der DEZA ist Ausdruck der Solidarität der Schweiz mit Menschen in Not. Sie konzentriert sich auf Nothilfe, Wiederaufbau von betroffenen Gebieten sowie Katastrophenvorsorge. Dabei stellt sie die betroffenen Menschen in den Mittelpunkt und handelt unabhängig, neutral und unparteiisch.
Die Humanitäre Hilfe der DEZA konzentriert sich auf folgende Themen:
- Schutz der Zivilbevölkerung;
- Geschlechterspezifische Gewalt;
- Wasser und Siedlungshygiene;
- Ernährungssicherheit und Bargeldprogramme.
- Verringerung des Katastrophenrisikos;
Das Schweizerische Korps für humanitäre Hilfe (SKH) ist fester Bestandteil der Humanitären Hilfe der DEZA. Es ist ein Milizkorps bestehend aus einem Pool von rund 600 einsatzbereiten Personen. Die Expertinnen und Experten des SKH sind aufgrund ihrer Kenntnisse und Fähigkeiten in [zehn Fachgruppen](https://www.deza.eda.admin.ch/de/schweizerisches-korps-fuer-humanitaere-hilfe-skh) eingeteilt. - Sie sind motiviert, das Leben und die Würde, der von Katastrophen betroffenen Menschen als Vertreterin oder Vertreter der Schweiz zu schützen und zu wahren.
- Sie sind Schweizer Bürgerin/Schweizer Bürger oder Ausländerin/Ausländer mit einer Niederlassungsbewilligung (Ausweis C).

Sur mandat du Conseil fédéral, le Département fédéral des affaires étrangères (DFAE) conçoit et coordonne la politique extérieure de la Suisse. Il s'emploie en outre à défendre les intérêts du pays et à promouvoir ses valeurs.
La Direction du développement et de la coopération (DDC) est le plus grand centre de compétences pour la coopération internationale de la Suisse. En collaboration avec d'autres offices fédéraux, elle met en œuvre la politique extérieure de la Suisse dans les domaines de l'aide humanitaire, de la coopération au développement et de la coopération avec l'Europe de l'Est. Le Corps suisse d'aide humanitaire (CSA) fait partie intégrante de l'Aide humanitaire de la DDC. Le CSA est un corps de milice composé d'environ 600 personnes prêtes à l'engagement. Les experts du CSA sont répartis en [dix groupes spécialisés](https://www.deza.eda.admin.ch/fr/le-corps-suisse-daide-humanitaire-csa) selon leurs connaissances et leurs aptitudes. - Vous êtes motivé·e par la volonté de protéger et de préserver la vie et la dignité des personnes touchées par des catastrophes en tant que représentant·e de la Suisse.

The SDC's Humanitarian Aid is an expression of Switzerland's solidarity with people in need. It focuses on emergency relief, reconstruction and rehabilitation of affected areas, and disaster risk reduction. In a spirit of neutrality, independence and impartiality, it places the concerned population at the centre of its efforts.
The SDC's Humanitarian Aid pursues the following thematic priorities:
- Protecting civilians;
- Disaster risk reduction;
- Water and sanitation;
- Gender-based violence;
- Food security and cash transfer programming.
The Swiss Humanitarian Aid Unit (SHA) is an integral part of the SDC's Humanitarian Aid. The SHA is a corps of around 600 specialists who are on call in times of need. SHA specialists are divided into [ten expert groups](https://www.deza.eda.admin.ch/en/swiss-humanitarian-aid-unit-sha) according to their know-how and skills. This enables the unit to provide targeted and effective support in the priority areas of the SDC's Humanitarian Aid.
This makes you unique
- You are committed to protecting and upholding the lives and dignity of people affected by disasters in your capacity as a representative of Switzerland.
- You must be a Swiss citizen or hold a permanent residence permit (C permit).
- You hold a degree, certification, or specialized training of equal value.
- You demonstrate at least five years of professional experience, ideally including two years in international development cooperation.*
- You are reliable, proactive, flexible, and able to work independently and efficiently.
- You combine a natural flair for dealing with people with a high degree of intercultural sensitivity.
- You must have a very good knowledge of two official Swiss languages and, if possible, a basic understanding of a third one. Fluency in English is essential.
- You are resilient and physically fit, and available for several overseas postings of at least six months' duration.
- You hold a category B driving licence.
*For particularly sought-after profiles, the SDC's Humanitarian Aid Division also offers accompanied initial assignments abroad.

Il Corpo svizzero di aiuto umanitario (CSA) è il braccio operativo dell'Aiuto umanitario della DSC. Le esperte e gli esperti, come Lei, operano sul terreno per portare avanti le missioni della DSC e dei partner come per esempio dell'organizzazione delle Nazioni Unite (ONU) prima, durante e dopo le catastrofi, crisi e i conflitti per tutelare la vita, la sicurezza, la dignità e i diritti delle persone coinvolte.
