Purpose of Job


Here at EBRD we want to know things that will enable us to make ?people related' decisions with the greatest degree of confidence, driven by data. We want actionable insights accessible to decision makers (both business stakeholders and members of HROD) to help solve business problems.


Will work under supervision and guidance of the Principal, People Solutions & Advisory OR Associate Director ER, People Solutions & Advice and together with other team members, to support and provide operationally excellent HR advisory services across the Bank to line managers and staff.


Be a data domain expert and facilitate data informed decision making within EBRD's HROD department. The role holder helps support decision makers by visualising data, analysing trends, applying statistics and finding insights using the Bank's suite of business intelligence tools.



Accountabilities & Responsibilities


  • With support from other team members (where needed) provides advice and guidance to:
    > staff and managers or, in order to support and influence the business in the implementation of HR policies and procedures, escalates issues within the team as appropriate OR
    > members of HROD on ER-relevant provisions of the Staff Handbook (SHB), procedures and processes.
  • Supports the successful delivery of HROD projects through active monitoring, updating of progress and reporting to project leads as necessary
  • Record-keeping to underpin sound administration of Bank personnel: Documenting and filing an accurate audit trail to clarify policy decisions and/or to document rationale for policy variations in the realms of reward and employee lifecycle events and/or case management. Ensuring adequate details are kept and filed correctly so that any future recollection of a decision is fully captured and easily retrievable


People Solutions & Advisory Team ? specific: Provides assistance and problem solving related to referred queries from line managers and staff at all levels, liaising with HR centres of expertise and HR Operations as necessary.


  • Supports and contributes to staff health and other sensitive employee relations activities and processes by executing defined activities, including arranging referrals, compiling scripts and supporting documents.
  • Coordinates and/or supports information sessions for line managers and staff on HR cyclical topics.
  • Monitors and reviews internal line manager and staff guides and processes, escalating changes to the relevant HROD team to ensure timely updates.
  • Manages relevant case referral and management system, ensuring required service standards.
  • Working collaboratively with team members, HR Operations, and other centres of expertise in order that the business receives a high quality service.

Employee Relations Team ? specific:


  • Develops and reviews internal ER guides on processes and procedures and ensures timeliness of relevant internal updates on ER-relevant intranet pages and Guides.
  • Coordinates training and information sessions with members of HROD, particularly related to HR cyclical activity and improving knowledge of ER related processes and procedures.
  • Manages ER-specific case reporting system, ensuring quality of the data and timeliness of reporting to MD HROD. Raises awareness and liaise with OGC on due dates set in the ARC directions.
  • Oversees medical absence reporting and provides advice on adherence to the medical leave processes, including referral to OH and managing working incapacity cases.
  • Manages relationships with ARC and AT Secretariats.
  • Manages existing contracts, acts as the primary contact and maintain effective working relationships with external providers, including Occupational Health Advisor, medical insurance provider (for Working Incapacity cases) and service providers for outplacement and mediation.
  • Undertakes ad hoc ER projects and activities as required.

Provide Business Stakeholders with Analysis and Insight


  • Preparing and analysing various HR metrics and KPIs and providing feedback to the People Solutions & Advisory and HR Business Partnering teams or the ER team.
  • From understanding of the data, the role holder will be expected to offer additional insights into trends for stakeholders.
  • Use statistical insights from employee data to make better people decisions.
  • Use data and information to provide insights into people issues and guide improved, evidence-based decision-making and fix problems at the root cause.
  • Ask the right questions when interrogating data to support meaningful insights for the Business, telling a relevant and compelling story.
  • Where gaps exist in the current HR reporting platforms, the Analyst will provide detailed accurate analysis for stakeholders.

Deliver Improvements to the HR Reporting Capability


  • Conduct design reviews with end users and consult data owners to iteratively improve reporting relevance and impact.
  • Responsible for understanding relevant bank processes and ways of working, both internal and external to HROD, and presenting appropriate reporting solutions.
  • Carry out user acceptance testing on behalf of HROD or business stakeholders when necessary.

Drive continuous improvement


  • Proactively identify gaps in the current HROD reporting platforms and highlight possible solutions.
  • Drive improvements in data quality.
  • Support team members to improve their data analytics capability, understanding of appropriate use of data and storytelling.

  • Demonstrated HR Adviser or experience in an HR Operations role.

