Purpose of Job

The Officer is responsible for providing secretarial and administrative support in OGC


Accountabilities & Responsibilities

  • Producing and completing legal documentation and forms (such as execution versions of contracts, signing announcements and confirmations, corporate authorisations, including certificates, shareholder proxies and powers of attorney, and first drafts of standard agreements (e.g. indemnity agreements)
  • Filing and archiving of legal documentation in various hard copy and electronic systems using Livelink and Prescient
  • Liaising with internal and external clients on legal matters such as legal due diligence and execution modalities
  • Processing outside counsel and consultancy engagements in accordance with all relevant procedures and approval processes, preparing engagement/consultancy contracts and arranging invoicing
  • Updating legal knowledge management databases to ensure correct templates and data is used for management reports
  • Managing correspondence as required
  • Assisting with internal reporting
  • Arranging travel, itineraries, visas and process travel expenses in compliance with Bank's policies and procedures
  • Provide support during absences of other OTE staff
  • Arranging internal events, meetings and conference calls and receiving visitors
  • Assisting with the arrangement of external events
  • Preparing and organising documents for management committee meetings and Board meetings

Knowledge, Skills, Experience & Qualifications


Academic Qualifications

  • Secondary/High School Education.
  • A recognised legal secretarial qualification such as the Legal Secretaries Diploma provided by the Institute of Legal Secretaries and PAs is useful but is not essential
  • Fluent English, with excellent written and oral communication skills
  • Knowledge of another language (e.g. Russian, German, French, Turkish or Arabic) both written and spoken would be useful (but such knowledge of relevant language is essential for RO-based roles)

Experience/Knowledge

  • Significant secretarial and administrative experience, preferably working as a legal secretary in a law firm or in-house legal department
  • Familiarity with legal terms, jargon and the practise of law (in-house or law firm) is advantageous
  • Good organisational skills, proactive and flexible attitude to work essential
  • Ability to use initiative to undertake tasks and projects without guidance
  • Good communications skills, including pleasant and efficient telephone manner

These activities may include contributing to assessment of ESP compliance, E&S risks impacts and opportunities; climate and nature risks, Paris Alignment, and green finance attribution; monitoring, verification and reporting; and assurance. ?    Coordinate project and consultant teams, conduct and/or contribute analytical, scientific, and technical reviews and appraisals, develop methodologies, monitor outputs/outcomes, contribute specialist input, manage data, review, and develop internal and external publications, negotiate E&S contract terms.  ?    Undertake work travel independently, as required ?    As delegated by the Director or Associate Director Head, represent ESD internally and externally at various fora, including project, client, lender and stakeholder meetings and other events. The role will apply systems thinking to connect individual investments with wider infrastructure networks, institutions, markets and transition pathways, and will contribute to the development of methodologies, technical assistance, policy dialogue and knowledge products that support systemic green transition.       Background   The Associate will work within the Sustainable Infrastructure team, supporting infrastructure investments and related policy and advisory activities across EBRD countries of operations. The role will have a primary focus on the urban system, including water supply, wastewater, resource efficiency, waste, urban resilience and integrated urban development. The Associate will work across the interdependencies between these systems and other areas relevant to GET 2030, including energy, buildings, industry, transport, agribusiness, finance, climate adaptation, nature and digitalisation. The precise balance of work will evolve according to operational priorities and the Associate's technical expertise.       Facts / Scale   The Associate will report to an Associate Director in Sustainable Business and Infrastructure (SBI) and will work closely with Banking teams, other CSD functions, ESD, Climate Risk, Impact and relevant policy and specialist teams. The role will support a substantial and diverse portfolio of infrastructure transactions and will independently manage defined analytical and technical workstreams across multiple projects at different stages of the project cycle. It will also contribute to, and where appropriate manage discrete components of, policy dialogue, technical cooperation, methodology development and knowledge activities. The role requires the ability to prioritise competing assignments, maintain technical quality and deliver clear advice within Bank timelines.       Accountabilities & Responsibilities   The Associate may work across different infrastructure systems according to business needs, with a primary orientation towards urban, water and transport systems. urban or infrastructure planning; environmental economics is desirable; or another closely related technical discipline.  - Relevant professional experience in the preparation, appraisal, design, implementation or operation of infrastructure investments, preferably in emerging markets or developing-country contexts.  - Demonstrable technical expertise in at least one relevant sustainable infrastructure area, preferably urban infrastructure, water and wastewater, urban mobility or transport, together with the ability and interest to work across adjacent infrastructure sectors.  - Strong understanding of infrastructure systems, including the interaction between physical assets, service delivery, institutions, regulation, finance, users and environmental and climate constraints.  - Experience undertaking or reviewing technical due diligence, feasibility studies, options analysis, cost-benefit analysis, climate or environmental assessment, infrastructure planning or related analytical work.  - Strong quantitative and analytical capability, including the ability to interrogate assumptions, work with technical and financial data, assess costs and benefits and translate analysis into clear recommendations.  - Understanding of climate mitigation, climate adaptation and resilience, resource efficiency and environmental sustainability as they apply to infrastructure investments and systems.  - Familiarity with green finance frameworks and approaches, including climate-finance attribution, Paris Agreement alignment and the use of transition plans, pathways and action plans to support investment and policy decisions.  - Ability to apply systems thinking, identify cross-sector dependencies and trade-offs, synthesise complex information and exercise sound judgement where information is incomplete or uncertain.  - Working knowledge of infrastructure policy, regulation, market structures and institutional arrangements, and of how policy dialogue and technical assistance can enable investment and improve sector performance.  - Strong digital and data literacy, including effective use of analytical, visualisation and emerging digital tools.