Under the overall guidance of the Director, Gender and Economic Inclusion, the post holder will work with the WE Finance Code Lead to coordinate the gender and inclusion actions related to the implementation of the WE Finance Code and cooperate with the WeFinance Code Lead and relevant colleagues on overall operationalization of the cross-regional programme.      The WE Finance Code is a global policy initiative, funded by We-Fi, that aims to close financing barriers faced by women entrepreneurs through a coordinated public-private stakeholder effort to improve collection and use of sex-disaggregated data. The post holder will support and coordinate the ongoing We-Fi activities across all three regions, with special focus on activities in Egypt and Morocco. Specifically, with the support of the WE Finance Code Lead, the Analyst will coordinate as required the rollout of all steps envisioned for the implementation of the WE Finance Code. They will oversee technical assistance projects and the work of the WE Finance Code implementing consultant in the regions. Moreover, sitting in HQ, the post holder will support the WE Finance Code lead with overall operationalisation and coordination of the cross-regional WE Finance Code Programme. The analyst will oversee and track the programme budget, ensuring compliance with internal EBRD policies and donor funds agreements. The vision for this change is to have a more strategic, coherent, focused and better aligned policy, impact and partnerships functions fit for purpose to deliver on the ever more complex challenges faced by our COOs.     Under the VP3, the GEI Department leads the design and implementation of the EBRD's Strategy for the Promotion of Gender Equality (SPGE 2021-2025) and the Equality of Opportunity Strategy (EOS 2021-2025). The Department also leads on the operationalisation of the engagement areas of the 2 strategies at project/ policy levels, regular internal/external updates. The Department also leads project, policy and TC design and delivery of products/solutions for access to entrepreneurship and finance, skills and jobs, and services, and inclusive elements of digital and green project/policy engagement across regions/sectors, in partnership with banking. Manage the design and implementation of the gender SMART tagging process across all sectors, provide advice to banking on optimising gender impact, and track progress. Create gender/inclusive knowledge products; lead international/MDB engagement in these areas.       Facts / Scale   - The post holder is part of the Access to Finance and Entrepreneurship pillar of the Gender & Economic Inclusion team in PSD. (They report to the Associate Director, G&EI, and supports the team and the G&EI Director on cross-pillar initiatives and products; - The post holder will further be recognised in the gender and inclusion field with specific focus on access to finance and entrepreneurship with the youth and regional inclusion, migration and refugees, skills development, inclusive finance, and works across thematic teams within G&EI; - The post holder works with and supports the WE Finance Code Lead - The post holder supports the implementation of one large-scale inclusion and gender policy engagement programme, in particular the WE Finance Code, and interacts with the relevant Banking colleagues in HQs and relevant ROs, and external stakeholders as needed, in Egypt and Morocco - The post holder supports implementation of at least 3 technical assistance assignments related to the WE Finance Code, including project and policy level activities, the successful management of consultants, the delivery of outputs on time and to budget, as well as related donor engagement, reporting and, at times, fundraising. - The post holder tracks the We Finance programme budget, obtains internal approvals when needed, ensuring compliance with EBRD policies and donor agreements. - The post holder provides key input and oversight of inclusion and gender policy elements into country diagnostic studies and country strategies and engages with EPG Regional Lead Economists, the Country Strategy teams in HQ and other key EBRD teams on inclusion elements of country strategies. - The post holder contributes to selected G&EI management issues as required. - The post holder acts as a champion and role model of the Bank's Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are always exhibited. - No budget responsibility.       Accountabilities & Responsibilities   - In line with the Bank's Transition mandate, supports the design, appraisal and monitoring of investment projects and TCs for their impact on inclusion as part of transition and monitors the portfolio of projects with inclusion impact for transition performance, through engagement with Banking project teams and due diligence visits to the region. - Supports the implementation of the policy dialogue activities under WE Finance Code engaging with the relevant ecosystem players and champions at the national, regional, and international levels. This will include supporting the national and regional coalitions, supporting signatories, and tracking progress. - Manages Technical Cooperation (TC) projects related to the WE Finance Code, supports the selection of consultants when needed, oversees the work of the Code implementing consultants in the region, tracks their progress, and ensures outputs are delivers on time and on budget. - Supports the We Finance Code Lead on overall programme management. Tracks the We Finance programme budget, obtaining internal approvals when needed, tracks overall programme progress and engages in donor reporting, and provides administrative support to manage consultancy contracts. - Monitors and assesses reform challenges and progress in relation to inclusion and gender issues in SEMED, and support the We Finance Code lead on the design and delivery of gender-responsive policy dialogue, through analytical work, contributions towards strategy papers and supports liaising with key senior level stakeholders such as banking regulator, banking associations, credit guarantees and information bureaus, private sector clients and strategic partners of the Bank. - Supports inclusion and gender capacity building within the Bank, specifically in Banking teams and Regional / Resident Offices, through presentations, inclusion and gender workshops and seminars. Maintains a strong awareness of the international debate on gender, inclusion, skills and inequality issue. - Support with the organisation of events to promote the launch, awareness, and visibility of the Code. Attends events and represents EBRD as needed (e.g., at workshops, events, dialogues with stakeholders). - Creates and co-creates the knowledge tools and guidance notes for internal and external consumption including through tailor-made surveys and established EBRD's publications (especially donor funded ones) and channels to promote the promotion of equality of opportunity strategic priority of the Bank across its policy engagements, investments and advisory services. - Contributes to joint work across departments and across pillars as needed.       Knowledge, Skills, Experience & Qualifications   - A postgraduate degree in economics, international development or related field. - Demonstrated policy or development / inclusion / gender expertise and prior work experience in policy oriented or development area, gained for example through full-time employment in a financial or governmental institution, consultancy/company, think tank or academia; - Substantial progressive responsibility mainstreaming gender and inclusion in projects in international organizations in a variety of sector with experience in supporting private and public sector; - Strong social analysis and research skills including command of quantitative and qualitative methods of research, and knowledge of gender and inclusion issues in a variety or regions; - Knowledge and experience applying results-based approaches to project and program management; - Experience of working with donors and familiarity with broader donor debates and best practices; - Fieldwork experience in EBRD countries of operations will be considered an advantage; - Ability to think strategically, and to innovate, results oriented, ability to work under several deadlines simultaneously; - Good interpersonal skills; - Ability to work in a multicultural team; - Excellent oral and writing skills in English;     What is it like to work at the EBRD?   Our agile and innovative approach is what makes life at the EBRD a unique experience!
